Tourism Ministry searching for ‘celebrity ambassador’ to promote the Maldives

The Ministry of Tourism has announced it is seeking the appointment of a celebrity ambassador for the Maldives, through a company based in Singapore.

Deputy Tourism Minister and head of the Maldives Marketing and Public Relations Corporation (MMPRC), Mohamed Maleeh Jamal, told local media the government was in the process of selecting the most suitable celebrity on offer.

“We are currently holding discussions, the most suitable celebrities for Maldives and the prices they offer, we are discussing such things now,” Maleeh told Sun Online.

Maleeh and Adheeb were not responding to calls at time of press to speculate on the qualities the Maldives would look for in its celebrity ambassador, or the potential cost of such an endorsement.

Former Secretary General of the Maldives Association of Tourism Industry (MATI), ‘Sim’ Mohamed Ibrahim, told Minivan News the proposal was a good idea – “it will generate sound bites, column inches and other publicity” – but suggested the government seek a “goodwill ambassador” rather than a paid celebrity.

“I don’t know how much the government has in their marketing budget, but I’ve heard there is an issue with low funds. If they have the money, then why not [go ahead]? But if they don’t, there’s other basic marketing to spend the limited resources on,” he said.

“[The ambassador] should not be financially-motivated; it should be someone who has a warmth for the country. Someone like Bill Clinton, Richard Branson, or Bill Gates,” he suggested.

Following a reported £250,000 visit in December to the One and Only resort by football star David Beckham, Tourism Minister Ahmed Adheeb told Minivan News the Maldives was prized by celebrities because of the seclusion and privacy of the country’s ‘one island, one resort’ model.

“Right now we are formulating policies to encourage more VVIPs to the Maldives. They can add a lot of value to a destination solely on the grounds that so many people follow them,” Adheeb said.

”We want to let the world know how unique a destination it is. How safe it is. How can we then give mores exclusivity to VVIPs? We offer privacy, the islands are free of paparazzi, that’s how we have made the Maldives unique. It is a celebrity destination,” he added.

The tourism budget for 2013 was increased from MVR 20 million (US$1.2 million) to MVR 80 million (US$5.1 million) at the start of the year, following criticism from the Maldives Association of Tourism Industry (MATI) that the amount was too low.

The initial sum of money allocated was the lowest in eight years, according to a statement from MATI at the time.

Tourism Minister Ahmed Adheeb told local media at the time that the ministry had initially requested a budget of MVR 200 million (US$12.9 million) to carry out tourism promotion for the year, however parliament had “erased a zero” from the figure when finalising the budget.

Adheeb noted that while tourism promotion is expensive, the revenue generated from the industry “drives the entire engine”.

Guesthouse potential thrusts Maldives mid-market tourism into political fray

Since the inception of Maldives tourism over 40 years ago, the country has seen the development of more than 100 islands into exclusive resorts which – by focusing on secluded luxury – are almost entirely cut off from local laws and politics.

The potential for expanding mid-market tourism in the Maldives through the “niche” guesthouse segment may emerge as an early election issue after senior opposition and government figures clashed over how best the country’s inhabited islands can profit from visitors.

While the present government has boasted of nearly doubling the number guesthouse business since coming to power in February last year, the country’s opposition unveiled plans to address what it called a “total disconnect” between the lucrative island resort model and local people.

‘Real Maldives’

Beyond the political rhetoric, a growing number of specialist operators have emerged trying to cater to the mid-market demand from tourists looking to experience the ‘real Maldives’ –  a side of the country often unseen due to the prevalence of the lucrative ‘one island, one resort model’.

One such group is Secret Paradise, which this year began offering tourists special packages in North Male’ Atoll and South Male’ Atoll aiming to combine the traditional tourist staples of sunbathing, water sports and diving with authentic Maldives experiences like cooking and eating with local families, or assisting at island schools.

Ruth Franklin, a senior UK business figure who helped develop Secret Paradise with a local partner, said that aside from providing a more authentic travel experience, a key selling point for the business was to provide more affordable holidays for tourists concerned the Maldives was out of their price range.

Franklin added that trying to realise the full potential for mid-market tourism was not without challenges, especially in terms of a tourist’s perception of budget.

“To many travellers, ‘budget’ means a room for US$20 or less a night in many Asian destinations. In the Maldives, budget should be interpreted in relation to the cost of a night on a resort for bed and breakfast. Guesthouses on average start at US$50 verses the cheapest resort at US$250,” she said.

Franklin identified another hurdle in the general lack of information available to tourists about life outside the country’s resorts; from the cost of transportation and the availability of local ferries – which are further limited on Fridays and public holidays – to adhering with local laws and culture on ‘inhabited’ islands. On these islands, drinking alcohol and wearing bikinis are not permitted.

“Our packages are designed to take this into account so that travellers have the option of day visits to resorts, sandbanks and picnic islands where the restrictions do not apply,” Franklin added.

Franklin said that compared to the country’s resort and even safari boat industries, the niche status of guesthouse tourism did grant the segment a unique appeal in the region.

“Independent travel will never be in my opinion as it is in Thailand for example and quite frankly I wouldn’t want it to be. My belief is that local islands should have a set number of tourist beds available that is governed by the Tourism Ministry,” she said.

“Whilst I think it is right to open up the island to tourists to allow travellers to experience local customs and traditions and to help support local economy I would not want to see islands inundated with travellers to the point that the best of the Maldives customs and traditions disappear.”

Franklin suggested that wider success for the guesthouse industry could eventually lead to growing pressure to amend laws relating to alcohol and allowing women to wear bikinis on local beaches as part of a potential trade off for greater economic viability of mid-market tourism.

“Whilst my belief is that alcohol will not and should not be available on local islands there is definitely already a keen interest by guesthouse owners to provide private beach areas for tourists,” she added. “I am not in support of this as I think those guests who stay on a local island should do so to also experience culture and tradition and as ‘guests’ should respect a country’s law and regulations.”

Compromise calls

In December last year, the author of the latest Lonely Planet travel book to focus on the Maldives told Dhonisaurus that compromise would be needed by authorities should they wish to ensure independent travel was viable for a wider number of businesses going forward.

Lonely Planet author Tom Masters said he ultimately believed that local islands could still provide independent travellers with “sufficient attractions”, even within the strictly conservative laws practices outside of the country’s resort islands.

“However, I think only a tiny proportion of potential visitors would be happy to accept such a number of restrictions on their annual holiday, and so if some degree of compromise could be reached on issues such as alcohol or sunbathing, then the number of travellers opting for island tourism over that in an expensive resort would rise enormously,” he said at the time.

“A weakling in need of love and nurturing”

Adrian Neville, a veteran of travel writing in the Maldives previously told Dhonisaurus that beyond the recent political arguments, guest-houses had played a major role in the development of the tourism industry, dating back to their foundation in 1972. However, such properties were abruptly closed for many years as of May 1, 1984.

“This was pretty much directly at the behest of the resort owners for obvious reasons and on the spurious grounds of social problems and the wrong type of tourists,” he said. “Of course, now those wrong types are just fine – now they are not ‘hippies’ but ‘independent travellers’.”

While guest-houses had been reintroduced back in 2008, Neville contended that he was not sure whether the general attitudes of resort owners in the country would have changed much, particularly in terms of supporting the fledgling industry.

“The sector is up and running, but it is a weakling in need of love and nurturing,” he said.

Neville claimed that while there was clear interest in the further development of a guest-house sector to allow independent travellers to take in the Maldives, the country’s long-term segregation of tourists from local communities may also serve to limit the potential.

“There is sufficient interest but it won’t grow quickly until the issue of separation or, most unlikely for the foreseeable future, co-habitation with different lifestyles, is resolved,” he said.

Quality standards

Tourism authorities last year noted that guesthouse demand would likely remain “quite insignificant” when compared to demand for the country’s island resorts.

However, speaking to Minivan News in March this year, Deputy Tourism Mohamed Maleeh Jamal praised the industry as a “phenomenon” that the present administration would look to continue to support.

“The industry is doing well right now in Hulhumale’ [an island situated ten minutes from the capital by speedboat]. I understand major operators are already coming out with their own brochures,” he added.

Despite pledging government support for the industry, Maleeh claimed that it would be vital to ensure that quality standards were maintained across the industry in line with the reputation built up by the Maldives resort industry over the last forty years.

“We don’t want anything unexpected to happen,” he added. With a growing number of domestic airports anticipated to be developed across the country in the coming years, Maleeh said he expected a growing number of guesthouses would be established to meet demand .

“Where there are transports hubs, there will of course be more guesthouses appearing,” he said.

However, Maleeh stressed that the success of mid-market tourism was dependent on making sure that infrastructure was in place to welcome tourists.

“In some of these islands, the infrastructure is just not there; sewerage, drinking water, garbage disposal and 24 hour electricity supplies are needed,” he said. “My main interest is that while any Maldvian can open a guest-housem can we make sure that the customers are there?”

Ahead of presidential elections scheduled for September this year, opposition Maldivian Democratic Party (MDP) candidate Mohamed Nasheed has pledged to promote and support wider guesthouse development as part of efforts to try and aid wider economic growth.

“Having tourists on inhabited islands is not going to result in the community facing any additional detrimental effects that do not already exist. On the contrary, having tourists will empower the islanders to overcome whatever objectionable issues that they may face,” the former president claimed.

“Maldivians will have to open their eyes to outside cultures, and allow for the increase in opportunities for development. In addition to direct employment and income generated by guesthouses, it will also boost other existing island businesses.”

Despite guesthouses seemingly being in vogue as a topic for electioneering, Raki Bench, founder of the guest-houses in Maldives website last year said he was  critical of the role played by the present and former government to develop the industry.

Bench added in recent years, despite previous government commitments to provide more mid-market accommodation for visitors wanting to explore the country’s inhabited islands, further support had been lacking.

“The government has not really been helping guest-houses at all. It is a small sector, but it is showing growth within the wider tourism industry. I don’t see any promotion from authorities,” added Bench.

“I do understand why this is the case. After all what is the point in promoting an industry with a value of US$50 a night when you compare that to what resorts can make.”

Authorities hail Maldives World Tourism Awards ceremony as industry “milestone”

The Ministry of Tourism, Arts and Culture has claimed the Maldives’  selection as host for the Indian Ocean World Travel Awards (WTA) ceremony next month is a “milestone” in the 40 year history of the nation’s holiday industry.

Deputy Tourism Minister Mohamed Maleeh Jamal said the ceremony, which will take place at the Paradise Island Resort and Spa in North Male’ Atoll on May 12, paves the way for further high-profile events to be held in the Maldives in future.

Maleeh told Minivan News that hosting the WTA, described by the Maldives Marketing and PR Corporation (MMPRC) as the “Oscars” of the global tourism industry, would open up a wealth of opportunities for event hosting at resorts and other facilities in the country.

MICE tourism

He added that the ceremony would send a message to the world that the country was able to provide meetings, incentives, conferencing and exhibitions (MICE) tourism in a luxury and private setting that was unique from other destinations.

“Over the past 40 years, we have been known as a honeymooners spot, a surf spot and a luxury holiday destination. This will add another area for the industry,” the deputy tourism minister said.

Maleeh said that with the MICE tourism segment last year valued as a trillion US Dollar business segment, securing even a small proportion of the market would be a welcome boost to the country’s tourism industry.

Arrivals to the country were found to have posted double-digit growth during the first quarter of 2013 over the same period last year.

The results were a notable improvement on arrivals recorded during the first three months of 2012, which were negatively impacted by global headlines focused on political turmoil following the controversial transfer of power that brought the current government to office in February the same year.

Considering the number of resorts with conference facilities already operating in the Maldives, Maleeh praised the potential for MICE tourism in the Maldives, despite adding that the industry was very much at a “starting point” in the country.

However, in addressing challenges such as logistics that have previously limited event hosting to areas surrounding Male’, Maleeh claimed that the emergence of a number of regional airports around the country would open up a wider number of properties and businesses to potentially benefit.

“Event-based tourism will also see growing amounts of business for local companies as well, such as for lighting specialists and performers,” he added.

Beyond next month’s ceremony, Maleeh said that senior representatives from the World Tourism Organisation (UNWTO) were also scheduled to travel to the Maldives in September for a special panel discussion.  The event was similarly anticipated to boost the country’s reputation for event hosting, according to the tourism ministry.

Eventful past

Outside of the Maldives resort industry, some local promotion groups have previously complained that challenges still remain in trying to bring high-profile events and entertainment to the wider country.

Back in November, 2012, a concert by Chris de Burgh – the singer/songwriter famed for the 1980′s global super-hit ‘Lady in Red’ – attracted 1500 people to Galolhu National Stadium in Male’.

Organisers claimed at the time the event was one of the largest shows of its kind held in the Maldives over the last decade, especially considering ongoing difficulties in securing international artists to play in the archipelago nation.

The team behind the event claimed the concert was therefore an important step towards paving the way for world famous artists to perform in the country.

Mohamed Shinan, event coordinator with local promotion company Think Advertising, said the Maldives has traditionally struggled to cover the fees of high-profile performers when trying to bring concerts to the Maldives.

However, Shinan said that organisers had been happy with the eventual turnout for the concert.

“Including the sizable audience in the standing section, we estimate some 1,500 people were in attendance, which is not bad for an artist like Chris de Burgh. Most young people only know him for the one song.”

Two months earlier, the organisers of the 2012 Hotel Asia Exhibition and International Culinary Challenge held at Male’s Dharubaaruge conference centre claimed they were at maximum capacity in terms of the number of regional and international exhibitors in attendance.

Husnie Rauf, Senior Manager of Maldives Exhibition and Conference Services (MECS), said the company had been “surprised” by the interest shown from exhibitors taking part in the annual show, which attempts to link the country’s secluded resort industry and local hotel trade with “world class” suppliers.

Over the last three years, the Maldives has played host to several high-profile regional and international events including the 17th SAARC Summit in Addu City, and the Hay Festival Maldives, held at the presidential retreat of Aarah back in October 2010.

Maldives records double-digit tourist arrival growth during first quarter of 2013

Tourism arrivals to the Maldives during the first quarter of 2013 were up 14.6 percent over the same period last year, as declining Western European demand failed to offset growing interest in the destination from Asia and Eastern Europe.

According to official statistics, 293,112 tourists arrived in the country between January to March 2013.  During March alone, 99,498 visitors were recorded in total – an increase of 30.1 percent on a year-on-year basis.

Over the last month, the tourism industry has faced several potential boycotts as a result of negative headlines, such as the controversial flogging sentence handed to a 15 year-old rape victim who admitted to having consensual sex with an unnamed man during a police investigation.

So far over two million people have signed an online petition backing a selective tourism boycott by Avaaz.org.  The petition aims to launch a media campaign targeting local resort businesses to pressure key decision makers to push for legal reforms in how sexual offences are dealt with.

Similar boycott action has been threatened in China, where concerns over alleged discrimination of Chinese nationals by one resort operator created negative publicity for the Maldives across local press and social media services.

However, tourism authorities told Minivan News late last month that after a“challenging” 2012 following political upheavals – a much more optimistic outlook was expected for the industry over the next two years. The country is presently well on target to meet a one million visitor target that it failed to reach by the end of 2012.

Regional visitors

During the last three months, China has continued to remain the key driver behind growth in tourism arrivals.  Some 70,570 arrivals were recorded for the first quarter of 2013, an increase of 51.2 percent over the same period last year. China accounted for 24.1 percent of all tourist arrivals to the Maldives between January and March, remaining the largest national market in terms of arrivals by over ten percentage points.

Total tourist demand from the Asia Pacific region was up for the quarter by 41.6 percent, amounting to 109,233 visitors, according to the statistics.

Meanwhile, European visitor numbers were up 0.3 percent over the same period last year, as demand from Central and Eastern Europe during the quarter rose by 24.2 percent – amounting to 39,273 people.

Russia remained the key market in the region, amounting for 8.3 percent of all arrivals to the Maldives over the first three months of the year. Visitor numbers from the country between January and March reached 24,255 people – up 21.8 percent over the same time last year.

In Western Europe, tourist demand fell 5.5 percent for the quarter, amounting to 69,747 visitors. This region still represented a 23.8 percent share of total arrivals to the Maldives for the first three months of the year.

During the same quarter, visitors from key markets including Germany and France fell by 2.6 percent and 11.3 percent respectively.

Elsewhere in Europe, arrivals from the United Kingdom and Italy – key traditional markets for the Maldives – were also down. Visitors from the UK for the first three months of the year fell by 7.6 percent to 22,550. Italy posted a 13.7 percent decline for the quarter – amounting to 23,247 guests.

In Africa, 1,588 people visited the Maldives during the quarter, up by 28.9 percent over the same period last year.

Across the Americas, demand rose by 31.8 percent for the first three months of the year, amounting to 8,006 people.  Between January and March, 2013, Middle Eastern arrivals increased by 53.4 percent over the same period last year, with 6,665 visitors.

Optimism

Ahead of the release of the March 2013 statistics, Deputy Tourism Minister Mohamed Maleeh Jamal told Minivan News last month that the outlook for the year ahead was much more optimistic than in 2012.  He pointed to protests in Male’ during the build up and aftermath of last year’s controversial transfer of power as a key difficulty faced by the industry last year.

With the bulk of protests following the change in government last year having been concentrated in the capital, Maleeh said that “false information” indicating that tourists staying at the country’s isolated island resorts would be affected by protests had since been dispelled.

However, in light of political uncertainty in 2012, the incoming government of President Dr Mohamed Waheed Hassan had sought to utilise public relations groups and advertising to try and offset the perceived impact of negative news headlines following the transfer of power.

This focus has included agreeing a US$250,000 (MVR 3.8million) advertising deal to promote the country’s tourism industry on the BBC through sponsorship of its weather services, as well as signing a £93,000 per month (US$150,000) contract with public relations group Ruder Finn to try and improve the country’s image internationally.

Despite some challenges posed by a reduced state budget for marketing this year, Maleeh said authorities were continuing to press for private funding to help with mainstream ad pushes on services like CNN and the BBC.

“We hope to have an announcement by the middle of the year,” he said.

Maleeh added that between April to August this year, a number of foreign journalists from all over the world would be invited to take part in ‘familiarisation trips’, which were claimed to have proved “very effective” the previous year.

Efforts are also expected to be undertaken in china to provide promotional focuses in mainstream media, such as state broadcasters state broadcasters, to promote the destination with local assistance.

Comment: To boycott or not to boycott

Ethical travel as a concept is now common discourse, with travelers increasingly asking now they can minimise the impact they have on local communities, as well as expressing growing interest in volunteerism and working with communities to enact change. Travelers hold a unique position of economic power over the whole tourism supply chain – transport, accommodation, hospitality and other vital aspects of many burgeoning economies. Tourism boycotts are a common and somewhat popular way to cash in on this power.

Avaaz, an international advocacy and campaigning community, has recently realised this potential in a campaign in the Maldvies against an outdated law that has led to a 15-year-old rape victim being sentenced to 100 lashes. The Maldives rely heavily on tourism, and the fact that nearly two million people have signed this petition shows the potential power that tourists have. The Maldives’ former president Mohamed Nasheed recognised this potential when he asked for a tourism boycott last year, telling the UK Financial Times newspaper that tourists visiting the country would just be bankrolling an illegitimate government.

The idea of shunning a country is far from new. Burmese democracy leader Aung San Suu Kyi called for a tourism boycott of her country in 1999, arguing that tourism is “a form of moral support for [the military regime]…they seem to look on the influx of tourists as proof that their actions are accepted by the world.”

This decade-long boycott was declared ”over” in late 2010 following a statement from the National League for Democracy, the Burmese political opposition party led by Suu Kyi. In 2011, Survival International called for a boycott of Botswana following the closure of a local waterhole essential to the Bushmen at the Central Kalahari Game Reserve. This boycott was only lifted when the Bushman won the legal case and the borehole was reopened after nine years.

Sometimes the proposed tourism boycott is just for a particular area or a particular company. Environmentalists are calling for a tourist season boycott of a New Jersey shore town in the USA over the local council’s decision to use tropical hardwood to rebuild their boardwalk.

Harpseals.org pushes for a Canadian tourism boycott in a bid to end seal hunting. British tourists are being asked to boycott Thai elephant camps, something international animal activist group People for the Ethical Treatment of Animal (PETA) has strongly supported. Dutch journalist Jos van Noord called for a boycott of Egypt and other Arab countries last year in order to stop violence against local Christians. However, Arab-West Report argues that this tourism boycott will only hurt Christians, saying the international travel community should instead be working to promote and reinvigorate tourism in the Middle East as so much of the local economy relies on this trade.

Last year’s arrest and conviction of the first gay hotel owners in Granada, Nicaragua, has “prompted some members of the gay community to boycott Nicaragua tourism,” according to The Nicaragua Dispatch. The authorities claim that the Belgian men were exploiting minors; however supporters insist that the foreigners were targeted because of their sexual orientation. The town has already seen a drop in local tourism, although it is unclear whether this is a result of the boycott or of fear.

Back in the Maldives, recently dismissed Chinese employees of the Beach House Iruveli resort have claimed discrimination against staff and tourists from China. Initial reports suggest that, following an eruption of such claims through Chinese social media networks several potential tourists from that nation are concerned and reluctant to make reservations – not just with the resort but in the Maldives in general.

But do tourism boycotts actually achieve anything?

Corporate Ethics International’s Michael Max argues that “boycotts don’t have to reduce the number of tourists to be successful… The reality is that the mere awareness of a boycott causes the target constituency and its supporters to attend more to criticism of their government’s or companies’ policies and inevitably they become more aware of the legitimacy of the criticism.”

Travel consultant David Beirman, however, told Australia’s The Sydney Morning Herald in 2007 that boycotts can be counterproductive as they hurt local people who rely on an income from tourism. This argument was widely used during the Burma boycott; Lonely Planet co-founder Tony Wheeler was particularly vocal in encouraging travel to the insulated nation over the past decade.

Should travelers adhere to calls for boycotts?

Travel, particularly ethical travel, is a highly personal journey. Traveling exposures us to new ideas and concepts. By opening ourselves to these experiences, we will undoubtedly be faced with difficult moral and ethical decisions. Ethical travelers have a duty to make themselves aware of these issues and to act both appropriately and responsibly.

The best advice is to ensure that you are well informed of the political, social, and economic contexts of your destination before you travel, and make your own decision about whether you want your hard-earned cash to support that particular institution or regime. Wherever possible, try to support local businesses.

Maldives minister slams “dubious” motives behind Avaaz boycott campaign

Deputy Tourism Minister Mohamed Maleeh Jamal has slammed what he calls the “dubious” motivations behind an Avaaz.org petition calling for tourists to boycott the Maldives in protest over the sentencing of a 15 year-old rape victim to flogging, alleging the campaign is “politically motivated”.

While accepting a need for “capacity building” in parliament and other institutions, Maleeh said tourism had been a key driver in ensuring national development and democratic reforms for the last 40 years, granting the industry “sacred” importance in the Maldives.

“People should not be doing anything to damage the industry. In Switzerland, you would not see a campaign designed to damage Swiss chocolate. Likewise you would not see a German campaign to damage their automobile industry,” he said.

The comments were made as over 1.7 million people worldwide have signed a petition on the Avaaz site aiming to target the “reputation” of the Maldives tourism industry and encourage the dropping of charges against the 15 year-old rape victim, as well as wider legal reforms to prevent similar cases.

The girl was sentenced on charges of fornication after confessing to having consensual sex with an unknown man during investigations into her alleged abuse by her stepfather. The girl is also alleged to have been abused by a number of unidentified men on her island dating back to 2009, according to sources on the local council.

The government of President Dr Mohamed Waheed has pledged to appeal the sentence given to the minor by the country’s Juvenile Court, while also reviewing local laws to enact potential reforms of the use of flogging. No time-line for such reforms has yet been set beyond the commitment to hold talks.

Democratic path

In an interview with Minivan News today, Deputy Minister Maleeh argued that over the last 40 years, the tourism industry has been an intrinsic part of not only relieving poverty nationally, but also driving the country’s democratic transition process – leading eventually to elections in 2008.

Presidential elections are now scheduled for later this year in a highly-polarised political environment that follows a controversial transfer of power in February 2012 that saw President Waheed come to power following a mutiny by sections of the police and military.

Former President Mohamed Nasheed and his opposition Maldivian Democratic Party (MDP) have alleged that his government was ousted in a “coup d’etat”.  Nasheed has maintained these claims despite the findings of a Commonwealth-backed Commission of National Inquiry (CNI).

“Chaos and anarchy”

Considering the present political landscape, Maleeh claimed Avaaz.org had been deliberately “misinformed” in a politically motivated attempt to destabilise the government and tourism industry through negative media headlines.

“By misinformed, I mean that I don’t think they have taken the government’s stand into account, the president has already spoke on the issue , as has the attorney general,” he said. “I think that in time, Avaaz will be informed of this and will even be our partners.”

Maleeh criticised the intentions behind the campaign, alleging the petition was being used for political gain, rather than focusing on the welfare of the 15 year-old girl at the centre of the sexual abuse allegations.

“I would say the motivation [behind the campaign] is dubious. The problem ultimately needs to be addressed by the judiciary and parliament, not the tourism ministry,” he said. “We are in the middle of a successful democratic transition. Killing the most important industry in the country will not give way for reforms, but chaos and anarchy.”

Maleeh claimed that when accounting for the economic significance and societal benefits of tourism to the Maldives, the industry was very fragile.

He added that the tourism industry has ensured continued national developments in “the right direction” that had helped to alleviate general poverty and improve the quality of life in the country. Maleeh pointed to the availability of consumer goods such as like branded coffees and other foods and produce as an example of the quality of life.

Maleeh added it had been tourism that helped drive democratic developments in the nation, with international parties encouraging former president Maumoon Abdul Gayoom, who served as the country’s autocratic leader for 30 years, to undertake a path towards democratic reforms.

“In the last 40 years [since the introduction of tourism]. we have listened to groups like the World Bank and the United Nations World Tourism Organization (UNWTO),” he said.

Pointing specifically to reforms that had brought a new constitution to the Maldives in 2008, Maleeh said that rather than seeking a damaging boycott, international partners like the EU, the US and Australia had in the past engaged in dialogue instead.

“We have western-educated people here. We know there are issues in parliament and with capacity building that needs to happen. But we cannot be compared to a Middle Eastern country for example,” he said. “ We are a successful transitional democracy.”

“Concerted effort”

Maleeh said that after facing the impact of negative international and domestic headlines following the controversial transfer of power last year, the country had undertaken a “concerted effort” to promote the Maldives.

“Negative news needs to be minimised as I believe that tourism should be sacred here in the Maldives. In recent years, the democratic system has helped tourism, so we encourage openness and are not afraid of media.  What we want to see is correct information being out there. There needs to be more accountability with stories proven with facts,” he said.

“As far as the tourism ministry is concerned we don’t discriminate against any media. It is only those channels who call to boycott [the industry] that we would hesitate to speak to.”

The government last year agreed a US$250,000 (MVR 3.8million) advertising deal to promote the country’s tourism industry on the BBC through sponsorship of its weather services, as well as signing a £93,000 per month (US$150,000) contract with public relations group Ruder Finn to try and improve the country’s image internationally.

For the coming year, Maleeh added that the Maldives was again seeking similar support from private groups to engage in high-profile marketing efforts with media organisations like CNN and the BBC to try and push the Maldives unique selling points – namely “sun, sea, sand and spa”.

He added that with the expected introduction of new high-profile hotel chains to the country’s resort industry, including Louis Vuitton Moët Hennessy (LVMH), there was strong potential for positive international headlines in the media.

With a reduced promotional budget available for the coming year, Maleeh added that regardless of the allegiance of the next government, consistency needed to be seen in the country’s promotional budget to better plan future campaigns.

Accepting the potential budgetary challenges ahead, Maleeh said he believed that the Maldives tourism industry had become adept at promoting itself even with limitations, pointing to the growing importance of social media services like Twitter and Facebook to destination marketing – especially in terms of photo sharing.

“The Maldives stands at an advantage in that no one can take a bad picture here,” he said.

Tourism Ministry to use commercials and street performances to attract Chinese tourists

The Ministry of Tourism, Arts and Culture has revealed new plans to promote the Maldives to Chinese tourists through commercials showcasing the country’s culture.

The announcement follows a succession of international campaigns that threaten to damage the reputation of the Maldives’ tourism industry, both in China and traditional European markets.

Earlier in March, calls for a tourism boycott of the Maldives exploded across Chinese social media networks after allegations of discrimination against Chinese guests became widely circulated.

The tourism industry suffered another potential blow last week, when the online petition website Avaaz.org received over one million signatures in protest of the sentencing of a 15 year-old rape victim to 100 lashes for the offence of fornication.

In response to the negative press, Deputy Tourism Minister Mohamed Maleeh Jamaal told local media on Tuesday (March 26), that the ministry is currently preparing a number of activities to promote the country to the Chinese market.

According to the Maleeh, the ministry is preparing two commercial segments to be aired on Chinese national broadcaster, CCTV.

“The programs will show Maldives tourism, culture, traditional talents such as boat construction, and other themes that display the beauty of Maldivian culture and so on, Maldives resorts and their natural beauty, underwater footage, it’ll be excellent for the channel,” Maleeh was quoted as saying in SunOnline.

In addition to the commercials, the deputy tourism minister revealed that plans are currently underway to stage street performances in four different cities in China.

Maleeh claimed that the programs will work to the country’s advantage and will significantly promote Maldives tourism in China.

“Street performances are to be played in four different cities, and we will be meeting with at least 2000 agents, and even if we can attract about 20 news reporters from each city, it is large number, it will have a large effect on tourism,” Maleeh was quoted as saying.

According to Maleeh, the ministry has initiated a number of new efforts in order counter the widespread negative publicity circulating against tourism in the Maldives.

Campaigns will damage both tourism and economy: Maleeh

On Sunday (March 24), Maleeh told local media that recent campaigns calling for tourists to boycott the Maldives would damage both tourism and the country as a whole.

Maleeh claimed the petition launched by Avaaz calling for the Maldives government to end the practice of flogging was really an attempt by the opposition to damage the country’s economy for political gain.

The petition, which has been signed by more than 1.2 million people, was launched after the Juvenile Court sentenced a 15 year-old rape victim to 100 lashes for a separate crime of fornication.

“When they started the campaign, they were clearly aware of the president’s stand, as well the attorney general’s stand on the matter,” Maleeh said, according to SunOnline.

“Looking back, a 14 year-old was given the same sentence during former President Nasheed’s presidency and nobody seemed to have talked about that. This whole deed is an attempt to defame the country’s tourism industry and [damage the] economy,” he said.

Cup noodle discrimination

Earlier this month, dismissed Chinese employees of the Beach House Iruveli resort – formerly Waldorf Astoria – posted allegations on the Chinese forum Tianya that guests from the country were receiving inferior treatment to Europeans, despite paying the same prices.

The staff alleged that this discrimination extended to removing kettles from the rooms of Chinese guests, to prevent them from making instant noodles in their rooms and thereby forcing them into the resort’s restaurants.

The resort has since denied the claims, stating that it had “removed damaged kettles from rooms as part of routine maintenance due to the fact that these kettles were damaged by guests by cooking food.”

Comment: The guesthouse enterprise

The following is a translation of an article by former President Mohamed Nasheed, written ahead of a public forum on Maafushi in South Male’ Atoll, to discuss the future of mid-market guesthouse tourism in the Maldives. It first appeared on Buzzmaldives.

What the average Maldivian wants is basic. We want a way to increase our income. We want to broaden our narrow financial horizons through development.

It is not that we lack this capacity to develop. We have plentiful natural resources. If we settle for the current economic status quo, believing that what we have now is the limit to what we are entitled to, it would mean that our true wealth potential remains untapped.

What the Maldivian Democratic Party and I have always pointed out is this basic fact: we want to develop. To upgrade beyond the current status quo. The ordinary Maldivian’s complaint is that of poverty, of financial anxiety. We want a wallet with the wads; we want to realise that financial progress is possible.

The political office is a place that should offer solutions to these complaints. This is its responsibility and obligation.

The most profitable industry in the Maldives is tourism. The country has ample natural resources that favour this. Maldivians have long since demonstrated the capacity, the insight and aptitude to manage this industry. In the last 40 years, Maldivian tourism has ballooned into a billion-dollar industry.

In those four decades, we have sold two types of tourism-related services: resort facilities and live-aboard facilities. According to industry experts, these two particular trades rake up [annual] invoices of up to three billion US dollars.

What we advocate through the MDP is that Maldivians deserve far more than this three billion. We could incorporate another facet in the tourist industry, one that would benefit a larger proportion of Maldivians: the venture towards guesthouses.

‘Guesthouses’, in this context means providing vacation facilities to tourists in the Maldivian inhabited islands. The main factors that entice tourists to our isles are its climate and its natural exquisiteness. And it is not just the desert islands that possess these qualities. The entire country is blessed with the same beauty and climate. Providing guesthouse services to tourists from inhabited islands would be no less profitable than resort islands, because the capital costs are lower for the former. While it costs about US$300,000 to create a bed in a resort, we claim it would not cost even US$10,000 per bed in a guesthouse business.

Until the MDP government came to power in 2008, Maldivians weren’t permitted to operate guesthouses on inhabited islands. It was mentioned in the amendments that were brought to the Tourism Act in January that year, but, without the regulations for the actual implementation under the Act in place, the avenues for implementing these businesses remained closed. Under MDP advocation, attempts were made to provide this choice for guesthouse businesses.

During the 16th People’s Majilis, in July 2008, the member for Male’, MP Mohamed Shihab, submitted a resolution to allow guesthouse services in inhabited islands. The resolution was passed with a Majilis majority. Again, due to there being no regulations, the avenues still remained shut.

During the rule of ‘the beloved leader’ Maumoon Abdul Gayoom, of the Progressive Party of the Maldives (PPM), it was not the government alone who vocalised against guesthouses in inhabited islands. It was the resort owners as well. The sentiment behind this insinuated that such a trade would be detrimental to the culture, lifestyle and the religious values of Maldivians. The religious Adhaalath Party’s founding further cemented this line of reasoning.

To this day, PPM, Adhaalath, and resort-owner Gasim Ibrahim’s Jumhoree Party continue their palaver against guesthouse businesses along the same lines.

Maldivians wish for progress. They do not wish to be bogged down in antiquity. If our lifestyles and traditions can only be vivified by keeping the country in this century-old mold, the development that we yearn for would be impossible.

Having tourists on inhabited islands is not going to result in the community facing any additional detrimental effects that do not already exist. On the contrary, having tourists will empower the islanders to overcome whatever objectionable issues that they may face. Maldivians will have to open their eyes to outside cultures, and allow for the increase in opportunities for development. In addition to direct employment and income generated by guesthouses, it will also boost other existing island businesses.

The demand for agriculture and fishing will increase as will the demand for island cafes and restaurants. It will pave the way for laundry services, and bakeries. The transport system will improve. Carpentry and woodwork services will progress. There will be an impetus for the general businesses on the islands.

For a larger proportion of Maldivians to benefit from the tourist industry, a set-up must be established that involves as many Maldivians in the tourist industry as possible. Building a resort is a costly affair. To obtain the hefty capital to develop a resort is a task that is next to impossible for those of us who are not big businessmen. Up to today, there are only about 50 people who directly profit from Maldivian resorts.

According to guesthouse operators, the cost for setting one up is less than what is needed for building a large dhoni. It only takes about two to three million rufiya to construct a four to five bedroom house. A great number of businessmen in inhabited islands are capable of providing this level of investment.

This much is evident from the boats, and the large mansions they have built. Along with them, there are so many people, in Male’ itself, who are capable of investing two to four million rufiya in small businesses.

Permission to operate guesthouses in inhabited islands for the Maldives was only granted as 2009 was ending. In 2010, there were 479 beds in 23 guesthouses. In 2010, 2011 and 2012, guesthouses increased at the rate of two to three guesthouses every month. Currently, there are 1117 beds in 76 guesthouses. The amount of Maldives operating guesthouses is increasing at a fairly rapid rate. Already the proportion of guesthouse operators is catching up to that of resort owners. In three years, there can be more than two thousand guesthouses in the Maldives increasing the amount of tourists coming into the Maldives twofold.

The tourists who come to guesthouses in the Maldives are slightly lower-end travellers, those whose daily budgets hover around the US$100 mark. The guesthouses in the Maldives are priced in similar manner, their rates usually not exceeding US$100. According to related research, there is a large market for this particular range of tourists, around the region in India, as well as in Europe and China.

Consider Maafushi in Male’ Atoll. There are currently 118 beds in 16 guesthouses. According to guesthouse owners, the occupancy rate at these guesthouses have maintained itself at over 70 percent.

Consider Maafushee Dhon Manik. A man I’ve known since childhood (since deceased) leaving behind five children. One of his children opened his first guesthouse in 2010. Since then, he has opened one every year. It has to be said now, that one of Maafushee Dhon Manik’s children is a DRP councilor, which warrants pointing out to refute the claim that these opportunities are available to only MDP members.

A large part of my deceased friend’s life was spent working at resorts, working as a foreman before he got sick. Dhon Manik and his children all understand the business of tourism. Now they are guesthouse owners. There are so many Dhon Maniks in the Maldives. And so many of his sons.

MDP’s forecast is to increase, twofold, the amount of tourists coming to the Maldives, by offering loans and training opportunities for potential business operators, combined with government aided marketing of this particular kind of tourism.

There are currently 22,889 tourist beds in operation in the Maldives. Considering the high costs for resort capital, to increase the amount of beds by 25,000 will take a lot of time. Even now there are more than 100 islands leased for resort development. It is difficult to estimate how long it will take for them to begin operating services. At the most, tourist resorts increase at only at the rate of two or three resorts annually.

To increase guesthouse beds to 25,000 will cost a maximum of US$250 million. If we are to spread this over five years, this is an amount the government could certainly guarantee. In order to develop the guesthouse industry, the basic facilities in inhabited islands should also be improved, such as water, sewerage and electricity. Likewise, health and waste disposal facilities. Roads and transport facilities. Airports, harbours and ferry terminals. Especially, developing skills and education.

The 2009 National development plan was compiled in a manner that paves the way for the guesthouse industry. God willing, in 2013, during my new term in office, the amount of tourist beds in the Maldives will increase twofold. Productivity will increase, along with the income for the citizen and the state. Financial horizons will broaden. The Maldivian island will develop. We will reach the destination of ‘the other Maldives’.

“Horror in paradise”: Avaaz launches campaign to target Maldives’ tourism reputation over flogging sentences

Petition website Avaaz.org has launched a campaign targeting the reputation of the tourism industry in protest over the sentencing of a 15 year-old rape victim to 100 lashes for the offence of fornication.

“It’s hard to believe, but a 15-year-old rape survivor has been sentenced to be whipped 100 times by a court in the Maldives! Let’s put an end to this lunacy by hitting the government where it hurts: their tourism industry,” declared the site.

The Avaaz community, consisting of over 20 million members in 194 countries, was notified of the petition yesterday (March 20). By Thursday morning, the petition had been shared more than 23,000 times just across Facebook. By midday Friday, more than half a million people had signed the petition.

“Tourism is the big earner for the Maldives elite, including government ministers. With a million-strong petition to President Waheed, we’ll threaten the islands’ reputation through hard-hitting ads in travel magazines and online until he abolishes this outrageous law,” the site declares.

“The girl’s stepfather raped her for years and then murdered the baby she bore. Now the court is punishing her for “sex outside marriage”. President Waheed of the Maldives is already feeling global pressure on this, but we can force him to help save this girl and change the law to spare other victims this fate. This is how we’re winning the War on Women – by standing up every time an outrage like this happens,” it stated.

Former Secretary General of the Maldives Association of Tourism Industry (MATI), Mohamed Ibrahim ‘Sim’, told Minivan News that he doubted a tourism boycott would “change the government’s position on religious issues.”

“The religious faction [in the government] is stronger than ever before. It will not affect government policy in any way – it will just attract negative publicity,” he said.

“I don’t think [President] Waheed has categorically stated he is against religious sentencing. He has maintained a position of non-interference.”

Sim observed that while the case of the 15 year-old had led to a collision of the country’s two very separate worlds – that of the hedonistic Western resort and the far more conservative reality of the country as experienced by Maldivians – “exclusive resorts will still be exclusive”.

“[Tourists] have no idea what is going on in the real Maldives and they probably don’t want to know,” he said. “They come here for a relaxing, stress-free holiday.”

He noted that while public sentiment tended to focus on reconciling tourism with the haraam (prohibited under Islam) supply of alcohol, “in Islam it is also a sin to engage in sexual activity outside of marriage”.

Resorts, he noted, were not yet asking guests to provide marriage certificates.

One argument raised by the more “entrenched” elements of the tourism industry against the development of mid-market tourism on local islands, he added, was a fear that tourists were vulnerable to a backlash against foreigners.

“That has been a case made against homestays and guest houses,” he noted.

Tourism Minister Ahmed Adheeb was not responding to calls at time of press.

However President’s Office Spokesperson Masood Imad expressed hope that punishments such as flogging would be debated.

“I’m sure when we debate [punishing suspects for fornication with lashes], we will find an acceptable solution for all parties,” he said.

The Maldives Constitution does not allow any law that contradicts the tenets of Islam, with the criminal charge of fornication outlined under Islamic Sharia.

However, Masood noted that the Maldives had a tradition of turning away from practices such as the death sentence and forms of corporal punishment.

According to Masood, punishments such as removing the hand of a suspect in the case of theft had not been used since back in the 1960’s.

He maintained that there was a history of reviewing the country’s relationship with Sharia law in the past and that a similar process could be had with the debate about flogging.

However, Masood said that all authorities involved in proposed legal reforms would have to tread “a very fine line” in order to tackle long standing “traditions” and beliefs in the country.

“Reforms must be undertaken, but this must be done gradually considering we are dealing with a process embedded in society,” he said. “A certain amount of compromise may be needed.”

Masood said the state was committed to preventing the minor from facing her sentence, while also looking at the potential for reversing the use of flogging as a traditional punishment.

“The little girl will not be flogged for another two years, so we must look at what can be done [in the meantime],” he said.

Chinese boycott call

The Avaaz call for pressure on the tourism industry follows calls for a Chinese tourism boycott of the Maldives that exploded across Chinese social media networks earlier in March.

Global outrage

The 15 year-old from the island of Feydhoo in Shaviyani Atoll appeared in the Juvenile Court on February 26 and was convicted for premarital sex, and sentenced to 100 lashes and eight months of house arrest.

The charges were forwarded by the Prosecutor General’s Office during a separate investigation following the discovery of a dead baby buried in the outdoor shower area of her home.

Her stepfather was later charged with child sexual abuse, possession of pornographic materials and committing premeditated murder. Her mother was charged with concealing a crime and failing to report child sexual abuse to the authorities.

However during the investigation, the girl confessed to a separate incident of premarital sex, which was separately investigated by police.

In the wake of international censure and the launch of its bid for re-election to the Vice Presidency of the UN Human Rights Council – on a platform of women, child and disabled rights – the government expressed its concern over the sentencing and pledged to support the victim’s legal appeal, and announced the formation of a committee to review existing child protection mechanisms.

“As concerned global citizens, we welcome your government’s intervention in the case of the 15-year-old rape victim, but we call on you to do more to protect vulnerable women and children,” read the Avaaz petition to President Waheed.

“Real justice will only be delivered when you end the practice of flogging in the Maldives, and change the law so that it better protects the victims of rape and sexual abuse,” it added.

Sources on Feydhoo meanwhile told Minivan News that the islanders had been raising concerns about the girl’s alleged abuse since 2009, claiming that she had been victimised not only by her stepfather but reportedly by an unknown number of unidentified men on the island.

The island council said that the victim’s unwillingness to tell the authorities of her alleged abuse had meant she was kept with her mother and stepfather even after her pregnancy was first discovered.

Island Councillor Ibrahim Naushaad told Minivan News that upon discovering the child was pregnant, police and the Gender Ministry had failed to remove the girl to a shelter.

“The police and Gender Ministry didn’t take responsibility or provide counselling to the girl,” he said. “The police and ministry have investigated, but we don’t know what she had said to them.”

“The Gender Minister had asked if they can send her back to the island, but I have explained that her father is severely disabled and is unable to look after her,” Naushaad said.

“If they send her back here, the same thing could happen again.”
