Tourism Minister implicated in US$6million corruption scandal

An audit report has implicated Tourism Minister Ahmed Adeeb in a corruption scandal involving US$6million, a day after ruling Progressive Party of the Maldives (PPM) amended the Audit Law to reappoint the Auditor General (AG).

AG Niyaz Ibrahim, in today’s special audit report, said the Maldives Marketing and Public Relations Company (MMPRC) obtained a US$1million loan from Maldives Tourism Development Corporation in the guise of making an urgent payment to a foreign party and subsequently loaned the money to a company owned by Adeeb’s father.

Adeeb owned a 35 percent share in Montillion International Private Ltd, but transferred his shares to his father in March 2012 when he assumed the post of Tourism Minister.

The company only made MVR 70,100 in 2011 through trade, but in the period between 2012 and 2014, US$ 6.8 million and MVR 3.6 million from tourism related business rolled through the company’s accounts, the report noted.

In a separate case, the MMPRC also asked the Maldives Ports Ltd (MPL) to hand over MVR 77.1million to pay the company US$5million at a later date. MPL agreed to transaction despite demonstrating no need for dollars.

MMPRC immediately transferred MVR 77.1million to a private company Millenium Capital Management Pvt Ltd. Only US$ 3 million of the pledged US$5million has been paid back. The audit report said Adeeb helped MMPRC push the deal through.

It also suggested the Tourism Ministry awarded a company owned by an Italian an island for resort development to pay back US$2.25million of the US$6million MMPRC owed to MPL and MTDC.

According to the report, Adeeb has failed to declare assets as per Article 138 of the Constitution since he took up the post of Tourism Minister.

The Tourism Ministry and Maldives Inland Revenue Authority (MIRA) refused to cooperate with the investigation, the report noted.

In a tweet Adeeb has condemned the report as politically motivated.

Channel News Maldives (CNM) broke the story of the US$6million corruption scandal in May. Its reporter Abdulla Haseen was charged with disobedience to order in August, but the Prosecutor General withdrew the charges a few weeks later.

Minivan News understands former deputy Speaker of Majlis Mohamed Nazim was involved in leaking documents to CNM. His passport was withheld last week, but Nazim left the country on the date the warrant was issued.

Millenium, Montillion, New Mood

Niyaz said MMPRC had obtained MVR77.1million from MPL and US$1million from MTDC to provide illegal loans to private companies.

Although MPL approved the MVR 77.1million payment in exchange for US$5 million, the company had no need of dollars and the transaction was made on MMPRC’s initiation, not MPL’s.

Further, MPL’s 2014 budget shows it required only US$2.2million for machinery in 2014, but the bidding process had not been opened at the time of transaction. MPL also had US$800,000 in treasury bonds and a large amount of dollars in its accounts.

Moreover, MMPRC is not authorized to engage in dollar trade and does not have the capacity to buy or sell US$5 million, as its working capital at the end of 2013 stood at US$4.5million and assets were only worth MVR 324,485.

MPL authorized the “risky” transfer after MMPRC issued two dated checks. When MMPRC failed to make its second payment of US$2.5 million on July 8, the agreement was amended to allow the company to pay back the money by December 1. The report said the amendment was made because Millennium failed to repay MMPRC on time.

In the second case, MMPRC on April 9 asked MTDC for an urgent loan of US$1million to make an urgent payment to a foreign party for tourism promotion. The loan was to be paid back by May 15.

The money was transferred to Adeeb’s father’s company Montillion on April 15.

But MMPRC made no payment to any foreign party in the period. The loan was paid back by New Mood Resort Pvt Ltd, which was given Dhaalu Atoll Maagau Island, at a head lease rent of US$2.25 million.

Toursim Ministry and MIRA refused to reveal details of the Maagau deal despite repeated requests, the audit report said.

Montillion is also accused of bribing a senior tourism ministry official with US$450,000 in February in a separate resort development deal.

Neither the Finance Ministry nor the MMPRC board were involved in either case. The MMPRC’s Managing Director Abdullah Ziyath personally handled all of the transactions, including picking up checks, against the company’s procedures.

Niyaz has recommended all individuals involved in the two cases be investigated for corruption and charged with abuse of power.

Former Thilafushi Corporation head given 3 years for corruption

Former Thilafushi Corporation Managing Director (MD) Ibrahim Riyaz was sentenced to jail for 3 years by the Criminal Court today after being found guilty of using his influence to gain unlawful advantages in the Thilafushi land reclamation project.

The Criminal Court sentence read that Riyaz had denied corruption charges, claiming that the decision to award the project to Heavy Load Maldives was made by the company board of directors.

Heavy Load is owned by the family of Maldives Democratic Party MP and Deputy Speaker of the Majlis ‘Reeko’ Moosa Manik.

The troubled reclamation deal – awarded in 2010 as part of the Thilafalhu Industrial Zone project – faced repeated delays due to both technical and financial reasons.

The Criminal Court today countered Riyaz’s defense  saying that he was not able to prove that the decision was made by the board of directors, and accused the former MD of making the decision himself in order to gain personally.

The decision to award the contract to Heavy Load Maldives was made against the rules and regulations of the company as well, read the sentence.

The mega-construction company was paid a mobilisation fee of MVR 38.6 million (US$ 2.52 million) by the Thilafushi Corporation in the project with the whole project reported to be worth US$ 21 million.

Anti-Corruption Committee (ACC) officials ordered the project halted in February 2011, citing the potential for corruption with the deal – though Moosa himself at the time alleged the decision to have been politically motivated.

The Thilafushi Corporation later sued the ACC for the decision to stop the work.

The state-owned corporation reportedly told a Majlis subcommittee last year that it had lost MVR650 million (US$42 million) as a result of the failure of Heavy Load to reclaim the required 152 hectares within the 6 month period agreed.

Criminal Court also charged two other executives of Thilafushi Corporation for participating in the corruption but were unable to prove their involvement.

Former undersecretary sentenced to house arrest

The Criminal Court has sentenced Hinna Khalid of Valhufehi in Henveiru ward to six months of house arrest.

Hinna Khalid served as an undersecretary at the President’s Office during President Dr Mohamed Waheed’s administration.

Khalid has been sentenced on charges of abusing powers for personal gain while serving as head of the Malé municipality.

The case was presided over by Criminal Court Chief Judge Abdulla Mohamed.

Comment: The Maldives today

Rozaina Adam is the member of parliament for the Addu-Meedhoo constituency. She is also deputy leader of the Maldivian Democratic Party’s parliamentary group.

It’s with intense sadness that I write this today. Maldives, my beautiful country, a country I was so proud to be a citizen of – while it still remains a paradise for tourists – is hardly a paradise to its citizens.

The democracy that our people hoped to enjoy with the ratification of the new constitution is dying a slow death. The separation of powers, which the new constitution proudly states, has been bundled up into the fist of one person, while the rest of the citizens gape in horror at the abominable unfolding of a dictatorship in front of our eyes.

We as the opposition party remain helpless to do anything as our rights, provided by the constitution, are ripped away everyday bit by bit. We struggle to remain heard, to relay our messages in a feeble attempt to bring check and balance to a lopsided state.

Our messages are met with resistance by the government, which threatens to cut off our voices by sending us death threats and terrorising us in the most horrifying and barbaric ways possible.

It’s been more than a month since a reporter, Ahmed Rilwan went missing. Nobody has any idea as to what happened to him. Has he been abducted or murdered or simply gone missing? Even the police has established nothing so far, but the evidence collected by his family points towards an abduction.

The police, as the paid protectors of the people, have done very little and as far as we can see have not attempted to solve this case at a serious level, as noted by the Human Rights Commission of the Maldives. The president’s simple refusal to comment at all on the abduction of a reporter, about which the whole nation is concerned, came as a shock to the family of Ahmed Rilwan as well as the people of this nation.

A question hangs – why?

Questions without answers

On one hand, as Rilwan’s family and friends and concerned citizen’s struggle to solve the mystery of his disappearance, others face another horror on the streets as young people get stabbed, beaten, and gutted every other day. Everyday, the newspapers unveil the horror of violence on the streets and horrified citizens sit at their dinner tables discussing the terrible dilemma our nation faces. People are afraid to walk on the streets alone, to leave their house doors unlocked, to climb the staircases to their apartments.

And then there are others who demonstrate the need for Islamic Shariah in Maldives – which of course is how it should be, since we are a 100 percent Muslim nation. But how are we going to practice Islamic Shariah or any justice for that matter, in a nation where the judiciary has totally collapsed?

Isn’t it time we all came out to fight for our right to an independent judiciary? But the sad state of this nation is that, when the issue of a Judge Ali Hameed (a supreme court judge who is alleged of corruption and was also caught on tape having sex with a prostitute) was brought to the attention of parliament by the opposition, the ruling party kicked it out faster than one could say ‘Ali Hameed’.

Everyone wonders – where is the government that came into power through an election influenced by a corrupt Supreme court? What is their role in keeping the citizens of this nation safe?

The answer, sadly enough, is that, everyone is coming to the same conclusion; this is state sponsored terrorism. Parliament members with a constitutional mandate to raise their voices on behalf of the people, are terrorised with death threats to their phones, which, having been reported to the police on several occasions, have been conveniently ignored. The law requires that security be provided to MPs and any other citizen who has a life threat and yet the government refuses to provide security to MPs or such other citizens.

As all this goes on, rumours of corruption by government officials, especially at the ministerial level, spread like wildfire and the parliament which is the overlooking body for the government, of which the majority is the ruling party, turns its back on this. And as if this is not enough, they have rolled up their sleeves and set to work on amending bills and proposing new bills which will further empower the president, and pave the way for further corruption.

As this scenario keeps unfolding, it is worth noting that the Progressive Party of Maldives government which came into power as a coalition with JP no longer holds that status. Without JP, the ruling party now is one which held only 26 percent of popularity votes in the presidential election.

The question is, how long is this minority government’s terror tactics going to work? How long will the citizens continue to tolerate these new levels of corruption and violence? How long will these horror stories remain just dinner conversation? That is a question for tomorrow.

For now, from a Maldivian citizen’s perspective – welcome to the other side of paradise – hell!!

Transparency Maldives concerned over “stagnation of democratic consolidation”

An assessment of the effectiveness of Maldivian institutions in preventing and fighting corruption points to a “stagnation in democratic consolidation and a reversal in democratic gains,” anti-corruption NGO Transparency Maldives (TM) has said.

Institutions of the National Integrity System (NIS) – consisting of the three branches of the state, public sector agencies, and non-government actors – were evaluated on their resources and independence, mechanisms to ensure transparency, accountability and integrity, and extent to which each institution fulfilled their assigned role in preventing corruption.

The Elections Commission (EC), the Anti- Corruption Commission (ACC) and the Auditor General’s Office were ranked the strongest pillars, while political parties and civil society received the lowest scores.

“The findings show that most institutions do not fully adhere to the legal framework, meaning there is a gap between practices and mandates afforded by the law, and that oversight mechanisms are not working as intended,” TM’s Advocacy and Communications Manager Aiman Rasheed said.

Noting the erosion of the separation of powers and the judicial attempts to undermine the independence of the EC and the ACC, Aiman said he was concerned over the lack of public outcry in instances where the powers of key democratic institutions are undermined.

“What is most worrying is the culture of impunity in the Maldives. There is no outcry from civil society, meaning those who undermine democratic consolidation can get away with almost anything,” he said.

A strong and functioning NIS serves as a bulwark against corruption and as a guarantor of accountability, while a weak system harbors systemic corruption and produces a myriad of governance failures, the report said.

Politicisation

Although the 2008 constitution established a mechanism for separation of powers, the period between 2008 and 2013 saw the legislature and judiciary curbing the powers of the executive and independent institutions, the report noted.

It specifically cited an amendment to the Public Finance Act in 2010, which curtailed the powers of the executive with regard to public finance management and state assets. The revision allows an opposition-dominated parliament to prevent the exercise of governmental policy.

A Supreme Court in September 2012 also limited the ACC’s powers to halt projects or issue binding orders and injunctions, it noted.

‘The verdict has made the commission toothless. We believe the ACC must at the very least have the power to suspend actions perceived as corrupt,” Aiman said.

He also said the 16-point guideline imposed by the Supreme Court on the EC in October is a blow to the commission’s independence.

“There are questions on how much authority the commission has in making decisions on electoral processes and the conduct of elections. The events of the past cycle of elections had had a tremendous negative impact on the Election Commission’s independence,” he said.

Systemic failure

Political parties associated with powerful individuals dominate the People’s Majlis, and their self-serving political practices have constrained the legislature’s ability to function with independence, the report noted.

Although there are provisions to hold the executive in check through budget review, appointment of cabinet, and questioning ministers on policies, in practice, the extent to which the executive was held accountable depended on the level of support the president’s political party enjoyed in the Majlis.

Meanwhile, allegations of political influence within the judiciary, and concerns over the qualifications and suitability of serving judges have raised questions over the independence of the judiciary, the report said.

But key oversight institutions, such as civil society organisations and the media, lack adequate resources and the professionalism necessary to effectively influence government policy for the betterment of society, the report continued.

Systemic weakness in upholding democratic institutionalism was demonstrated by the controversial transfer of power in February 2012, the report said, arguing that former President Mohamed Nasheed’s resignation under questionable circumstances created doubts over the political system’s ability to guarantee democratic governance.

“Although the Constitution of 2008 created a democratic Constitutional Government, the traditionally transmitted undemocratic political practices are also embedded in the new politico-institutional framework, thus weakening the overall institutional framework, and leaving room for misgovernance and political malpractices,” a press statement accompanying the report said.

Recommendations

The report recommended the enforcement of a comprehensive code of conduct for MPs, political appointees, and judges, with penalties for non-compliance.

MPs and political appointees must declare their assets and business interests, and legislation that limits party cross-over in the Majlis must be established, it said.

The executive must be granted more independence in determining public spending, albeit with strong measures to ensure integrity and transparency in decision-making.

Qualification and experience requirements of judges stipulated in legislation need to be enforced and the Supreme Court must exercise greater judicial restraint in interpreting its powers, it said.

The report also called on greater powers to be granted the ACC, Police Integrity Commission, and said that financial and human resources must be provided for the efficient functioning of all political, economic and social institutions.

Majlis disrupted over Tourism Ministry corruption allegations

Today’s sitting of parliament was disrupted by ruling Progressive Party of Maldives (PPM) MPs during minister’s question time after opposition Maldivian Democratic Party (MDP) MP Ali Azim suggested that the Tourism Ministry was widely perceived as corrupt.

In a followup question posed to Tourism Minister Ahmed Adeeb, MP Azim asked whether corruption at the ministry was stalling mid-market tourism development in Addu City, prompting yelling and screaming from pro-government MPs.

In the ensuing disorder, MPs sprang from their seats and acrimonious arguments broke out between pro-government and opposition MPs, forcing Speaker Abdulla Maseeh Mohamed to adjourn proceedings less than 15 minutes after they had begun.

However, unlike yesterday’s sitting – which was eventually cancelled after disruption forced a halt in the morning session – today’s sitting resumed at 11:30am and preliminary debate began on government-sponsored amendments to the Child Protection Act.

When the sitting resumed with Deputy Speaker Moosa Manik presiding, MDP MPs raised several points of order objecting to being denied the opportunity to question the minister.

As the ruling coalition had majorities on government oversight committees, MDP MP Rozaina Adam noted that the opposition party could not summon ministers for questioning at committee, leaving the 30-minute minister’s question time at sittings the only avenue to hold the executive accountable.

MDP MPs accused pro-government MPs of deliberately disrupting proceedings to prevent opposition MPs posing questions to the minister.

Deputy Speaker Moosa Manik, however, ruled that the minister’s question time had elapsed and urged MPs to allow the sitting to proceed.

Tourism in Addu City

Tourism Minister Adeeb was summoned to today’s sitting to answer a question tabled by MDP MP for Addu Maradhoo, Ibrahim Shareef, regarding plans for developing guest houses and infrastructure in the southernmost atoll.

In response, Adeeb said Addu City would have 5,000 tourist beds at the end of the current administration’s five-year term, which would ensure development of the whole atoll.

Addu City would be part of the first special economic zone (SEZ) created by the government’s flagship legislation currently before parliament, Adeeb added, which would also include Gaaf Alif, Gaaf Dhaal and Fuvahmulah.

“So when the development plan comes through [the SEZ], we see that Addu City will be the gateway for the whole [southern] region,” he said.

Adeeb argued that SEZs with tax exemptions and other incentives for investors were necessary to develop the Maldives, suggesting that policies were needed to make other regions of the country more attractive to potential investors.

Investors could not be drawn with the current rate of US$8 per square meter to lease state-owned land for tourism development, he added, noting that the area around the Equatorial Convention Centre also required foreign investment.

Investors “would surely come” if they were offered “tax breaks” for five or ten years to invest in SEZs, Adeeb suggested.

The tourism minister also declared support for the guest house tourism initiative undertaken by the opposition-controlled Addu City Council.

Development of resorts in uninhabited islands and plots of land “in the periphery” would provide sources of liquor and water sports to guests, he said.

The number of tourism beds in Addu City is currently 1,094.

Adeeb told Minivan News last month that contrary to criticism of the SEZ bill, one of the objectives of the legislation was to develop tourism outside the central atolls or the ‘seaplane zone’.

“Even you see even President Nasheed’s guest houses, it’s getting centralised in Malé because it’s more feasible here,” he explained.

“I believe that by doing the SEZ Act, we will bring the investment to these regions and this is the real decentralisation of investments.”

Maldives must empower Anti-Corruption Commission, says Transparency International

The Maldives must empower anti-corruption agencies to investigate and prosecute cases in order to fight corruption, says Transparency International.

“Maldives and Sri Lanka must ensure that their anti-corruption agencies are granted ‘suo motto’ powers to instigate both corruption investigations and prosecutions on their own initiative without prior government approval,” suggested the Fighting Corruption in South Asia (FCSA) report released today.

At present, the Maldives Anti Corruption Commission (ACC) can only initiate investigations, but not prosecutions. Instead, it has to forward cases to the Prosecutor General for any further action to be taken.

Analysing 70 institutions across 6 countries, the anti-corruption NGO concluded that a “serious lack of political will on the part of governments to make laws work” was hampering the regional fight against corruption.

The report also called on the government to enforce the Right to Information Law and ensure protection of whistleblowers.

Independence and Accountability

Although the report advocated greater independence for oversight bodies, it highlighted the need to balance independence with accountability.

Too much of either can lead to abuse of power, the report noted, arguing limited judicial accountability has resulted in the Maldives Supreme Court exerting excessive use of power over other branches of government.

One example that the FCSA uses to demonstrate their findings is the Maldives Supreme Court’s much-criticised decision to convict the president of the Elections Commission Fuwad Thowfeek for contempt of court earlier this year. The apex court acted as prosecutor, judge and jury during the trial.

The Maldivian Anti Corruption Commission itself has raised concerns over a Supreme Court rulings, in which the apex court ruled the body does not have the authority to prevent the state from entering into questionable contracts.

ACC President Hassan Luthfee has said a ruling on a legal battle involving Department of Immigration, the Anti-Corruption Commission (ACC), and Malaysian IT firm Nexbis in 2012 had rendered the organisation powerless.

“If this institution is simply an investigative body, then there is no purpose for our presence,” he said.

“Even the police investigate cases, don’t they? So it is more cost effective for this state to have only the police to investigate cases instead of the ACC,” Luthfee said.

Referring the court’s, Luthfee said the ACC had no power to prevent corruption, arguing that anti-corruption bodies in other countries had powers of investigation, prevention, and awareness raising.

“If an institution responsible for fighting corruption does not have these powers then it is useless,” he said.

Right to Information

Another key finding highlighted in the FCSA report was what it regarded as the weak implementation of the Freedom of Information act, ratified earlier this year.

“In Maldives, although the new law has only just been passed, there are concerns about the level of citizens’ awareness of their rights, an issue which will need to be addressed as a matter of urgency,” the report states.

Under the act, an appointed commissioner has the power enforce a fine on information officers who deliberately refuse access to information. The President’s Office has today called for applications for the post which must be filled by mid July according to the new law.

The FCSA report categorises both the Maldives’ capacity to implement the law, and citizens’ awareness of the law as “weak”.

Additionally, the report highlighted the safety and protection of whistleblowers as a being major barrier to anti-corruption activities in the Maldives.

Noting the Right to Information Act provides protection to whistleblowers, the FCSA report called for more comprehensive whistleblower legislation with a broader scope covering both the public and private sectors.

Aiman Rasheed, Advocacy and Communications Manager at local Transparency branch Transparency Maldives said one the key findings of the report was the reversal of judicial reform after the February 2012 transfer of power.

“We had a new government set up. It was a positive environment. That has been reversed,” Aiman said.

He noted a “huge gap” between current systems and practices as politicians enjoyed an atmosphere of impunity following the controversial removal of President Mohamed Nasheed.

He went on to note that public engagement in holding officials accountable have been hindered by the lack of public debate in the local media.

“We have published a lot of reports on the public opinions of corruption, but we don’t see these being discussed in the media,” Aiman said.

ACC orders CSC to exclude Transport Authority director from reviewing bids

The Anti Corruption Commission (ACC) has ordered the Civil Service Commission (CSC) to exclude Transport Authority Director General Sami Ageel from reviewing bids related to any offices under the jurisdiction of the civil service.

Local media reports that the ACC sent this order on May 7, following which the commission has notified the Transport Ministry. Sami has been alleged to be involved in a number of corruption cases.

While refraining to provide additional information, ACC President Hassan Luthfy told local media that the order was sent in relation to a case currently under investigation.

Police suspend investigations into Supreme Court judge’s sex scandal

The Maldives Police Service has suspended investigations into Supreme Court Judge Ali Hameed’s alleged appearance in a series of sex tapes.

“We have filed the Ali Hameed case. We do not have enough evidence to proceed further and it will only be opened again if we receive additional information,” a police media official told Minivan News today.

In December, Superintendent Abdulla Nawaz told the press the police had been unable to determine if the man seen fornicating with three different foreign women was Ali Hameed. The incident reportedly occurred in a hotel room in Colombo.

Nawaz at the time pledged to continue with the investigations with assistance from a foreign country. The police press conference followed local media reports that the investigations had stalled due to the Criminal Court’s failure to provide a warrant to take a facial photograph of the judge and a separate warrant to search his residence.

The judicial oversight body Judicial Services Commission (JSC) has meanwhile failed to take any action on the matter despite repeated recommendations by two subcommittees to suspend the judge for failure to cooperate with investigations.

The sex tapes first surfaced in May 2013 shortly after a film – also involving Hameed – began circulating on social media in which the judge appeared to be discussing political influence in the judiciary with a local businessman.

JSC member Shuaib Abdul Rahman and former member MP Ahmed Hamza have accused JSC President and Supreme Court Judge Adam Mohamed of stalling the commission’s investigation into the scandal.

Meanwhile, the Prosecutor General (PG) has pressed corruption charges against Hameed over the illegal transfer of US$144 worth credit from his state-funded mobile phone in 2010.

But the Criminal Court has said case documents were destroyed in a coffee spill and has asked the PG’s Office to submit files again.

The auditor general discovered the offense in a 2010 audit of the Department of Judicial Administration and the case was subsequently investigated by the Anti Corruption Commission (ACC).

The audit also discovered that MVR13,200 (US$856) was spent out of the apex court’s budget to repair a state-owned car used by an unnamed Supreme Court Justice, later revealed in the media to be Justice Hameed.

According to the police report cited by auditors, the driver of the justice’s car was responsible for the accident, which occurred on January 23, 2011.

However, the official driver insisted the car was undamaged when he parked and left it the previous night.

Despite the findings of the audit report, in March 2011 the Supreme Court dismissed allegations of corruption reported in local media regarding phone allowances and use of court funds to repair Justice Hameed’s car.

Moreover, in September 2011, the ACC began investigating allegations that over MVR50,000 (US$3,200) of state funds was spent on plane tickets for Justice Hameed’s official visit to China in December 2010.

The complainant alleged that Hameed also visited Sri Lanka and Malaysia, both before and after his trip to China to attend a conference by the International Council of Jurists.

A return ticket on a direct flight from Malé to Beijing at time cost MVR16,686 (US$1,080).

Furthermore, in May 2012, the ACC revealed that Justice Hameed was among three sitting judges illegally occupying state-owned apartments.

The Maldives Bar Association in April has said Hameed’s continued presence on the Supreme Court bench contravenes Islamic Shariah and the norms of justice.

“Given the serious nature of the allegations against Ali Hameed, that the judge continues to hold trial contravenes norms of justice, conduct of judges, and established norms by which free and democratic societies deal with cases of this nature,” the organization said.

Chief Justice Ahmed Faiz Hussain has refused to comment on the issue, stating in January: “We are speaking about accusations. The Chief Justice will comment on the matter when relevant authorities decide on the nature of the accusations. How many other’s have also faced accusations?”

Images and symbols depicting scenes from the sex-tape formed a prominent part of protests against the court’s repeated interference in the presidential election of 2013.

Hameed was one of the four judges who formed the majority in the Supreme Court’s decision to annul the initial first round of the 2013 presidential election, the ruling that unseated two opposition MPs over a controversial case of decreed debt, and the ruling that removed Elections Commission President and Vice President for alleged contempt of court.
