Livestock import ban following anthrax scare in Tamil Nadu

The Health Protection Agency (HPA) has enforced a ban on importing live animals and meat to the Maldives from Tamil Nadu in India following an anthrax outbreak, local media reports.

A statement from the HPA read that two towns in Tamil Nadu had reported an outbreak of anthrax, and as a precautionary measure the agency had banned live animal and meal imports from any state within Tamil Nadu.

The HPA has urged against using live animals and meat produced after December 31, 2012 imported from India.

“Normally anthrax affects animals such as goats and cows. However, humans can get the disease from animals. Humans contract the disease by coming in contact with infected animals, airborne germs and consuming meat of infected animals,” the HPA stated.

Anthrax is an acute disease caused by the bacterium Bacillus anthracis, according to the agency.

Orf virus found in Thilafushi goat

Prior to being abolished, the Centre for Community Health and Disease Control (CCHDC) reported that a goat in Thilafushi had tested positive for the Orf virus earlier this month.

Despite the Ministry of Agriculture earlier stating that Orf is a dangerous virus, as reported by local media, the CCHDC said it does not pose a great risk to humans.

Epidemiologist at CCHDC Dr Aishath Aruna said that a human can only contract the virus by coming into direct contact with an infected goat, Sun Online reported.

“Humans can contract the disease from goats, by coming into direct contact with an infected goat. It’s not a dangerous disease. Only people who tend and rear goats are at risk,” Aruna was quoted as saying by local media.

In regard to goats being reared in Thilafushi – otherwise known as “garbage island” – Dr Aruna told Sun Online that eating the meat from these goats could pose a risk to humans.

The Thilafushi Corporation said the island is used for industrial purposes, and that people who rear goats in the island do so without obtaining the necessary permits.

The CDHDC was abolished by President Mohamed Waheed Hassan Manik earlier this month. The President’s Office confirmed that functions and responsibilities of the CCHDC were to be transferred to the HPA.

The CCHDC had been working to identify diseases prevalent in the Maldives, and to prevent disease and increase health awareness.

PPM would pursue oil exploration, foreign investment: Abdulla Yameen

The potential for developing a domestic oil industry was launched as a campaign issue during a speech on Monday (January 14) by Progressive Party of the Maldives (PPM) presidential prospect, MP Abdulla Yameen.

Yameen proclaimed “when the PPM comes to power” it will conduct oil exploration, attract foreign investment and create 26,000 tourism jobs.

However, the Maldives’ environmental image and commitments are no obstacles to oil industry development, according to Tourism Minister Ahmed Adheeb – currently standing for nomination as the PPM’s vice president.

Adheeb told Minivan News the Maldives was “a big nation, and places not in marine protected zones or tourism areas could be explored for oil, like in the less developed north.”

“Oil exploration is a term and [we] cannot conclude something with out the details. Regulations and more planning need to be done,” he said.

The ‘Draft Maldives Fourth Tourism Master Plan’ released January 9 by the Ministry of Tourism, Arts and Culture emphasises the need for climate change mitigation, adaptation, and renewable energy as part of its five-year strategic plan.

“The tourism sector is expected to contribute to the carbon neutral goal by introducing measures over the next eight years for energy efficiency and replacing fossil fuel with renewable energy,” the report states.

The plan contains various strategic actions aimed at “developing and enforcing” management plans for [marine protected areas] and sensitive environments. This includes “implementing a low carbon program for the tourism industry”.

“A long-term focus on adopting reliable and affordable energy from renewable resources (like sun, wind, sea and biomass) provides an opportunity to enhance our tourism development model, already well known for its sustainable practices. A low carbon path for development has been identified as key development strategy in Maldives as a whole,” the report notes.

“[Economic] diversification is in line with the tourism master plan,” Adheeb told Minivan News.

“[The] first priority should be tourism [however] the economy needs to be diversified and protected,” he said.

Yameen pledges oil exploration

During the launch of the PPM ‘Team Yageen’ campaign, Yameen declared his platform would focus on foreign investment and the creation of job opportunities, local media reported.

“Given the current economic situation, local businessmen alone cannot create enough job opportunities. We must welcome foreign investors for the benefit of our nation,” Yameen said, according to Haveeru.

Yameen’s proposals include searching for oil, prioritising the tourism industry, and creating a cargo transit port.

Previous oil exploration attempts in 1980 found the cost of retrieving the oil was too high compared to the US$20 (MVR 308) price per barrel at the time. However the present price of US$125 (MVR 1925) per barrel made further exploration feasible.

“It is very possible oil might be found in the Maldives,” Yameen said.

“[The PPM] have a very close relationship with tourist resort owners. The [economic] benefits of the tourism industry are creating job opportunities through the [tourism goods and services] tax,” he added.

Team Umar’s stance

‘Team Yageen’s opposition for the PPM leadership, ‘Team Umar’, played down the proposal.

PPM Interim Vice President Umar Naseer said it was not acceptable for people in responsible portfolios of the government to talk about things that they could not do while they were in power.

Yameen’s proposal to search for oil in the Maldives was not new, Naseer claimed, noting that Yameen had plenty of time during the Gayoom administration to pursue such an agenda.

”Fifteen years is enough time for someone searching for oil to find it. ‘Team Umar’ will not make empty talk; if we are to search for oil, then we will find it and sell it,” said Naseer.

”These words are not new to us. If they had been new words they would have impressed ‘Team Umar’ as well,” he added.

Government biosphere and renewable energy commitments

The development of an oil industry in the Maldives would be an apparent reversal of President Mohamed Waheed’s declaration during the Rio 20+ UN Conference on Sustainable Development in June 2012 that the Maldives would “become the first country to be a marine reserve”.

During the conference, Waheed highlighted the 2012 establishment of the first UNESCO Biosphere reserve in Baa Atoll, as well as the Maldives’ commitment to carbon neutrality and sustainable development.

“Our tourism sector is a sustainable one, relying on the preservation of our magnificent coral reefs, beautiful beaches and our rich and diverse marine life,” Waheed stated.

The Maldives is meanwhile participating in the 3rd General Assembly of International Renewable Energy Agency (IRENA) in Abu Dhabi, United Arab Emirates, which started this week (13 January 2013).

Minister of Environment and Energy Dr Mariyam Shakeela has also highlighted the ongoing renewable energy activities undertaken by the Maldivian government and the necessity of renewable energy for mitigating climate change.

Shakeela recently signed a Memorandum of Understanding (MoU) with the Diesel Replacement Project of the Clinton Climate Initiative’s Clean Energy Initiative, a program of the William J Clinton Foundation.

The focus of this program is to enact “projects and policies that directly reduce greenhouse gas emissions” including renewable energy projects to reduce dependency on diesel fuel.

Tourism head pledges action on waste management over fears for Maldives holiday image

The Ministry of Tourism, Arts and Culture has pledged to take the “lead” in addressing waste management issues in Male’ should the city’s council and the Ministry of Environment and Energy fail to effectively deal with concerns about garbage.

Tourism Minister Ahmed Adheeb this week said that the issue of waste management posed an immense threat to tourism in the country, adding that his department would look to actively address the problem should other authorities fail to resolve ongoing concerns by next month.

The comments have been dismissed today as irresponsible by the Ministry of Environment, which favours greater levels of cooperation from Adheeb’s department and the wider tourism industry in how waste was dealt with in Male’ and the nearby island of Thilafushi.

Thilafushi, where the vast majority of waste from the country’s resorts and inhabited islands is deposed of, has become more commonly known ‘garbage island‘ by both local and international media.

Meanwhile, Male’ City Council (MCC) has alleged that it is not being provided sufficient funding from the 2013 state budget to deal with garbage levels in the capital.  This funding has been identified by the council as exacerbating the challenges it claims to be facing due to growing amounts of waste and outdated machinery used at the capital’s refuge sites.

This week, the council claimed it had been forced to shut one of the capital’s two waste disposal sites due to machinery at the site being inoperable – limiting the amount of garbage that can be handled at the site in recent days.

Taking the lead

On Monday (December 31, 2012) Tourism Minister Adheeb spoke of the present challenges facing waste management in the country, maintaining that a failure to try and solve current problems with the capital’s garbage would require his ministry to “take the lead” in clean up efforts.

Adheeb added that waste management was therefore expected to be a main focus of the Fourth Tourism Master Plan – scheduled at present to be released within the first quarter of 2013.

“One of the main issues which have a negative impact on the tourism industry at present is the issue of garbage: the sight of garbage floating in the sea, the sight of smoke from burning garbage as the flights descend to land. This has a very detrimental impact on value addition,” he stated.

According to Adheeb, user generated reviews on popular travel sites like TripAdvisor were now cautioning tourists to choose resorts where “smoke is not visible”, causing a loss to the many high-end resorts located near Male’ and Thilafushi.

“There is no way we can sustain tourism without solving the issue of waste management. We will wait till the end of February. If by then the Environment Ministry and the MCC are unable to deal with the issue, then we will take the lead, even if it means we will need to spend on it on a voluntary basis,” Adheeb said.

Waste management deal

The previous government of former President Mohamed Nasheed had signed a waste management agreement with India-based Tatva Global Renewable Energy back in May 2011 to implement a system designed to generate power from recycling waste.

The contract has been undergoing renegotiation with the current government as part of efforts to provide what it has called a more “mutually beneficial” agreement – a move slammed by the MCC, which had accused authorities of trying to “sabotage” the deal.

However, Adheeb this week was said he was critical of the effectiveness of previous methods of waste management being sought in the Maldives, as well as the attitudes of certain environmental activists.

“We need to learn to make do with taking just the basic steps. For example, when it comes to dealing with waste management, we aspire to turn it into gas or electricity immediately upon being burned, and then for it to be connected to Male’ and Hulhumale’ via submarine cables,” he said.

“Now if we are to have expectations as high as this, we will never be able to deal with the issue practically.”

Adheeb added that if people were concerned about the environment, they should equally consider the issue of waste management, claiming a failure to solve the issue would make it very difficult for the tourism industry to survive.

“Why not just take the basic steps and get rid of the waste?  Previous leaders have tried to make Maldives a leading name whenever the topic of environment comes up. But no real solutions were found in the past three or four years,” he said.

Adheeb also contended that the present focus of environmental activism within the country was proving detrimental to tourism development, as well as ignoring advances in construction techniques being used by the industry.

“From what we have seen, if we try to get an EIA (Environmental Impact Assessment) done for the purpose of beginning construction of a resort, the environmentalists suddenly get very concerned. Or if we try to reclaim land, then again the environment becomes so very important. But Hulhumale’ and Reethi Rah Resort are very good examples. In Maldives, even through reclamation, we can make things natural,” he said.

Cooperation

State Minister for Environment and Energy Abdul Matheen Mohamed stated today that while waste management issues could pose problems for the tourism sector, he believed it could be better managed and solved faster if the Tourism Ministry would provide more cooperation on related work.

“I don’t think Adheeb’s statement on taking initiative in waste management is a very responsible one. Since a lot of resorts take garbage to Thilafushi and end up dumping it into the sea,” he claimed.  “We have approached the Tourism Ministry with plans to place Environment Officers in resorts to monitor this. It would be good if that ministry would cooperate a bit more than they do now.”

Matheen confirmed that the negotiations with Tatva over a new deal on the previously agreed waste management project had now been concluded. He said that a final decision would be reached after it is submitted for the Economic Committee’s approval this coming week.

Aside from future projects to better manage waste, Male’ City Councillor Mohamed Abdul Kareem today claimed that the municipal council has not been allocated sufficient funds for waste management work in the 2013 budget passed last month by parliament.

Karrem claimed that the council had this week already been temporarily forced to facilitate alternative methods of shifting large amounts of garbage after Waste Disposal Site Number 2 in the capital was closed owing to machinery failure.

“We have managed to reopen the site today, after having cleared up the place again. One of our biggest concerns for this year ahead of us is that the state has not provided our council with any funds to deal with this issue of waste management,” Kareem stated.

“Negligence”

In a direct response today to Adheeb’s comments, Male’ City Mayor ‘Maizan’ Ali Manik alleged that the waste management issue had been delayed owing to negligence on the part of the current government.

“Adheeb belongs to the group of people who are extremely good at ‘taking over’ everything, so there is not much we can do if he ends up taking over waste management work. However, if all goes accordingly, Tatva will commence work in March,” he said.

Manik further stated that although it was MCC that had initially signed the contract with Tatva, the Ministry of Environment had now taken over and was proceeding with discussions with the company without involving the council.

Manik said that the council had had some discussions with the Ministry previously, where they had pledged support to the project.

Maldives to implement smoking ban from New Year’s Day

Individuals caught smoking in ‘tobacco-free zones’ such as cafes and public places risk a MVR 500 (US$32) fine under new regulations to be implemented from tomorrow (January 1, 2013).

The ‘Regulation of Determining Tobacco Free-Zones’ (Dhivehi) prohibits smoking inside cafes, tea shops, restaurants, public places where people usually gather in numbers, parks and all government buildings.

Public Health Programme Coordinator at the Centre for Community Health and Disease Control (CCHDC) Dr Fathmath Nazla Rafeeq told Minivan News today that notices were expected to be put up around Male’ to inform the public of tobacco-free zones in the city.

Dr Rafeeq added that designated “social areas” including the artificial beach area in Male’, are also set to become no-smoking areas.

“Male’ City Council (MCC) has made a list of these [public] areas where smoking is forbidden and we are expecting the council to announce these areas. It is expected that island councils are to do the same outside of Male’.  If a member of the public sees someone smoking in a tobacco-free zone, there will be a contact number on the no-smoking notices that they can notify the police with,” Rafeeq said.

The CCHDC estimates that roughly 44 percent of the total population of the Maldives uses tobacco – mainly through smoking.  Despite the high number of smokers in the country, Dr Rafeeq claimed that the majority of comments received by the CCHDC from the public were in favour of the regulation.

“We understand there will be people who do not like the new rules and there has been some concern raised over its implementation, but most of the people we have spoken to, which includes many cafe owners, have told us they are very positive about the regulation,” she added.  “Now might be a good time for people to make ‘quitting smoking’ a new year’s resolution.”

According to the 2009 Maldives Demography and Health Survey (MDHS), 42 percent of people in the between the ages of 20-24 are smokers in the country.  The same figures indicate that 20 percent of Maldivians aged 15-19 years also smoke.

In order to provide smokers with advice on how to quite smoking, Dr Rafeeq added that the CCHDC will be printing and distributing booklets on the subject in the new year.

“Smoking regulations have successfully been implemented in countries all over the world. If it can work in countries like India, where there is a large and diverse population, it can definitely work here,” she added.

Effect on business

Under the new regulation, cafes and restaurants will be able to provide designated smoking areas within their premises upon application of a licence from the Ministry of Health.

Businesses wishing to apply for the licence will have to pay MVR 1000 (US$64) for the privilege. The type of smoking area permitted will depend on the establishment, according to the CCHDC.

“The regulation states that establishments defined as an ‘open space’ can have have a designated open air area for smoking, whereas businesses defined as a ‘closed space’ will need to designate a separate smoking room,” Dr Rafeeq said.  “According to the regulation, a closed area is defined as a space connected by at least two walls and a roof. Unfortunately this might mean that some “closed space” businesses may require some modifications to their premises that they will have to pay for.”

The regulation further states that if the owner of a premises does not put up a sign board to inform customers that smoking is disallowed, the Ministry of Health has the authority to fine the venue MVR 500 for a first warning.  Additional fines of MVR 5000 (US$3200) would then be charged by the ministry in case of any subsequent failures to display the required signs.

Should the owner of an establishment allow smoking in such places without authority they can be fined MVR 1000 (US$64), according to the regulation.

When asked of the potential negative impact the new regulation could have on independent businesses, Dr Rafeeq said that research had suggested that cafes and restaurants could experience an “initial decline” in business following the implementation of the new rules.

“There has been some concern raised from local cafe and restaurant owners, but we have carried out thorough research on the matter by looking at how similar smoking restrictions have affected businesses in other countries,” she said.  “Our research shows that while businesses may suffer slightly to begin with, eventually businesses will see the benefits regulation brings.”

Maldives National Chamber of Commerce and Industries (MNCCI) Vice President Ishmael Asif was not responding to calls from Minivan News at the time of press.

Public opinion

Ahead of the implementation of the new regulation, smokers and non-smokers interviewed by Minivan News expressed mixed views on the restrictions.

“Smoking is dangerous not just to yourself, but to everyone around you. I’m glad the government is finally taking the lead to make a place this small safer health-wise,” a non-smoking 31-year-old civil servant explained.

Meanwhile, a 19-year-old male living in Male’, who did not wish to be named, said it was his individual freedom to smoke wherever he liked and that the new regulation will “force” smokers to break the law.

“[The regulation] is a very bad thing. It’s our freedom to smoke anywhere we like, and it’s others freedom to stay away from the smoke if they are getting disturbed,” he added.

“Regulations could be made allowing people to smoke in the public and non-smokers can move away from the smoke.”

While not objecting to allowing smoking at specific premises, a 38 year-old female accountant from Male’ told how she believed larger public areas should become ‘tobacco-free zones’.

“To be honest, I don’t mind people smoking on streets or cafes, but it’s difficult when people smoke in crowds such as at gatherings or music shows of sports events,” she said.

Vital climate change data “ruined” by Hanimaadhoo rubbish fires: MCOH resident scientist

Krishnakant Budhavant, Resident Scientist for the Maldives Climate Observatory – Hanimaadhoo (MCOH), has revealed that smoke from rubbish fires on the island is “ruining” vital climate change data recorded at the station.

The world-class ‘super-observatory’ in Hanimaadhoo, Haa Dhuaalu Atoll serves as a key background site for atmospheric and climate studies in South Asia.

However, the data recorded by MCOH is being corrupted “at least twice a week” by local islanders who are burning rubbish in the fire-restricted area near the observatory, Resident Scientist Budhavant has claimed.

The smoke from these fires – depending on the wind direction – drifts towards the station and interferes with the data being recorded by the observatory’s highly sensitive equipment, Budhavant told Minivan News.

“These fires are becoming a regular occurrence here, and more recently they are being lit closer to the observatory,” he said.

“We can normally expect to lose roughly two to three days worth of data per week, but in some instances the smoke is ruining our data for the entire week,” Budhavant added.

MCOH serves as a receptor site monitoring long-range transport of pollutants from the emissions regions of South Asia, the Middle East, and Africa.

According to Budhavant, MCOH is “the best” observation site downwind of South Asia for the study of long-range transport of air pollution.

It is jointly operated by the Environmental Protection Agency (EPA) of the Maldives and an international team of scientists organized by the United Nations Environment Programme (UNEP’s) Atmospheric Brown Cloud (ABC) initiative.

The observatory employs 11 local Hanimaadhoo residents.  According to co-chair of the science advisory board of the MCOH, Professor Örjan Gustafsson, the site provides important information on “imported” versus domestic air pollution, which is “helpful” to assess the air quality status throughout the Maldives.

Burning Issue

During a recent visit by the Ministry of Environment and Energy, Budhavant was “promised” that something would be done to move the fires and that “necessary action” would be taken.

Hanimaadhoo Island Council President Abdul Salaan Ali explained that islanders have been asked to stop burning rubbish as the smoke from these fires often drifts towards the observatory.

Despite being designated a new area to burn biomass, Hanimaadhoo residents are yet to comply.

A rubbish fire lit within the 500 metre fire-restricted area of the observatory.

“We have made a new dumping ground for the rubbish to be burnt, but there is no road connecting it to the community yet. This is why they are still burning rubbish.

“Currently the road to the new site is blocked by trees belonging to the islanders and we [the island council] will need to compensate them for their removal,” Salaan added.

“We have asked the government for the money, but still they have not paid.”

Whilst claiming the best option would be to move biomass burning away from the vicinity of the observatory to another area of the island, Budhavant has stated that an interim option would be to have islanders burn the rubbish on certain days of the week.

“Even if they restricted burning the rubbish to certain days, it would mean that we wouldn’t collect data during the period. It would save us a lot of trouble,” Budhavana added.

Various scientific organisations from around the world have contributed to the observatory, providing it with around 29 different instruments to measure changes in the atmosphere.

“It’s difficult to know just exactly how much money is being spent on this observatory because there are several groups involved. However, I do know it is a very large amount of money, millions of US dollars,” added Budhavant.

He claimed that through the establishment of the MCOH, the Government of Maldives had gained global recognition for scientific collaboration, while the wider scientific community was given an opportunity to study regional climate using the long-term data measured at the site.

“There is now collaboration between UNEP-ABC and the EPA to increase the use of MCOH data for national air quality assessment as well as using MCOH as a local resource centre for science education,” added Budhavant.

A spokesperson from the Ministry of Environment and Energy told Minivan News this week that issue of biomass burning “had come to our attention and we are working to resolve it”.

Maldivian government appeals stay order as GMR eviction deadline nears

The Maldivian government is appealing an injunction granted by the Singapore High Court halting its eviction of Indian infrastructure giant GMR from the Maldives pending the outcome of arbitration proceedings.

Minivan News understands that the hearing began at 10:00am this morning Singapore time, and is expected to take most of the day.

The government at the time denounced the injunction as an imposition on the country’s sovereignty. At a press conference hours after the stay order was granted by the Singapore High Court, Defence and Acting Transport Minister Mohamed Nazim pledged the government would “continue the airport takeover and Insha Allah from next Saturday onwards [the state-owned] Maldives Airports Company Limited (MACL) will be running the airport.”

“The government remains firm and committed towards implementing its decision to terminate the agreement. We will not reconsider it,” he said at the time.

The deadline for the government’s eviction of the Indian airport developer is midnight tomorrow (December 7).

GMR on Tuesday “categorically” refuted claims by the government to international media that it had agreed to vacate Ibrahim Nasir International Airport (INIA), following a meeting between airport CEO Andrew Harrison and Defence and Acting Transport

Harrison told Minivan News that Nazim had said that “no force would be used to take over the airport” and that “media reports that the MNDF would take over the airport are untrue.”

“Our position, which I communicated to them, remains crystal clear,” said Harrison. “The Singapore High Court has issued an injunction which clearly prevents MACL or the Government of Maldives or any of its agents from taking any action that interferes with GMIAL operating the airport.

“The injunction clearly prevents them from taking the action outlined in their notice issued to us stating that the airport would be taken over at the end of the seven day period. We remain resolute in our position and there is no question of an offer being made and certainly no question of any alleged offer being accepted as we will simply not agree to our rights nor the injunction being undermined in any way.”

The Civil Aviation Authority has however informed the developer that its aerodrome certificate will be withdrawn at 23:59 on December 7, without which GMR has acknowledged it cannot operate the airport. The impending stalemate potentially has ramifications for tourism disruption at the start of the peak season.

Meanwhile, Minister of State for Home Affairs Abdullah Mohamed was reported in local media as telling a press conference yesterday that “GMR has the opportunity to seek fair compensation if they are not satisfied with the government’s decision.”

The Indian Ministry of External Affairs has meanwhile issued a statement calling on the Maldivian government to allow the “legal processes involved in the GMR case to take their own course based on the contractual obligations of the parties involved. The Maldivian government should not allow the situation to go out of hand.”

“In this context, it is expected that no arbitrary and coercive measures should be taken pending the outcome of the legal process underway. Resort to any such actions would inevitably have adverse consequences for relations between India and the Maldives,” the MEA Spokesperson said.

“We are concerned over reports from the Maldives about continuing violence and intimidation against elected representatives and expressions of radical sentiments. There is need to ensure that the rule of law is upheld and principles and tenets of democracy are maintained. We will continue to monitor the situation closely.”

State Environment Minister plays down budget dispute, alleges media “misunderstanding”

State Minister for Environment and Energy Abdul Matheen Mohamed has played down a report that his department yesterday slammed the proposed state budget for neglecting the “fundamental rights” of Maldivians, claiming there had been a “misunderstanding” with local media.

The Sun Online news agency yesterday reported that senior environment ministry officials had raised fears before the Majlis’ National Development Committee that it had been allotted an insufficient budget for proposed water and sewerage projects needed across the country.

Environment Ministry Permanent Secretary Ahmed Saleem was quoted as claiming that some 15 projects proposed by his department had been excluded from the budget is being debated within parliament this week. These projects were said to deal with issues including waste management, as well as supplying water and sewerage systems to more islands around the Maldives.

Saleem was reported as saying that complaints over the matter had also been sent to Finance Minister Abdulla Jihad, who had in turn had responded that any amendments to the budget would have to be made through the Majlis with support of MPs.

Both finance chief  Jihad and Economic Development Minister Ahmed Mohamed were not responding to calls from Minivan News at the time of press.

Speaking following yesterday’s meeting with the National Development Committee, Permanent Secretary Matheen claimed that Saleem’s reported comments had been the result of a “misunderstanding” by its author.  He alleged that the journalist had focused on a few points of a long meeting with the committee.

While Matheen said that there were some “concerns” about the present status of the budget allocated to the Environment Ministry, he that alleged the article’s conclusions were “very misleading”.

“The budget issue is very sensitive right now, so i’m afraid I cannot make any comments about the matter at present,” he said. “The islands are all asking what they will have from the ministry.”

Matheen added that he was presently unable to comment on the exact nature of the “misunderstanding” contained within the Sun Online report due to the fact discussions on finalising the state budget were ongoing.

Jumhoree Party (JP) MP Hassan Adil, a member of the National Development Committee, was unavailable for comment when contacted on the challenges in trying to balance ministry expenditure in the current economic climate, asking Minivan News to call this evening. However, Adil was not answering calls at the time of press.

Budget discussion

Presenting the budget to parliament last week, Finance Minister Jihad explained that next year’s budget deficit was to be financed with MVR 971 million (US$62 million) as budget support and MVR 1.3 billion (US$84 million) from Treasury bill (T-bill) sales.

However, as debate on the budget commenced yesterday amidst, regularly coming to a halt due to frequent loss of quorum – most MPs complained of the lack of funds allocated for development projects in their constituencies.  these projects included developments such as harbours, water and sanitation systems, additional classrooms and upgrades to health centres.

Meanwhile,  it was revealed last week that the proposed budget for defence expenditure for 2013 was found to be 14 percent higher than the funds allocated during 2012.

A total of MVR 930.9 million (US$60.3 million) was proposed for defence expenditure, which amounts to 5.5 percent of the total budget.

Balance of payments

With the Majlis currently contemplating the 2013 budget, an International Monetary Fund (IMF) mission to the Maldives last month noted that a ballooning fiscal deficit had “implied a rise in the public debt ratio, which now stands at over 80 percent of GDP.

According to the organisation, these developments also helped to boost national imports, thus worsening dollar shortages in the economy and putting pressure on MMA (Maldives Monetary Authority) reserves.”

The IMF forecast for the current account deficit was “nearly 30 percent of GDP this year.”

“Gross international reserves at the MMA have been declining slowly, [and] now account for just one and a half months of imports, and could be more substantially pressured if major borrowings maturing in the next few months are not rolled over,” the IMF mission warned.

The mission recommended formulating “a realistic and prudent budget for 2013″ to rein in the fiscal deficit, suggesting hiking taxes and “selectively” reversing import duty reductions.

According to an overview of the economy presented by the Finance Ministry along with the state budget (Dhivehi) proposed to parliament last week, the current account deficit in 2012 was expected to be 27 percent of GDP.

Water shortages

Following water shortages that authorities said affected over 100 inhabited islands back in May, Addu City Mayor Abdulla Sodig at the time claimed financial support was the key challenge in ensuring sufficient supplies of drinking water to the public, even with the assistance of local resorts and the Maldives National Defence Force (MNDF).

Minivan News reported back in April that in the country’s southerly Addu Atoll, an estimated 90 percent of the local population were reliant on rainfall to bolster their drinking water supplies.

Numerous islands in the atoll are said to experience severe supply issues for drinking water annually as a result.

Kudafari provides free bicycles in ‘green transport’ initiative

A new environmental NGO based on Kudafari in Noonu Atoll was officially inaugurated on Thursday the former Youth Minister Hassan Latheef.

The organisation, Kaanu Green Peace, was created by a team of young volunteers in June this year, out of a desire to do something to help their local environment.

A number of environmental initiatives were launched as part of the event, the culmination of weeks of work by the committee and volunteers. Dozens of banners around the island displayed environmental and civic slogans in both English and Dhivehi, from “Be proud of my island” to “Freshwater aquifer depletion threatens water supplies”.

The island’s street lamps were switched off for the evening and all roads lined with coconut-shell lamps. A procession with bodu-beru drumming conducted the guest of honour to a new public square opened earlier in the day, in remembrance of the late mother of Ali Mauroof, one of Kaanu Green Peace’s founding patrons.

Green transport

The most eye-catching scheme launched at the event was the island’s new ‘Green Transport’ initiative. Bamboo cycle racks have been erected at 8 points around the island (more are planned), and 30 cycles donated by sponsors. Anyone can use a cycle freely at any time, taking it from one of the special racks and leaving it at another. In return, explains Sehenaz Moosa of the organising committee, it is hoped residents won’t feel a need to introduce polluting vehicles such as motorcycles to the small island of 740 people.

Another initiative launched was a grass-covered ‘green avenue’, an experimental alternative to the sand roads elsewhere, of which construction is under way. The avenue will lead to two new island resorts, among the first resorts on local islands in Maldives, including Green Village, owned by Mauroof, which aims to use eco-friendly construction techniques. Hassan Latheef ceremonially planted a tree in the avenue before inaugurating the cycle scheme by riding the first bicycle between two of the pick-up points.

Environmental award

In another initiative, a local community award was inaugurated in memory of Yusuf Kaleyfaanu (Kudafari Kaleyfaanu), Mauroof’s late father, commemorating his service to the environment and to the development of Kudafari during his 60-year rule as Katheeb or Island Chief. The first Kaleyfaanu Award was given to Mariyam Ibrahim, a founder of the Kudafari women’s committee and long-time active community volunteer.

A temporary jetty with a stage had been built, from which Latheef addressed the crowded beach. He said that environmental challenges do not exist in isolation from other policy areas such as economic, social, and educational questions. He cited recent findings of the ILO that a ‘green economy’ can out-compete a traditional economy, and said the MDP manifesto will include measures to subsidise green initiatives and create ‘green jobs’, tackling unemployment as well as environmental problems.

Local action

“Not all problems can be solved by government,” explained Sehenaz. “We believe environmental problems also call for local action.”

She expressed a hope that Kaanu Green Peace’s brand of localism would take root and that the organisation will spread and help train volunteers on other islands.

Though officially launched yesterday, Kaanu Green Peace already has some ongoing projects, notably the setting up of dustbins in the streets in an attempt to get a grip on the problem of waste management that plagues Kudafari as it does the rest of Maldives. They hope to get a crusher with which to compact metals for resale and plastics to send away for recycling or disposal.

Export revenue increase “very likely” after obtaining MSC certification: Minister of State for Fisheries and Agriculture

Minister of State for Fisheries and Agriculture Hussain Rasheed Hassan has revealed export prices for tuna are “very likely” to increase following the decision to award Marine Stewardship Council (MSC) certification to the Maldives’ pole-and-line skipjack fishery.

The certification was awarded on Monday (November 26), making it the first Indian Ocean tuna fishery to receive the certification.

The MSC ‘eco-label’ is said to provide consumers with the assurance that a product is traceable back to a certified and sustainable source.

According to Rasheed, many European supermarkets have committed to buying tuna caught in the Maldives until 2014, leading to hopes that the certification will bring further positive effects to the industry.

“There is a much better opportunity to sell abroad now, and despite our tuna already selling at a premium rate, I believe this certification will mean it is very likely that the prices will increase further.

“Consumers now have the assurance that our tuna has been caught using sustainable practice, and this has granted us unconditional access to European and American markets,” Rasheed added.

Tuna products are either canned or put into pouches for export, mainly to Europe where many retail and food service sector companies have made strong commitments to source sustainable seafood choices.

The pole and line method of fishing is widely regarded as a highly selective and low impact form of fishing, as the fish are caught individually as opposed to being caught in a net.

Approximately 25 per cent of skipjack tuna stocks caught in the Indian Ocean are done using the pole-and-line method, with the majority of these catches coming from the Maldives.

“Maldivians take pride in their skipjack pole-and-line fishery – a sustainable fishery that has thrived for over a millennium by catching tuna one by one,” Rasheed added.

The fishing industry is the country’s largest employer and the country’s second largest industry after tourism. The method of pole-and-line fishing attracts buyers from premium supermarkets in the UK and Europe.

Fishing and other related activities employ around 30 per cent of the country’s workforce, contributing over 15 per cent of Gross Domestic Product. In recent years, skipjack catches in the Maldives made up approximately 90,000 tonnes of their pole-and-line fishery.

Recently, the Finance Ministry forecast the GDP of the fisheries sector to decline by 1.3 percent in 2013, despite the industry’s productivity expected to rise by 9.7 percent in 2012.

The volume of fish catch has been steadily declining for the past seven years. While approximately 185,000 tonnes of fish were caught in 2006, the number dropped to about 70,000 tonnes in 2011.

During the past five years, the value of the nation’s fisheries industry declined from MVR 489 million (US$31.7 million) to MVR 321 million (US$20.8 million) with a corresponding fall of 3.3 percent of the economy to 1.1 percent in 2012.

In July 2011, the Maldives became a member of the Indian Ocean Tuna Commission (IOTC), a body responsible for the regional management of tuna in the Indian Ocean. Later that year there was growing concern over falling fish stocks following the mass harvesting of fish by foreign fishing vessels just outside the country’s exclusive economic zone (EEZ).

It was claimed that French and Spanish fishermen were using a method of fishing known as purse seining, whereby a vessel deploys a large net to encircle and capture entire schools of fish at once. Despite the method being very cost effective, there is also a tendency for it to pick up other species of marine life.

It was further claimed that foreign fishermen were using Fish Aggregation Devices (FADS). Fish such as tuna are said to be naturally attracted to the floating object, such as a buoy, that is typically fitted with a sonar device capable of determining the quantity of fish below, and a satellite uplink that communicates this to the nearby fishing vessel.

The vessel’s net does not discriminate between the predators and scavengers attracted by the target fish population around the FAD.

Despite the concern raised last year, Rasheed highlighted that the situation has since improved, adding that the fish stocks are not currently threatened in the Indian Ocean.

Rasheed did however highlight the need for an efficient management system to ensure sustainable fishing methods are practiced across the region.

“If vessels are catching too much tuna outside of the EEZ, it means there will be less for Maldivian fishermen to catch,” he added.

The Maldives pole and line skipjack fishery has been certified with eight conditions that must be met within the next five years to ensure the fishery is continuing to function at a sustainable level.
