Nasheed listed in magazine’s annual top 100 “thinkers”

President Mohamed Nasheed has come in 39th place in Foreign Policy magazine’s list of its Top 100 Global Thinkers on the back of a number of high-profile environmentally-themed speeches and commitments such as a national pledge to be carbon neutral by 2020.

The magazine, which chronicles international political development, chose the president in a list of figures it believes have had great significance on global affairs over the last eleven months, which has been topped this year jointly by business giants Bill Gates and Warren Buffet.

Pointing to a much publicised underwater conference held by the president in the Maldives last year – a promotional event designed to raise attention to cutting global output of greenhouse gas emissions amidst fears the country may be sunk by changing climate conditions – the magazine believed Nasheed has continued to be an important pioneer for greener political talk.

“Since taking office two years ago, Nasheed, a 43-year-old former human rights activist, has become the world’s most environmentally outspoken president,” the magazine claimed. “He has made his tiny country — a string of atolls in the Indian Ocean that sits an average of just 7 feet above sea level — a poster child for the need to stop global warming.”

Other names included in the list include US president Barrack Obama in third place, Oxford University economist Paul Collier at 29th place and Salam Fayyad, the Palestine prime minister, at 23.

As reported by Minivan News last week, Nasheed has continued to talk strongly about sustainability commitments. He claimed last week that failure to meet his government’s plan of becoming a carbon neutral country by 2020 would be a “disaster” for the nation and the wider development and promotion of alternative energy-driven economies as a whole.

The article praised the president particularly for comments made this year in the media calling for dynamic street action by citisens of the US to change political attitudes in the country that he has accused of being a significant “obstacle” to trying to battle climate change.

As a destination for green developments, environmental organisations such as Greenpeace have said they view the Maldives more as a symbol than a practical demonstration of how national development and fighting climate change can be mutually exclusive.

Wendel Trio, Climate Policy and Global Deal Coordinator for Greenpeace International, believed that the Maldives can nonetheless play an iconic role in promoting the potential benefits of adopting alternate energy programmes.

“By coupling both strong words and the need for the big emitting countries in the developed and the developing world to reduce their emissions sharply, with a strong commitment at home, the Maldives has gained respect,” Trio explained.

“However, obviously none of the big emitting countries are looking at the Maldives as an example, as they all claim that their social and economic development cannot be compared to that of a small island state.”

GMR era begins at Male’ International Airport amidst political wrangling

After months of political wrangling and counter allegations, as the clock turned one minute past midnight this morning Indian infrastructure giant GMR took the reins of Male’ International Airport as part of an overhaul it claims will help “increase the brand value” of the Maldives.

In a consortium with Malaysia Airports Holdings Berhad (MAHB), GMR says it will kick start a 180 day programme to try and improve service, efficiency and profitability of the site ahead of an US$511m expansion project that includes the construction of a new airport terminal by 2014.

The airport consortium, which saw off competition from a number of rival bids to win a long-standing contract to privatise the running of the country’s central transport hub, made a point of trying to offset concerns about the intention of foreign ownership and its potential impact on Maldivian workers.

“The airport belongs to the people of the Maldives,” said Kiran Kumar Grandhi, Business Chairman of Airports for the GMR Group at a function to commemorate the new management structure. “This consortium hopes to bring the best of technology and architecture and service to the airport.”

A coalition of opposition political parties formed an alliance back in June designed to try and protest against the deal on the grounds of nationalistic interests that included mps from the Dhivehi Qaumee Party (DQP), Dhivehi Rayyithunge Party (DRP), Jumhooree Party (JP) and the People’s Alliance (PA).

However, speaking during today’s handover ceremony on Hulhule’ Island, Mahmood Razee, Minister of Economic Development and a Maldives Democratic Party (MDP) member, claimed that the privatisation of the airport is aimed to directly benefit Maldivians as well as foreign travellers.

“It [the airport] belongs to all of us, to all Maldivians,” he said.

Razee stressed that the government would therefore continue to work with the shareholders of the airport consortium even under “difficult circumstances” such as parliamentary debate and legal wrangling. The Minister of Economic Development added that he views privatisation across the nation’s transport networks and economy as vital for future development.

“We have worked with the private sector,” he added. “We will continue to work with the private sector.”

The comments were echoed by President Mohamed Nasheed who said that the levels of requirement investment required at the airport, which he claimed could be called “the Bucket International Airport”, were substantial.

According to figures given by the president, at least US$300m would have been needed for the development from a government budget that he said was already stretched spending Rf1 billion on existing loans.

As the urgent need to develop the airport was “an undisputed truth” accepted by all, President Nasheed continued, vowing that the government “will not let anyone obstruct the country’s development.”

Airport opposition

DRP Leader Ahmed Thasmeen Ali told Minivan News that a coalition of political parties formed in opposition to the GMR airport deal remained committed to a Memorandum of Understanding (MOU) focusing on legal recourse to try and prevent the privatisation agreement.

Despite the handover already having taken place this morning, the opposition leader said that the coalition of political parties hasn’t yet “exhausted legal avenues” related to their opposition of the privatisation.

“We simply believe the deal is not in our national or security interests,” Thasmeen said. “With the privatisation of other [existing or soon to be] international airports in the north and south of the country, the state will not have an airport under its control.”

From a stand-alone DRP position, Thasmeen said his party was not strictly against privatisation, but the party would judge any new business propositions put forward by government on a case-by-case basis.

Debate over the issue of privatisation has raged for many months for and against allowing privatisation since GMR and MAHB were first contracted to oversee the airport expansion project back in June.

Deputy Leader of the DRP, Umar Naseer, told Minivan News on June 28 that ” if [the operators] allowed it, an Israeli flight can come and stop over after bombing Arab countries.”

The government has alleged that opposition to the airport deal stems from the “vested interests” of certain MPs, several of whom it arrested following the resignation of cabinet on June 29 in protest against the “scorched earth politics” of the opposition-majority parliament.

Initial 180-day plan

Beyond possible ongoing political and legal discourse, Andrew Harrison, new CEO of GMR Malé International Airport, pointed to greater efficiency in the day-to-day service of the airport as a key focus for the first 180 days of management.

As part of this programme, Harrison announced that an expansion of capacity at the airport was immediately required to allow for more flights to be handled simultaneously. In addition to customer handling capacity, a number of new x-ray scanners and service counters are also set to be provided over the period to speed up waiting times during check in and departure, he claimed.

Beyond operational commitments, Harrison said that the 180 day programme also aims to make a number of changes to the look of the arrivals and departure plaza.

This cosmetic overhaul is expected to include a number of new eateries and retail outlets to be situated across the site and also alongside the waterfront in a bid to boost the “guest experience” and play up the local environment.

2020 Carbon Neutral failure would be “disaster for Maldives”: President

Failure by the Maldives to become carbon neutral by 2020 would be a “complete disaster” for the country, President Mohamed Nasheed today warned during a government unveiling of an audit of the nation’s carbon footprint.

The Maldives’ 2009 Carbon Audit aimed to compile the country’s current carbon footprint in relation to its current energy reliance. The document was fully funded by France-based financier La Compagnie Benjamin de Rothschild, which will also help to outline and find funding for a “Carbon Neutral Master Plan” to help the country set up how it can begin to meet its aims.

The 2009 audit, which was carried out by BeCitizen, an environmental consultancy based in Paris, France, found that 1.3 million tonnes of the greenhouse gas carbon dioxide (CO2) was emitted by the Maldives, with about of half of these emissions coming from diesel power generation.

These emissions corresponded to 4.1 tonnes of CO2 equivalent per individual. By way of comparison, India records 1.7 per person per year, China 5.5, France 9 and the United States 23.5.

Domestic transportation on both land and sea contributed 22 percent of the nations CO2 output during 2009, with the fishing industry and waste treatment processes amounting for 13 and 15 percent of the total output respectively, the audit added.

BeCitizen, of which La Compagnie Benjamin de Rothschild is a major shareholder, says that in looking ahead to developing a ten year strategy for a national low-carbon overhaul, six main areas needed to be focused on. These focuses include ensuring greater energy efficiency –such as in more efficient domestic appliances and thermal insulation – and the practical use of renewable energy forms like solar and wind power.

The environmental consultancy also pointed to adopting greener forms of transport, waste management programmes and carbon sequestration in areas such as biomass as important focus points to try and cut the existing environmental impact fo the Maldives.

Speaking via a live link up, BeCitizen’s Flora Bernard claimed that it would be possible for the government to become carbon neutral tomorrow if it simply relied on offsetting to compensate for its total carbon footprint.

Offsetting is the practice of engaging in development projects that can provide both provide benefits both to society as well as the climate – such as planting of forests in an attempt to reduce CO2 within the air.
However, Bernard added that such actions were “missing the point” and that a focus on finding sufficient alternatives would be needed.

“Achieving carbon neutrality by 2020 is possible,” said Bernard in a statement. “It will primarily involve the country becoming energy-independent, while ensuring that the solutions also bring other environmental benefits in terms of carbon storage, resource management and biodiversity conservation.”

The high profile of the Maldives’ sustainable aims meant a failure to meet such goals would be unthinkable, Nasheed said.

With the Maldives a key model for other countries seeking to become more sustainable, an inability to meet the unilateral commitments would prove detrimental to wider arguments around the globe for adopting law carbon initiatives, Nasheed said.

If the country did, then “God help us”, the President said. His carbon neutral pledge is thought to be the toughest set out by any nation under the January 2010 Copenhagen Accord.

Despite having yet to pass a 2011 budget for the country within local parliament, Nasheed said that funding for the carbon neutral scheme would come from garnering interest in development among the private sector.

Pointing to a number of inhabited islands in the country without sufficient electrical supplies, he claimed that new investment projects could look beyond traditional fossil fuels as a source of energy to lower carbon alternatives without setting back development.

The President added that with a number of countries showing an interest in low carbon economics, or concern about the potential impact of global warming, there was a generally strong global political desire to find alternative energy investments and solutions.

Within the currently fractious domestic politics of the Majlis, a source in the President’s Office said that the argument for adopting and committing to a so-called Carbon Neutral Master Plan would need to be “well structured” to make it through parliament.

However, the source claimed that the president hoped the potential economic benefits of adopting more renewable power sources could be a strong incentive for business and political interests if efficient solutions could be found. The need to move away from the often volatile market of fossil fuels was described as another key concern for the country.

Workers’ group hopes for strike bill committee amendments

The Tourism Employees Association of Maldives (TEAM) claims it remains hopeful that the passing of a bill to the National Security Committee regulating industrial action by resort workers can still be amended from its current form.

Maldivian Democratic Party (MDP) MP Ahmed Easa, president of TEAM, told Minivan News that the worker’s group was now waiting to see if amendments relating to the bill made during the committee hearing would address concerns realting to the impact on the right to strike.

In August, the Dhivehi Qaumee Party (DQP) submitted the bill to parliament aimed to regulate industrial action conducted by employees in the Maldives, shortly after a strike at Kurumba resort reduced occupancy to zero.

Parliamentary debate over the bill has obtained both fierce opposition and support from figures across the lucrative tourist industry over arguments that current unregulated strike action is detrimental to travel income.

While Easa claims to be in support of a bill that would provide rules and regulations outlining how workers should conduct strike action, the MP believes the current bill is not such a document, but rather “is mainly drafted to stop strikes.”

The MP argues that the bill in its current form would be unconstitutional and contravene article 31 of the constitution that gives Maldivians the right to strike and article 16 relating to human rights.

It is these arguments that TEAM will hope to pursue in the committee in a bid to amend the bill to set out regulations that it would be willing to back in realation to acceptable strike practice.

The TEAM President claims that he remains more in hope, than optimism that changes will be made to the bill, alleging possible vested resort industry interests within the committee that spans numerous political parties including the MDP and the opposition.

However, should the bill return to the Majlis unchanged, Easa claims he would notify both the President’s Office and the international community in the form of organisations and political bodies like the UN and EU about his concerns.

“The bill is totally against democracy,” he adds. “What we are looking for are regulations that accept that there has to be a reason to strike, and this is how it should be done.

Secretary General of industry body the Maldives Association of Tourism Industry (MATI), Sim Mohamed Ibrahim, said that the organisation, which reprsents a number of the country’s major resort groups, were not looking to prevent strikes. However, he added that the association was looking to prevent strikes from taking place directly on private resort property.

“No striking on the resort is a fundamental right of the owner,” he said. “You don’t strike on the shop floor.”

Sim added that although there may be reasons for workers to strike, these points should not be made in a manner that “inconveniences tourists”. The Secretary General added that this stance need not preclude striking in different environments to the resort.

Ministerial appointment system “defective”, says MP Nasheed

The process of appointing cabinet members has been criticised as ‘defective’ by an Kuludufushi-South MP Mohamed ‘Kutti’ Nasheed, who has claimed that constitutional changes within the Supreme Court will be required to address the nation’s ongoing political deadlock.

The independent MP today told Minivan News that yesterday’s votes on ministerial appointments, which saw a boycott of the sitting by Maldivian Democratic Party (MDP) MPs before the approval of just five of 12 cabinet posts by the opposition majority parliament, may require court intervention before being settled.

The claims comes as Miadhu today reported that Ahmed Thasmeen Ali, head of the opposition Dhivehi Rayyithunge Party (DRP), threatened to turn to the Supreme Court if the seven ministers rejected in yesterday’s vote remained in office.

Despite the stalemate over the cabinet appointment issue, MP Nasheed said parliament today functioned “normally” with a number of bills under discussion, such as the proposed strike legislation.

However, the independent MP claimed that differences of opinion, particularly between the MDP and the DRP, highlighted to all sides that there were “defects” within the constitution concerning ministerial appointments.

The appointment process remained “beyond resolution” in a highly partisan political environment.

“The [current] political environment is not conducive for a resolution within parliament,” he explained.

According to Nasheed, this difference of opinion stems from two very different processes of thought currently within parliament.

MDP rationale, Nasheed said, was that cabinet ministers could only be rejected under a motion of no-confidence that required 39 parliamentary votes to pass. However, he added, opposition groups remained unable to table possible no-confidence motions for cabinet members that had not been appointed by the Majlis.

These differences, he suggested, revealed a major defect in the appointment process.

“Only when all these processes are agreed can there be a cabinet,” he added. “I think the matter will need to be resolved through the Supreme Court.”

The President’s Press Secretary Mohamed Zuhair told Minivan News today that parliamentary rules required 39 votes to pass a no confidence motion concerning an individual cabinet minister.

With individual voting for every appointee during yesterday’s sitting falling short of the number of votes required for a no-confidence motion, Zuhair said the President “is happy the ministers are rightfully in place.”

He claimed that ministerial appointments were “not a case of popularity, but confidence”.

All 12 cabinet ministers were reinstated to their positions in July following a protest resignation about what they claimed were the “scorched earth” politics of the opposition-majority parliament.

Despite talks of legal action from the opposition, Parliamentery Speaker Abdulla Shahid – himself a DRP MP – said he was optimistic that the rival parties could reach an “amicable solution” within the current political framework.

“I am urging parties to engage in dialogue,” said Shahid, who claimed the ministerial statemate created by yesterday’s decision would not adversely affect important upcoming legislation such passing the 2011 budget.

Shahid told Minivan News that despite its fledgling status, Maldivian democracy “had a history of engaging in dialogue to overcome political deadlocks. We will find an amicable solution.”

Despite ongoing uncertainty resulting from issues such as the cabinet appointments, Shahid added that it was vital to establish ‘customs and norms’ within the Maldives’ parliamentary proceedings.

Economics and value praised by industry body for ongoing tourist turnaround

The Maldives Association of Travel Agents and Tour operators (MATATO) believes an improving economic situation in a number of key travel markets has helped drive a bounce back in visitor arrivals to the Maldives during 2010, when compared to the same period last year.

Mohamed Maleeh Jamal, Secretary General for the group, said that an improving economic climate and better complimentary packages have been positive developments for the industry after recent negative headlines generated in light of the high profile ‘false wedding’ video widely circulated in the press and online.

The comments were made as tourist arrivals to the Maldives were found to have increased by 19.7 percent during October compared to the same period last year, marking improved fortunes for the country’s travel industry during 2010, according to new official figures.

The statistics from the Ministry of Tourism, Arts and Culture found 74,707 visitors had arrived by air to the Maldives, up from 64,432 a year earlier. The growth continues a successful nine-month period for Maldives tourism that has seen year-on-year visitor growth of 21.8 for the last ten months.

In addressing the increases, Jamal told Minivan News that an improvement in the global economic climate had aided tourist industry commitments to try to be more competitive by offering more complimentary offers like an additional night’s stay or free transfers.

Alongside an explosion of interest from Chinese tourists that the MATATO Secretary General expects to continue during the next few months and years, a ‘good number’ of travellers from established markets in Europe also continued to flock to the nation’s atolls to provide a more balanced revenue source.

Between January to October 2010, Tourism Ministry figures found that 63.3 percent of visitors to the Maldives came from European markets. Asia Pacific territories contributed 32.3 percent of overall travel demand to the country.

The figures come after a turbulent month for Maldivian tourism, following a video recording of a ‘false wedding’ conducted at the Vilu Reef Resort and Spa that depicted some staff members mocking a Swiss couple in the local dialect of Dhivehi during a vow renewal ceremony being leaked online. The incident garnered both local and international coverage.

Jamal said that with many people now deciding to take or research holidays over the internet, the high profile nature of the incident was definitely likely to stain the country’s reputation as a hotspot for luxury and honeymoon travel.

“To be honest, it was a strange incident that we never would have expected to happen,” he added. “We don’t know yet how much of an impact it will ultimately have on tourism. It is not good, but [the impact] has not yet been as bad as we first thought.”

Addressing the incident, Ahmed Solih, Permanent Secretary for the Ministry of Tourism told Minvan News that he was reluctant to use the term ‘false wedding’ in regard to a ceremony that had been booked as an authentic experience for the couple who had been filmed.

In response, Solih pointed to a number of high profile apologies made to the couple – including a personal call from President Mohamed Nasheed with an offer to come back to the country as his guests – as a reflection of the serious anger among the industry and Maldivians about the incident.

The Permanent Secretary added that although it is impossible to speculate how the wedding video would impact tourist demand in the future, it was now vital for the industry’s reputation to prevent any repeats of the incident in the future.

Solih said that although the incident was isolated to a single occurrence on one of the country’s more than 90 tourist resorts, a number of e-mails and correspondence had been received reflecting the bad taste left by the incident on the tourism market.

In looking at current tourist growth though, Solih believed that the complex nature of tourism means that there are many contributing factors to the growth beyond just fauvorable economic conditions.

The Permanent Secretary claimed that the Ministry was itself focused on trying to diversify the nation’s appeal to a wider number of markets and nations wads vital to try and protect the industry from external factors such as economics that it has no control over.

“Along with the Maldives Tourism Promotion Board (MTPB) we have spent years of hard work researching and looking to new markets,” he said.

Aside from lucrative emerging economies like China, Solih claims that the industry had been making inroads to Middle Eastern and American markets in attempts to try and broaden the Maldives’ appeal around the world.

Communication among Muslims a key challenge: Farah Pandith

Extremism is the ‘front and centre’ of concerns shared by Muslims all over the world, at least according to Farah Pandith, the US State Department’s Special Representative to Muslim Communities, who is paying a four day visit to the Maldives.

Pandith, who reports directly to US Secretary of State Hillary Clinton, is using the visit to meet with government and political figures, as well as NGOs and local people, to look at the possible social challenges facing the Maldives as an emerging Islamic democracy, as well as how best to respond to such difficulties.

Speaking on Sunday at the American Centre in the National Library in Male’ to an audience of local people and foreigners from across the private and public sector, Pandith said that even in the current Facebook age, communication among Muslims was seen as a major challenge facing Islamic communities.

According to Pandith, a large proportion of the world’s Muslims are believed to be under 30 years of age, yet the US Representative claimed that amidst a divide between followers of the faith and non-Islamic people, many young Muslims were not part of the “conversation” relating to differing faiths and viewpoints.

The representative said that this lack of communication about Islam in some cultures has further added to a global culture of ‘us and them’ between Muslims and other faith and belief groups.

In such a climate, the US State Department claims to now be looking to work with NGOs and local enterprise to better directly address discontent in Islamic societies all over the world.

In considering this more hands on approach by the US government, Pandith acknowledged that some US foreign policy during the last deacde, particularly in the Arab world, had been “unpopular” – not just amongst Muslims but large swathes of the world’s population. However, she claimed the country was moving beyond a so-called “freedom agenda” of pushing democracy, by trying instead to promote initiatives and activities designed to directly address prominent social concerns.

In addressing local audience members at the talk, Pandith asked the 20 or so people in attendance what it meant to them to be Maldivian and Islamic.

The response, according to some in the audience, was confusion and possible consideration of leaving the country amidst concerns over what they perceive as issues of free speech in relation to the role of faith.

Having met Pandith during her visit, State Minister for Islamic Affairs Mohamed Shaheem Ali Saeed, told Minivan News that principles such as free speech and human rights were an important part of the Maldives constitution and the influence of Islam in the country.

“The Maldives is very unique as we are both 100 percent Muslim and democratic,” he said.

Pointing specifically to Article 27 of the constitution, Shaheem stressed that there was freedom of speech within the Maldives, though this right to speak was bound by the principles of the Islamic faith.

Ultimately, the State Minister for Islamic Affairs claimed that Islam has formed the backbone of Maldives society for hundreds of years and was central to national ideas of human rights and free speech.

“In war for example, Islam forbids the killing of woman and children,” said Shaheem as an example of the religion’s impact on the notion of human rights.

In relation to the potential challenges of establishing more debate over Islam in the country, Shaheem said he believed the major concerns the ministry faced in the country were more related to drugs and the emergence of extremist ideas, both religious and non-religious in nature.

Although stressing his belief that the country has no Al Qaeda-style organisations, the State Minister said it was important to counter and not give any opportunity for more radical, extreme forms of Islam to take root in the country.

To try and meet this aim, Shaheem claimed that education and academic pursuits formed a major part of efforts to retain the country’s status as a moderate nation.

The Islamic Ministry says that greater links it has with many western nations like the UK reflects a more collaborative relationship with Muslim communities across the world.

Development and climate change adaption “go hand-in-hand”, says Greenpeace

Rather than establishing a one size fits all-style blueprint for more sustainable economies, the Maldives’ well publicised carbon neutral commitments demonstrate how national development and fighting climate change can be mutually exclusive, environmental organisation Greenpeace has said.

Wendel Trio, Climate Policy and Global Deal Coordinator for Greenpeace International, believes that the Maldives can play an iconic role in promoting the potential benefits of adopting alternate energy programmes, rather than detailing how to practically adopt a lower carbon economy.

“The Maldives can become a strong proponent of a paradigm shift in the World Bank and in developing countries whereby it is recognized that fighting climate change and promoting development go hand in hand,” Trio explained.

The claims come as the country has this month found itself elected as a Co-Chair of the World Bank Strategic Climate Fund Governing Committee (SCF), a development the Maldives Environment Ministry believes grants it a much louder voice in outlining international green policy on sustainable energy sources.

The SCF is part of the governing body of the Climate Investment Funds (CIF), which are used in attempts to finance pilot projects in developing countries that focus on generating cleaner and renewable energy sources as well as other sustainable agricultural policies.

Trio claimed that with the Maldives’ elevated status in the World Bank’s CIF programme, the country can act more as an example of the “bold commitments” that a nation can make on environmental issues rather than existing as a model that can be adopted by other nations looking to go carbon neutral.

“By coupling both strong words and the need for the big emitting countries in the developed and the developing world to reduce their emissions sharply, with a strong commitment at home, the Maldives has also gained respect,” Trio explained to Minivan News. “However, obviously none of the big emitting countries are looking at the Maldives as an example, as they all claim that their social and economic development cannot be compared to that of a small island state.”

Ultimately, Deputy Environment Minister Minister Mohamed Shareef says the appointment of the Maldives to a co-chair role in the Climate Fund Committee will not directly impact existing carbon neutral aims across the nation.

However, he expects the position to allow the country to have a more active role in outlining global sustainable policy that might better favour national developments.

In terms of national interests, the Maldives is expected to retain its high profile commitments to carbon neutrality, which the Deputy Environment Minister says will be the key to pursuing additional ecological overhauls in relation to waste and conservation.

Aside from the global status afforded by the Maldives’ carbon neutral ambitions, the practical success of energy security and more cost effective fuels afforded by the Maldives’ green ambitions will be essential to fund wider ministry focuses on recycling, conservation and waste management, at least according to the Deputy Environment Minister Mohamed Shareef.

Shareef told Minivan News that although authorities are trying to focus on providing a wide range of programmes relating to conservation and waste management, budgetary restrictions are ensuring sustainable energy is the key environmental focus for the nation.

Despite opening itself up to possible criticism that the Maldivian government is not as committed to commitments like having recycling facilities and even public bins across the country, Shareef believes greener energy is vital to helping bankroll additional environmental commitments.

“At present, about 25 percent of the Maldives revenue is spent on energy due to higher fuel costs,” he says.

In considering the “very high” costs of energy being faced in the country, focusing on more cost efficient supplies of power and fuel is hoped by the Deputy Environment Minister to offset current budget limitations that are claimed to be hindering focusing on recycling and littering that directly impact everyday Maldivians.

Shareef claims that the Environment Ministry is nonetheless working to act on wider sustainability commitments beyond looking to overhaul the nation’s energy supplies.

“We haven’t forgotten [recycling and waste management commitments] and we are working on projects in a number of areas,” he says. “You will increasingly hear more mentions about our energy commitments due to the short deadline – carbon neutrality by 2020 – that has been set.”

Rehabilitation and housing vital to combat Male’s youth crime, say police

The Maldives Police Service has backed claims by the country’s Housing Minister that congested living conditions in Male’ are proving to be a major contributor to ongoing youth crime, though the organisation adds that addressing the issue of rehabilitation for young offenders is just as big a concern.

Police spokesperson Sergeant Ahmed Shiyam accepted that high levels of congestion resulting from large numbers of people travelling and settling in the capital has led to little living space for many youngsters, who are being left to aimlessly roam the capital’s streets.

The comments follow claims last week by Home Minister Mohamed Shihab suggesting that escalating crime rates in the capital were a result of insufficient housing conditions that have made young people more susceptible to criminal activity out whilst in Male’.

“When we were young, we could play indoors. We did not have to go out. Now we are forced to go out and meet up with a gang and are caught up in a hassle,” Shihab was reported as saying in Haveeru. “Crime-free places do not exist now. But our living conditions are forcing us to walk into gangs.”

In response to these comments, Shiyam said that the capital is becoming increasingly cramped as more and more people travel to Male’ from outlying islands for work, often leaving young people little alternative than to head out aimlessly onto the streets. It is this aimlessness that the police spokesperson claims young people are increasingly telling officers was the main reason for them running into trouble with the law.

While not every person out on the streets is prone to taking part in criminal acts, in cases where an individual is convicted of involvement in civil disturbances, Shiyam noted that accruing a criminal record for drugs or other civil offences can make it extremely difficult to secure jobs or rehabilitation in the future.

He added that the country’s police force alone is not able to combat these issues, it has launched some programmes in an attempt to rehabilitate young men of between 12 to 14 years of age that have been involved in criminal or possible gang activity.

Some of the schemes being adopted by the police included literally taking young offenders off the streets of Male’ to more secluded island environments in attempts to try and engage different types of learning and cultural experiences.

“Sometimes when we take [young people] to separated and secluded islands, we find these boys do not even know how to pray,” he added.

The police spokesperson explained that additional skills such as computing, photography and art are also being taught to try and encourage a more productive or practical interest in society.

Shiyam claimed the police were having “great success” in running these rehabilitation and activity programmes with young people, although similar programmes with older offenders were not yet being undertaken.

He added that government institutions such as the Ministry of Human Resources Youth and Sports also have similar mandates for providing rehabilitation and activity programmes to try and ensure that young people have options available to them. For those that do get in trouble with the law, the police spokesperson says he remains hopeful that more projects to try to train and rehabilitate young people will be put into practice in the next few years.

It is not just local authorities that are concerned about the impact of Male’s congested housing on young people.

Executive Producer for the Maldives Nation Broadcast Corporation (MNBC)’s Youth TV service, Ibrahim Muaz, said he agreed that congested housing conditions in the capital were certainly exacerbating unrest and discontent among young people.

However, Muaz added that “it was unfair to marginalise young people as the sole perpetrators of crime in the Maldives.”
