Gayoom “confident in SAARC success”

Former President Maumoon Abdul Gayoom has said he is pleased the SAARC Summit is being held for the third time in the Maldives, and noted that the events have improved relationships between member countries.

Haveeru reported that Gayoom was a founder of the eight-member regional organisation.

SAARC members have reached important agreements including the Social Charter, the Dhaka Declaration on Climate Change, and the SAARC Convention on Combating the Crime of Trafficking in Women and Children for Prostitution and SAFTA.

Gayoom observed that poverty alleviation, socio-economic development and climate change are pressing challenges for the region, along with maintaining standards of democracy and human rights, reported Haveeru.

“I am confident that the 17th SAARC Summit will be a great success, and that our Heads of State or Government will address these issues with vigour, courage and foresight in order that our peoples can achieve further progress, peace and prosperity,” the former President said.

Police thwart removal of alleged Christian imagery on SAARC posters at airport

Several members of former President Maumoon Abdul Gayoom’s Progressive Party of the Maldives (PPM), including some MPs, were arrested last night after forcing a dhoni to take them to Ibrahim Nasir International Airport (INIA) where they intended to take down SAARC banners allegedly featuring Christian and other religious imagery.

“The police received information that people had tried to get to the airport using force,” said Police Sub-Inspector Ahmed Shiyam. “The dhoni owner said he refused to take them but that they attacked him and made him go to the airport,” he said.

The individuals were detained at Dhoonidhoo last night. Some have been released while others are being held in custody.

PPM MP Ahmed Mahloof was released at 1:30am this morning. He said the act was organised by several friends and was not attached to PPM.

“It was not a violent or political act,” Mahloof claimed. “We each paid Rf10 for the airport ferry, maybe the dhoni owner got nervous when the police came because about ten people on the ferry were yelling at him to keep going because they had to get to the airport, so he told the police he had been attacked.

“All we said was that they had violated our right to move freely,” said Mahloof, adding that the interaction between those arrested and the police was peaceful. “The police trust the opposition, as does the Maldives National Defence Force (MNDF), because they do not support the President. They told us that we would have to be arrested, and we agreed to cooperate.”

Shiyam said that “with SAARC, the security is very high right now, so we are using a very quick and strong response to this issue.”

Police also took action against Mohamed ‘Wadde’ Waheed, lawyer for former president and current PPM leader Maumoon Abdul Gayoom, who was found walking around Dhoonidhoo island without approval after last night’s arrests.

“Being a lawyer he must have known about the procedures to get onto Dhoonidhoo,” said Shiyam.

Wadde, who was discovered to have arrived on the island via speedboat, was sent back to Male’ for interrogation. He was not arrested, but did not respond to Minivan’s inquiries.

The banners at INIA are part of a series created by local company Mooinc Pvt Ltd for the SAARC summit under the theme ‘Building Bridges’. They are also in display in Fuvamulah and Addu City, where the summit is currently being held.

Mooinc Creative Director Ali Saeed said the designs were based on five themes approved by the cabinet to depict the culture and religion of the eight SAARC nations, which cumulatively practice 10 religions.

Under Religious Unity Regulations published by the government in September, it is illegal to propagate any other religion other than Islam, to carry or display in public books on religions other than Islam, and the translation into Dhivehi language such books and writings on other religions. Proselytising by foreigners remains punishable by deportation.

The regulations interpret the Religious Unity Act passed by parliament in 1994, which carries a 2-5 year prison sentence for its violation.

Mahloof confirmed that the group’s goal was to remove the banners at the airport.

“Our constitution makes it very clear that no other religions are to be displayed in our society because we are a 100 percent Muslim society,” he said, claiming that the government’s approval of the banners for the purposes of an international event surpassed necessary diplomatic etiquette.

“I don’t think the other heads of state were expecting to see their religions shown when they came here. They know that we are Muslim. I have had the opportunity to travel abroad and meet with delegates, and I never expected those countries to have mosques if they weren’t officially Muslim just to show support,” said Mahloof.

Mahloof emphasised that members of all religions are welcome in the Maldives. “It’s not that we are opposed to other religions. Their members are very welcome, we would never support the kinds of attacks that take place elsewhere. But I believe other countries respect our decision to be Muslim, and there’s no need to show so much support for other faiths. I’m sure everyone will be respected in turn,” he said.

Mahloof added that tourists have steadily come through the Maldives without complaining about a lack of Buddhist or Christian displays. He said the banners are not a threat, but rather represent a loosening religious structure.

“My concern is this: since Nasheed came to power we have seen slowly the breaking of the pillars of Islam, making holes to open doors for other faiths. Being a Maldivian, and a young person, I wouldn’t want to see other religions here. If other religions were allowed into the Maldives, I’m sure we would see more terrorist attacks and the kind of violence that is happening elsewhere. Already families don’t talk to each other just from the political changes. If Nasheed tries to bring in other religions, things will go from bad to worse.”

Speaking for PPM, Mahloof said there was suspicion that the current government is making private deals to bring in other religions. “But I believe other countries respect our decision,” he reiterated.

The SAARC summit has tempered what Mahloof said is rising frustration among Maldivian people. “PPM made an agreement yesterday not to do anything during SAARC,” he said. “I’m sure after the summit there will be protests and huge crowds in the streets.”

Mahloof, who has been arrested twice, said “we will take the steps we should with the authorities, appearing before the Human Rights Commission and the Police Integrity Commission” to discuss their arrest.

Electronic voting depends on public awareness in Maldives

The Maldives has expressed support for electronic voting systems in India and Pakistan, and is taking steps to introduce Electronic Voting Machines (EVMs) to its own electoral process.

At an informal meeting of Electoral Commissioners from SAARC member countries in India, the Maldives joined Bhutan, Afghanistan, Nepal and Sri Lanka in praising India’s use of EVMs and indicated that “legal amendments would be thought of to see that EVMs were made popular to ensure free and fair polls in their countries,” Indian news outlet The Hindu reported yesterday.

Commissioners met to discuss Afghanistan’s voting procedures in light of waning financial and other aid from NATO allies.

Maldives Elections Commission President Fuad Thaufeeq said the commission, which is developing a proposal for Parliament regarding EVMs, has met with the Committee on Independent Commissions to discuss their implementation.

“So far, we have been getting information from many countries in Europe, South America and Asia which have used these. Regionally, India, Nepal, and Bhutan have used the machines and we are also getting advice from them. Hopefully the system will work, but some laws will have to be changed and the public must support the decision,” said Thaufeeq.

Prior to the 2008 Presidential election, India had offered to donate several hundred EVMs to the Maldives. “But it was the wrong time,” said Thaufeeq. “The machines India was using could not do print-outs. This year, they upgraded and added a verification process. I think it’s necessary for the Maldives to have a verification system,” he said.

Thaufeeq indicated that the commission may approach India’s High Commission to renew their offer of donations. Otherwise, he said machines will be chosen through a negotiation process with various companies, and bids may be solicited.

Electronic and internet voting systems have been used worldwide for decades, and have triggered much debate.

India first used electronic voting machines in 1982; in 2002, they became an election standard nation-wide. However, India’s 2009 elections were discredited when Omesh Saigal, an IIT alumnus and IAS officer publicly proved that the electronic voting system may have been rigged.

In 2006, the Netherlands’ General Intelligence and Security Service proved that electronic voting machines could be eavesdropped from up to 40 metres. EVMs were subsequently eliminated.

Since the 2000 presidential election, the United States has reported problems with electronic voting machines in a number of local and national elections. Mis-punched cards, security flaws, and touch screen malfunctions were some factors that have tipped votes over the past decade.

Internet voting was proposed for the Maldives’ Parliamentary elections as a means of cutting costs and confusion for Maldivians living abroad. Project Coordinator at NGO Transparency Maldives Aiman Rasheed said the motion was swiftly rejected by Parliament, and although Transparency has not been officially informed of the discussion, doubts that EVMs will be treated differently.

Observing that EVMs are acceptable under the right conditions, Rasheed explained that the advantages of using EVMs in the Maldives did not justify the disadvantages.

“In a large country with dense population centers, they can be useful,” he said. “But the Maldives is so small, and population areas are so widely spread out, with only 400 polling stations I don’t think that they would be a major improvement.”

Rasheed said the disadvantages of EVMs could have a significant political impact, and believed the public should be involved in the decision.

“I think Parliament and the Elections Commission should carefully consider the cost-benefit. Is the quick count worth the room that the new system with EVMs would leave for accusations of fraud or lack of transparency?” he said, noting that Maldivians tend to have a high “trust deficit”, and pointing out that Maldivian law does not allow for exit polls.

Building public trust is driving the dialogue over EVMs in the Maldives. Dhivehi Rayyithunge Party (DRP) Deputy Leader Ibrahim ‘Mavota’ Shareef  agreed with Rasheed’s assessment.

“There is a lot of suspicion about new innovations that people are not familiar with. If done correctly, and people are informed, then EVMs shouldn’t be a problem for democracy in the Maldives,” he said.

However, Shareef observed that “any electronic machine with passwords can be corrupted,” adding that corruption is a higher risk for small communities. He recommended the Elections Commission “prove it cannot be manipulated” by issuing public education programs through the media.

“There is no public participation in the Election Commission’s discussion right now. Many islanders are unaware of how these things work. Without building trust, there will always be suspicion,” he said.

Rasheed explained that the “trust deficit” was a symptom of a young democracy.

“The Maldives’ biggest issue is that it has only had three free elections, and those were very recent. The latest Parliamentary and Presidential elections did very well under the circumstances, but the local elections have definitely declined in terms of transparency.”

Rasheed said that during these elections, political parties and NGOs sent volunteers to observe the electoral process, promoting transparency. Although new legal framework was implemented a mere one-and-a-half months prior to the Presidential election, and three months prior to the Parliamentary elections, “they did quite well,” said Rasheed.

Local elections, which had 18 months to prepare, performed well administratively “but they did not do so well in terms of transparency,” said Rasheed.

MDP MP Eva Abdulla also believes that free, transparent elections must be routinised before electronic modifications are made to the electoral process.

“I’m not sure if we are willing to move away from the physical voting system. It’s only been three years since we began trusting independent voting procedures,” she said.

Abdulla believes that Maldivians are quick to absorb new technology, but doubts that the advantages of EVMs are relevant to the Maldives.

Previously, island geography meant that counting and recording votes could take several days. “Now, officials count the ballots in front of the people on the same day, and we have our results immediately,” said Abdullah.

The Elections Commission has a different impression of the situation.

According to Thaufeeq, the average five to six hours that manual voting procedures involve is too long, and the costs of employing workers to manage the polls is too high. He said that while the transparency of open counting is important, there are significant advantages to electronic voting.

“Responses from MPs and the general public has indicated that people are more ready today than they were three years back. People are more familiar with technology right now, an EVM is similar to an ATM, which everyone can use,” said Thaufeeq. “But above all, we want the approval of Parliament and the public, to be sure that everyone is aware and comfortable with the system.”

Public examinability of voting procedures has been identified as an essential factor of free elections by government and independent groups worldwide.

In 2007, California Secretary of State Debra Bowen commission a statewide “Top to Bottom review” of electronic voting systems. According the report, every mechanism contained at least one security flaw that would allow a single non-expert to compromise an entire election.

In 2009, the Federal Constitutional Court of Germany found that when using voting machines the “verification of the result must be possible by the citizen reliably and without any specialist knowledge of the subject.”

Although the Maldives’ plans for implementing EVMs are far from concrete, the sentiments behind the suggestion are strong.

“Historically, the Maldives has had close elections with little information, which has generated suspicion of fraud,” Rasheed said. “If people can’t see what is happening, it will feed the country’s rising trust deficit.”

Comment: US needs to strengthen ties with South Asia

Last week, the United States and India concluded the fourth strategic dialogue on Asia-Pacific regional affairs, illustrating the importance that Washington places on its relationship with New Delhi. India’s surging economy has deepened interest among US policymakers eager to advance bilateral ties with a large country in the region that shares a democratic identity. Factors contributing to this shift include China’s ascent as an economic and strategic power and the possibility that the US military may favor an offshore strategy in the future.

However, India should not be the sole hope on which US security strategy rests in South Asia. US relations with this new strategic partner are guaranteed to experience bumps, as evidenced by the recent rejection of US firms in the Indian Air Force’s Medium Multi-Role Combat Aircraft (MMRCA) competition. Moreover, India has long maintained a strong non-aligned foreign policy tradition, enforced by policymakers who face continual domestic political pressures not to appear too pro-American. This is not to say that the US-India strategic partnership appears ready to fail. Still, one possible scenario could find relations with India not progressing as quickly as desired, while relations with Pakistan and Afghanistan remain in tatters, leaving minimal US relations with other South Asian states. Even if this scenario does not occur, the United States cannot afford to ignore the need to forge deeper strategic relationships with the smaller countries in the region.

Relations with Bangladesh, Sri Lanka, the Maldives and Nepal hold many unexplored possibilities and reasons for expansion.

First, as Assistant Secretary of State for South and Central Asia, Robert Blake pointed out in Congressional testimony earlier this year, all these countries are governed by democratically elected leaders. As with the “shared values” discourse supporting greater relations with democratic India, the United States has a similar foundation for fostering ties with these nations.

Second, three of these countries are maritime states. Given the importance of securing Indian Ocean sea lanes, through which 50 percent of the world’s container traffic and 70 percent of the world’s crude and oil products transit, it is in US interests to promote maritime security cooperation among South Asian countries and deepen defense ties with these navies as a form of burden-sharing in the Indian Ocean.

Further, smaller countries provide better test cases for realizing new strategic visions and more permissive environments in which to experiment than do the larger states of India and Pakistan, where constraints are omnipresent and the stakes are much higher. In the Harvard International Review, Doug Lieb has discussed the importance of analyzing international relations in “marginal states” that are often overlooked in a structural realist worldview that privileges the study of large countries. The smaller countries of South Asia could be easy wins for the United States, especially in the face of increasing Chinese dealings there.

US ties are probably the strongest with Bangladesh, a Muslim-majority and democratic nation. Given the country’s vulnerability to nontraditional security threats such as cyclones and earthquakes, the Bangladeshi military would appreciate increased help with weather forecasting technologies and cooperation on humanitarian assistance and disaster relief issues. Before the next environmentally related cataclysm occurs, the United States should further develop security relations with Bangladesh.

The Maldives, like Bangladesh, is a relatively pro-American Muslim democracy. It faces the challenge of countering Somali pirates and Lashkar-e-Taiba terrorists from Pakistan seeking harbor on any one of its 26 atolls. The Maldives National Defense Forces would likely not be equipped to handle a potential Mumbai-style attack on its tourism industry and could benefit from US counter-terrorism assistance.

US relations with Sri Lanka have been strained due to charges of human rights violations during its defeat of the Liberation Tigers of Tamil Eelam (LTTE) in 2009. Yet as Sri Lanka’s economic and diplomatic ties with China grow, the United States must try not to alienate Sri Lanka given its strategic location in the Indian Ocean. In fact, the US Navy could benefit from exchanges with the Sri Lankan military. For example, learning the swarm attack tactics that were employed during the country’s civil war could help the United States prepare for the threat it may face from Iran in the Strait of Hormuz. In addition, the Sri Lankan navy could benefit from US assistance in transitioning its patrols from the north to the south, where roughly 300 ships pass the tip of the island daily.

Regarding Nepal as it draws down its forces and integrates Maoist rebels into the military as part of its peace process, US security cooperation and expertise could be critical in this operation.

Finally, judicial capacity-building would be another low-cost way to advance US ties with all these countries.

By comparison, China has been strengthening its ties to South Asian countries, especially in the form of infrastructure development. Chinese port construction in Chittagong, Bangladesh; Hambantota, Sri Lanka; Gwadar, Pakistan; and Kyaukpyu, Burma have all been cited as prominent examples of a supposed “string of pearls” that China may be seeking to build in an area outside its traditional sphere of influence. Regardless of actual Chinese intentions in South Asia, Indian analysts have voiced concern about being “encircled” by China’s economic, military, and diplomatic inroads with these countries, including Nepal.

In recognition of the growing challenges South Asia presents to the United States, experts are beginning to discuss ways of reorganizing the US government’s bureaucracy to address the region’s new realities. Bruce Riedel and Stephen Cohen have proposed the creation of a “South Asia Command” (SACOM) to overcome the seam issues posed by Pacific Command (PACOM) and Central Command (CENTCOM) separating India and Pakistan in US defense policy. Others have suggested an Indian Ocean Region Command (IORCOM). With such talk and broader discussions about a realignment of US force posture in Asia, now is the time to also examine relations with the smaller countries in South Asia and the prospects for building partner capacities in the region.

As the United States winds down its commitment in Afghanistan, while confronting unbounded uncertainty in its relationship with Pakistan, it can look to the promise of partnership with India only to a certain extent. If disappointments such as the MMRCA rejection happen too often, or if India tests nuclear weapons again and Washington re-imposes sanctions, the United States would be left without strong security partners in the region. For too long, the United States has ignored the potential benefits of fostering relations with the smaller countries in South Asia. Prospects for advancing US security ties with Bangladesh, Sri Lanka, the Maldives and Nepal deserve serious examination.

Comment: The mixed story of the rise of Islamism in the Maldives

One of the many lessons of the Canadian philosopher Charles Taylor’s magisterial book, A Secular Age, is how religion continues to exist and continues to be relevant.

The relevance is not only limited to religion’s potential for creating identity and meaning in life.

Religion’s relevance also lies in the moral and epistemological limitations of the virulent forms of atheistic exclusive humanism and hardcore naturalistic ‘science’ that Richard Dawkins, Ayaan Hirsi Ali, and their ilk seem to be promoting.

Religion’s potential for solidarity and taking the cause of justice and vulnerable forms of life, is as relevant as ever.

Its potential for an ultimate explanation against an unfounded scientific reductionism cannot be blindly and arrogantly dismissed.

Rise of Islamism and electoral democracy

During the last seven or so years, coinciding with (or in response to) democratisation, the most spectacular religious phenomenon in the Maldives is the rise of Islamism. At least twelve Islamic/Islamist NGOs were registered between 2004-2010. Prior to 2004, there were no more than three organisations with the specific goal of religion.

But re-Islamisation led by Islamism itself should not be taken as alarming for at least ‘electoral democracy’.

If popular participation in politics can be an indication of support for democracy, the voter turnout in February 2011’s local elections stood at around 70%, which is comparable to past turnouts for parliamentary elections. Equally important, Islamist Adalath Party fared quite badly in all three elections since 2008.

However, re-Islamisation seems to have had, and will continue to have, mixed results for the society and politics.

Questioning religion

As late as the mid-1970s, ethnographic research in the Maldives could conclude that Islam of the people was largely limited to ‘washing, praying and fasting’.

What this means can best be contrasted by describing what James Piscatori and Eickelman call ‘objectification of Muslim consciousness’. They explain that this is ‘the process whereby basic questions come to the fore in the consciousness of large numbers of believers’.

This process has become a salient feature of all Muslim societies. Similarly, this growing objectification of consciousness, largely over the past decade, became the most important religious development in the Maldives. Its main feature includes fragmentation and pluralization of religious discourses.

For sociologists like Jose Casanova this could ultimately mean an Islamic aggiornamento, or a sort of reform that took place in the Second Vatican when Catholicism finally endorsed democracy and human rights in the 1970s. But should we be so optimistic?

Judging from data and people’s comments, often here on Minivan News, it would be hard for some of us in the Maldives to see any positives from objectification of our religious consciousness.

Indeed, in the Maldives what we have seen is a sort of reflexive re-Islamisation: through responding to the terms of alternative discourses (e.g. democracy and human rights) and processes of global modernity, the society seems to be undergoing a new re-traditionalization.

Mixed Results of Islamism

We could observe two parallel processes led by Islamism in the Maldives. It seems to be a striking reversal of what had happened since the 1970s.

First, there is an attempt at de-secularising the actual community. The most obvious example is public piety such as the Muslim veil.

But there is also an attempt at re-Islamising the functional spheres like the economy. Islamic banking or riba-free business is a case in point.

Call for re-Islamising the national curriculum, call against music and entertainment, and rise in ‘creationism’ pseudo-science, are important examples too.

Perhaps a more important example is greater de-privatisation of religion: Islamist organizations and Islamist media outlets have proliferated in the public sphere. Their influence in the political society and the state has increased (e.g., a religious ministry led by Islamists).

But here is the other side of the picture. Islamist attempts at ‘rationalisation’ and ‘objectification’, or in short ‘purification’ of the society, seem to have mixed results for the dominant national consciousness.

The powerful motif of a ‘100% Muslim nation’ may no longer serve as a taken-for-granted, internalised background. It may no longer be a largely unconscious sacralised background understanding of the nation.

The signs of this change could already be seen from the increased sarcastic deployment of ‘sattain satta muslim qaum’ (e.g., ‘are we really a 100% Muslim nation?’), especially by Islamists to decry the alleged failure of officials to make the society ‘Islamic enough’.

If this is so, there is not only de-secularisation. There is a sort of ‘secularisation’ taking place too. This is a secularisation of the imagined community, of the taken-for-granted national consciousness. Ironically, reflexive re-Islamisation is driving this secularisation.

Now, why does this matter? Here is one reason why it matters.

Freedom of religion

This sort of secularisation of the national consciousness seems to be a condition of effective religious liberty. Even if political secularism was to be enshrined in the Constitution, freedom of religion might not be effective without this sort of secularisation of the ‘imagined community’.

The poignant suicide of a young man, possibly because he felt he betrayed his ‘comrades-in-identity’ (i.e. the rest of us Muslims) is a case in point. His desperate email is telling: ‘Maldivians are proud of their religious homogeneity and I am learning the hard way that there is no place for non-Muslim Maldivians in this society.’

One cannot only legally be non-Muslim; but more importantly such a person may be dismissed as unworthy. If this is so, political secularism itself may not be a sufficient condition of liberty without secularisation now seemingly driven by reflexive re-Islamisation. (Here then is also a lesson for the arrogant global (i.e. the US) project of bringing freedom of religion to the world.)

Awareness of the Other

If the above interpretation is correct, we could increasingly experience these phenomena:

i) Through objectification of the taken-for-granted national consciousness, an increased awareness of the existence of some fellow Maldivians with different worldviews and faiths.

ii) Through a process of de-secularisation of the actual community, intense reflexive and political bulwarks (especially by Islamists) against this cross-pressured awareness.

I think both of these things are taking place.

Political Reconciliation of the Cross-Pressure

How we finally politically reconcile this awareness is the ultimate condition of the possibility or impossibility for democracy – and therefore equality, liberty, fraternity – in this over two-millennia-old country.

This is not a place for advocacy. But for this political reconciliation, a necessary, but not sufficient, condition is a dose of humility from the full political and social spectrum.

As a colleague at the government once pointed out, as a first step, the government needs to get over with its ‘hubris’ of going it alone.

World should rejoice that governments have forever lost the ability to control information, Nasheed tells UN

The chain of protests that rocked the Arab world this year have shown that governments have forever lost the ability to control information, President Mohamed Nasheed has said in a keynote address to the United Nations, including the 47 members of the UN Human Rights Council.

“Those of us who believe in individual liberties should rejoice at this fact because, quite simply, it changes the rules of the game,” he said.

Describing himself as a protester, “as someone who has spent much of his adult life speaking out against leaders who place their own interests over those of their people, leaders who seek power for power’s sake,” Nasheed observed that globalisation and the democratisation of information now meant that “governments simply have no option” but to listen to the demands of pro-democracy protesters.

“In a time of awakening, Muslims across the world are standing up, governments must see peaceful protests not as a threat but as an opportunity,” Nasheed said.

“It is a a moment when Muslims across the world are standing up as one to demand equality, human rights, democracy and the rule of law. These developments provide a fitting rebuttal to those, inside and outside of Islam, who claim that our religion is not compatible with democracy.”

Nasheed predicted that 2011 would come to be seen “as a tipping point for peaceful protests, as the moment when the balance of power swung, irreversibly, from the state to the streets.”

“In the past, when news and information were more malleable, governments had the option of suppressing protests in the hope of breaking them before news spread. Swift, decisive and often violent action at the outset could, in this sense, nip the problem in the bud. Life, especially for those in positions of power, could go on as normal,” he observed.

“In the past, facts and truths could be constructed and controlled by a few. Today they can be discovered and learned by everyone. The use of modern communication technology has allowed those with grievances to mobilise and spread their message. And, crucially, modern media also provides a lens through which the outside world can witness events unfold and learn the truth.”

As a result of globalisation and the communication revolution, “the more a government tries to control, the less control it actually has. The more those in power try to tighten their grip, the more power slips through their fingers,” Nasheed said.

“Today, the only way to rule sustainably is to rule with the trust and consent of the governed.”

Protests in the Maldives began eight years ago, changing the course of the country’s history, Nasheed explained.

“At one level we were protesting against something – against an autocratic system of government which had monopolised power for thirty years. But we were also protesting for something – for a better, fairer system of government, for equality and for justice.

“Today, we have succeeded in sweeping away the old. In 2008 the previous government was peacefully removed from power in free and fair elections under a new Constitution.”

Nasheed emphasised that the country’s first democratic multi-party elections were just the beginning of true democratic reform. The present challenges faced by the Maldives – not just the strengthening of independent institutions but also confronting the past – would be mirrored in Tunisia and Egypt, he predicted.

“One challenge is to establish and strengthen independent institutions, to ensure that democracy and human rights are guaranteed regardless of who is in power. A second challenge relates to transitional justice and reconciliation – how to deal with the past without endangering the future,” he explained.

“There can be no doubt that serious human rights violations were committed in the Maldives and that the victims of those violations deserve justice. But we must draw a clear line between reconciliation and revenge. To move forward, the search for truth and justice must be placed within an overall framework of national reconciliation – we must look forward, not back.

“A third challenge is to rebuild the economic fabric of the country. People cannot properly enjoy democratic freedoms if their basic needs are left unfulfilled. Without socio-economic development, political transitions quickly unravel.

“These challenges are relevant not only for the Maldives. They are also relevant for other countries that have dismantled autocratic regimes.”

UNDP awards US$79,862 to local CSOs in small grants program

The United Nations Development Program has awarded US$79, 862.95 to the 13 winners of the “Support to Civil Society Development” program in the Maldives.

The winning projects, supported by the Small Grants Facility and jointly funded by the UNDP and Australia Agency for International Development (AusAID), were designed by local CSOs and selected out of 54 proposed projects.

United Nations Resident Representative, Andrew Cox, spoke at the UN building today. Cox called civil society a “pillar of democracy”, and a significant factor in democratizing the Maldives. He commented on the large scale changes the country has faced in recent years, and called the Maldives “a country which shows much scope for growth and maturity.

This is the second round of projects in the program. Monitors of the first round had determined that the program was constructive, Cox said.

“Initiatives such as the Monitoring of Political Violence in the First Local Council Elections project, The Empowerment of Women project and The Right to Empower project – among the 09 projects funded in the first round, have indicated steps taken in the right direction by the civil society,” he said.

The second round of projects were selected from 11 atolls, including Raa, Baa, Noonu, Addu City, Malé City, and others. Almost every atoll in the country is represented in the selection.

Among the areas the program intends to address are human rights, governance, gender equality, and youth development. Cox added that the tenets of democracy, such as transparency, accountability, and the voice of the people will be empowered.

Cox backed the program by invoking the Maldives government’s Strategic Action Plan, “which guarantees that space will be allowed for individual freedoms and the civil society to thrive.”

In closing, Cox reminded his audience that significant challenges to establishing a full  democracy remain in the Maldives, but that they can only be overcome by the united efforts of the people. Cox reinforced the UN’s committment to supporting the Maldivian people in their pursuit of a consolidated democratic identity.

Comment: The politics of arrogance

There are so many things wrong with our democracy. A dysfunctional judiciary, stunted and already disintegrating party system, politicised and unprofessional media, polarized society, growing intolerance, xenophobia and the list goes on. But whatever the affliction is, the one underlying factor is always corruption. We know, corruption is an old song sung by all politicians everywhere. But this time around, we are not talking about the corruption of the old, the established and the already corrupt, but about the corruption of a fairly young generation of politicians who will possibly remain in Maldivian politics for another 30-40 years. We are talking about the corruption of a generation of politicians who could have been defined otherwise.

What went wrong?

The Maldives is celebrated as a model for peaceful transition to democracy. The opening up of the political system that began in 2003 led to free and fair elections fairly quickly. The old autocrat was not arrested and thrown into jail as happens in so many other countries, but instead given a hefty pension package and left to himself for the most part. Three branches of the state were made separate and independent, and the fourth estate was given its due freedom. What went wrong?

What went wrong is strikingly similar to what goes wrong in so many African democracies. The liberator who wrenches his people from the clutches of exploitative colonial powers is hailed in as the good leader, and then the people are forever stuck with him. And he is good, at least in the prologue. He must have believed in freedom, in people’s right to make their own destinies and to live a good life, to have fought so long and hard and put his neck on the line. For his bravery and courage, he is rewarded with legitimacy, people’s love and admiration. And he is handed the ultimate prize (via a free and fair election, of course)- the chance to become the president of the first real democracy in that country. But somewhere along the line, the leader miscalculates how far he can push his legitimacy and thinks himself above the law. In order to ‘save his people’, he convinces himself that he has to do whatever it takes, and sometimes the whatever part involves ugly nasty immoral things like corruption, bribery and appeasing big businesses at the cost of the public good.

Let’s not forget the party machinery that often ushers in these liberator-type leaders. What eventually ends up becoming a political party often starts out as a movement, a movement for freedom, liberation and democracy. The sole purpose of the movement-cum-political party is to free the people. And as such, upon independence or at the end of dictatorship, the party becomes a mere vehicle for the liberator-leader to ride in to take his rightful place as the head of the new democracy. Sadly, the party ceases to become anything more. Tangled in the politics of the day, the party fails to mature. It lacks a clearly articulated ideology, a set of values or anything for that matter that can define it independently of its liberation history. And just for the record, no, five key pledges does not amount to an ideology. People cannot be expected to analyse the party manifesto and derive the party’s philosophy on their own, if it exists at all. And no, Maumoon Abdul Gayoom’s personality does not amount to an ideology either.

What is so wrong now?

The problem is, not only does the party continue to be the liberator’s vehicle to remain in power but it begins to destroy all other parties around it, sometimes by guns and outright violence, but in our case with ‘secret’ deals that are not only accepted, but boasted about in political circles and laughed over at cocktail parties. “Hey, I paid Mrf 5 million and a BMW for that guy over there” wink. “Oh really, well I paid about Mrf 15 million for this guy right here. Prices keep rising by the day…we better buy up all available on the market before prices go through the roof! Hohoho!” And so, riding high on liberation victory, the leader and his party come to practice a vile sort of politics. A politics of “only we can be trusted with power” and “damn those slow and tedious democratic process.” In short, the politics of arrogance.

Of course, the liberator and his party machinery try to justify this politics of arrogance. They say that if they do not deliver and make good on their key pledges, then not only may they lose elections come 2013, but that, lo and behold, they will surely lose it to the old dictator or his brother! Not only that, if the MDP fails to deliver, ‘the people’ will cease to believe in the promise of democracy! And God forbid, we cannot let these things happen, not after all the blood and tears, not after trying so damn hard to go by that complicated and cumbersome constitution.

Therefore, in its mad frenzy to get everything done before the clock strikes 12 o’clock in 2013, the MDP government, instead of putting up a steady honest fight, is buying the entire game and in the process, relying less and less on democratic processes. We need not look beyond parliament for evidence. Let us be clear, the MDP is not outwardly undemocratic. Besides the occasional slip of the tongue, it sticks to its narrative of democratic governance at the podiums. But away from the cameras and the public’s eye, the party and most Maldivian politicians engage in what can be termed as real deal-making. And this real deal-making almost always subverts democratic processes. Surely, this has to be informal politics at its best.

And again, just for the record, given the blatant political prostitution in parliament, even if the government builds an apartment for every Maldivian (doesn’t matter if they can afford it), a hospital (too expensive to maintain) on every island, establishes a fast ferry between all islands and makes every youth drug-free (but perhaps jobless), that does not prove that democracy worked. It merely proves that the MDP party machinery and its tactics worked. And these are two very different claims that have far-reaching consequences.

Why is it wrong?

The bitter result of the politics of arrogance and the corruption and bribery it necessitates is that it is imbibing a new generation of politicians with the view that politics is ultimately about being in power. That without absolute power, you cannot get anything done. That power is the be-all and end-all of politics. In doing so, they have changed the narrative of the land from “what is good?” to “what is the lesser evil?” And that is a damn shame. For if there was a reason I voted, it was because I trusted my elected official to make wise decisions that would contribute to me living well, and at the same time contribute to the greater good of the society. And I also trusted that official to not always see the greater good in monetary terms. And I also trusted that official not to cast the building of a harbor, an airport or a housing project as incompatible with sticking to democratic processes.

So the story goes that, the politics of arrogance not only deprives a nation of honest and virtuous politicians, but also buries the common good and on its tomb, plants the seeds of political power and waters it with the greed and lust of an emerging generation of crass politicians who are morally stunted and politically shackled for years to come.

US Assistant Secretary of State urges opposition and government to cooperate on solving economic challenges

The US Assistant Secretary of State covering South Asia, Robert Blake, visited the Maldives yesterday during a tour of the region, and urged the government and the opposition to cooperate in finding a solution to the country’s economic challenges.

“As in many young democracies, the transition to a functioning system of checks and balances between different branches of government is very challenging,” Blake said.

Blake said that he had discussed with President Mohamed Nasheed the steps the Maldives was taking to try and stabilise the economy and reduce the budget deficit, and urged the opposition to involve itself in finding a solution.

“It is very important for them to come together and for [the opposition] to come up with an alternative – if they have an alternative – and negotiate an agreed plan. It is most important to continue momentum, reduce the deficit and put the economy on a firmer financial footing, while at the same time continuing the process of strengthening democracy.

“I encourage the government and opposition to work to together to try and tackle the prblems the Maldives is facing. Even in an older and more established democracy such as our own, politicians can find it difficult to work together across party lines in a spirit of fairness and bipartisanship, for the sake of governing well. But when they do, everybody benefits.”

Blake said he was encouraged during his meeting with the President that Nasheed had “reaffirmed his commitment to freedom of assembly”, and noted that despite the country’s political “growing pains”, “the Maldives’ international influence far exceeds its size, particularly in multilateral organisations such as the UN and its human rights council.”

He thanked Nasheed for the Maldives’ votes concerning Syria, Libya and Iran, and noted that he had “become one of he world’s leading climate change advocates, with a flair for drawing attention to the critical impact climate change is having on island nations.”

US-Maldives cooperation extended to visits by figures from the US legislature, student exchange programs, visiting American Muslim speakers, and military collaboration on security and training, he noted. Blake suggested further cooperation with the new Maldives National University, with faculty visiting from US universities.

Blake also spoke briefly on the successful US assassination of Osama Bin Laden in Pakistan, explaining the State Department’s decision to issue a worldwide caution for American citizens.

“I think difficult to predict [the reaction],” he said. “It is reasonable to assume that Al-Qaeda will try to retaliate for the loss of its leader, and we wanted to make sure people were aware of this development, especially in areas where there is already anti-American sentiment.”

Blake left for Sri Lanka last night, visiting USAID-supported programs and meeting with local leaders in Kilinochchi and Mullaitivu.
