Social stigma limiting employment of local women in resort industry, report finds

A new study finds that Maldivian women are the least employed demographic in the resort industry, accounting for only three percent of the total eight percent of female workers at resorts in 2010. Local and foreign men constitute 92 percent of the industry.

Tourism directly accounts for 30 percent of the Maldives’ GDP, and for 70 percent indirectly.

The thesis, “Women in Tourism: Challenges of Including Women in the Maldivian Resort Sector” was prepared by Eva Alm and Susanna Johansson during their five-month stay in the Maldives in 2010.

According to their findings, “culture, religion, and women’s role in the family, the role of the family, safety, geographical spread, transportation, education and awareness” were the main factors preventing women from seeking resort employment.

Interviews show that resort life is perceived as ‘western’ and imposes the negative practices of consuming pork and alcohol, supporting nudity, and allowing extramarital sexual encounters on Muslim Maldivian women.

By contrast, Maldivian male resort employees are exempt from these risks.

“Working in a resort as a woman is perceived as bad, as going the wrong way, as not a good place for a woman to be,” said one source.

Women interviewed said social stigma prevented them from seeking resort employment. The combination of not being able to come home at night and working at a resort with a significantly higher ratio of men to women is considered intimidating, sources said.

One father said, “If my daughter would not have the possibility of going home every night, I would not let her work in the resort, it is not safe […] if a woman will not come home at night after work, and she would maybe have a relationship with a man in the resort, which could result in a pregnancy […] this would have very bad impact on the family and would not be tolerated.”

Maldivians who engage in extramarital intercourse risk social ostracism, and women sometimes face punishment for pregnancy outside marriage. The country has among the highest divorce rates in the world.

Parents are said to play a significant role in a woman’s professional future. “In Maldives, in our religion, we are not allowed to drink or be with just any guys and things like that. So our parents are scared about that,” said one young woman.

One resort manager said awareness is a major challenge to promoting female employment. “Convincing the parents is difficult. They are very possessive of the girls. The parent’s perception is that they will mix with the European culture and do bad things such as drinking alcohol.”

A government representative added that “there needs to be a focus on educating mothers and fathers of the women who are willing to join the industry and demonstrate that it is perfectly in order for their daughters to work in the resort sector.”

Female unemployment in the Maldives is estimated at 24 percent, while male unemployment is only eight percent. Reports indicate that the industrialization of fishing, an enterprise previously shared between women and men, and the beginning of tourism eliminated the need for two incomes per household.

According to the report, Maldivian culture does not encourage women to take on entrepreneurial or leadership roles in business. Women are found to be raised to follow men, and a lack of domestic care services prevent women from leaving their posts as mothers and wives.

Women interviewed said that in order to employ more women resorts should “become more Muslim.” Most said they would not work where they could not wear the burqa, although when told that several resorts allow the burqa they maintained their position.

Women were also unaware that many resorts provide mosques for their Muslim employees.

Separating resorts from local island culture was an early tourism strategy, claims the report. Tourism officials at the time were said to believe the policy would protect local culture.

The separation is now considered a factor in island underdevelopment. “The problem we have is that we have first class resorts in the Maldives, next to them are the third world local communities, the villages,” said a government representative quoted in the study. “We have to get these engaged as the people from the island communities can get direct benefit from the resort industry through participatory involvement and inclusive growth.”

Some resort companies, such as Hilton and Soneva, try to compensate for this gap by outsourcing tasks to local islands.

Hilton resort began the “Green Ladies” program, bringing in groups of women from neighboring islands to sweep the resort during the day. Soneva supported the Veymandhoo women’s production of chili sauce in 2008.

Soneva’s Social and Environmental Manager said localizing resort development made Muslim women more comfortable in new professional opportunities. “It has got all the elements necessary for a solid livelihood project. You got women involved, it’s got livelihoods, it’s got commercial value to it, and it’s got localization aspect to it”.

Yet island production capacity does not meet resort demand. “’The communities have to be very much upscale to be able to manage small businesses, because resorts are big business and they wont rely on people who can‟t provide for their demands’”, said one source.

“Women in Tourism: Challenges of Including Women in the Maldivian Resort Sector” was presented at Sweden’s Lund University in May, and is due for publication this month.

Plunge in youth pursuit of higher education “worrying” say education officials

Recent statistics from the Education Ministry show that only six percent of Maldivian youth aged between 17 to 25 are pursuing higher education.

The statistic comes from two reports on higher education, which are currently being compiled with assistance from the World Bank and the United States. The first report is investigating the status of higher education in the Maldives, as well as plans for its improvement. The second report is examining financial assistance.

Maldives National University Chancellor Dr Mustafa Luthfy said that six percent is “a worrisome number.”

“If they are qualified enough to go into a higher institution, they should,” he said. It was not difficult to find a public college in the Maldives, Luthfy noted, although he acknowledged that private institutions were costly.

The challenging transition between grades 7 and 8 is one explanation for the dropout rate, said Luthfy. He added that if students were unable to keep up with secondary school material, then they would not be able to get into higher institutions.

“We have to be very very careful about criticizing enrollment,” Luthfy said. “If we are going to offer more degree-level courses, we need students who achieve higher A and O levels in high school.”

A recent Juvenile Justice Report suggests a correlation between academic success and relationships with a parent or guardian. Juvenile Justice records say that of the offenders reported between April 1 and June 30 this year, 95 percent dropped out in 8th or 9th grade, and few lived with parents or guardians.

When asked if this contributed to low enrollments in higher education, Luthfy replied that “schools and parents are working very hard to improve the quality of education, and improve graduation rates.

“The Maldives has a small population, we want everyone to be an educated person,” he said.

O-level results for 2010 improved on previous years, with particular gains in science subjects, however the pass rate for the 6700 who sat the international standardised high school exams was 35 percent – up from 32 percent in 2009, and 27 percent in 2008.

Most major subjects showed a positive trend in results except for arts, geography and history, Deputy Education Minister Dr Abdulla Nazeer stold Minivan News at the time, “subjects which are only taken by a few students.”

August deadline set for foreign study funding applications

Students currently pursuing or looking to study higher education at foreign institutions have been given a deadline of August 7 this year to apply for funding from an additional government-backed Rf100 million student loan programme.

Funding packages ranging between Rf100,000 and Rf300,000 are reportedly set to be made available to students participating in various types of study ranging from foundation courses to PHD.  After studying abroad, participants  are then expected to begin paying back their loans to the state six months after completion of their course and within a ten-year period, according to newspaper Haveeru.

The foreign study loans are expected to be delivered specifically to Bank of Maldives (BML) accounts assigned to each individual student participating in the foreign loan scheme during August.  The student loan system for Maldivians abroad follows on from the launch of a similar domestic study programme announced by the government early last month.

The funding switch has raised concerns among some students and opposition figures, who claim that not enough is being done by government to support and prepare young people for the challenges of a more diverse Maldives job market.  Opposition MPs in particular have been critical that the funding, like the entire education system had not been sufficiently updated from the 1980s to meet the demand for the current jobs market in terms of skills.

Haveeru reported that despite concerns by some Male’-based students regarding continued delays to receiving their individual loan payments, a Memorandum of Understanding (MoU) between BML and the Finance Ministry was expected to come into place today to ensure loan payments could be made within a 48 hours period.

The student loan programme is a new intiative being taken up by the government to replace the previous “pocket money” grant scheme that supplied limited study funding free of charge.

The government claimed  last month that an initial Rf50 million loan programme for domestic students represented attempts to support a larger number of local people in further education.

Aminath Ali, Deputy Minister of Human Resources, Youth and Sports, previously told Minivan News that she accepted that a number of students had concerns about the change towards providing loans instead of the free grants previously offered.  However, the minister claimed the new system was in place to try to ensure that both the country and citizens could afford further education on a more sustainable basis in the long-term.

“Under the current budget we cannot provide free learning and funding for students at higher education institutions.  The [student loans] are similar to mechanisms in place in countries all over the world,” she said.  “Say a student has a total loan amount of Rf24,000 over their studies, they will have to pay back this amount and a five percent administration charge to cover the role of their bank over an agreed period of time.”

Government outlines student loan funding amidst wider education criticisms

The government has moved ahead with a Rf50 million student loan programme in an attempt to support a larger number of local people in further education, replacing the “pocket money” grant scheme that previously supplied limited study funding free of charge.

The funding switch has raised concerns among some students and opposition figures, who claim that not enough is being done to support and prepare young people for the challenges of a more diverse Maldives job market.

Aminath Ali, Deputy Minister of Human Resources, Youth and Sports, told Minivan News that 340 students currently studying in higher or further education institutions in the Maldives were now able to claim an equal share of the government supplied funding, which was expected to be paid back once courses were over.

“Out of 367 existing students who applied for the loans, 27 were rejected as they were not currently studying in the Maldives,” she said.

The switch from the previous “pocket money” system has not been without controversy, with some local students demonstrating outside the President’s Office back in March in order to try and reinstate charge-free grants for those in higher education.

Student protesters claimed at the time that some of their peers appeared to still be getting the pocket money grant, while others were struggling to afford or obtain books required for their studies in light of the student loan switch.

A spokesperson for the opposition Dhivehi Rayyithunge Party (DRP) this week also criticised the government’s implementation of the student loan system, as well as its overall commitments to education in the country, claiming that both the funding and the range of courses currently on offer were “not sufficient” for their own needs – or those of the job market that will one day employ them.

According to Ali, once a student had completed their studies, they are then given six months to find a job before having to begin paying back the funding.

The deputy human resources minister claimed that sufficient mechanisms were in place to allow student to pay back their loans to the government over a maximum of ten years depending on their revenue.  Ali added that in consultations with the Employment Ministry, she was confident that graduates would be able find jobs within this six month period that offer long-term career prospects for those willing to work.

The loan system is also said to be backed by 100 percent scholarship programmes for students studying abroad in areas such as medical sciences and technology, according to the ministry.  Ali claimed that 180 scholarships, based on educational performance, had been offered between January and May of this year.

Separate funding had also been put aside by the Ministry of Human Resources for students to apply for when entering into further education during the present academic year.

The Ministry of Education claimed that the move towards student loans reflected the need for funding at a wider number of institutions in the country that now offer higher education courses to students across different fields of expertise.

DRP Spokesperson Ibrahim ‘Mavota’ Shareef said that while the opposition party welcomed measures to financially support students in higher education, he believed the new loan system had failed to take into account hardships faced by the young, particularly those coming from islands to Male’ to live.

According to Shareef, while previous systems had provided a pocket money allowance and even some forms of salary to fund study from the government’s purse, he claimed the new loans were insufficient to cover the expenses of moving to Male’.

“From the complaints we have received from students, [the student loans] are not a popular initiative.  Government must reconsider this system, changes are expected to be for the better,” he said.  “If the government was replacing [student funding] with a better system, it would be welcomed.”

When addressing the government’s own need to reduce national spending and its own budget deficits amidst commitments to organisations such as the International Monetary fund (IMF), Shareef said that the government would have been better served by “gradually” phasing out the “pocket money” system as opposed to replacing it completely.

“In a country, no matter how rich it is, education is not an area where funding should be cut,” he said.

In addition to concerns over the student loan system, Shareef claimed that he also believed that the current higher education curriculum was out of synch with the demands of the modern Maldives job market.

“The whole education system does not match up with the job openings currently being offered,” he claimed. “Until the 1980’s, we had limited [job] openings available , so the purpose of education and training was to get people ready for working the civil service,” he said.

With the advent and growth of the country’s the tourist industry along with the emergence of regional and multinational businesses moving into the Maldivian economy, Shareef claimed that the education system had failed to move with the times in making people ready for this changing workplace.

“There are not enough professionals available that are trained to work in management positions within the tourism, fisheries and even construction industries.  Education is simply not meeting these requirements,” he said

Raffles to join regional and local exhibitors at Male’ Youth Vision education fair

Raffles Education Corporation has said it will be among a number of groups looking to promote their services to Maldivian students at the 2011 Youth Vision Exhibition to be hosted in Male’ between April 7 to 9.

The attendance at the event of the company, which claims to operate as one of the Asia Pacific region’s largest education providers – running 38 colleges in 14 countries – will coincide with a meeting between Raffles and the Maldivian Qualification Authority (MQA) to ensure closer regulative compliance with authorities in the country.

“Realising the need for quality abroad education for Maldivian students, Raffles has decided to participate in the major education exhibition to provide the on-site consultation for potential students and their parents,” the company stated.

Representatives from the company will join with other regional and local education suppliers like Maldives-based Cyryx College at the Youth Vision 2011 Expo in Male’s Dharubaaruge exhibition hall to detail various education opportunities available to local students.

According to Raffles, 1000 to 1500 Maldivian students are estimated to be involved in higher education courses at present, a number it believes offers significant opportunity when considering the total national population of 270,000 people.

The education supplier stated that Malaysia, India, Sri Lanka, the United Kingdom, Australia and Egypt were believed to be the most popular destinations for Maldivians opting to study abroad.

Students take to President’s Office over “pocket money” funding concerns

Hundreds of students gathered today outside the President’s Office to call for the reestablishment of a “pocket money” grant scheme and have vowed to continue strikes and protests if their aims for free funding are not met.

After sending a petition to President Mohamed Nasheed last Thursday (24 February) over concerns about the end of the pocket money programme for pupils who enrolled in Maldivian higher education institutions during 2010, a large number of students took to the streets today to try and guarantee a monthly grant for their studies.

In light of the protests, prominent education officials in the country have claimed that the pocket money system had been phased out for pupil enrollments in 2010 as part of plans establish a new student loans system.

Some higher education figures claim that the loan, which would be required to be paid back unlike the pocket money, would be more widely available, yet they accepted that a system of means tested benefits and scholarships may be required for protecting the most financially vulnerable and brightest students respectively.

Despite these claims, some student protesters who had gathered outside the President’s Office this afternoon said they were not convinced that the planned student loans system was working in a manner fair to all Maldivians wishing to take part in higher education.

Two of the gathered protesters told Minivan News that the strikes, which were said to have been organised by just a “couple of students”, represented concerns about the government listening to students and the overall cost of education.

The protesters went on to claim that at present, some students appeared to still be getting the pocket money grant, while others were struggling to afford or obtain books required for their studies, with no explanation being given about how the current system of grants and loans were being assigned.

Abdulla Asjad, another student at the gathering currently studying for a BTch (Secondary) in Male’, said that he believed the student loan system bought in to replace pocket money was also not being supplied to everyone.

“They are giving these loans to some, but not to all students. They have not explained the system at all,” he said.

Asjad claimed that as protests continued, he was aware that five or so students had been admitted to the President’s Office to meet Nasheed himself, but he said the outcome of the talks remained uncertain.

When asked though about the students’ next plan to try and seek the return of pocket money, he replied: “We will come back.”

Education challenges

Dr Mustafa Luthfy, a former Education Minister and the Chancellor of the recently opened Maldives National University said that amendments made to higher education funding were bought about in an attempt to make the system fairer for a wider number of students, rather than trying to cut spending.

Recognising the concerns of some students over the changes though, the chancellor said that he had been involved with meetings to discuss the student petition. The meetings were said to be jointly organised between the country’s current Education Minister and the Minister of Human Resources, Youth, and Sports.

“Before 2009, some students were given pocket money of about Rf1,000 by the government for studying certain courses at specific institutions,” he said. “The government decided to change to student loans in 2009. Those students that enrolled in 2010 knew they were getting that. But students who enrolled before this time were still receiving the pocket money.”

According to Luthfy, the replacement student loan system, which provides about Rf2,000 a month to students at an interest rate lower than that being offered by national banks, was designed to be offered to every student in higher education regardless of the course or the institution they were studying.

These loans were then expected to be paid back years later when students had graduated and were in work, he claimed.

Luthfy told Minivan News that he believed there had been some problems with the grants and loan system, such as the case of a number of students who had travelled to study nursing at an institution in India.

After financial difficulties hit the study programme and the local representative in charge was said to have been unable to cover their economic responsibilities, the university chancellor claimed that the government had intervened and brought the students back to the Maldives.

After putting them into a local educational institution – where the students were deemed to be missing some of the requirements needed to study there – the government also took the decision to offer grants to aid the pupils through additional foundation courses after they had already paid money to the Indian institution in question, Luthfy said.

Scholarship considerations

In considering today’s protest, the university chancellor said that although he believed the student loans were open to everyone, some changes to existing education funding would possibly need to be introduced in the future.

“The student loan system is fairer in one way,” he said. “But students do have to pay for this.”

Luthfy claimed that at present, institutions such as the Maldives National University were already using their entire budgets, so the reintroduction of grants like pocket money was not deemed possible by the government.

In looking to further potential changes, the chancellor suggested that systems such as means testing could be used to ascertain where assistance was needed for economically disadvantaged pupils or those suitable for scholarships.

“For the future, we will have to look at methods to help students who have financial difficulties,” he said. “Right now we also don’t have scholarship programmes, but we would have to introduce them in order to attract the brightest students.”

Dhivehi and science subjects spearhead boost in O-level results, says Education Ministry

O-level results for 2010 continued a general trend of improvement, with particular gains in science subjects says Deputy Minister Education Dr Abdulla Nazeer.

Of the approximately 6700 students who sat the international standardised high school exams last year, 35 percent passed five subjects, up on 32 percent in 2009 and 27 percent in 2008.

“Out of 216 schools, 100 performed better last year at O’levels,” Dr Nazeer said. “Also, the number of schools achieving over 60 percent in five subjects rose from 9 to 15.”

In addition 197 students received perfect marks of 100, Dr Nazeer said, and were awarded A* – a new grade introduced this year. 330 students were in line to receive top achievers awards, he said.

“Another significant result was a drop in U-grades [ungraded], which is one of the biggest issues facing schools,” Dr Nazeer said. “It’s been dropping since 2009, from 22 percent in 2008 to 19 percent in 2009 and 16 percent in 2010.”

Dr Nazeer noted “a huge increase” in science results, including chemistry, physics and maths, across the country.”

Dhivehi results improved 14 percent this year, “but unfortunately Islam didn’t do as well as expected, with a 1.5 percent decline, continuing a seven year trend.”

He suggested a further emphasis on Islam and Dhivehi at O-level. Regarding the Ministry steering committee’s controversial suggestion that both these subjects be made optional at A-level, Dr Nazeer said “we have got the technical advice to finalise the curriculum framework, but the political decision has not been made yet. We are sending Cabinet a paper towards the end of next month.”

While education was not a government manifesto pledge, Dr Nazeer noted, “I don’t think it will be difficult to achieve the goal of 60 percent pass in five subjects by 2013.”

Further focus in 2011 would be the development of “holistic education”, he said, explaining that this represented the promotion of physical education and extracurricular clubs, as well as leadership activities and ensuring students had the “opportunity to use technology in the classroom.”

The Ministry was also submitting a paper to Cabinet outlining a proposal to encourage students failing five subjects to remain in the schooling system for a further two years, with the opportunity to gain certificates and foundation diplomas.

The Education Ministry has also revealed an Rf 38 million (US$3 million) design for a replacement for Arabiyya school, after the school was closed following the collapse of a wall last year.

Funds for the new seven-storey building, to be built opposite Ameeniyya School, will be included in next years budget, Director at the Education Ministry Mohamed Yousuf told newspaper Haveeru.

The proposed structure includes 28 classrooms, computer lab, library, prayer room and a hall for 400-500 students, Haveeru noted, adding that the building would be completed by the end of the year and students transferred in time for the next academic year.

Bids for the project will be opened on February 17 after a pre-bid meeting on February 7, the Finance Ministry has stated.

Maldives inaugurates Italian university outpost

The Italy-based University of Milano-Bococca has inaugurated an outpost specialising in marine research in Magoodhoo, Faafu Atoll.

The site, which was opened yesterday by President Mohamed Nasheed, is said to reflect government aims to offer wider educational opportunities for pupils and students in the country.

Speaking at the launch, Nasheed claimed that beyond opening up opportunities for international students to study marine life in one of the world’s “most spectacular tropical ecosystems”, the outpost would also allow Maldivian students to benefit from international-standard educational facilities without leaving the country.

The University of Milano-Bicocca was established back in 1998 and offers students a number of courses ranging from disciplines such as economics and sociology to mathematics, physics and natural sciences.

US$1.5 million for student loans, but drugs remain an obstacle for youth

Youth Minister Dr Hassan Latheef has said the ministry has budgeted Rf 19 million (US$1.5 million) to be given out as loans for young people to pursue higher education.

Latheef said the money would be distributed to provinces equally, with a view to increasing the number of educated professionals in the islands.

While Latheef claimed that during the MDP’s campaign across the islands he had witnessed a great amount of support for the ruling party among youth, the ongoing lack of education and employment opportunities for young people in the Maldives has led many to become involved in crimes, drugs and gang violence.

President Mohamed Nasheed has previously said that there is “not even a single family in the Maldives that has not been affected by drugs.”

In an effort to understand the country’s drug trade and its impact, Minivan News interviewed several self-described drug dealers in May last year, and was told that more treatment facilities and job opportunities would curb addiction.

One claimed to earn “at least Rf15,000 every day” (US$1167) selling drugs, approximately Rf465,000 per month (US$36,186).

”Everyday one person will buy at least three to five packets, sometimes people from the islands come and buy 40 packets also,” he said, claiming that each 0.03 gram ‘packet’ (of brown sugar) cost Rf 100 (US$7.70).

“All gangs are operated by people and money. Gangs earn money by selling drugs. If someone gets stabbed also the gangs would provide them with medication and financial assistance,” he told Minivan News, adding that drugs were imported into the country 1-2 kilograms at a time “with the assistance of high-profile people in the country.”

“Real drug dealers” did not use drugs themselves, he added.

Police statistics for 2010 showed that most arrests made across the Maldives in 2010 were for drug offences (1153), assault (941) and theft (773), and that most of these were first time offenders.

While the bulk of those arrested were young men aged between 17-23, key crimes committed by minors (aged under 18) were assault, theft and drug offences – albeit with an overall decline in 2010 on 2009.
