Resort workers dismissed on drug abuse charges were ‘key unionists’

Four resort workers were dismissed on June 6 from Alif Alif Atoll Kandholu resort on bogus drug abuse charges because of their work on a petition demanding a minimum wage, the Tourism Employees Association of the Madives (TEAM) has said.

“All four of the dismissed staff were key figures in gaining signatures for the TEAM petition. The resort wanted to dismiss them with any excuse they could find,” said the organization’s secretary general Mauroof Zaki.

The TEAM petition – signed by more than 5000 Maldivian resort workers – demands a US$600 minimum wage, the implementation of an eight percent quota for Maldivians in the resort sector and the equal distribution of service charge to all employees.

Police raided Kandholhu resort – owned by Universal Enterprises – after the management complained of staff using drugs on the island.

A police spokesperson said the four were taken to Rasdhoo Island for a urine test. Two of the staff tested positive on a drug screening. But the police said they were released the next day because the substance they had used was not illegal.

The dismissed staff told Minivan News they were using medication.

Speaking to Minivan News, 21-year-old Ibrahim Sameen said he was “targeted by the management for working with TEAM to gain signatures for the petition.”

“The police started checking our belongings and doing body checks of the people singled out by the management. They checked me and said I was clear of any problems,” he said.

Resident manager Ahmed Jaleel told Sameen to accompany the police to Rasdhoo.

“I immediately asked Jaleel whether he would re-instate my position at the resort if I was did not test positive and he promised me and gave his word.”

When the drug test came out negative, Sameen said he was taken to Kuramathi resort, also owned by Universal Enterprises, and informed of his dismissal.

The letter of termination obtained by Minivan News, accused Sameen of gross misconduct for appearing as if he was not his “full senses” and “disrupting the peave in the resort.”

The letter was signed by Jaleel.

Jaleel told Minivan News that he had did not made any promises to reinstate staff and said he was not aware of their work gaining signatures for the petition.

Meanwhile, a staff at the human resources department refused to comment and said: “the decision to terminate the staff came from the top management.”

Jaleel and the Kandholhu general manager were not responding to further calls despite repeated attempts.

Over the past few years, resort workers have occasionally tried to launch protests.

Workers who had been fired from Sheraton’s Maldives luxury resort for allegedly demanding union recognition protested near the Sheraton Maldives Full Moon Resort and Spa in February, according to the website of the International Union Federation.

Carrying banners with slogans such as “Sheraton fully booked — no room for human rights”, the dismissed workers carried out a boat picket around the resort, while employees came to the beach and waved in support.

Three staff at Palm Beach were dismissed in July 2014 after 50 staff staged a strike over alleged discriminatory polices at the resort.

In February 2013, an employee strike in Vaavu Atoll Alimathaa resort resulted in 27 employees being fired by management.

Resort workers rally for ‘living wage’

Resort workers staged a rally in Malé today calling on the government to set a US$600 minimum wage and to pass a trade union law to allow collective bargaining.

The Tourism Employees Association of Maldives (TEAM) organised the rally after collecting about 7,000 signatures on a petition with five main demands.

“Our campaign calling on the government and resort owners to fulfil our demands will go on, even if, in the process, resorts become unable to operate,” secretary general of the TEAM, Mauroof Zakir, told Minivan News at the rally.

TEAM has circulated the petition in more than 70 of the Maldives’ 108 resorts since April. More than half of the 11,426 Maldivians employed in the multi-billion dollar industry have signed the petition.

The other demands include a mandatory 12 percent service charge, resort shares for workers as pledged by the president, and an 80 percent quota for Maldivians in the tourism industry.

Mauroof said TEAM will present the petition next week to the president’s office, the parliament, the tourism ministry, the economic ministry, the attorney general’s office and the youth ministry.

TEAM has previously warned of strikes if the government does not heed the demands.

About 50 resort workers joined the rally at the artificial beach today. Mauroof said TEAM was satisfied with the turnout and had not planned for most workers to take leave at the same time.

Protesters wore red T-shirts with the demands printed on the back and draped banners that read, “Sustainable tourism = living wage for tourism workers” and “Unfair dismissal = unfair tourism.”

“Our rights are being taken away. Resort owners discriminate between Maldivians and foreigners,” a resort worker at the rally, Abdulla Jaleel Ibrahim, told Minivan News.

“[Foreign workers] get leave to go visit their families whenever they want or to bring them to the resort with a holiday package, whereas local employees have to wait up to eight months even to get a leave. We are not allowed to bring our families there either.”

Adam Hamdhy, who has been working in the tourism industry for 13 years, said resort owners did not care about local staff employed in low paying jobs.

“They don’t care about how room boys and waiters may have to live. I am truly disappointed to note that local resort employees in higher positions are working against the TEAM’s campaign and their colleagues in lower positions,” he said.

Jumhooree Party MP Ali Hussain also attended the rally and encouraged the resort workers not to give up hope or lose focus.

Hussain vowed that he would submit legislation on industrial relations if the government does not heed the demand.

Deputy tourism minister Hussain Lirar previously told Minivan News that the government will consider the petition.

“The industry consists of a lot of stakeholders, not only TEAM. We will have to hold discussion with all of them before implementing new regulations,” he said.

The Maldives does not have a policy on minimum wage and setting one will require an amendment to the Employment Act. Current laws meanwhile require 50 percent of resort employees to be local, but the rule is not widely enforced.

Preliminary figures from the 2014 census indicated that foreign employees amount to 59 percent of all tourism employees, with 16,342 expatriate workers.

According to TEAM, US$358 million is transferred out of the country as wages for migrant workers annually.

Mauroof previously said that implementing the quota would help achieve the current administration’s pledge of creating 94,000 new jobs.

Providing shares in resorts to their rank-and-file employees was a campaign pledge of President Abdulla Yameen. Most resorts in the Maldives are owned by private companies and controlled by a few wealthy individuals.

In February 2014, President Yameen said that by the end of the year, a number of resorts would be floating a portion of their shares to the public, and urged Maldivian employees to become shareholders.

Last week, tourism minister Ahmed Adeeb said the government will announce a model for offering shares to workers before the end of the year.

Half of Maldives resort workers sign petition for US$600 minimum wage

Approximately half of the Maldivians working in the tourism sector have signed a petition demanding that the government set a minimum wage of US$600 for resort workers.

Some 5,300 out of 11,426 Maldivians employed in the multi-billion dollar industry have signed the petition launched in April by the the Tourism Employees Association of the Maldives (TEAM).

The petition was circulated in 77 of the Maldives’ 108 operating resorts.

The Maldives does not have a policy on minimum wage and setting one will require an amendment to the Employment Act.

“Only three to seven percent of all tourism revenue is spent on employee wages. The average resort worker only earns US$ 250 per month,” said TEAM’s vice president Ahmed Saleem.

The tourism worker’s organization says setting a minimum wage of US$600 will be easy, claiming a resort “has the capability to earn enough revenue to pay off all wages in one night alone.”

“We know how much resorts earn. We know how much taxes resorts pay to the government. We also know how much is paid in wages, and that is very little compared to the rest,” said secretary general Mauroof Zakir.

The petition also asks the government to set an eighty percent quota for Maldivians in the tourism industry policy. Current laws require 50 percent of resort employees to be local, but the rule is not widely enforced.

The petition also wants president Abdulla Yameen to honor a pledge to make shares in resorts available to their rank-and-file employees, a rarity in the country where resorts are owned by private companies controlled by a few individuals.

In February 2014, President Yameen said that by the end of the year, a number of resorts would be floating a portion of their shares to the public, and urged Maldivian employees to become shareholders.

The petition also demanded the government to pass a Trade Union Act through the parliament.

Deputy tourism minister Hussain Lirar said that the government will consider the petition.

“The industry consists of a lot of stakeholders, not only TEAM. We will have to hold discussion with all of them before implementing new regulations,” he said.

Tourism Minister Ahmed Adeeb said he could only comment on the petition once he sees its demands.

Meanwhile, TEAM members today said the organization will hold a rally on May 30, where “resort workers will come to Malé and present the petition to the relevant authorities.”

The petition is going to be submitted to the president, the vice president, the parliament, the tourism ministry, the economic ministry, the attorney general’s office and the youth ministry.

“We are willing to negotiate with the government, but if the government does not heed our demands we will use constitutional rights to strike as a means of protest,” said Mauroof.

Thousands sign petition over resort workers’ pay, conditions

A petition calling for sweeping changes to resort employees’ working conditions and a minimum wage has collected two thousand signatures during its first five days.

The Tourism Employees’ Association of Maldives, which launched the petition, said it had amassed signatures from workers on 17 resorts since last Wednesday.

“Signing for new hopes and rights,” the group said on its Facebook page. “Keep going [with] the great work of humankind.”

The petition demands a minimum monthly wage of US $600 across the sector through an amendment to the Employment Act.

There is currently no minimum wage and the petition says that wage rates have not increased in the sector for 10 years.

The workers are also asking for quotas to require 80 per cent of tourism employees in the country to be Maldivian, which would require big changes in the hiring practices of resorts.

Current laws require 50 per cent of resort employees to be Maldivians, but the rule is not widely enforced. The sector employs some 11,426 Maldivians and 16,342 expatriate workers, meaning that overseas employees constitute 59 per cent, according to preliminary figures for the 2014 census.

TEAM also wants the president to honour a pledge to make shares in resorts available to their rank-and-file employees, a rarity in a country where resorts are generally owned by private companies controlled by a few individuals.

In February 2014 President Abdulla Yameen said that by the end of the year, a number of resorts would be floating a portion of their shares to the public, and urged Maldivian employees to become stakeholders.

The president said that share ownership would be a “lucrative addition to their current income from salary and other perks through employment at these resorts”, according to a press release issued at the time.

Speaking at the opening of the Sun Siyam Iru Fushi resort, Yameen also said the Sun Travel resort group would float up to 40 percent of its shares to employees in the coming years.

However, the pledge of shares for resort employees has not so far become a reality.

The petition also asks for a 12 per cent service charge to be applied and for 99 per cent of that to be distributed “fairly” among tourism employees, as set out in the Employment Act.

TEAM’s supporters are seeking the right to form a union, as set out in the constitution, and the right to protest in resorts, which was banned in 2012 under the Freedom of Assembly Act.

The law says that protests can only be held in resorts and in air and sea ports after a special permit from the police based on the advice of the military, but TEAM cites the constitution’s guarantee of the right to peaceful protest.

Over the past few years, resort workers have occasionally tried to launch protests.

According to Haveeru, Ahmed Adeeb, the tourism minister, said at the time that protests in resorts would affect tourists both directly and indirectly.

“Such things must not be encouraged by anyone. Especially when it is something banned by law, it must not happen. No one should encourage or give room for such things,” Adeeb said.

Officials from the Tourism Ministry were unavailable for comment at the time of press.

On Thursday, about 50 employees from the international airport in Seenu atoll Gan protested over a new salary structure which they said would result in lower pay than before. They stopped protesting when management agreed to return to the previous wage structure.

MDP launches petition for Nasheed release

The main opposition Maldivian Democratic Party has begun collecting signatures on a petition calling for the release of former President Mohamed Nasheed.

The party said the petition will be submitted to President Abdulla Yameen, who is empowered by clemency laws and the constitution to grant pardons.

The Maldivian Democratic Party (MDP) has set up tables outside its main office on Sosun Magu and in the market area in Male’.

The party also plans to send out teams across the country to collect signatures, and a copy of the petition is available on its website.

Nasheed was found guilty of terrorism last month and sentenced to 13 years in prison. The parliament subsequently voted through an amendment to the Prisons and Parole Act that stripped Nasheed of his leadership position in the MDP.

The amendment said inmates could not fill leadership posts in political parties for the period of their incarceration.

Speaking at a rally on Thursday night, MDP Chairperson Ali Waheed claimed Attorney General Mohamed Anil advised parliament that the amendment was unconstitutional.

The chairman of the committee that was reviewing the legislation – ruling Progressive Party of Maldives MP Ibrahim Riza – kept the attorney general’s letter secret from other MPs, Waheed alleged.

Majlis throws out 5055 signature petition on Rilwan’s disappearance

The People’s Majlis on Tuesday threw out a 5055 signature petition which urged the parliament’s National Security Committee to pressure the Maldives Police Services to conduct a speedy and thorough investigation.

In a letter to MP Imthiyaz Fahmy, who sponsored the petition, Majlis Secretary General Ahmed Mohamed said the petition had failed to fulfill requirements outlined in the Majlis standing orders.

Condemning the move, the opposition Maldivian Democratic Party (MDP) MP said Secretary General Mohamed had later admitted the rejection of the petition was “a mistake” and confirmed it had been submitted according to all procedures.

“We are extremely concerned. The MDP submitted the case to various subcommittees. Ruling party MPs killed the case in every single committee, and have now killed the 5055 signature petition submitted by Rilwan’s family,” Fahmy MP said.

“I don’t know whether they will be looking at it again. But they [Majlis] did admit that what they did was wrong when they threw out the petition. They have completely ignored the law when they issued a letter to me to saying the petition does not meet requirements.”

The Majlis secretariat had said the sponsoring MP had not signed all pages of the petition as Article 200 of Majlis regulations. However, Fahmy pointed out his signature was in fact present on all pages.

Article 199 the Majlis standing orders state a petition can only be submitted on a bill submitted to Majlis, an issue taken up in Majlis, or an issue of public concern.

Fahmy’s urgent motion on Rilwan’s disappearance on August 19 was accepted with bipartisan support.

“When I countered all of their arguments, they at last said it was a mistake. All the required signatures were there. Then, not knowing what to say, they said we will try to proceed. What kind of answer is this?” the Maafannu North MP said.

“The PPM holds a majority in Majlis. Their refusal to look into the issue via Majlis sub committees and rejection of the petition indicates the government’s stand on this issue.”

Despite public outcry, the PPM has largely remained indifferent. Today is the 81st day since the reporter disappeared.

The petition, submitted on September 4, asked MPs to investigate if the police had been negligent in investigating Rilwan’s disappearance and asked MPs to find out if an abduction reported on August 8 in front of Rilwan’s apartment building was connected to his disappearance.

Four men have been arrested over the case, but only one man remains in custody at present. The police have only revealed few details on the investigation.

Home Minister Umar Naseer said he believed Rilwan is alive and promised to return him safe to his family. He has also acknowledged involvement of criminal gangs in the case.

Human rights NGO Maldivian Democracy Network released a report in September implicating radicalised gangs in Rilwan’s disappearance.

Discounting theories of voluntary disappearance and suicide, the investigation – conducted by Glasgow-based Athena Intelligence and Security – concludes the disappearance is likely to have been an abduction.

The report confirmed evidence of possible “hostile surveillance” at the terminal conducted by two known affiliates of Malé based Kuda Henveiru gang.

The NGO on October 23 accused the police of negligence in investigating the disappearance for their failure to inform the public on progress and failure to confirm if the abduction reported on the night Rilwan went missing was related to his disappearance.

Museum staff express concern over moving artifacts to host Independence Day event

National Museum staff and Male’-based arts NGO Revive have expressed concern over plans to move delicate exhibits for upcoming Independence Day celebrations to be held in the museum.

“We at the national museum believe the museum’s objects are very valuable and cannot be replaced if anything happens to any of the items,” National Museum Director Ali Waheed told Minivan News.

“I am concerned, we are not happy about this,” Waheed said.

He said that the President’s Office had sent a letter about holding the Independence Day event to the Tourism Ministry, which had in turn notified their Department of National Heritage.

“The department only informed us about the event three days ago,” Waheed claimed.

He said there were concerns that National Heritage Department Director General Zakariyya Hussain had not consulted museum staff about whether holding the event in the museum would be sensible.

“Zakariyya gave the approval but he didn’t say anything to us. He didn’t want to talk about it. At least he has to ask if this is good or not,” he claimed.

The President’s Office meanwhile said it had not been informed of the museum staff’s grievances, while rejecting claims that there would be any issues with holding such an event in the museum.

The President’s Office held an Independence Day event at the National Museum last year, which posed the same challenges to staff as it took place during Ramazan. The permanent exhibition items had to be shifted internally and placed against the walls to clear the middle of the hall, according to Assistant Curator Ismail Ashraf.

“[However,] it was quite different last year because there were many political issues and they were not able to get another venue,” noted Ashraf.

“During last year’s ceremony government agency heads and parliament members attended and there was no damage to the objects,” he continued. “However, there is the risk and probability of something happening [this year] when 400 plus people will be attending.”

Staff accepted that a similar event to celebrate the 2012 Independence Day had been held at the museum without incident – although the guest list is anticipated to be larger this year.

President’s Office Spokesperson Masood Imad told Minivan News yesterday (July 22) that the government did care about preserving Maldivian culture and heritage, but dismissed concerns that there were any politics involved in the event.

“There is enough time [for museum staff to prepare], we have not been informed [holding the event is problematic],” said Masood. “Nobody feels it is an issue. Minivan News is not the party that should be spreading these concerns, this is not a claim the museum staff are making, Minivan News is actually,” Masood said.

NGO Revive has meanwhile said it plans to submit a petition, signed by National Museum staff, to the President’s Office tomorrow (July 24) requesting the government reconsider its decision to hold the July 27 Independence Day celebrations inside the National Museum.

National Museum concerns

“We are caring about these things very much. The objects are very, very old and delicate. If they are moved several times, it may cause damage. I am responsible for their safety and security,” Waheed told Minivan News.

“I submitted a letter to Director General Zakariyya Hussain at 1:10pm on Monday (July 22) that we [the museum staff] are not responsible [for the damage that may be caused] when the objects are side by side in the hall,” he claimed.

Ashraf the assistant curator echoed Waheed’s sentiments that moving the artifacts to accommodate the event risked damaging them.

“It’s a permanent exhibition and we will have to move everything [on the ground floor] away to make a walkway for people for the ceremony,” Ashraf told Minivan News. “There are many artifacts to have to move, and having to do so quickly poses a risk of damaging the objects.”

“The other risk is that lots of people come in and not all will think the same way we do, [so] it is a risk that people may touch or take,” he continued.

Ashraf explained said that since the museum only has six permanent staff, the Maldives National Defence Force (MNDF) is supposed to help with moving the artifacts.

“They can help move the very heavy things, but we have to be there to supervise. We are in charge and if there is any damage [caused to the items] we are responsible,” he said.

Since it is currently the holy month of Ramazan, the amount of work National Museum staff can accomplish in preparation for the Independence Day event is also limited due to restricted working hours, Ashraf explained.

“In the month of Ramazan, museum hours are 9:00am to 1:30pm. This Independence Day event will take place Saturday night and Sunday  morning we have to open the museum [to visitors],” he noted.

Ashraf urged the President’s Office to hold the event in another location.

“This year there are other options, so why still choose the National Museum?” he asked.

“The National Art Gallery has a full hall empty for temporary exhibitions, with enough space for the ceremony”.

Ashraf also noted that artifacts were destroyed “the day the government changed”, during former President Mohamed Nasheed’s controversial transition of power last year – by people with “different thoughts” to those of the museum’s staff.

“A mob of people took advantage of the lack of security,” he explained. “These things happened and the risk [of it happening again] is still there. It shows the government doesn’t have much interest in this work,” he alleged.

Civil society support

Revive, a local NGO which works in collaboration with the National Archives and National Museum, has advocated in support of the museum staff’s concerns surrounding the event.

“I’m very surprised the government [is holding this event] but are not able to arrest those who vandalized the museum last year,” Revive President Ahmed Naufal told Minivan News.

“Moving permanent exhibitions is not done anywhere in the world, only temporary exhibitions,” Naufal explained.

“National Museum staff have a low budget and are unable to preserve [everything],” he continued. “There is a high risk items will be destroyed by moving the exhibition.”

National museum staff have signed the ‘Revive Petition’, which calls on the government to reconsider its decision to hold the Independence Day celebrations inside the National Museum, as it would require moving the permanent collection of artifacts which could cause damage that cannot be restored.

“Fifteen staff have signed the petition. That’s everyone who came to the [National] Museum and Heritage Department,” noted Naufal.

“This includes the only Maldivian archaeologist from the Heritage Department, Shiura Jaufar and the National Museum Director.”

Tourism worker union threatens voter boycott if workers’ rights not protected

The Tourism Employees Association of Maldives (TEAM) has announced a list demands targeted at government authorities and have threatened to boycott the upcoming presidential elections if workers rights are not protected.

TEAM and the Maldives Port Workers Union (MPWU) organized a joint concert event near the tsunami monument in Male’ to celebrate International Labour Day (May 1) – also referred to as ‘May Day’ – and show support for workers’ human rights.

During the event, which featured three Maldivian rock bands and a bodu beru (traditional drumming) group, TEAM highlighted four demands for tourism industry employees working at resorts and on safari boats:

1) receive 99 percent “equal and fair distribution of service charges with transparency”;
2) have Maldivians fill 80 percent of the industry’s jobs;
3) have the Freedom of Assembly Act amended to remove clause 24(7)b which bans certain gatherings, effectively making strikes illegal;
4) receive a minimum wage of US$600 for tourism sector employees.

“There is no reason for us to work if our human rights are not protected,” TEAM Secretary General Mauroof Zakir told Minivan News today (May 2).

“The government has not taken any responsibility, they don’t care what happens [to workers]. It’s all about power for them,” he added.

“There are 15,000 Maldivian employees in the tourism sector and they are the breadwinners for their families. As family leaders, they will listen to what we have to say, so if we call for a voter boycott that’s about 75,000 votes we can control,” claimed Zakir.

“Current legislation mandates 99 percent of service charges be distributed among employees, however many companies are not following the law,” he stated.

“The majority of workers only receive about 500 MVR (US$32) to 1000 MVR (US$65) in service charge tips. It’s totally rubbish,” he added.

Zakir explained that foreign migrant workers hold 70 percent of tourism industry jobs (the legal maximum is approximately 50 percent but is widely unenforced), while over 30 percent of young people are unemployed – approximately 40,000 people.

“The Maldives is in a deep recession. The current government policy requiring 45 percent of tourism jobs be reserved for Maldivians is totally wrong,” Zakir declared.

“Cheap labourers don’t demand their rights be upheld. They are willing to work 14 to 16 hour days. These are slavery style operations,” he said.

Zakir explained that management in the tourism industry often cultivated frustration between Maldivian workers and foreign workers as a divide and conquer strategy.

“TEAM is not only for locals, we support migrant workers’ rights as well,” he added.

Regarding TEAM’s third demand, Zakir also spoke about the strike ban preventing groups of more than one person from gathering at resorts, on safari boats, or on industrial islands.

“This is a clear violation of human rights,” he declared.

The call for the minimum wage to be increased is another fundamental issue affecting quality of life, with the average salary actually being between US$152 and US$350, according to Zakir.

“This is not enough to live given the high cost of goods, rent, and inflation,” he said.

He claimed the government’s average figure of US$400 was “totally wrong”, while TEAM had at members at all resorts with access to actual salary information.

Although some resorts pay a higher minimum wage and percentage of service charges, workers’ financial security is still at risk if occupancy drops or anything unexpected happens at the resort that would affect the service charge amount, explained Zakir.

A petition with the list of TEAM demands is being circulated to all the resorts in the Maldives and will then be submitted to the relevant government authorities – President’s Office, Speaker of Parliament, and the Tourism Ministry. The next step will be to establish a timeframe to conduct negotiations.

“We will make them listen and talk,” Zakir stated.

“The government needs to legally implement the [International Labour Organisation (ILO)] international conventions, they’ve agreed to uphold,” he added.

Comment: Maldivian leaders must act now to protect women, girls and the country’s reputation

In the last two weeks, nearly two million people across the world – including many people in the Maldives – have reacted in horror to the tragic story of a 15-year-old rape victim sentenced to be publicly flogged.

Sadly, this terrible case highlights a wider injustice: the yawning gap between the punishments applied to men and women in the Maldives.

A 2007 study by the Maldivian government’s own Ministry of Gender and Family showed that as many as one in three women between the ages of 15 and 49 have suffered either physical or sexual abuse. And fornication requires both a man and a woman, but 90% of those sentenced to flogging in the Maldives in 2011 were women.

How is this situation a reflection of justice, Islamic or any other kind?

It’s a good sign that the president has called on the attorney general to review the case of the 15-year-old girl, and that current laws and child protection mechanisms are being reviewed. But the citizens who signed this petition want to see further action: they want to know that other vulnerable women and girls in this country never have to go through such an ordeal. As we know, this is not the first time an incident like this has occurred: a similar sentence was handed out to a 14-year old during the last government.

This is why the petition calls for a moratorium on flogging and better laws to protect women and girls. It does so not to challenge the principles of Islamic law – in fact many people from across the Muslim world, including Indonesia, Pakistan, Turkey and Egypt have signed it, many of whom are practicing Muslims themselves and do not see flogging as ingrained in sharia law. This petition is not anti-Islamic justice: it’s pro-justice, particularly justice for women.

Contrary to some reports, the petition is also not an attack on the Maldivian people. Far from it. We stand in solidarity with the many Maldivians who are very concerned about this case, and the campaign urges the country’s leaders to act quickly to rescue the Maldives’ image, before this tragic case does any more damage to the vital tourist trade.

Around the world people are interested (and have a right to know) what kind of systems they’re supporting with their tourism dollars, and to make their holiday decisions accordingly. Richard Branson, head of Virgin Holidays groups and Virgin Airways, has warned of “enormous damage” to the country’s reputation unless serious action is taken.

Much of the media coverage has focused on a threatened “tourism boycott” – but we have never called for a full boycott of the important tourist trade and we’re engaging with the government right now to get action. What we do stand ready to do, however, is to inform tourists about what action is and isn’t being taken by the Maldives government to resolve this issue and change the law, and to identify those MPs and resort owners who are using their influence to push for positive change – and those who are not.

Furthermore, this petition is not aligned with any particular political party or faction in the Maldives. Avaaz is a 20 million strong global organisation that has campaigned for justice across the world on issues of the environment, human rights and conflict. One our most successful campaigns last year was to get countries to back Palestine’s bid for UN statehood – in the face of powerful, well-financed opposition from Israel and the United States.

There are countries that have poorer records when it comes to defending women’s rights, but when extreme cases spark the global public conscience it is crucial to call for respect for basic human rights whether it is the US, India or the Maldives. And this is just one of many battles for women’s rights Avaaz members have fought globally. In Afghanistan and Somalia, we’ve helped protect young women who bravely spoke out about horrific rapes by security forces; across the world, from India to the United States, we’ve lobbied for real action to counter the growing ‘rape trade’ in trafficked women and girls. This petition is part of that wider cause; to address flagrant injustices against women worldwide, and to build a better world for our mothers, sisters, daughters and wives.

Nearly a million tourists visit the Maldives every year because this country is known as a peaceful, romantic paradise. Now, double that number have signed this petition and that reputation is in jeopardy. But it’s not too late to rescue it. The Maldives is on a journey of democratic improvement. We want to support that journey.

Right now, it’s in the hands of the President and the People’s Majlis to protect Maldivian women – not only by ensuring this sentence is quickly overturned and this girl freed, but by speaking out against flogging now, and ensuring a bill that ends flogging and upholds girls and women’s right is tabled in parliament.

The fate of Maldivian women and girls, and the country’s progress and reputation, lies in their hands.
