Comment: SAARC summit should make a bridge to face climate change

“I had five houses but only one is left, all are destroyed by cyclone Ayla. We were not poor, we had everything but now we are street beggar. It happened within a few seconds. Water flows up to the eight feet over the embankment. Now it looks like sea. In every tide saline water flows over the land so we have no way to grow here anything. How shall we get food, shelter and education now? Some people are going to Dhaka and other city but we cannot dare to do this, ultimately we have no choice. We have to leave this place.”

That is a statement of one of Ayla’s victims (at Khulan, a southern part of Bangladesh), made to the UK’s Guardian newspaper.

They are waiting to leave Khulan. 200,000 people have already migrated from the area.

People in Bangladesh are already living with the effects of climate change. Bangladesh is trapped between the Himalayas in the north and the encroaching Bay of Bengal to the south, and is the most vulnerable country in the world to natural disasters due to the frequency of extreme climate changes, and its high population density.

At the 16th summit of  the South Asian Association of Regional Cooperation (SAARC), Nobel Laureate and chairperson of the International Panel for Climate Change (IPCC), Dr Rajendra Kumar Pachaur, said that the Summit would provide an opportunity for SAARC countries to discuss common problems related to climate change that will affect all the countries of SAARC.

However, the slogan of the 17th SAARC summit of the Maldives is`Building Bridge’. The effects of the climate change should be the main focus and SAARC countries should build bridges to face these effects.

All the eight SAARC countries  are facing the effects of climate change: Bangladesh is facing internal migration of its people. Climate change has affected agriculture, so every day large number of people are migrating from village to capital and they are living an unhygienic life, with no sanitation facilities or drinking water. A World Bank study says that in the near future 700 million people in India will migrate to urban areas due to the impact of climate change on agriculture.

The 17th SAARC Summit is being held in the Maldives. Eighty percent of its 1,200 islands are no more than one metre above sea level, and scientists fear the sea may rise up to 0.9cm a year. If the world does not fight against climate change, within 100 years the Maldives could become uninhabitable.

The country’s 360,000 citizens would be forced to evacuate. In Kandholhudhoo in the Maldives, tidal surges already flood homes every fortnight.

Sri Lanka is also vulnerable country to the effects of climate change. Once it used to be said that that climate change in Sri Lanka was more dangerous than civil war – major part of Jaffna and other northern areas of Sri Lanka will be submerged when the sea level rises.

Climate change in Sri Lanka will have dire consequence for water, agriculture, health and coastal regions. Already there are early signs of impact, which will reach serious proportions by 2025.

Melting glaciers could affect 500 million people in South Asia, alongside rising sea level, changing rainfall patterns and scarcity of drinking water. Like Bangladesh, rural Nepalese are already living in poverty due to this effect, and winter wheat crops have been failed due to the warmer climate. Indian wheat is also facing that problem.

Nepal, Bhutan and the Himalayan mountainous region are a few of the most vulnerable areas in the world to climate change. Pakistan has suffered from dangerous floods for a long time.

Thus all the South Asian countries are facing the effects of climate change. Bangladesh is the among most vulnerable of these while the 17th SAARC host country, the Maldives, is no less vulnerable than Bangladesh. Sri Lanka is also in the same condition.

So we hope that the Prime Minister of Bangladesh, Sheikh Hasina, and the President of the Maldives, will take the lead to make a bridge to face the climate change. Other affected countries: Sri Lanka, India, Nepal, Bhutan, Pakistan and Afghanistan should also help to make this bridge. The richest country in the world, the USA, is an observer of SAARC now. Their representative is joining the summit. They have a duty to fight together with the worst climate-affected countries like Bangladesh, the Maldives, Sri Lanka and others.

Comment: Against dolphin captivity

I am Karam Ibrahim and I am 15 years old. It is my sincere request that this article I have written in order to express my views and make the public about dolphin captivity is published.

I am a 15 year-old student. I have been fascinated by dolphins and whales as long as I can remember. Since I opened my eyes into a blessed island surrounded by the ocean, I have seen dolphins more than a few times in the wild.

In my eyes, I saw breathtaking creatures that teased and leaped in the endless ocean. They are definitely interested and curious about human beings, and it was impossible not to feel their joy and freedom just watching them. To me, dolphins resembled freedom, and I’m sure that any Maldivian who had encountered the amazing cetaceans in the wild will feel it to some extent too!

About three years ago, my interest in animals made me persuade my parents to take me to the Safari World during a trip to Bangkok, Thailand. We visited the Dolphin and Beluga Whale show, which I profoundly regretted later.

I could see the difference between the wild dolphins in Maldives and the dolphins in the show. They were miserable! Sure, the tank in which they were kept was gigantic, but I questioned myself. Is the tank big enough for these mammals that were once swimming in an endless ocean which by no means can be compared to this cage?

Dolphins are mammals, not fish. They are huge, meaningful creatures with big hearts confined in a small body. Thus, that visit to the Safari World turned out to be my last trip to a place where dolphins and whales were cruelly kept in captivity. It was merely a feeling that these animals did not belong there.

Later, I saw the movie “The Cove” which confirmed that it was not only a feeling! Dolphins and whales do not belong in captivity.

In the wild, they’re travelling 40 miles a day. They could be surfing at one area in the morning, and the next hour they could be 25 miles away teasing or socialising. Dolphins are acoustic creatures. These dolphins are captured and put in a concrete tank surrounded by a stadium full of screaming people. Imagine how they would feel!

When I heard the news about the opening of a dolphinarium in Maldives, it was like a nightmare come true! Since the government ministers have given Amir Mansoor the right to open a dolphinarium, I did a research on the internet, trying to understand why the government would promote this absurd proposal to open a dolphinarium in an eco-friendly country like the Maldives. Here are a few facts that I believe the public, and the Maldivian government should be aware of:

  • The average life span of a dolphin in the wild is 45 years; yet half of all captured dolphins die within their first two years of captivity. The survivors last an average of only 5 years in captivity.
  • When a baby dolphin is born in captivity, the news is usually kept secret until the calf shows signs of survival. Although marine mammals do breed in captivity, the birth rate is not nearly as successful as the one in the wild, with high infant mortality rates.
  • Wild dolphins can swim 40 to 100 miles per day – in pools they go around in circles.
  • Many marine parks subject their mammals to hunger so they will perform for their food. Jumping through hoops, tail walking and playing ball are trained behaviors that do not occur in the wild.
  • When trapped together, males often become agitated and domineering. This creates pecking orders (unknown in the wild) and unprovoked attacks on each other and the trainers. In the ocean, although fights are not unknown, the wild dolphins have a chance to escape.

As dolphins and whales are large wild animals, the stress and trauma caused by captivity makes them dangerous, which proposes a threat to their trainers. The following is evidence:

In the year 2000, a dolphin entangled a trainer in a net, spun her around and held her underwater during a dolphin capture exercise at Sea World, San Diego. The trainer suffered three fractures and torn ligaments in her right arm.

In the year 2002, a Killer whale Orkid pulled a trainer into the pool by her foot at Sea World, San Diego. The trainer broke her arm before being rescued.

In the year 2006 a dolphin bit a boy celebrating his 7th birthday with a sleepover at SeaWorld Orlando. The boy, under the supervision of a SeaWorld employee, was petting the dolphin at the Dolphin Cove, a petting attraction.

The boy’s mother, Hollie Bethany, told the Orlando Sentinel two adults had to pry the dolphin’s mouth open to free the boy’s hand. The bite bruised the boy’s thumb but did not break the skin.

A dolphin at the same attraction had bitten a 6-year-old Georgia boy on the arm three weeks earlier, the Sentinel reported. The resort’s spokesperson told the paper that the dolphin in that incident might be sent to a “behavior modification” program.

In 2010, trainer Dawn Brancheau, 40, was grabbed by a killer whale, pulled into the water and held there at Sea World, Orlando. She was killed brutally by this stressed out whale in front of thousands of spectators.

Like Richard O’Berry once said, dolphins are whales. Size does not matter!

I would like to state that no matter how much we try to replicate the features of the sea in a dolphin cage, there is no possibility that a dolphin held captive will be happy and healthy.

This is not a matter of keeping the dolphins in Maldives safe. The dolphins that are bred in captivity and transported to Maldives are also dolphins. This is a matter of saving and protecting these wild animals and discouraging the brutal hunting and slaughtering of dolphins worldwide.

I wish that this could not only be about the huge amounts of profit that could be made from this industry, but also about what a good deed we are doing for the environment and ways of life and nature by refraining from such activities which can only be stated as inhumane animal abuse.

I sincerely hope that the government ministers and Amir Mansoor will consider this, and find sympathy and love in their hearts to prevent this nightmare from happening by abstaining from holding dolphins, which can help diminish the number of dolphins that are captured every year in order to be sold to dolphinariums all over the world.

‘Dolphin Lagoon’ to offer conservation, education, recreation

The government’s decision to lease a lagoon to a dolphin habitation and family recreation project proposed by top tennis player Amir Mansoor will not force the marine creatures into captivity, and will support conservation efforts for one of the ocean’s most personable yet at-risk inhabitants.

On October 4, the Cabinet deliberated on a paper submitted by the Finance Ministry to lease a lagoon, location unspecified, for a dolphin habitation and training center.

While program specifics have not been officially released, an individual who has participated in such programs elsewhere and is familiar with the Maldives’ project informed Minivan News that the lagoon project is as much a conservation effort with educational motives as it is a recreational enterprise.

Correcting local media’s use of the word “trainer”, the source said the project will create “an open water program during which the dolphins will accompany the care takers on daily unstructured excursions,” and defined the role of caretaker as “taking a dog for a walk. This isn’t a Seaworld enterprise, with hoops and balls for public entertainment.”

While the lagoon program does not aim to put dolphins on display for commercial purposes, the source acknowledged that “it is an industry, you can’t deny that. People want to swim with dolphins. But this program is saying, ‘make it sensible.'”

Demonstrations will be offered but sources say they will be educational, not commercial.

“The demonstrations will show what dolphins are capable of, their speed, their use of eco-location, and other details. It will be fun, but education is the goal. Many people don’t know the basic facts of a dolphin’s lifestyle,” said source.

She added that reachout programs will be established with local public schools, handicapped organisations and orphanages.

The site is also being planned as “a place to spend the day,” featuring billiards, table tennis, photography, a restaurant, and play areas. With daily ferries from Male’, the cost will be friendly to locals.

“Above all, we’re trying to offer both locals and expatriates something to do. The dolphin program is a part of this larger recreational plan,” she summarized.

Freedom: the benchmark for success

The dolphin program includes two lagoons: a 1 kilometre living area surrounded by nets and allowing for free flow of water and fish, and a second, much larger area for excursions. The design is intended to simulate a natural habitat.

“The proposed lagoon is the largest for the small number of dolphins that will inhabit it in the world,” said one source. “It’s so spacious that if the dolphins don’t want to participate in an activity or hang around divers, they can just swim off. The philosophy is, ‘we’ll reward what you like, but you ignore what you don’t like’.”

The program follows a blueprint first attempted by the United States Navy in the 1960s. Since then, several conservation-based facilities have opened in the Caribbean with consistent levels of success.

Freedom is a critical benchmark: “Since the dolphins accompany trainers on daily excursions to the open ocean, it is clear to most people that the dolphins are free to leave or choose to return ‘home’,” said Director of Dolphins and Programs for the Curacao Dolphin Academy and President of the Southern Caribbean Cetacean Network (SCCN) George Kieffer.

Dolphins have allegedly exhibited natural behavior in these facilities including hunting, breeding and social ranking.

Though given the option to swim off, sources observe that dolphins willingly return to their enclosed living space when excursions are over. “They like to be intrigued and challenged, so the programs are always offering new exercises. If you were to put dolphins in a lagoon and just feed them, they would be very unhappy. As long as the challenges keep coming, the dolphins appear to be happy.”

“Make it sensible”

While some activists criticise any form of animal captivity, others suggest that open water programs are protecting the dolphin species.

Kieffer said programs similar to that proposed in the Maldives receive significantly less criticism than marine parks or inland aquariums, and nearly all negative claims have been “demonstrably untrue.”

“The success would appear to be measured by all three [existing facilities] having not only self-sustaining breeding populations, but increasing populations,” he said. As these populations surpass facility capacities, others such as the Maldives’ lagoon program are being endorsed.

“Once these animals have been bred and raised in open water programs, they can’t be released into the wild,” said a source familiar with the programs. “It’s better to find a way to keep them healthy. The program in the Maldives is good because these dolphins need a place to go.”

Rather than capture and train indigenous bottlenose dolphins, the Maldives’ lagoon program will import dolphins already bred in similar facilities. The bottlenose does well in human care, said Kieffer, preferring “small numbers within a social group and shallow water. [Maldives’] local dolphins such as the pan-tropical spotted dolphin and the spinner dolphin prefer deep water and hundreds of individuals within a large moving social group.”

Minivan asked Kieffer if the world’s oceans are safe for dolphins.

“Sadly no; they are vulnerable to the swift and diverse pressures human activities are placing on the sea. Dolphins and whales have endured over 50 million years of the ocean’s natural stresses and strains. And now in just the past several decades, our impact on the seas has rendered them fragile.

“Dolphins are a charismatic species that attracts human attention. The popularity of aquariums, zoos, and interactive programs highlights this point. When people have the opportunity to intimately view and interact with dolphins, they have the potential to form a cognitive and emotional connection – one that has the potential to arouse individuals to care for their new-found friends and become involved in marine causes.”

Local objections

Reports of the ‘dolphin lagoon’ were earlier published by local daily Haveeru. Individuals affiliated with the program said responses have not been positive.

Local dive magazine Scuba Tribe subsequently launched a campaign against the dolphin lagoon on social media outlets Facebook and Twitter.

Scuba Tribe’s argument begins by stating that “little is known how this project would proceed.”

“A training center for dolphins or a lagoon where tourists would come up to see them by paying a fee to see them is out of the question as they all can see them in the wild every single day. Local resorts and dive centers have regular dolphin watching cruises that happen on a daily basis,” reports the Scuba Tribe website.

A source familiar with diving practices in the Maldives claimed that many tour boats are not trained to approach dolphins, and that excessive diving in popular sites such as Hanifaru Bay has pushed fish populations away from these locations.

“Tourists can be seen jumping by the dozens into the water, pushing to see the animals,” she said, noting that in August up to 17 boats could be seen at Hanifaru at one time. “This year was really disappointing for diving, because it was out of control. Why aren’t groups like Scuba Tribe worrying about this? Crowding on dive sites, disappearance of species like the whale shark from their favored areas, these are issues that are affecting the natural world and will soon affect the tourism industry as well. Everyone is involved.”

Hanifaru reef became a Marine Protected Area (MPA) in 2009 and a Core Area of the Biosphere Reserve after “intense tourism activities…threatened [the site’s] sustainability.” Activities are now subject to a site management plan.

Dolphins are most challenged by the impact of human activity in their habitat. Pollution, entanglement in fishing gear, collision with boats and unsafe fishing practices are a few examples. Whale and Dolphin Conservation Society cites coastal development, particularly for marine tourism, and chemical pollution as leading threats.

“Dolphins are also killed unintentionally in gill net, drift net, and purse-seine fishing practices around the world,” Kieffer said.

Purse seining, a fishing method whereby a vessel deploys an enormous net to encircle and capture entire schools of fish at once, “is very cost effective but indiscriminate, and generates a large amount of bycatch,” wrote Minivan News in a recent article. The practice is allegedly done in waters fringing on the Maldives’ national borders. “Nothing escapes,” Solah Mohamed, Head of Production for the Maldives’ Felivaru fish cannery, said of the practice.

Director of environmental NGO Bluepeace Ahmed Ikram said the NGO did not have a position on the lagoon program but was soliciting public opinion.

“We are aware of the project and are publicizing it through Facebook and Twitter to see what the public response is. Then we will analyze and discuss the results in the next week.”

Ikram said that the Maldives’ many environmentally-relevant projects has kept Blue Peace busy and made it difficult to focus on individual projects, such as the lagoon.

“This seems to be part of a progression of projects aimed at eco-tourism which do not quite live up to expectations,” he surmised. “It looks like everything is for sale, and most of it is for tourism.”

The downside of publicity

Publicity is a driving factor in Maldives tourism, however one source suggested that it can be too much.

“National Geographic did a report on Hanifaru Bay, and now tourists are all coming and saying, ‘We want to go to Hanifaru.’ As a result, it became a protected area. To protect the dive site, you have to control traffic.”

In 2009, documentary film “The Cove” turned the international eye on Japan’s dolphin hunting culture and industry. Its implications for dolphin centers have proved damaging.

According to the film, Japanese fishermen entrap dolphins and sell them to international buyers, some of whom work for marine entertainment organisations such as Seaworld. The remaining dolphins are slaughtered and sold as food, often labeled as fish or whale meat, “The Cove” website alleges.

Dolphin meat has been debated as unsafe for human consumption.

A source argues that the film’s implication that dolphin centers around the world cooperate with the Japanese industry is inaccurate and harmful to legitimate conservation programs.

“Dolphins which are exported or sold for business purposes go through very strict documentation procedures,” she said. “None of the parks in the US, Caribbean or Europe have dolphins that originated in Japan, and they have the proper paperwork to prove it.”

The source added that the film’s message has made dolphin program development more controversial. “If we did import dolphins from Japan, we would be accused of sustaining slaughter,” she said.

Minivan News subsequently learned that the Maldives’ lagoon dolphins will not come from Japan, and will be examined by American scientists to ensure that local wild dolphins are not negatively affected.

Avoiding the tourist trap

Keiffer shared his understanding of the Maldives’ facility with Minivan News: “From what I’ve learned, your local facility will not be a run-of-the-mill tourist trap looking to “cash-in” on dolphin popularity by any means necessary. On the contrary, I believe it is striving to be one of a very few organizations setting the standards by which dolphin display facilities are expected to meet if they truly intend to convey a sense of respect and appreciation for the animals under their care.”

He added that the facility’s success would demand caretakers be able to support the dolphins’ physical and emotional needs.

A local source compared the proposal to other operations. “Dolphins are in appalling conditions in some places. Aquariums, for instance – that’s a real cage. People should be opposing those. But this is a totally different ballgame.”

If approved by the government, the facility is expected to be completed by the end of 2012. An official title has not yet been selected.

New bug kills young to stop dengue

An experiment by British biotechnology company Oxitec Limited has yielded mosquitoes genetically engineered to prevent the spread of dengue fever by killing their own offspring.

The mosquitoes, formally termed aedes aegypti RIDL strain, transmit a lethal gene to their offspring which kills them before they reach maturity. Only male mosquitoes carry the gene.

The engineered mosquitoes were first released in the Cayman Islands in 2009 in a 25-acre area. A report published yesterday (October 30) revealed signs of success.

According to the traps, genetically engineered male mosquitoes accounted for 16 percent of the total male population in the test area, while 10 percent of the larvae contained the lethal gene. Scientists concluded that although genetically engineered males were half as successful at mating as normal mosquitoes, their activities would still suppress the population in dengue-endemic areas.

A larger trial on Grand Cayman island in 2010 reduced the targeted mosquito population by 80 percent for three months, Oxitec has reported.

“The results, and other work elsewhere, could herald an age in which genetically modified insects will be used to help control agricultural pests and insect-borne diseases like dengue fever and malaria,” the US’ New York Times reported today.

The insects have also been released in Brazil and nearby Malaysia.

Dengue is reported in between 50 and 100 million cases each year, and accounts for an estimated 25,000 deaths. According to Oxitec, dengue threatens 50 percent of the world’s population and costs the global economy US$4 billion annually.

The new bug could prove useful to the Maldives. Though it ranks number one on South-East Asia’s list of malaria-free zones, the Maldives continues to combat dengue fever annually.

This year, hospitals documented the highest number of fatalities when Ahmed Shinah of Vaadhoo in Gaaf Dhaal Atoll succumbed to the disease in July. An Oxitec report shows a steady increase in cases weekly since 2009.

Director General of Health Services Dr. Ibrahim Yasir said health officials are aware of Oxitec’s experiment but are awaiting confirmation that the mosquitoes are a valid solution.

“We have heard about it, but we are not discussing the experiment at a policy level right now,” Yasir said. “We are waiting to see how it works in other countries first.”

Yasir was unable to say if the Maldives would be able to genetically modify its own mosquitoes, but noted that the environmental parallels between Malaysia and the Maldives gave officials confidence in Malaysia’s results.

“We will not pilot the experiment here, but I think the way they are exploring it in Malaysia will help us decide if it safe for the Maldives. It could certainly be a cutting edge solution to dengue,” Yasir said.

The Maldives is particularly vulnerable to the impact of dengue. Using Maldives as an example, Oxitec reported that dengue cases had occurred more frequently this year than in the two years previous in tourism-dependent countries. Travel warnings were issued by various government and international health organisations for these areas.

The economic impact of even a warning can be significant for tourism-dependent countries such as the Maldives, Oxitec claims. A paper by Mavalankar et al. found that French Réunion lost 40 percent of its tourism traffic in the year following the 2005-2006 chikungunya oubreak. The paper estimated that a country such as Thailand could lose US$363 million annually for every four percent drop in tourism traffic.

Deputy Director General of Tourism Hassan Zameel said dengue had never been reported on resorts in the Maldives, and was not expected to become a concern.

“Of course dengue is a problem if it becomes widespread and cannot be controlled, but the government has given this lots of thought and emergency mechanisms are in place,” he said, adding that emergency procedures were carried out effectively for the outbreak in July and August.

“Cases are mostly reported on local islands. Resorts have their own methods involving sprays and smoke to counter the spread of mosquitoes. They’re doing very well at controlling it. But I don’t think it will be an issue moving forward,” Zameel added.

Oxitec lately opened a new facility to serve further experiments in Brazil and Malaysia. However, the program is also being criticised for possible health and environmental risks.

Unlike an antibiotic, mosquitoes cannot be recalled once they have been released. Some scientists interviewed by the Times said the insects could develop a resilience to the gene and survive. Todd Shelly of Hawaii’s Agricultural Department said 3.5 percent of the insects in a lab test survived the gene and matured into adulthood.

The mosquitoes are also sorted by hand according to gender, leaving room for error which could be signficant when thousands are released over an area.

One possible solution is modifying female mosquitoes, which do not carry the lethal gene, to stay grounded.

Chief Scientist at Oxitec Dr. Luke Alphey deemed the new approach safe because it releases only males, while only females bite people and spread the disease. He said it should have little environmental impact, reports the Times.

Meanwhile, authorities in Florida, United States hope to conduct an experimental release of the bugs in December.

Maldives rebranded as ‘always natural’

The Maldives has been officially rebranded with a new marketing slogan, ‘always natural’, and a fingerprint logo consisting of islands, corals, turtles, sharks and herons that transitions from blue to green.

The objective, said CEO David Keen of agency Quo, was to create a brand “in which Maldivians around the world can be proud.”

Speaking at the unveiling of the rebranding at the The Maldives Marketing and PR Corporation (MMPRC) today, Keen said the brand “should talk to the Maldivian people, about industry, sustainability and environmental challenges and successes the Maldives has had.”

“The slogan ‘always natural’ emphasises the huge influence the natural world has on the Maldives,” Keen added.

The new logo and slogan replace the Maldives’ existing 11 year-old branding, ‘The Sunny Side of Life’.

“The old tag line was more targeted towards the tourism industry,” said State Minister for Tourism, Thoyyib Mohamed Waheed, explaining that the new branding broadened the brand to attract investment in industries such as energy and fisheries.

The former national branding targeted tourism

“The last slogan was great for the European market,” added Managing Director of the MMPRC, Simon Hawkins, as visitors from countries such as the UK considered the sun a key drawcard. “But the number one market is now the Chinese, who don’t like the sun [as much]. We have to adapt to the market.”

Keen noted that the broader national branding would allow cross-marketing opportunities, such as stamping the logo on Maldivian products such as tins of tuna.

“A can of Maldivian tuna sold in Marks&Spencer or Waitrose is reaching exactly the market we need to reach for tourism,” added Hawkins.

The new branding was approved by the Cabinet today.

The Tourism Ministry has meanwhile published figures revealing an almost 15 percent increase in tourist arrivals in September 2011, compared to the previous year, and a 17.7 percent increase in arrivals for the first nine months of the year.

Tourist arrivals from traditional European tourism markets for the Maldives dropped in September, including the UK (10.3 percent) and Italty (16.6 percent). Chinese arrivals meanwhile increase 54 percent.

Visitors stayed an average seven nights in the country’s 24,480 beds, while the average occupancy rate was 71.5 percent across the country.

Q&A: Shahida Zubair, Organic Maldives

Shahida Zubair is the founder of Island Organics Maldives Pvt. Ltd., which in 2007 funded the Maldives’ first organic farm on Maarikilu, Baa Atoll. In an interview with Minivan News, Zubair describes the methods which are transforming Maarikilu’s sandy and low-nutrient terrain into agriculturally productive and sustainable soil. The method could help reduce the country’s heavy dependency on foreign imports, fuel and pesticides while improving nutritional value and civilian economic independence.

Eleanor Johnstone: When, how and why was your farm established?

Shahida Zubair: The idea of starting an organic farm came from my experiences of visiting agricultural islands in Maldives. For years I have seen agricultural workers using highly toxic synthetic fertilisers and chemical pesticides on their crops, entirely oblivious and ignorant of the damage they cause the soil and the environment, not to mention expensive for the farmers themselves.

Simply explaining the concept of organic farming to these farmers was not effective, so I realised that my skills as an ecologist could be utilised to demonstrate the concept of organic farming, an ecologically sustainable form of agriculture which works in harmony with the environment. I therefore founded the company Island Organics in 2007, and began successfully cultivating and producing organically-grown produce on Maarikilu, Baa Atoll.

EJ: Was the idea of an organic farm in the Maldives original, and what responses did you get from officials or locals when you first proposed the project?

SZ: We have pioneered the concept of sustainable organic farming in the Maldives. Our farm began as a pilot project committed towards empowering local communities by demonstrating and teaching the skills, knowledge and technique of organic farming.

At first, the local community was sceptical and expected us to give up quickly as they thought we would not be successful.  However officials from the Ministry of Fisheries and Agriculture have been very supportive and encouraged us throughout our trials. We believe we have an excellent partnership with them as they have always given us advice and direction whenever we requested for it.

We host people from the local communities, especially women and youth, on field visits to our farm, so that they can see firsthand the methods we are using for farming organically and how to prepare and use biological pesticides safely. We demonstrate the method of composting so that they can implement it in their home gardens and become self-reliant, instead of buying expensive synthetic fertilisers and proved that crops can be protected using biological pesticides effectively instead of chemical pesticides which are harmful to them and the environment.

On September 25th, 2011, we hosted a field visit of 40 people from Dharavandhoo, Baa Atoll. Thirty of them were Certificate Level participants of the sustainable agriculture course “Promoting community resilience to climate change”, organised by the NGO Live & Learn, in collaboration with Ministry of Fisheries and Agriculture. The field visit was very successful, the majority of the participants were women who were very eager to stop using artificial fertilisers and chemical pesticides and start making their own compost in their home gardens, especially after realising that it is more beneficial financially and environmentally.

Four extra field visits have been organised in the near future by the Ministry of Fisheries and Agriculture and Live & Learn, with participants from Kihaadhoo, Kamadhoo, Maalhos and Kudarikilu, Baa Atoll.

EJ: What types of food do you grow, or plan to grow?

SZ: We currently cultivate papaya, aubergine, several varieties of chilli pepper, pumpkin, butter nut squash, gourds, cucumber, radish, beet root, rocket salad, cabbage, lemon grass, Maldivian breed of free-range organic chickens and Dhiyaa Hakuru (Coconut Sugar Syrup). We hope to expand and produce organic virgin coconut oil, granulated coconut sugar and canned coconut milk.

EJ: Many studies have concluded that the Maldivian terrain is unsuitable to farming–what’s your methodology?

SZ: Our methodology is an alternative to synthetic fertilisers. We prepare the fields using a mixture of shredded coconut husk, organic compost, green manure and ash, all of which are prepared on site. Other natural soil fertilisers are sourced locally, such as fish bone meal from islands such as Felivaru, and seaweed from Hithaadhoo and Thulhaadhoo. By limiting the source of these materials to local suppliers, we are striving to strengthen the local economy and ensure that suppliers in the Maldives are economically supported. These resources form part of the crucial nutrient cycle as composting improves the soil structure, helping to retain moisture and provide nutrients. Organic compost is undeniably superior to synthetically produced fertilisers. A nutrient rich soil produces healthy plants which are consequentially better able to resist insect and disease attacks; therefore the dependence on chemical pesticides is eliminated.

The model we have been implementing on the farm for the last four and half years is simple and cost effective because we use renewable resources to fertilise our crops. This is therefore sustainable and can easily be replicated in home gardens and on other agricultural islands. It also contributes to food security because soil remains fertile over a long period of time. This simple model empowers communities by being self-sufficient and self-reliant, as well as economical because residents do not have to depend on imported synthetic fertilisers and chemical pesticides.

The soil in most islands is not fertile and due to the sandy condition does not retain nutrients for a long period. It is possible however, to convert it to fertile soil using the methods we are implementing on the farm. The process of composting in Maldives is surprisingly fast due to the warm temperature and high humidity of our climate. Organic matter breaks down into compost within 3-4 months due to bacterial activity. So, yes it is an astonishingly fast process with wonderful results. Since we have been able to achieve success, we believe anyone can replicate this model almost anywhere in the Maldives with a bit of hard work and patience. The appeal is simple implementation.

EJ: How does the Organic Farm reflect the growing global trend of sustainable living and organic agriculture?

SZ: Over the last few years, consumer demand for sustainably produced food has increased rapidly.  The global trend towards living sustainably is becoming more popular and efforts to reduce the carbon footprint are increasing daily. The future of agriculture is sustainable small farms with self-reliant communities. The current use of synthetic fertilisers and chemical pesticides has been proven to be unsustainable and harmful to the environment. As we have been reducing our reliance on fossil fuels (by using solar energy) and only use natural fertilisers, our farm reflects the growing trend for sustainability.

EJ: What could organic farming do for Maldivians, and for the national economy?

SZ: Because the produce can be consumed immediately, the fruit and vegetables have higher nutrients and so are healthier for us. Food miles are non-existent, saving on the damaging greenhouse gas emissions associated with our modern food chains. Waste is more or less eliminated from going into landfills because they are being composted and turned into fertiliser. And by managing their home gardens using organic principles, locals will encourage bio-diversity, thereby helping improve their local environment.

At present, Maldives is heavily dependent on imports, especially food and energy. One way of reducing this dependency is through organic farming which contributes towards food security by strengthening the agricultural sector. It will increase income opportunities, strengthen our livelihoods, improve nutrition, thereby improve our quality of life. It will also reduce dependency on expensive imports of synthetic fertilisers and chemical pesticides and instead we can become self-sustaining using local resources.

EJ: What do you see happening next in the country’s agricultural sector?

SZ: We are facing rapidly rising fuel costs; undeniably the way forward is sustainable agriculture using renewable energy technology in the agricultural sector. We should start implementing types of renewable energy such as solar and wind energy, biomass fuelled from waste.

Currently there is a rising interest in hydroponics. However, I believe that organic farming is a far more efficient and sustainable form of agriculture, especially as water is such a precious commodity in the Maldives.

It is my belief that it is imperative for small farms to transition to an ecologically managed system of agriculture if they are to be competitive and sustainable in the long run. Our method of sustainable organic farming is a combination of crops and livestock, with poultry and goats. Chickens and goats all provide a source of income and supply manure which we use as a fertiliser for our crops. This integrated system of crops and livestock on small farms can be more competitive because they can be more energy-efficient and self-sustaining.

The stakeholders involved in the agricultural sector should realise that the only way forward in such a fragile environment as the Maldives is by farming organically. It is the only method where we can preserve and conserve our soil, fragile aquifers and our marine environment, as well as adapt to climate change.

I feel that we as a nation are at the right moment to launch this type of sustainable agriculture which has enormous potential for the local market. It also is very appealing for the tourism industry as we can offer locally grown quality organic produce to our luxury hotels instead of importing produce grown in other countries.

The Organic Farm plans to expand its current workforce of ten by hiring and offering internships to locals. The farm is currently self-sufficient, operating on profits earned from produce sales.

Coconuts and sea cucumbers main course for Maldives agriculture

President Mohamed Nasheed recognised World Food Day this week by inaugurating the Coconut Planting Programme in Noonu Ken’dhikulhudhoo and diving for sea cucumbers off the island.

Recalling his 2009 underwater cabinet meeting, which drew international attention to the topic of climate change, the President’s dive honored an initiative for sustainable aquaculture in the Maldives.

For the past two years, a researcher known as Kandholhudhoo Dombe has harvested sea cucumbers in Ken’dhikulhudhoo lake and sold them on the international market, namely to Singapore and Hong Kong, MP for the area, Ahmed Easa, told Minivan News.

“Dombe did research on sea cucumbers 20 years back, and finally, over the last few years the research has become successful,” said Easa. “We are exporting quite a lot of these, and I believe that with the government’s support we have a good opportunity to develop agriculture in the Maldives.”

Sea cucumbers are bottom-dwelling animals enjoyed most commonly in Asian countries. The species is said to have nutritional and pharmaceutical values.

The government yesterday signed a contract establishing a formal cooperative relationship between Masmeeru Investments and the Noonu Ken’dhikulhudhoo island council. Under the agreement, the lake will be used for 20 years to harvest sea cucumbers, although the lease price will be re-negotiated with the community every five years.

The project comes at no cost to the community, and Dombe is responsible for any environmental or legal damages incurred. Dombe is also required to contribute a minimum of Rf 50,000 (US$3200) annually towards community projects on the island.

The contract has also opened up job opportunities. Easa said that new staffing needs will provide between 10 and 20 jobs for locals seeking employment.

“The government wants to do this properly. Currently, the community is receiving Rf 4-5 million (US$260,000-325,000) in profits annually from the project. It’s time to invest more, and we want to protect both sides,” Easa said.

Approximately 6 tons of Maldivian sea cucumbers with a value of US$12 million are exported annually. They are currently selling for between US$130-$150 per kilogram on the international market. Locally, one cucumber sells for Rf3.

All in the timing

Easa said the initiative comes at an important time for the Maldivain economy. Although leading economic contributor tourism is expanding, the Maldives’ most profitable export industry, fishing, is entering troubled waters.

In an interview with Minivan News, Felivaru’s Deputy General Manager Mohamed Waheed observed that the Maldivian tuna catch has fallen from “very high” figures in 2005-2006 “to now less than it was in 1995-1996.”

“The main thing is that the pattern of fishing changed,” Waheed said at the time. “May to August is the low season, but we can usually still catch fish in the southern waters of the country. But this season it did not happen – we had hardly any fish in the north, and very little in the south.”

Competition from the foreign market is also cutting into local fishing profits. While fresh local fish costs between Rf18-20, the same fish tinned abroad and imported back to the Maldives costs Rf11.

Noting the struggles of the fishing industry, Easa called agriculture the next big economic contributor.

“Tourism and fishing are declining, we need another way to provide income. Sea cucumbers have a bright future. All you have to do is drop the seeds in a lagoon or a lake and let them grow for eight to twelve months,” he said.

During the events on Ken’dhikulhudhoo, President Nasheed noted that the government plans to open the fisheries sector, especially the aquaculture and mari-culture fisheries, for investors. He observed that the Maldives was “wasteful by neglecting the potential use of various products of the palm tree,” and needed to capitalise on its natural and man-made resources to meet daily requirements and generate income-boosting activity.

Overcoming obstacles

The US State Department’s profile of the Maldives notes that agriculture makes up a mere two percent of the nation’s GDP, and that the soil has traditionally supported only subsistence crops such as coconut, banana, breadfruit, papayas, mangoes, taro, betel, chilies, sweet potatoes, and onions.

The report also observes that the 2004 tsunami contaminated many groundwater reserves with salt water. The U. S. government recently contributed US$7.1 million towards improving water systems in Lhaviyani Hinnavaru and Haa alif Dhihdhoo islands.

According to Easa, hydroponic methods may overcome these obstacles.

“The government is doing a good job of informing the community on how to grow products in different systems,” he said. “At yesterday’s festivities, there were stalls instructing locals on how to grow vegetables and fruits at home using these methods.”

Organic farming methods could also yield positive positive results. Island Organics Maldives Pvt. Ltd., which was founded in 2007, supports the Maldives’ first organic farm on Baa Maarikilu.

Company founder Shahida Zubair told Minivan News that the farm uses local resources to fertilise crops by composting shredded leaves, branches and coconut husk, manure from chicken, seaweed from Thulhaadhoo and Hithaadhoo, and kitchen waste.

“We have been trying over four years to fertilise our poor soil organically and now we are successful because the soil is beginning to be alive with micro-organisms and mycorrhizal fungi and earthworms,” she said. Zubair indicated that the soil results can be achieved elsewhere and will improve crop growth.

The President also attended celebrations in Thoddoo of Alifu Alifu Atoll, where he inaugurated the tele-medicine unit at the Thoddoo Health Centre, and helped lay the foundation for new classrooms at Alifu Alifu Thoddoo School.

Maldives a good ear for SAARC think-tank pointers

“A lot of countries in South Asia don’t see solar energy as a main power source – yet. Let’s put it this way: Maldives does.”

Tomislav Delinic, Director for Regional Program SAARC at German political organisation Konrad Adenauer Stiftung, believes the Maldives has a significant role to play in improving environment and energy policies across South Asia.

“Every country needs to find its own most suitable solutions, but it should also share these solutions with others,” he said. “Since the Maldives is pushing forward the renewable energy sector, it can be an asset for the region.”

Renewable energy has been a leading issue for researchers at the Consortium of South Asian Think-Tanks (COSATT) this year. COSATT is an informal non-profit organisation convened by the Institute of Peace and Conflict Studies (IPCS) to bridge policy research in South Asia.

Since 2008 COSATT has developed annual SAARC summit themes into year-long research projects for and by South Asian think-tanks. Previous topics include trade, connectivity, and counter-terrorism.

Delinic was one of several participants in COSATT’s third and final meeting held at Bandos Resort between Tuesday, October 11 and Thursday, October 13.

“We know South Asia lacks connectivity and we try to bridge it by bringing together leading think-tanks which are politically engaged to discuss the most important issues of connectivity,” said Delinic.

Last year’s topic, ‘Green Asia’, lead COSATT to organize a 12-month international research project on environmental security and renewable energy. Research institutes from all SAARC countries have contributed to a summary publication, released yesterday, as well as an eight to ten page letter of recommendations, to be submitted to policy makers prior to the SAARC summit in Addu this November.

The Maldives is figuring into COSATT’s 2011 recommendations in important ways.

The President’s Office last week hosted the release of COSATT’s 2011 report “Energy and Environmental Security: A Cooperative Approach in South Asia”; Vice President Dr. Mohammed Waheed delivered the keynote address.

Delinic said significant potential for action was in store for the Maldives over the next two SAARC summits. Partnership, however, is thin.

“We released the book here not only because SAARC summit will be held here but also because environment is so important for the Maldives. But we lack partners in the Maldives and are looking for researchers to contribute to our work. This is now even more crucial because we will soon pick up next year’s SAARC summit topic, ‘Building Bridges’. Since this has been initiated by the Maldives, their participation at COSATT would be very good.”

Delinic said several Maldivian policy makers and think tank members had met with the COSATT team during last week’s meeting to discuss opportunities, although no agreements have been reached.

While COSATT does not implement policies according to its findings, proposing suggestions is a key step.

“Cooperation has to start somewhere,” Delinic said. “If you’re lacking common ideas, you can’t develop concepts. So we don’t want to allow that our politicians are saying ‘We don’t have the concepts.’ We will give them the concepts. Leading think tanks from the region agree on that.”

Delinic said think tanks are the key to getting recommendations from groups such as COSATT off of paper and into action.

“Countries might have issues with each other, but if you see the think-tanks in many of these places, they’re doing very well. They’re cooperating, they’re agreeing, sometimes they even oppose their own government. This is the future, and we need to work on it further,” he said.

COSATT takes its biggest test at the government level.

According to IPCS research officer and COSATT report editor, J. Jeganaathan, bureaucratic processes tend to block efficiency. “I see the bureaucratic process in each South Asia member countries as an issue. They are rooted in traditional thinking, they cannot move beyond traditional values, and that is an obstacle to progress. Political will is also an issue, it leads to lack of commitment for common funds and cooperation in implementing new policies.”

Jeganaathan added that although international organisations such as the World Bank (WB) and United Nations Development Program (UNDP) have funds to support SAARC regional resolutions, poor cooperation among country officials prevents these funds from being applied.

However, India’s retired Major General Dipankar Banerjee, a mentor at COSATT, was optimistic about the Maldivian government’s support.

“Energy is a vital and immediate concern for the Maldives and for all of coastal South Asia. The Maldivian government ministers are particularly keen that our recommendations be put on the agenda at the summit,” he said.
Banerjee cautioned that implementation is a slow process. Agreeing with Jeganaathan, he said getting recommendations past the suggestion phase was difficult.

“One can’t expect the recommendations of a think-tank to immediately translate into official government policy. But our goal is to sensitize our respective governments, to show them the options as to how we can move forward, and show them a direction. And that’s a slow learning process, nothing happens instantaneously,” said Banerjee.

Delinic was keen to identify the COSATT recommendations as “an incentive of South Asia for South Asia,” and said maintaining close relationships with governments was important. He did note that follow-up has been a constant issue, and said the group’s final meeting today aimed to resolve it.

“Naturally we cannot push the governments further than offering ideas. But still, one can remind them of this. Keeping contact with the policy makers, dropping information through the media, and connecting with local NGOs on certain topics. For example, in the Maldives we feel sure we can find partners in civil society for certain issues,” he said.

Policy recommendations will be released on 9 November, however they will be distributed to the appropriate government ministries and departments prior to the summit.

Comment: Energy for all

The Maldives has recently announced ground breaking plans to become the world’s first carbon neutral nation by 2020. The government has published its ‘renewable energy investment framework,’ which includes a mandatory target for the country to generate at least 60% of its electricity from solar power by 2020.  The plan also proposes a shift to wind, batteries and biomass to complement solar power.

Energy is hope: hope for economic development, for a better future. Together with its partners, Norway is working to establish an international energy and climate initiative to increase access to energy services and limit greenhouse gas emissions from the energy sector in developing countries. This initiative will be presented at the conference entitled “Energy for all – financing access for the poor” in Oslo starting today. The conference is being arranged in cooperation between Norway and the International Energy Agency (IEA). Mahmood Razee, the Maldivian Minister for Economic Development, will attend the conference where Norway and the Maldives will announce a partnership on renewable energy.

Globally today, 1.4 billion people lack electricity. That is 20% of the world’s population. Electricity failures create huge problems: for the girl who cannot attend evening classes, for the doctor who cannot keep medicines cool, for the businessman who has to close down production. Such problems are widespread in many developing countries.  Many countries also experience frequent power cuts due to an overburdened grid and inefficient energy use. Better energy systems would benefit everyone, as well as improving the economy and the environment.

Energy for all is an important goal. This means considerably more than just providing each family with a light bulb and the opportunity to charge a mobile phone. It means creating jobs, strengthening the economy and making it possible for doctors to use lifesaving equipment and medicines. It also means giving people access to new, clean cooking facilities. Today, around 1.5 million people – mainly women and children – die due to the cooking facilities in their homes.

If we are to achieve energy for all – including for industry – we must plan 10–20 years ahead. Electricity consumption will increase over these years, at the same time as there is considerable potential for using electricity more efficiently. Without a plan for improving efficiency, greenhouse gas emissions will increase.

In order to achieve the goal of access to more sustainable forms of energy, efforts are needed from many parties. The countries concerned must give priority to this sector and provide a good framework for investment. Companies must identify opportunities. Rich countries and the major international institutions must play their part, and so must NGOs by providing information and implementing concrete measures to increase access and improve efficiency.

Norway would like to play a leading role in this work by taking part in the financing of energy developments in other countries based on the results achieved in terms of increased energy access and reduced emissions for the country as a whole. Norway will also encourage companies to invest in enterprises that increase energy access in poor countries. The Maldives is taking a lead in implementing renewable energy policies, setting a new international standard for the future of energy.

Political will is vital for change, and we have enough examples that show that it is possible. Energy for all represents hope for a better future – for all. And together we can make it happen.
