Teachers routinely bullied by pupils with no support from schools, say staff

Education in the Maldives is being held back by a lack of institutional support and too much student power, report teachers currently working within the system.

Anecdotal evidence from teachers working in the Male’ area suggests poor support from senior staff and insufficient pay, leading many teachers to consider leaving the profession.

Following last week’s annual Teachers Awards ceremony, President Dr Mohamed Waheed Hassan told local media that allowances and privileges for teachers would be reviewed in order to improve educational standards.

“The basic action to take, in order to improve the level of education, is to improve the standard of teachers. And increase the assistance provided to teachers. In order to encourage teachers, I will revise and work towards improving the allowances given to them,” Waheed told Sun Online.

In response to this, one teacher told Minivan News: “It’s about time they got reviewed. Teachers are badly paid and badly treated. Many teachers I know are leaving or looking to leave the profession.”

Former Education Minister under the previous government Shifa Mohamed explained that efforts had been made in the past to raise the standard of teachers by introducing a licensing system for better qualified teachers which would have become mandatory over time.

“We tried to establish a system with licensing for better qualified teachers,” said Shifa, arguing that teachers were motivated not just by wages, but the opportunity to develop.

Teachers – some of whom have experience working abroad – reported particular problems with a results orientated system, producing pupils without the appropriate life skills.

“Students have far too much power. If they don’t like the marks they have been given in an exam, they bully teachers into changing the marks,” one teacher said. “Teachers are marking up all students so that they appease them and the parents.

“The students are spoon-fed and don’t learn any of the life skills they’ll need, for example basic revision skills, how to read an article and summarise it, or how to take the key points from it,” the teacher told Minivan News.

The teachers also described problems caused by teachers being forced to supplement their income with additional tuition, often teaching children from within their own school – prompting a conflict of interests.

“It is known that a lot of the teachers only teach half the syllabus in class, forcing students to take on extra tuition,” commented one teacher.

“However, this is an error on both the government/schools side and the teacher’s side. The teachers aren’t getting paid enough so they have to supplement their salary with tuition,” the teacher explained.

Shilfa said the tuition issue was a long-term problem which had concerned the ministry for some time.

“It is a norm because it is a system based on marks, and we were trying to change that – there is pressure from parents [on teachers] to give good marks,” she said.

While one teacher explained that schools still offered opportunities for further training to staff via the Continuing Professional Development (CPD) scheme, at the time of press Minivan News was unable to obtain comment from the government on current policy.

Four different education officials, including senior appointments, failed to respond or referred Minivan News to other officials, who likewise failed to respond. One education official demanded Minivan News submit a request for comment in writing.

Wider impact

After last week’s award ceremony at Dharubaaruge, President Waheed said the implementation of a new curriculum as well as further training for teachers was needed to improve the education system.

Waheed also pointed to a gap in the system affecting school leavers.

“One of the biggest problems for youth today is that they have to stop studying when they reach Grade 10. They finish school at the age of 16,” said the President.

“My hope is that the education system is changed, such that every child gets to go to school until they are 18, and that they become productive and useful individuals,” he added.

This particular issue was highlighted by a recent report into gang culture in the country, produced by the Asia Foundation.

The report linked this so called ‘lost age group’ to unemployment and subsequent involvement in gang activities as a source of income.

State Minister of Education Imad Solih told the media last month that the country’s education system had failed, with detrimental repercussions for society as a whole.

He stated that, with the government’s annual investment of MVR 2.4 billion (US$156 million) on education, the outcome was unacceptable.

An Organisation for Economic Cooperation and Development (OECD)  report released last December ranked the Maldives as number one in the Asia Pacific region on education spending as a percentage of GDP.

According to the report, Maldives spends the highest proportion of GDP on public education (8.1 percent) across the Asia/Pacific region, four times higher than countries such as Cambodia and Myanmar.

Despite the expenditure, Solih argued that the countrywide results of O’level and A’level examinations did not reflect the financial input to the education system, and that changes had to be brought to the sector including new plans and targets.

Solih also stated that the failure of the education system should not only remain a concern of the education sector alone, but political leaders, parliamentarians and the general public should also share the concerns.

“I urge everyone to set aside our political differences and to take a minute to think about the current education system,” he said.

“Make them accountable”: young Maldivians talk democracy at documentary launch

Six local students – part of a nine person delegation that earlier this year visited key political institutions in the UK – were today invited to share their experiences and views of challenges facing the Maldives’ parliamentary system when compared to its counterparts around the world.

“In many other countries, if there is a hint of a scandal about an MP they will resign or find themselves pressured out,” said one of the female delegates. “Here, many take the attitude of ‘I don’t care’. We need to make [politicians] accountable.”

It was a response met with genial laughter during a discussion event held in the conference room of the Trader’s Hotel in Male’ this afternoon – a good natured meeting that at times seemed to belie the frank concerns raised by the young delegates.

Accountability was just one of the issues concerning democratic development noted by the six-person panel, who all spoke at the launch of a new documentary of their experiences at the ‘UK Youth Exchange’.

The project – run in conjunction with Democracy House and the British High Commission in Colombo – saw delegates travel to major UK cities to meet senior political figures and NGOs in order to better understand issues of democratic development across the Commonwealth.

The participants included Mohamed Axam Maumoon, Aishath Loona Moosa, Shahaadha Ahmed, Sharoona Adil, Shinah Saeed and Abdulla Shahid. The trip was also attended by Ibrahim Nawaf, Hassan Qassan and Muhaisina Hassan, who were not present at today’s launch.

The corresponding documentary titled ‘A study tour to London’, which is aimed to be aired and local television as well as across social media platforms at a later date, detailed a ten day visit to the UK cities of Bristol and London to experience UK and Commonwealth democratic institutions.

Participants also took part in workshops with the British Youth council, Young Muslims Advisory Group and the Commonwealth parliamentary association, as well as joining in “parliamentary-style” debates with UK school children.

Having since returned to the Maldives, the delegates raised concerns over the lack of a sense of ownership of the country, the limited educational opportunities outside of Male’, and gender inequality.

Another issue raised concerned civic education in areas such as privatisation, taxation, and public healthcare with the launch of Aasandha scheme earlier this year.

One of the participants highlighted problems with infrastructure development, bemoaning a seeming lack of public ownership among Maldivian people. He believed this had resulted from a lack of discussions and opportunities for the public to have their say in advocating how state developments were being decided.

“The youth here also have no dialogue with authorities,” he said. “No one feels the country belongs to us, be it land or infrastructure. There needs to be greater sense of ownership and responsibility.”

Other delegates raised fears over discrimination, particularly towards women working at the country’s resorts.

“There is a lot of discrimination here. It is seen as unacceptable for women to work at resorts. Why? Why should this be the case? There are lots of opportunities here,” she added.

Another delegate noted the need for reform of the country’s curriculum during the event, especially in order to take into account the changes the country had undergone since its first democratic elections were held back in 2008.

“All Maldivians should know about democracy. We need civic education,” he said.

The delegate queried how the entire country was being educated, criticising a lack of focus on critical thinking in areas such as privatisation, taxation and healthcare.

“Many people still don’t know what taxes are. What benefits there are from tax. What universal healthcare is. I could go on,” he added, to the amusement of the audience made up partly of dignitaries representing both the government and key civil society organisations including the UN and local media.

As part of the UK visit, two other participants talked of their experiences “shadowing” UK parliamentarians, claiming the country appeared to have a much stronger level of youth involvement within local governance.

“Here in the Maldives there is no youth involvement. The youth is seen as representing 18 to 35 year olds,” said one of the delegates.

“In other countries, youth are seen as representing the ages between 12 and 21, but here our parents require us to concentrate only on our studies, they do not see us as being mature enough [for politics],” they added.

The participants also spoke of the custom UK MPs had of visiting their constituencies to meet with the people they represent.

“I highly doubt MPs are visiting their constituencies here,” one of the delegates added.

“Different cultures and religions”

Among the dignitaries at the launch was Vice President Mohamed Waheed Deen, a resort owner and philanthropist, who thanked the British High Commission project for allowing the Maldivian delegates to “explore different cultures and religions in the cosmopolitan city of London.”

“You would be great teachers to our politicians,” he claimed in a speech addressing the concerns raised by the six delegates.

“These messages should go to our real politicians. I’m not a real politician. But I wish today that more MPs were here. I’m informed they were invited. It’s important to listen to people. The government are the servants of the people.”

Deen claimed that politicians in the country were failing to listen to the voting public, while he also bemoaned the attitudes in the country that blamed young people and gangs for crime and murder without considering factors leading them to commit such acts.

“The problem with leaders is we try too hard to stay in power, but we often forget about our successors,” he said. “We don’t create leaders for tomorrow.”

The vice president said he aimed to do his utmost to take each of the delegates’ concerns and address them in the cabinet, pointing especially to the need for political sciences, civic education programmes and an understanding of the country’s constitution.

“Otherwise, what are we teaching?” Deen asked, this time without laughter from the gathered audience.

“Country’s education system has failed”: State Education Minister

State Minister of Education Imad Solih has said that the Maldives’ education system “has failed”, and that this failure had led to a majority of the country’s current social issues.

In an interview with local newspaper Haveeru, Solih reiterated the growing need to overhaul the education system to build a better society “where young people should have better things to do than being ‘addled on the streets’”.

Solih said that everyone would accept the fact that the young people “addled on the streets” were once school students, and that the reason they had fallen into such a state was because of lapses in the education system.

“They are a part of the population which we failed to attend to. But those that we currently attend to should be provided with proper education and training. I believe the failure of the education system has to take the blame for the current depletion of ethics and moral values within our society,” Solih said.

He further stated that compared to the government’s annual investment of MVR 2.4 billion (US$ 156 million) on education, the outcome was poor and unacceptable.

The report released by Organisation for Economic Cooperation and Development (OECD) on last December ranked the Maldives as number one in the Asia Pacific region on education spending as a percentage of GDP.

According to the report, Maldives spends the highest proportion of GDP on public education (8.1 percent) across the Asia/Pacific region, which is four times higher than countries such as Cambodia and Myanmar.

The Ministry of Education’s expenditure in 2011 amounted to Rf1.7 billion (US$110 million).

Despite the expenditure, Solih argued that the countrywide results of O’level and A’level examinations did not reflect the financial input to the education system, and that therefore changes had to be brought to the system, including new plans and targets.

Solih also stated that the failure of the education system should not only remain a concern of the education sector alone, but political leaders, parliamentarians and the general public should also share the concerns.

“I urge everyone to set aside our political differences and to take a minute to think about the current education system,” he called.

“You simply can’t blame the system” – former Education Minister

Former Education Minister and former Chancellor of the Maldives National University, Dr Musthafa Luthfee had a dissenting view of the remarks made by Solih. He stated that it was very difficult for him to agree to Solih’s remark that the system had failed.

“We built the [education] system over a very long time and it is exactly the same model that is being employed in other countries as well. But I can say that the results we ought to have achieved from this system have not yet been achieved,” he said.

He stated that it was not just the education system that was at fault for the current social issues, and the responsibility of building a better society falls on the shoulders of everyone, including politicians, the government, parents and teachers.

Luthfee stated that before declaring that the system had failed, it was important to understand the challenges it faced.

“For example, our teachers are not as experienced or competent as they should be. In other countries, you can only become a full time teacher with at least a minimum requirement of a bachelor’s degree and a certain amount of experience,” he said.

Luthfee also highlighted that most of the teachers currently working in the Maldives were foreigners instead of locals, and they keep constantly changing which has an impact on the student’s academic performance.

Referring to Solih’s remark on the large investment in education, Luthfee said that in reality the amount spent on “real education” was relatively low.

“It is easy for one to claim that the country invests a lot of money in the education system. But a large number of teachers in the country are from abroad. A hefty amount of money is spent on their salaries, accommodation and transportation. What we really get to spend on ‘real education’ is therefore relatively low,” he explained.

Luthfee was hopeful on the future of the education sector stating that more local trained teachers are replacing foreign teachers and that the local teaching force was gradually on the rise.

“It is a good sign that almost all the primary schools have local teachers now. A lot of local teachers are coming to teach in secondary schools as well. So the number of local teachers is gradually increasing. But there are still local teachers who need to improve their qualifications as well and they are working very hard on it too,” said the former minister.

Luthfee stated that he sees “progress” within the education system expressing confidence in the system, and through hard work, he said, better results could be achieved.

He also highlighted the success of the government of former President Nasheed.

“When we came to the government, the pass rate of O’ level five subjects was 27 percent. Within three years time we made it 37 percent, which is a 10 percent increase,” he said.

He further added that if the trend could be maintained, the figure would further increase. The Maldivian Democratic Party (MDP) during the 2008 elections pledged to put the figure at 60 percent by the end of its first presidential term.

Maldives signs education MOU with Australia

Australia has signed a Memorandum of Understanding (MOU) with Maldivian authorities to offer assistance in the field of education, local media has reported.

Edward Archibald, Counsellor from the Development Cooperation of AusAid, signed the agreement on behalf of the Australian government.

The agreement will involve Maldivian teachers receiving training from their Australian counterparts.

At the signing ceremony, Archibald highlighted the pre-existing links between the two countries in this sector – noting that 33 Maldivian were studying in Australia at the end of last year.

AusAid, Australia’s overseas aid department, announced its contribution of AUS$1million to the Maldives’ Climate Change Trust Fund (CCTF).

Report identifies 155 juvenile crime cases so far in 2012

A new report released by the Juvenile Justice Unit (JJU) has detailed 155 cases of crime committed this year by young offenders.  Most of the cases are linked to suspects between 16 and 18 years of age, whilst a growing number of crimes were also found to involve young women.

Local media has reported that of the 155 cases of juvenile crime committed this year, 20 were related to assault, while 20 were filed over theft and robbery. A total of 18 cases related to drug abuse were also filed.

The JJU, which is run under the auspices of the Home Ministry, also reported that a number of crimes in the report were found to include “sexual misconduct”and vandalism.

Last year, the JJU concluded that the “vast majority” of crimes linked to young offenders between April 1 and June 30, 2011, related to people who did not attend school.

According to Haveeru, the JJU’s latest report found 68 percent of young offenders included in the report were found not to have attended school. A large proportion of the crimes committed in the report were linked to suspects aged between 16 and 18.

Local media added that there was a growing number of cases involving young females related to possession of alcohol and “disruption of harmony” relating to illegal gatherings.

The JJU concluded that a lack of proper nurturing, the negative influence of media and adults pushing young people into a life of crime were some of the key drivers for the number of offences in the report.

When adressing the work of a correctional training centre based in Kaafu Atoll, the report added that six children had undertaken rehabilitation programmes at the site so far this year.  However, Haveeru reported that there were concerns children being reintroduced back into society after committing offences were not getting the “necessary” encouragement and support.

New textbooks incorporate social and economic changes in Maldives

Printing of sixth and seventh grade Social Studies textbooks has been delayed to accommodate new information about human rights and democracy, Deputy Education Minister Dr. Abdulla Nazeer has said.

Meanwhile, all other textbooks have been printed an distributed in time for the academic new year, which begins tomorrow, January 8. The Social Studies textbooks will be distributed later this month, reports Haveeru.

Speaking to local media, Dr Nazeer explained that text book revisions were outsourced as the Education Development Centre (EDC) did not have a Social Studies curriculum developer.

The new material reflects recent social and economic changes to the Maldives, reports Haveeru.

Dr. Nazeer added that a new subject, Maldivian Studies, will be introduced to grades one through three in six schools in mid-2012. The subject will address matters of democracy and human rights and “lay the foundations for the gradual introduction of the subject to students.”

Teachers’ Day tradition provokes financial dispute

Wednesday, October 4 will be celebrated as Teachers’ Day, however reports state that parents are objecting to some schools’ request for a Rf100 (US$6.50) donation towards the festivities.

Deputy Minister of Education Ibrahim Rasheed said that he had not received any complaints regarding the celebrations. Rasheed said Teachers’ Day celebrations were voluntary, and that it was up to the parents to contribute.

He expressly noted that donations were not required by the ministry.

“It’s up to the parents. If the parents organise an activity it’s up to them to decide how they will do it,” said Rasheed.

According to local media, all schools have asked for donations, but the request became an issue when some schools set a fixed amount. One parent allegedly said her child was asked to bring “good” gifts, and that she felt forced to donate to the celebrations because the school was keeping a record of contributors.

Rasheed said it was tradition for students to bring teachers cards and flowers in appreciation, and supposed that the request for donations had been organised by the school board or parent teacher associations (PTAs). He confirmed that no part of the school budget is set aside for Teachers’ Day.

PTAs play a significant role in school decisions. For many parents, education is important; one source indicated that parents have requested improvements beyond the state budget’s scope, and that they may be asked to supply the necessary financing to realise their demands.

The Principal of Ameeniya School, Athiya Naseer, had not heard of complaints at other schools but said state budgets are insufficient. “We can hold extra curricular activities, but depending on the type of activity we may have to fundraise,” she said. “Everyone shares in the fundraising though, parents and students and teachers.”

Teachers are important figures in the community “who are doing their jobs very well,” said Rasheed. However, some consider salaries proportionately low.

“The salaries are very low compared to the cost of living,” said Naseer. “Many teachers tutor on the side.” Naseer could not say if teachers felt pressed to tutor to make ends meet.

Rasheed did not wish to comment on matter.

“The whole world is undergoing a serious economic downturn at the moment,” said Deputy Director General of the Center for Continuing Education (CCE), Adam Sharaaf Umar. “It will certainly affect the education system and other sectors as well. But teachers are optimistic, and always working hard at their jobs.”

Tomorrow’s festivities will start in the morning with students and parents welcoming teachers to schools. The Teaching Excellence Award 2011 will be announced tomorrow evening at Dharubaaruge, an event which President Mohamed Nasheed is expected to attend.

On October 8, CCE will host a teacher conference “to share and contribute practices and exchange views on how to apply new ideas in the classroom,” said Umar.

MNDF deserters sacked

The Maldives National Defence Force (MNDF) has sacked the 13 servicemen who deserted their posts last week, releasing them without honors.

MNDF has said the servicemen violated their legal agreement with the state, under which the servicemen trained and educated, reports Haveeru.

According to Article 32(b) of the Armed Forces Act, a serviceman is deemed absent without leave when he fails to report for work for 14 days without permission, or objects to report for work as requested by a superior during an emergency.

Officials have said court cases will be filed against some of the servicemen, Haveeru reports.

MNDF identified the sacked deserters as Corporal Ibrahim Azum, Staff Sergeant Hassaan Hameed, Lieutenant Kashif Hilmy, Private Rilwan Rasheed, Corporal Mohamed Imad, Lance Corporal Mohamed Abdu Rahman, Private Abdulla Shahfath, Private Mazin Mohamed, Private Mohamed Hameed, Private Shaamee Saeed, Lance Corporal Abdul Hameed, Private Mohamed Abdul Kareem and Sergeant Ali Ashraf.

Women leading youth brain drain due to “stifling environment”

“There is a lot of brain drain here, that’s part of why I came back. I didn’t want to be a brain drainer. I wanted to fix it.”

Halifa* is a 25 year-old Maldivian woman, educated and living abroad, who returned to work in the Maldives for a one year contract in a highly specialised professional field.

For many young people, Halifa says, Maldivian culture is an obstacle to growth and employment.

“Many youth wish they weren’t even Maldivian, they don’t know why they had to get stuck here,” she says. “When I talk to one of my friends, she says she wants to get out and come back when it’s better. That attitude is actually quite common.”

The Maldives has an unemployment rate of 32 percent, with women accounting for 24 percent overall. Young people comprise 40 percent of the population of the capital Male’. Of these youth, few females hold diplomas and many are unemployed.

“Lots of girls quit school to get married, and before long they’re having kids and trying to raise a family aged 19 or 20,” Halifa says.

For those who do look for jobs, the options are few.

“Most bosses hire for looks,” says Halifa. “Girls are often hit on by bosses, and some give in. Maybe they think they can handle it if it will improve their CV. But after the relationship, most girls leave the job and maybe take up the burqa. The experience may be so bad that they won’t look for another job.”

Growing religious fundamentalism is causing ripples of concern over female employment – although the Constitution allows for equal rights, few stand up for them. Instead, women increasingly accept a “culture of timidity and submissiveness,” in the words of another Maldivian woman, who is pursuing her doctorate.

It is a significant time for the strengthening of Maldivian democracy following the introduction of multi-party elections and many new freedoms. But it seems that women are both dissuaded from and reluctant to participate in the job sector. Frustrated by social, political and religious obstacles, youth are looking to apply themselves elsewhere. Is the Maldives facing a female brain drain?

“The ultimate goal is to raise an educated housewife”

A 2007 UNICEF report found that girls were almost 10 percent more likely to pass from primary to secondary schooling than boys, and repeated primary school less often. But sources say fewer girls are fulfilling their potential.

A government official who spoke to Minivan News said that many women lose their motivation to pursue higher education at grade 11, choosing marriage instead. The official said things are changing, but opportunities remain scarce for both genders.

“I think what women lack really is higher education, and men as well. If we want to move ahead, we need to focus on providing higher education,” she says.

Cost and accessibility contribute to the low achievement rates. Higher education is expensive by Maldivian standards, and the wait for scholarships is demoralising, says Halifa. Students who study abroad are often from wealthy families, and therefore not selected for their intelligence or ambition.

Halifa adds that Maldivian culture does not justify the effort of getting a degree: “Education is valuable in the Maldives, everyone wants their kids to have degrees. But then what do they do? They still expect them to be at home.”

According to an Asian Development Bank (ADB) report dated 2007, Maldivian cultural standards make it difficult for girls to pursue professional degrees.

“Cultural expectations regarding young women living away from home impact upon the numbers of female students studying abroad and hence female attainment of tertiary qualifications. From 1995 to 2000 a total of 876 students were awarded government scholarships to study abroad, 42% of which went to girls. From 2001 to 2005, 39% of undergraduate scholarships went to girls, 38% of post-graduate scholarships and 22% of doctorate scholarships.”

The Maldivian parliament has 77 members, only five of whom are female. MP for the ruling Maldivian Democratic Party (MDP), Eva Abdulla, said the lack of higher education affects a woman’s chances in the job sector.

“It is difficult for women to get the education necessary to compete with men of the same age for the same job. Statistics show that women are receiving less education than men after tenth grade, whereas up until secondary school they are on par.”

Abdul said the pressure to stay home and become a mother was significant. She also acknowledged that a woman’s path to employment is unclear.

“Equality in the work force and equal opportunities for women won’t happen naturally if we just improve education. We need to make some real changes to show an improvement in the ratio of men to women in the work force,” she said.

In some cases, however, employers see education as a threat instead of an asset. Halifa’s boss allegedly told her she was lucky to be hired with a degree. Since the boss only held a diploma, she preferred hiring employees whose qualifications did not jeopardise her own.

“Cover up and wear the burqa”

Halifa says her boss made unflattering assumptions about her personal life since she was over 20 and unmarried.

“I was guilty before I even knew I was being judged,” she says.

There is “not one single resource” for women who feel they are receiving unfair treatment at work, said Abdulla. “I don’t know if we have even made it comfortable for women to talk to each other here.”

Halifa adds that complaints of sexual harassment only provoke criticism of her religious practice: “They just tell me to cover up more and wear the burqa,” she says.

Although Maldivian law and society allow for equal rights between genders, speaking out is considered brash and unfeminine, and the cultural mindset of wearing the burqa means more girls are being married young without finishing their education. One woman called this shift in behavior “brain wastage: a deliberate refusal to apply the brains that one has – and this is the biggest problem that Maldivian women face today.”

Behind the pack

“Gender equality is an area in which the Maldives is lagging behind most countries in achieving the Millennium Development Goals (MDGs),” UNDP advisor Ferdinand von Habsburg-Lothringen observed at the Democracy Day ceremony earlier this month. “Democracy is dependent on not just 50 percent of the people. With only half of the eligible work force participating, growth will not flourish in the Maldives.”

According to Abdulla, women want to work but cannot find the domestic support necessary for them to work outside the home.

“I have not met many who say they would rather stay home,” she said. “But the pressure of managing a career and a home is serious. Women have two jobs: one paid, one unpaid.”

The stress on women is detrimental to economic growth.

ADB reports that almost half of Maldivian households are headed by women, while less than four percent of men contribute to household tasks. Approximately 25 percent of women-headed households depend on income from a husband who works away from home, and one sixth are run by widows or divorcees.

“Divorced women and their children are particularly economically vulnerable and [have] limited choices to improve their situation apart from remarrying: Maldivian women have on average four marriages by the time they reach 50 years of age,” states the report.

In 2007, ADB found that female-headed households accounted for 47 percent of the population, one of the highest rates worldwide. Only 21 percent of these households were economically active.

A government official familiar with the issue said “the middle market is the primary area of employment for women”, with few women advancing to the top. She added that she is often the only woman at a business meeting.

Most sources agreed that the recent rise in religious fundamentalism could have a long-term effect on women’s employment prospects.

In 2009, opposition Dhivehi Rayyithunge Party (DRP) MP Rozaina Adam introduced the Soft Loans Provision for Women to enable women to borrow small amounts of money and set up small businesses from home. She said the bill would particularly benefit island women who have fewer employment options.

The bill was stopped when it reached the Islamic Ministry, which declared interest haram.

“This is ridiculous, because our banks operate with interest,” Adam said. “But when interest involves women the Ministry calls it haram. And it’s only a tiny amount of interest, about six percent maximum.”

Adam said the loans provided by the bill would range from Rf5,000 to Rf300,000.

“Unless we do something about the growing religious fundamentalism in the Maldives, women will only stay at home and breed children in the coming years. That is not constructive for a growing country and economy. It would be a major economic setback,” said Adam.

“We are a country in transition so what happens during this time defines what happens next.”

Women face many challenges to employment: complicated social expectations, unclear motives for education, an increasingly strict Islamic code, and scrutinising work environments. If current social trends continue, there will be little room and few incentives for the next generation to contribute to the country’s growth.

“Educated Maldivians find themselves intellectually stifled in the current climate, especially with the astonishing gains that ultra-religious conservatives have made in Maldivian society in the last decade,” observed one source.

At this year’s 55th session of the Commission on the Status of Women, Abdulla said gender stereotyping and violence “threaten[ed] to erode our gains and erect obstacles to future progress.” She warned that unless key institutions such as Parliament include more women in their decision-making processes, “policies will continue to lack the multifaceted approaches required to address the complex social, political and economic needs of our country.”

Recent initiatives such as the Domestic Violence Bill and the National University Act are positive steps. But Abdulla said evidence suggests more families are removing girls from education systems and keeping them in the domestic circuit. “We believe that religious extremism that shapes negative attitudes towards women and girls forms the genesis of this devolution towards female education and empowerment,” Abdulla said at the session.

One woman warned that if religious and social trends continue, “in ten years women would be lucky to leave the house, let alone the country.”

Although most sources agreed that religious fundamentalism challenges the thinking, working woman, some say it is not actively preventing women from going to work or improving their lot.

Halifa is optimistic about her generation, but said success depends on key changes. “I think when our generation is in charge they will be people who have gotten out, who have seen other cultures, who are more familiar with the power of women. The religious guys are still an issue for development,” she says.

One government source added that compared to Mexicans, Maldivians do not have a strong urge to cross a border.

Adam cautioned that the Maldives should be aware of the outside world’s appeal to youth. “If we can’t offer challenging jobs and salaries that are competitive with what other countries are offering, we have a hard time keeping our educated youth involved at home,” she said.

Abdulla says she believes that there would be significant opportunities for youth in the government and private sectors in the next five years, but felt that more needed to be done to improve the working environment.

“Equality in the work force and equal opportunities for women won’t happen naturally if we just improve education,” she said. “We need to make some real changes to show an improvement in the ratio of men to women in the work force.”
