Criminal Court detains two individuals caught with MVR0.9 million drug haul for five days

The Criminal Court on Tuesday extended pre-trial detention of two individuals caught with MVR900,000 (US$58,366) worth of illicit drugs to five days.

The Drug Enforcement Department (DED) caught the two individuals on arrival from the airport to Malé Monday. They are Maldivian nationals aged 48 and 31 years.

The police believe the drugs were trafficked via air.

According to the police, the 31-year-old was accused of stealing money and documents from fifth floor apartment on Malé’s Dhafeena Building in December 2011.

On Tuesday, the DED also searched both of their residences and found documents related to the drug haul.

Chinese companies express interest in Hulhumalé – Malé bridge

Three Chinese companies have submitted detailed expressions of interest in building a bridge between capital Malé and surburb Hulhumalé, Economic Development Minister Mohamed Saeed has said.

They are Dongfeng, China Machinery and Engineering Corporation (CMEC), and Beijing Urban Construction Group (BUCG), he said.

Although 19 parties from 8 countries had expressed interest following an investment forum in Singapore, only three submitted detailed expressions of interest.

Speaking to the press on Tuesday, Saeed also said the documents will be evaluated in July and expressed hope work could commence in December this year.

President Abdulla Yameen is also seeking investment in four more infrastructure projects. They are development of Ibrahim Nasir International Airport (INIA), development of northern Ihavandhippolhu atoll, relocation of the Malé port to Thilafushi Island, and the development of a youth city on Hulhumalé.

Saeed said the government is in discussion with investors on the relocation of Malé port and the project will give the Maldives a competitive edge over other ports in the region.

Reclamation work for Hulhumalé Youth City will begin within weeks and revetments will be installed by December 2015, he said.

He further said a technical team has been set up at the President’s Office to facilitate investment in oil exploration.

Police launch new information management system

The Maldives Police Services has launched a new information management system today.

Speaking at a ceremony held to inaugurate the Police Information Management System (PIMS), Commissioner of Police Hussein Waheed said the new system will facilitate investigations and introduces new services.

The system facilitates the handling and storing of information regarding investigations and evidence, and dramatically reduces paper costs at the office, he said.

The Police Management Board also held discussions on posting police officers on all inhabited islands on Tuesday.

According to a police statement, the board aims to increase or limit officers depending on the population and number of crimes. The size and amount of services available at police stations will also vary depending on these factors.

Employment Tribunal spent MVR1.2 million in excess of approved budget

The Employment Tribunal spent MVR1.2 million (US$77,821) in excess of the parliament-approved budget in 2013, the institution’s audit report for 2013 made public today has revealed.

An annual budget of MVR5.7 million (US$369,649) for the tribunal had been approved by parliament.

“The overspent amount was facilitated by a budget extension of MVR1,251,429 made to the Tribunal by the Ministry of Finance and Treasury. However, it was observed that the parliamentary approval for this budget extension was not obtained as per clause 32(a) of the Public Finance Act,” the report stated.

Police seize drugs with street value in excess of MVR900,000

Police have arrested two male suspects – aged 31 and 48 – with drugs worth over MVR900,000 (US$58,365) in street value.

According to police, the 31-year-old suspect had a criminal record for committing a robbery in 2011.  The pair were arrested on Monday (June 23) based on intelligence information suggesting their involvement in drug trafficking.

The drugs were found in their possession when the suspects were searched near the Hulhumalé ferry terminal upon their arrival in Male’ from the airport. Further evidence was discovered after police searched their residence with a court warrant.

The drugs are believed to have been smuggled through the airport.

The Criminal Court yesterday extended the remand detention of the suspects to five days.

MDP MP Ali Mohamed defects to PPM

Opposition Maldivian Democratic Party (MDP) MP Ali Mohamed has joined the ruling Progressive Party of Maldives (PPM), Speaker Abdulla Maseeh Mohamed announced at today’s sitting of parliament.

The defection of the MP for Noonu Holhudhoo brings the PPM’s number of MPs to 41. The opposition MDP has 24 MPs followed by the Jumhooree Party (JP) with 13 MPs and the Maldives Development Alliance (MDA) with five MPs.

The religious conservative Adhaalath Party has one MP while Madaveli MP Muaz Mohamed Rasheed remains the sole independent.

With the new signing, the PPM-MDA coalition has now secured a comfortable majority of 46 MPs in the 85-member parliament.

Although the PPM won 33 seats in the March 22 parliamentary polls, four out of five independent MPs along with MDP MP Mohamed Musthafa and two JP MPs switched to the ruling party.

Elected to the 17th parliament on a Dhivehi Rayyithunge Party (DRP) ticket, Ali Mohamed quit the party in mid-2011 and joined the MDP in April 2013.

Cancelled

Today’s sitting of parliament was meanwhile adjourned by Speaker Abdulla Maseeh Mohamed after proceedings were disrupted by MDP MPs raising consecutive points of order and subsequent verbal sparring between opposition and pro-government MPs.

MDP MPs insisted that the legislative process could not begin in the absence of standing committees to review bills after preliminary debate.

Maseeh had also called off last week’s sitting under similar circumstances after announcing that discussions would be held with political party leaders to resolve the dispute.

However, raising points of order, JP Leader Gasim Ibrahim and MDP Parliamentary Group Leader Ibrahim Mohamed Solih denied that the parties were consulted before a sitting was scheduled for today and accused the speaker of misleading the public.

Shortly thereafter, Maseeh adjourned the sitting after PPM Parliamentary Group Leader Ahmed Nihan suggested a recess to hold discussions with party leaders.

At last week’s sitting, pro-government MPs had accused the opposition of obstructing Majlis to thwart the government’s legislative agenda, while MDP MPs accused the ruling coalition of attempting to create “a one-party state” without parliamentary oversight.

Referring to MPs crossing the floor, JP MP Ilham Ahmed had accused the speaker of stalling as the government had not finished “hunting” for new MPs.

Deadlock

The protracted dispute over the allocation of seats on standing committees has left parliament deadlocked since the first regular sitting on June 2.

A five-member select committee – comprised of representatives from the five political parties – was formed at the sitting to constitute the 13 standing committees.

The committee has so far been unable to reach an agreement while a two-week deadline stipulated by parliamentary rules elapsed last week.

Following the cancellation of last week’s sitting, the select committee held a meeting on Saturday at the request of the speaker. However, the meeting was cancelled due to loss of quorum after MDA MP Ali Mauroof walked out ahead of a vote on a proposal by the MDP.

As parliamentary rules dictate proportional representation in standing committees for political parties based on the number of MPs in each party, the PPM-MDA coalition with its 46 MPs are entitled to a majority of seats on all 13 committees.

While not insisting on a majority on key government oversight committee, the MDP has demanded four seats in the government oversight committee, independent institutions oversight committee, and public accounts committee.

“After PPM, MDP holds the highest number of seats. So as per regulations, after PPM selects its committees, it is MDP that must get the second choice. However, in reality, PPM is allowing MDA – which holds only five seats – to have its say over that of the MDP. This is not how it should be done,” MP Ibrahim Mohamed Solih explained to Minivan News last week.

“The question that has given rise to so much debate and disgruntlement is which three committees will the MDP get four seats in. We are saying we want the seats in committees with oversight functions.”

The select committee meanwhile held a meeting following the adjournment of today’s siting. However, with the MDA unwilling to forego any seats on oversight committees, MPs on the select committee has not been able to reach an agreement as of the time of press.

ICD to assist in strengthening Maldives Hajj Corporation

The Islamic Development Bank has confirmed its support in strengthening the Maldives Hajj Corporation, reports the Islamic Ministry.

The Islamic Corporation For The Development of Private Sector (ICD) – a branch of the IDB – informed the government of its willingness to assist Maldivian pilgrims journey to Mecca.

Discussions on the matter was held during Islamic Minister Sheikh Mohamed Shaheem Ali Saeed’s visit to Saudi Arabia to attent the IDB’s annual gathering.

During the visit talks were also held on broadening ICD’s business ventures in the Maldives, and provision of budget support to the country.

Government closes school for grades 9 and under during Ramadan

The Ministry of Education has on Tuesday announced that school sessions will not be held for students in grades 9 and under during the month of Ramadan.

The regulations that they released further state that school sessions for grades 10 to 12 should begin after 9am and should last a duration of three hours per day.

The ministry also ordered schools to ensure that no activites are held at the times of Maghrib and Ishaa prayers, and that any activities that are held at night should be held in such a way that allows students to attend Tharaaveeh prayers – special prayers held after Ishaa during Ramadan – as well as the weekly sermons organised by the government.

Police holding discussions to repatriating Iranian fishermen

Police have announced that they are holding discussions on the matter of repatriating 14 Iranians on a fishing boat found in Maldivian seas.

The boat was discovered near the island of Thimarafushi in Thaa Atoll on June 6, after having been lost at sea for two months.

Police revealed that the boat and its crew are now in the island of Madifushi in Thaa Atoll.
