Free airport ferries for the disabled

Free ferries between Malé and Hulhulé will be provided for people with disabilities from midnight tonight, the Airports Ferry Operators Association has announced.

“People with disabilities can show their card at the ticket station and get tickets for free,” Secretary General of the Airports Ferry Operators Association Ibrahim Mohamed told Sun Online.

MDP says 2015 state budget neglects transportation

The Maldivian Democratic Party (MDP) transportation committee has said that the proposed 2015 state budget does not give adequate importance to transportation.

While speaking at an MDP press conference today, the Committee’s Chair Dr Ahmed Shamheed said that the government has failed in fulfilling its manifesto which states that providing cheap, effective, and speedy transportation as one its aims.

“Even though the government recently announced that it has achieved 90 percent of the goals outlined in its manifesto, not even 1 percent of the transportation related goals have been achieved,” said Shamheed.

Shamheed noted that the Progressive Party of Maldives (PPM) in its manifesto outlined that it would finish up the ongoing regional airport development projects. However, He said that no regional airports have been opened in the last year.

President Abdulla Yameen recently revealed plans of developing an airport in the north at Haa Dhaalu Kulhudhuhfushi in the upcoming year.

The government has secured a preliminary agreement for the development of Ibrahim Nasir International Airport, with the cabinet revealing recently that  the Beijing Urban Group and Maldives Airports Corporation Limited had finished the drawings of the airport and were in the process of submitting the proposal to China’s Exim bank in order to finance the project.

Plans for the ambitious Malé-Hulhulé bridge project were also said to edging closer to realisation as a Chinese team visited the Maldives to conduct a preliminary survey this month.

While the record MVR24.3 billion (US$1.5 billion) proposed budget for the upcoming year allotted MVR63 million (US$5 million) for regional airports under the tourism ministry, it is unclear whether the amount is for recurrent or capital expenditure.

Also speaking at the press conference, MDP transport committee member Ahmed Zahir said that the atoll ferry system introduced during MDP’s government is currently in turmoil as the government does not prioritise development of the ferry system.

“The transportation systems in the atolls are being destroying and I am afraid that it might go back to the old days where the inter-atoll transportation was monopolised by individuals with boats,” said Zahir.

The MDP committee also slammed the government for budgeting expected revenues from increasing the import duty on vehicles and fuels, stating that the measures would have a significant impact on the guest house industry as travelling costs within the country would increase severely.

Previously, MDP’s education and training committee claimed that the funds allocated for education in the budget were poorly prioritised and would lead to corruption.

Additionally, the MDP budget review committee stated that the budget is ‘aimless’ and serves only administrative purposes, suggesting that programme budgets submitted during the MDP government were part of a strategic action plan aimed at fulfilling the party’s promises.

President Abdulla Yameen dissolved the Ministry of Transport and Communication in July, transferring regional airports to the Ministry of Tourism and the Transport Authority to the Ministry of Economic Development.

The move came shortly after the dismissal of Transport Minister Ameen Ibrahim following break down of the election-winning coalition of the Jumhooree Party – of which Ameen is a member – and the PPM.

Ferry tales – Managing the Hulhumalé commute

It was 23:30, a large number of people were gathered outside Hulhumalé ferry terminal in Malé, the kind of crowd that usually gathers around a crime scene. But no crime was committed there – no police lines visible.

The people were gathering there to board the ferry to Hulhumalé – an extension of Malé City separated by sea, one of the greater Malé islands. Ferry service staff in blue uniforms were guarding the entrance to three tightly packed terminal waiting areas, as those outside anxiously awaited news of an extra ferry that might shorten the otherwise two-hour wait.

Adam Humam, a tour guide who lives in Hulhumalé hears nothing but complains about the ferry service:

“Look at this ferry, this thing is like a sauna most of the time. One will need to take a shower after traveling on this. Just look at how they have arranged the seats, we have to sit so tightly packed” Humam said, leaning away from the chair to avoid bumping into the next passenger.

The ferry concerned was an average wooden Dhoni, furnished with ten rows of plastic chairs screwed to the floor. The gangway led to two rows of motorbikes at the rear of the boat. Most windows on both sides were shut by the people adjacent, to shelter from occasional splashes of water. A few travellers stood at the back of the ferry – unable to find a seat. The smell was a mix of sea, old wood, and bodily odors.

With few exceptions, almost everyone who were interviewed about the 20 minute ferry service was unhappy with the service. The conditions of the ferry, the terminal and timings – it was all unsatisfactory for most questioned. Just a few long- time residents of Hulhumalé recalled the ferry services having improved significantly in the past decade.

Hulhumalé – a reclaimed landmass measuring 2 square kilometers off the north-east coast of Malé City – is home to an estimated 20,000 people. First settled in May 2004 with just one thousand people, the population of Hulhumalé is expected to double to 60,000 by 2020. The ferry service, operated by the Maldives Transport and Contracting Company (MTCC), is clearly finding it hard to cater to Hulhumalé’s population boom.

The MTCC has often said the ferry operation is not profitable at current rates, though Malé City Mayor Maizan Ali ‘Alibe’ Manik says that company can manage by investing in lands provided for them to subsidise the service. The Housing Development Corporation (HDC) – the government owned corporation mandated with the development and management of Hulhumalé – remains uninvolved in the MTCC’s operations. The transport authority, however, does have a mandate to monitor and regulate all ferry services in the country.

How is the service?

“What can I say? My wife and I moved to Hulhumalé three years back, and riding this ferry to and fro every day has been nothing but a pain. I developed a pilonidal sinus, and the doctor says it is sitting for such a long time and the terrible vibrations these boats give” said a young man in his late twenties.

Another couple who moved to Hulhumalé very recently had a different complaint, fearing the procedure of getting their motor bike on to the ferry – riding over a metal sheet placed against the ferry – could damage it over time.

Leevan Shareef, a vocal critic of the Hulhumalé ferry service on Twitter, sometimes has to spend two hours commuting between Hulhumalé and Malé. The MTCC does not increase ferry services during busy days – such as when political rallies are held in Malé – or on Friday evening, when a lot of people visit Hulhumalé, he complained.

“We complain to the ferry crew or staff at the counter, they will always say the issue will be brought to the attention of superiors. But there is no news of these superiors ever,” he said.

Mahdi Shahid, Deputy Principal of Lalé Youth International School, was among the first people to use the ferry service. His view was that the ferries have improved in the past ten years.

“Looking back, I would say it has actually improved a lot. Back then the ferry docked at the far north of the island, there were no trees, there was nothing over there. And we had to walk all the way from there to the school. It was a very small ferry then, but now the ferries are bigger and they travel more frequently,” Shahid explained.

“I think the current service would be okay, if the population wasn’t increasing so rapidly. but with the current population growth I think there should be an increase in number of ferries now. What I’m looking for is getting on the ferry and leaving without having to wait there for so long,” he added.

Currently the ferries operate between 05:30am and 02:30am, with eighty-two rounds between the two islands every day except for Fridays when ferries services are interrupted briefly for prayers.

Not profitable

Though the MTCC was unwilling to discuss the ferry service with the media, some ferry crew and staff noted that there were many challenges facing the company.

One such issue was that of Malé harbor, which they noted did not allow several ferries to operate simultaneously. “Sometimes we have to wait five minutes outside the harbor entrance, waiting for other ferries including those leaving for Hulhulé [the airport island] to leave,” said one crew member.

Four months ago, ferryboat owners – who lease their boats to the MTCC – went on strike after a failure to receive payments. The MTCC blamed this on delays in receiving payments from various government projects undertaken in various parts of the country. The company has often reiterated that its operations are not profitable at current rates. Ferry rates have risen at least twice since operations began in 2004, though other attempts to increase prices have been met with protests from Hulhumalé residents, usually ending with interventions from the city council and HDC.

In 2012, transport services in the Malé region contributed to thirteen percent of the MTCC’s operating profits, however the net loss in this sector has been gradually increasing over the past five years. The loss for transport services in the Male’ region in 2012 was reported to be MVR15.69 million (US$1 million).

Finding a solution

While accepting there are challenges in providing this service, Malé City Mayor “Maizan” Ali Manik (Alibe) said that a lack of profitability should not result in a bad service or higher fares.

“They always say they are operating ferries at loss. Yes, but services should be provided even at loss. All services provided by the state cannot be for profit,” Alibe said.

The MTCC could turn this around if they would invest in lands provided to them to subsidise these services, said the mayor. The ferry terminal land in both Malé and nearby Villingili islands were given to MTCC free of charge, and the plot for Hulhumalé terminal was given at ‘a very small rate’ according to HDC. The rent for businesses at ferry terminals – including the popular Sea House Cafe’ – goes to the MTCC.

“They can develop these land make profit in many ways” Alibe said, assuring that the city council was ready to help the MTCC in any such ventures.

Alibe stated his belief that the ferry service is gradually improving, and that some of the ferries were now of a high standard. However, if the MTCC is unable to fulfil its promises to improve the services by themselves, a second party might have be brought in, said the mayor.

The Housing Development Corporation

The MTCC has been providing public ferry and bus services for the Hulhumalé community since its inception, under an understanding with the HDC, which is currently in the process of formulating a formal agreement between the two companies. The services were provided for nearly ten years without any formal agreement.

Highlighting the HDC’s role in the ferry service, Deputy Managing Director Mohamed Shahid said the corporation does not get involved in business operations of some services such as the ferry operation in Hulhuamalé.

“We share [with MTCC] information regarding the population here and we try to provide adequate facilities for [serving] that [population]… we know that due to resources limitations there are some issues in both ferry and bus service,” he said.

According to Shahid, a set of standards and timings for operating bus and ferry services have been prepared and shared with the MTCC. The regulatory authority for travel operations of all ferry services, however, is the Transport Authority which has developed its own guidelines.

HDC Deputy Director Abdulla Fayaz said they were also looking into issues with ferry services, and communicating with the MTCC to resolve concerns raised by the public: “We do conduct surveys and maintain statistics regarding customers…this information is also shared with MTCC.”

Hope…

Despite the optimism expressed by both the HDC and the city council with regards to improving the quality of  services, many people who frequent these ferries remained sceptical.

The current government has joined the prior three administrations in pledging to connect Hulhumalé and Malé  with a bridge. The government is currently in the process of reviewing proposals to build this bridge. Until then, thousands of people continue to dream of a better ferry service.

Government ordered to pay MVR349 million in damages for terminated transport contract

The Civil Court has ordered the Maldives government to pay MVR348,995,154.60 (US$22.5million) to Dheebaja Investment Pvt Ltd for the abrupt and unlawful termination of a contract to establish ferry services in four northern atolls.

The verdict, dated October 23, said President Dr Mohamed Waheed Hassan’s administration had terminated a contract with Dheebaja on 30 May 2013 claiming the company had failed to fulfill terms by suspending ferry services to Baa Atoll Fulhadhoo and Fehendhoo Islands.

The transport services contract had been signed under former President Mohamed Nasheed in February 2010. Dheebaja was to provide ferry services in Noonu, Raa, Baa and Lhaviyani Atolls in exchange for 47 plots of land to build ferry terminals and tourism development.

The Civil Court found that the Waheed administration’s termination of the contract was unlawful, stating the government had violated the contract first by failing to hand over promised plots of land to Dheebaja.

The court ordered the Maldives government to pay nearly MVR349 million in damages to Dheebaja for it’s unilateral decision to terminate contract with only five days of notice. The amount is to be paid back within six months.

The Maldives is also currently facing a potentially crippling payout to India’s GMR infrastructure for the abrupt and unlawful termination of a contract to develop Ibrahim Nasir International Airport.

President Waheed had declared the US$511 million contract “void ab initio” (invalid from the outset) in November 2012 and gave GMR a seven-day ultimatum to leave the country.

However, a Singaporean arbitration court in June declared the agreement to be “valid and binding” and said the government and Maldives Airports Company Pvt Ltd (MACL) are liable to GMR for damages.

The arbitration tribunal is in the process of determining a compensation figure. Although GMR had initially sought US$1.4 billion – a figure that exceeds the Maldives’ annual budget – government sources say the figure will be between US$300million and US$600million.

The World Bank in 2013 said the payout would place severe pressure on the country’s already critically low foreign reserves.

Since President Nasheed’s controversial ouster in 2012, President Waheed and incumbent President Abdulla Yameen’s administration have terminated or renegotiated several contracts signed under Nasheed.

The government, on October 22, terminated an agreement made with India based Tatva Global Renewable Energy to provide waste management services in Malé and renegotiated a housing contract with India’s TATA group.

The US$190 million housing project had been delayed for more than two years.

Indian companies blamed the government of creating “undue challenges” for political gain to derail their substantial investments in the Maldives in a 2012 report in India’s Business Standard.

Nasheed’s government had been ousted after months of a vitriolic nationalist and anti–India campaign.

Several of Yameen’s ministers also served in Waheed’s cabinet. They include Tourism Minister Ahmed Adeeb, Defense Minister Mohamed Nazim, Finance Minister Abdulla Jihad, Minister of Housing and Infrastructure Dr Mohamed Muizzu, and Minister of Islamic Affairs Dr Mohamed Shaheem Ali Saeed.

Incumbent Foreign Minister Dunya Maumoon served as Waheed’s State Minister for Foreign Affairs while Vice President Dr Mohamed Jameel Ahmed held the position of Home Minister.

Since assuming power, Yameen has strengthened trade and political ties with China and the Maldives is now a partner in China’s flagship Silk Route.

Nine hospitalised in ferry accident in Kumundhoo

Nine people have been hospitalised after a ferry ran onto the reef in Haa Dhaal atoll Kumundhoo Island on Saturday.

According to the Maldives Police Services, the ferry had been traveling from Haa Dhaal atoll Kulhudhuffushi Island and was attempting to enter Kumundhoo’s harbor when it collided with the island’s reef.

Women and children were aboard the ferry and several had to receive medical care for injuries while nine individuals had to be taken to Kulhudhuffushi’s Regional Hospital for treatment.

The Maldives National Defense Forces (MNDF), the police and islanders are now attempting to sink the boat.

Meanwhile, the Meteorology Department has warned of strong winds, rough seas and tidal surges with the southwest monsoon in full swing. The government has urged boats to take extra caution.

MTCC introduces new Hulhumalé – Malé ferry schedule for Ramadan

Maldives Transport and Contracting Company (MTCC) has introduced two new ferries and increased ferry services between Malé and suburb Hulhumalé during peak hours for the month of Ramdan.

According to the new ferry schedule, ferries will run every five minutes between 8:15am – 9:10am and 2:00 pm and 2:20 pm on workdays, and between 10am – 11:15am and 2pm – 2:20pm on weekends.

At other times, ferries will depart every 15 minutes.

Residents of Hulhumalé have complained about delay and overcrowding on ferries.

Police arrest man after group threatens to throw President’s Office adviser off ferry

President’s Office adviser Ahmed ‘Topy’ Thaufeeq has alleged to local media that he was verbally and physically harassed by supporters of the opposition Maldivian Democratic Party (MDP) as he tried to travel to Hulhumale’ on a public ferry yesterday (July 19).

A reporter for Sun Online claimed to have personally witnessed Thaufeeq being forced to leave the ferry at about 12:30am on Friday before it embarked on its journey. Local media reported that a group, apparently supporters of the MDP, began pushing Thaufeeq as he tried to sit down, before using abusive language and threatening to “throw him off the boat”.

Police confirmed that a 28 year-old male had been arrested on charges of indecent assault over an incident involving Thaufeeq. Police said nobody was injured in the incident, while the individual arrested at the time was not believed to be linked to any particular party.

Thaufeeq was not responding when contacted today.

President’s Office “appalled”

President Office Media secretary Masood Imad, travelling outside of Male’ at time of press, said he had not been personally made aware of the alleged harassment of Thufeeq. Masood did however call on members of the public to exercise restraint no matter their political affiliation in the build up to this year’s presidential election.

“I am surprised and am appalled, this is just not acceptable,” he said of the reported harassment of a President’s Office official. “All parties must exercise restraint before the election and be conscious of the impression we give to the international community. Irrespective of political party, we all want a transparent election.”

Masood told Minivan News that he had not himself been personally confronted by individuals while out on the streets of the Maldives, though he accepted there had been occasions where he was verbally abused by groups, who allegedly called him a ‘baaghee’ (traitor).

“It is the people calling others ‘baaghee’ who are the baaghees,” he said.

Masood claimed that he was personally careful to “mind my own business” when he was out in Male’, limiting the possibility of confrontation.  However, he said that Thaufeeq would have had very little option but to use the public ferry to travel to Hulhumale’.

“From our view, in the remaining days up to the election – presently scheduled for September 7, 2013 – people must exercise restraint with emotions and feelings running so high,” he said.

Opposition concern

The MDP today distanced itself from the alleged harassment, while questioning whether those involved truly did belong to the party.

MDP MP and Spokesperson Hamid Abdul Ghafoor instead accused of the government of wishing to create conditions where the upcoming election would not be held, adding therefore that the opposition party was wary of giving any reasons to create such a situation through violence.

“We do not believe that this is really involving our supporters or those belong to the party’s colours necessarily,” he claimed. “We believe that there are attempts to smear us as a party.”

However, Ghafoor claimed that considering the controversial nature of the transfer of power that brought the present government into office on February 7, 2012, there was significant public anger towards individuals affiliated with the state.

Former President Mohamed Nasheed – presently the MDP’s presidential candidate for this year’s election – resigned from office on February 7, 2012 after sections of the police and military mutinied against him. Both Nasheed and the MDP later alleged he was ousted in a “coup d’etat”, accusations later dismissed by a Commonwealth-backed Commission of National Inquiry (CNI) that concluded there had been no coup, no duress and no mutiny.

With the MDP continuing to accuse police of violent conduct and politically-motivated arrests, Ghafoor said he had not been surprised that some government figures may face public anger in the current political climate.

“From my party’s view, they have brought this on themselves when they sided with mutineers,” he added.

Despite the claim, Ghafoor said he believed the MDP had been the most responsible party since the transfer of power by advocating for political rather than violent solutions, instead accusing government-aligned parties of turning to “thugs” to destabilise the election process.

“Things are simmering right no, so it is a major concern of the party that we do our campaigning peacefully,” he said.

Government to cancel agreements with companies providing inadequate ferry services

Ferry companies failing to provide proper services in atolls across the Maldives are to have their contracts with the Transport Authority cancelled, local media has reported.

Speaking at a press conference yesterday (January 20), Acting Transport Minister Mohamed Nazim told members of the press that the companies assigned with providing a transport system in the Maldives are not the most suitable for the task.

“Presently, seven companies have been contracted under the project of connecting the islands of Maldives through a transport system. Out of them, services to some areas by some companies are poor and suspended,” Nazim was quoted as saying by local media.

Problems with the ferry system have resulted in numerous complaints by the public, according to Sun Online.
