PPM criticises MCC’s land allocation

The Progressive Party of the Maldives (PPM) had criticised the policies of Male’ City Council (MCC) over the allocation of land, arguing that the current policies are in violation of decentralisation laws.

The PPM claimed today that the Maldivian Democratic Party(MDP) have been granted land at surfer’s point an Usfangandi, whilst requests from other parties for space to use have been rejected, Haveeru has reported.

The MCC responded in local media that the land allocation complied with current regulations.

During the week it emerged that the Housing Ministry had issued a letter to the MCC informing them of their decision to take the Usfangandu area away from the Council’s control due to the continued political activity on the site. The MDP lease was due to run until the end of June.

The court case concerning the removal of the MDP from the surfer’s point area last month was dismissed this week after the judge ruled that MDP interim chairperon Moosa ‘Reeko’ Manik did not have the authority to submit the case on behalf of his party.

Decentralisation Act puts Male’ mosques under council control

Male City Council plans to take responsibility for city mosques by next month, Haveeru reports.

The plan is said to be in accordance with the Decentralisation Act. Mosques and cemeteries in Hulhumale and Villimale will also be under the council’s remit.

A management plan for the Islamic Ministry is currently being drafted by the council, reports Haveeru . The plan would allow the council to manage the Imams and administrative workers.

The council is also discussing taking over the Islamic Centre, which it claims is one of its remits under the Decentralisation Act.

Atoll councilors entered the office by force, allege police

Police have accused Kaafu Atoll councilors of entering the Thulusdho island office without the permission of police, after the Thulusdho island court ordered police to hand over the keys. Police did not comply.

Police Sub-Inspector Ahmed Shiyam said that ”police are still watching over the building. When the councilors entered using force, we did not try to stop them.”

Shiyam said that police have not yet given the keys to the councilors.

”I don’t think anyone gave them the key, so police are active in the area to watch over the assets and valuables inside the building,” he said.

Local media today reported this morning the police were “laying siege” to the Atoll Office in Thulusdho and blocking the entrance, but said later that the building was handed over to the atoll councilors after minor confrontations between police and citizens of Thulusdhoo.

On Saturday, in a council meeting held in the Kaafu Atoll Office in Maafushi, the newly elected Kaafu Atoll councilors decided to move the current Atoll office in Maafushi to its former premises based in Kaafu Atoll, Thulusdhoo.

However, after the decision was made, police confiscated the keys of the former Kaafu Atoll office in Thulushoo and councilors were not allowed to enter. Councilors then requested the island court order police to hand over the keys.

The Court yesterday ordered the police to hand over the keys to the atoll councilors, and also court ordered the police not to obstruct the work of Atoll Councilors.

In a meeting with the press today, Home Minister Hassan Afeef said that the councilors did not have the authority to decide where the council’s office should be located.

”The passed the resolution not after discussing with us,” SunFM quoted Afeef saying. ”There will be no law that gives authority to the council to decide where there office will be located.”

Meanwhile the Human Rights Commission of the Maldives (HRCM) has expressed concern over the violence occurred in Thulusdhoo.

HRCM said that the commission was observing the commotion since yesterday and noted that it was “worsening day by day.”

”We call on all the concerned authorities to solve the issue by negotiating,” said the HRCM. ”And we all call on everyone to keep their actions within the law.”

Local Council Elections 2011: Preliminary results by island and party

The DRP has won 502 seats, 91 island councils and 10 atoll councils, according to preliminary results of the local council elections.

MDP won 375 seats, 61 island councils, four atoll councils and 88 percent of the city council seats.

Independents took 160 seats, 15 island councils and one atoll council (Dhaalu).

The Elections Commission of the Maldives has said that the commission will announce the official result of the Local Council Elections within two weeks.

In the meantime, preliminary results are subject to change and media is accountable for its own reporting of seats won and lost by specific candidates, the EC stated.

”Any media that circulates information that a seat was won by a specific candidate according to an unverified result, shall do so of its own responsibility,” said the commission.

The commission said will be updating its results website as soon as sheets are received at the main office in Male’.

Legal confusion over local council elections

The government claims to be seeking legal advice concerning issues relating to the local council elections scheduled for October.

The President’s Press Secretary Mohamed Zuhair said there were contradictory definitions mentioned in the decentralisation and local council acts.

For instance, Hulhudhoo and Meedhu in Addu Atoll are considered two different islands and have their own island offices, but both are located on the same land mass.  Under the decentralisation act,  two islands on the same land or in the same lagoon would be considered one island, Zuhair explained.

“But in the local council elections act island offices are [allocated] for every island. As a result, it is now difficult to determine on which islands councils should be established,’’ he said.

Zuhair said the Elections Commission [EC] would try to hold elections on time, regardless to the issues raised.

Dhivehi Rayyithunge Party DRP MP Abdulla Mausoom said DRP has already presented a bill to the parliament to resolve the issue.

”We will amend the law to provide power to the citizens, and we might as well amend the constitution if necessary,” said Mausoom. ”In the bill it will determine how the local councils should be established in the controversial islands of Addu Atoll and Fuvamulah.”

In May, the parliament passed legislation on local council elections. The bill was initially passed in such a way that any person who lived out of their birthplace was required to travel to their home island.

Article 4 of the first legislation passed said voters would have to be present in their island of birth or registered constituency in order to cast their ballots.

President Mohamed Nasheed vetoed the bill, claiming a large number of people from the atolls living in Male’ or “40 per cent of the population”, would be deprived of the right to vote if he ratified the bill.

President of the Elections Commission Fuad Thaufeeq did not respond to Minivan News at time of press.
