No redress, no compensation, no reconciliation

Describing a beating at Maafushi Jail, musician Abdulla Easa said: “Sometimes I felt I was floating, suspended in mid air, going from one officer’s boots to the other.”

Easa was tortured simply for refusing to stand in queue for flatbread.

Prisoner testimonies indicate torture and ill treatment has been widespread and systematic in Maldivian jails.

Officers tortured inmates “just for fun,” said Easa. “For example, when they went out for a swim, they would call out to anyone they liked, “you come.” They would make us kneel down, they would bury you half in the sand, burn you with cigarettes.”

Former journalist Abdulla ‘Fahala’ Saeed, said he saw security officers rip both the clothes and the skin off of one man when they pulled him out after burying him in the sand.

“One morning, a person named ‘Kelaa’ Areef was taken to the beach and half buried in the sand so he could not move at all. At some time he started reciting the Shahadha, saying that he was going to die, then one of the officers said, ‘He is now ‘dhonvefa’ [heated up] Time to take him out’.”

Then two of them held him under his arms and pulled him out, ripping off his clothes and ripping his skin [on sharp coral sand]. He was all bloody. He was unconscious. Then they threw him in the cell.”

Both Easa and Saeed have claimed they saw people die in jail from the torture they receieved.

No redress

But to date, no survivors or families of victims in the Maldives have received any redress or compensation, and there has been no effort at reconciliation at the national level.

Ten years have passed since the Maldives signed the UN Convention Against Torture.

The Torture Victims Association say survivors have no confidence in a “politicised and incompetent judiciary” and are waiting on judicial reform to pursue justice.

Human Rights Commission of the Maldives (HRCM) member Jeehan Mahmoud said difficulties in substantiating claims of torture and a state tendency to protect the accused over the victim have constrained efforts at redress.

However, the recently ratified Anti Torture Act – which heavily penalises torture and assures compensation for victims – is a “big encouragement” to end such practices, she said.

Proving that an individual officer committed acts of torture beyond reasonable doubt may be difficult, but state institutions must he held accountable, Jeehan said, adding that the Maldives needs a reconciliation effort to end a culture of impunity and ensure non recurrence.

No confidence

The TVA has collected 125 statements of torture, and submitted 25 cases to the HRCM on February 6, 2012 – the day before the controversial resignation of President Mohamed Nasheed, himself a well-publicised victim of torture during his time as a pro-democracy activist.

President of TVA Ahmed Naseem said survivors do not believe they will get justice with the present judiciary.

“After all they went through, all the humiliation they suffered, if the courts say this is nonsense, then they will be in a worse situation than before. They will go nuts. We cannot take chances. We cannot afford to humiliate them,” said Naseem.

“People still have nightmares, people’s lives have been destroyed, families have been broken. We cannot let these people down. So we have to wait,” he added.

Naseem suggested enough evidence existed to hold state institutions accountable. The former National Security Services had a punishment book or ‘Adhabu Foi’ which contained details of state sanctioned torture, he said.

But with the return of former President Maumoon Abdul Gayoom’s party to power, there is no longer any political will to address the past, Naseem said. “The culprits are in government now.”

Vice President Dr Mohamed Jameel Ahmed, during a UN Human Rights Council in 2012, admitted to a history of torture, but said: “As a government we believe we have an independent judiciary. We leave it to the victims to invoke these instances before a court of law.”

The government cannot afford compensation for victims, said Dr Jameel – then Home Minister.

The UNHRC has urged the Maldives to set up an Independent Commission of Inquiry to conduct criminal investigations and ensure compensation for all victims of torture.

In defense of the accused

The Maldives Police Services is the only institution in the country with a forensics laboratory, but the HRCM is unable to use forensics services when the police is the institution that stands accused of torture, Jeehan said.

The state hires and pays lawyer fees on behalf of the accused, and refuses to take disciplinary measures such as suspension until investigations are complete.

“The system does not work to protect the victim. Even simple steps, such as suspending the accused until investigations are complete could show the government’s commitment to end torture and brutality.”

The state’s defense of the accused deters witnesses from the accused institution from coming forward, Jeehan continued.

“They are not protected from bullying within the institution either. Documents are lost – and witness statements by all officers match up word to word. The only evidence then are the statements by civilians who saw brutality. With this imbalance, getting redress is a difficult task.”

Former Police Integrity Commission (PIC) President Shahindha Ismail has also said the Maldives Police Services tends to protect its employees when they are accused of brutality.

“There have been cases where evidence has been tampered with. This shows the police, as an institution, does not want to end this culture of brutality. It appears to promote it instead,” she said.

Shahindha also said limited resources and limited powers hamper the state’s independent institutions, noting that the PIC cannot take direct disciplinary action against a police officer accused of human rights violations.

“There is no political will to end torture. Despite a hiatus in police brutality from period 2009- 2011, the culture of brutality was never erased within the institution,” she said.

Shahindha has called on the government to purge employees accused of torture.

Reconciliation

Jeehan said state institutions must recognise victims of torture and offer them compensation, noting that failure to prove torture in the courtroom only exacerbates impunity and a lack of confidence in institutions.

The state must begin public interest litigation on behalf of multiple victims of torture and start a reconciliation effort, she said.

“With civil compensation, even though individuals may not be held accountable, the state institution will be held accountable. It would constitute some form of recognition for the victim, that the act of violence indeed did happen.”

She called for reconciliation mechanisms that allow both perpetrators and victims to deal with the past, as well as acknowledging the suffering caused on a national level.

“It allows society to move on, provides political stability and social coherence. It is a platform that allows society to resolve differences and hold discussions.”

“The younger generations still do not know what had happened in their history – it will provide them with answers. Social coherence cannot exist with all of these unresolved questions,” said Jeehan

Shahindha said judicial reform and political will is required for victims to receive justice.

“This may take a long time. Time for mature politics to be established in the country. Until then, the victims remain victims, caged in their trauma. They cannot be termed survivors until they receive redress.”

The UN Special Rapporteur for Independence of Judges and Lawyers Gabriela Knaul in a 2013 report said unless serious human rights violations of Maldives’ authoritarian past are addressed, there could be more instability and unrest in the country.

“Impunity affects democracy, the rule of law, and the enjoyment of human rights in a radical way, and undermines the people’s trust in state institutions,” read the report.

“States bear a responsibility not only to investigate violations of human rights, but also to ensure the right of victims to know the truth, to provide adequate reparation and to take all reasonable steps to ensure non-recurrence of the said violations. Addressing past violations could help the Maldives move forward and develop the justice system intended in the Constitution of 2008.”

MPs debate raising state disability benefits

Parliament began preliminary debate today on an amendment submitted by Adhaalath Party MP Anara Naeem to the Disabilities Act to raise the monthly allowance provided by the state to persons with special needs from MVR2,000 (US$150) to MVR5,000 (US$324).

Presenting the legislation to the Majlis floor, the MP for Makunudhoo said persons with special needs deserved the same “care and protection” provided by the state to the elderly, referring to the current administration raising old age pensions to MVR5,000 a month in March this year.

Anara suggested that MVR2,000 a month was not sufficient to cover the expenses of children with special needs, who require special care and attention.

“I believe it is very important in the Maldives to determine allowances to the neediest in an equal manner. That is because sometimes a person’s means are not considered when subsidies are given [and] we see subsidies given to rich or well-off people,” she said.

Anara also referred to Article 35(b) of the constitution, which states, “Elderly and disadvantaged persons are entitled to protection and special assistance from the family, the community and the state.”

In some cases, she continued, if medical treatment is provided to children with special needs at infancy, they could “grow up as normal children.”

However, specialised services for children with special needs – such as speech therapy and physiotherapy – were not available in the Maldives, she added, while parents sent children to the special needs school in the capital “only to fill time.”

Debate

While all MPs who spoke in the ensuing debate supported the amendment, Jumhooree Party MP Ilham Ahmed suggested that the government could dismiss a few deputy ministers and coordinators – who he claimed earn MVR35,000 (US$2,269) a month – and use the savings to send specialised teachers to islands.

Progressive Party of Maldives MP Ali Arif noted that there were 5,100 persons in the national registry on persons with special needs, concurring that the monthly allowance should be raised to help parents of children with special needs as they were often forced to stay home to care for the child.

Opposition Maldivian Democratic Party MP Abdul Ghafoor Moosa argued that persons with special needs as well as single parents should receive the same monthly allowance as the elderly.

Ghafoor also urged the government to consider introducing unemployment benefits and a minimum wage, which he suggested should not be lower than state benefits.

In May, hundreds of people gave testimony to the Human Rights Commission of the Maldives’ (HRCM) ‘National Inquiry on Access to Education for Children with Disabilities’.

Parents spoke of the state’s failure to provide medical services and education to children with special needs whilst private services were costly. A single diagnostic assessment costs MVR5,000 and an hour of therapy costs MVR500, neither of which are covered by the ‘Aasandha’ health care scheme.

According to the HRCM, statistics from 2009 indicate that, out of 2250 children with disabilities, only 230 were attending schools at the time.

Citing a 2010 report by the HRCM and the UNDP, the US State Department’s 2013 Human Rights Report on the Maldives noted that “most schools accepted only children with very limited to moderate disabilities and not those with more serious disabilities.”

“Children with disabilities had virtually no access or transition to secondary-level education. Only three psychiatrists, two of them foreign, worked in the country, and they primarily worked on drug rehabilitation. No mental health care was available in Malé. There also was a lack of quality residential care,” the report stated.

Preparations conclude for the start of Ramadan

Today marks the first official day of Ramadan in the Maldives following the conclusion of final preparations for the month of fasting and prayer.

After the anticipated sighting of the new crescent moon did not come on Friday as expected, the Islamic Ministry announced that Sunday (June 29) was considered to be Ramadan 1 in the Hijra year 1435.

The start of festivities also began at midnight across much of the world, with Yemen reported to be the only country to have started celebrations on Saturday.

President Abdulla Yameen has called on Maldivians to observe the period with piety, encouraging the performance of pious deeds and virtuous duties.

In a statement released by the President’s Office, Yameen noted Maldivians’ preservation of the Islamic faith, appealing to all to continue this tradition over the next 30 days.

The government’s efforts to assist with preparations were also acknowledged by Yameen, with a number of temporary and refurbished mosques having opened in recent days.

Vice President Dr Mohamed Jameel Ahmed was in attendance at the reopening of the Al-Furqan mosque on Friday after six years of construction and multiple delays. The mosque is reported to be the most expensive in the country’s history, at MVR21 million (US$1.3 million).

Speaking at the opening ceremony for new mosque – capable of facilitating 3000 people – Jameel urged Islamic scholars to uphold the country’s Islamic identity by presenting it in a way comprehensible to the nation’s substantial youth population.

Local media have also reported the opening of a temporary mosque in Maafannu to compensate for the recently demolished Fandiyaaru Mosque. The Maldives National Defence Force completed the mosque – with capacity for 800 people – in just 14 days, reported Sun Online.

After initial fears regarding funding, the Islamic Minsistry announced the release of MVR800,000 to Malé City Council for repairs to 22 mosques. Minister of Islamic Affairs Dr Mohamed Shaheem Ali Saeed has pledged to spend MVR10 million on mosque repair for Ramadan.

Additionally, President Yameen has pledged to reduce waiting times for the overburdened Malé-Hulhumalé ferry to just 10 minutes while state utilities company Fenaka is said to have pledged interrupted power supply to all islands this month.

Working times for the Maldives’ 25,000 civil servants have been reduced to the hours between 10am and 2pm after local women’s rights NGO Hope for Women had argued the previous arrangement allowed insufficient time for women’s increased domestic workload during the month.

Meanwhile, the government announced that schools would be closed for grade 9 and below throughout the month, while class times will be reduced for other age groups.

Haveeru has also reported a reduction in the price of a number of basic commodities at the local market, as well as the opening of an additional fresh market in the capital.

Unsurprising developments: Malé and the atolls

The UNDP last week confirmed what most in the Maldives are only too aware of, that the lives of those in the capital Malé bear increasingly little resemblance to those in the outer atolls.

The country’s second Human Development Index report revealed the Malé area to have achieved a ‘highly developed’ score, while the rest of the country lagged behind in the middling bracket.

“Where one is born within the Maldives determines many of the opportunities and choices available to a person,” concluded the report.

While the UNDP will meet with relevant stakeholders in the coming weeks in order to discuss the implementation of policies that might bridge this divide, the government pushed ahead with plans which many feel will only exacerbate the problem.

Recent developments promise only bridge the divide between the  the capital’s two largest islands, however, with the construction of the Malé-Hulhule bridge a prominent part of the government’s flagship plan to expand the reclaimed island into a ‘youth city’ of 50,000 people.

Meanwhile, responses to proposals for special economic zones in the country have ranged from skepticism to alarm as the country seeks to make itself attractive to foreign investors once again.

“What I see is that three quarters of the population would probably move to the capital and the rest of the country will be taken over by the corporations,” predicted Salma Fikry, a long-time campaigner for decentralisation.

“Everything is moving towards that direction and the Maldives will lose a lot of their culture – a lot of their lifestyle – these things that make us Maldivian,” she said.

“Unsurprising”

Both Fikry and the online social movement the Rajjethere Meehun Party (RMP) have described the UNDP’s findings as “unsurprising”.

Citing the failures of successive governments to foster sustained development in the atolls, Fikry noted that the lack of political will for such projects had deep historical roots.

“The whole point of decentralisation is scary for the Maldivian government because they like to keep people dependent, they like to think of themselves as doing people favours,” she said.

“It’s very deep-rooted – the government in Malé has feared that the southerners and the northerners might revolt against the government because this has happened in the past.”

The most notable instance of separatism in the country came in the late fifties as the country’s three southernmost atolls seceded from the nation to form the United Suvadive Republic, with a lack of central government assistance being cited as a major reason for the breakaway.

While the short-lived republic was forcefully brought back under the authority of Malé in 1963, the issues appear to remain, with both Fuvahmulah and Addu City councils complaining of a lack of government support in local development.

Fuvahmulah Island Council recently blamed the Ministry of Health for dangerously under-resourced health facilities – an accusation repeated in Kulhudhuffushi this week, and Addu City Council has recently resolved to develop its own guest house tourism industry.

The concentration of the country’s dominant tourism industry has remained in the central atolls despite the government’s initial tourism master plans envisioning an even spread after the initial clustering around the capital in 70s and 80s.

Last week’s UNDP report cited the presence, or the absence, of tourism as a major contributor to to human development levels in the country’s disparate regions.

Despite the development of numerous regional airports, just under 40 percent of the country’s tourism capacity is located in Malé’s Kaafu atoll, with a recent survey showing that 85 percent of the country’s 1 million plus annual visitors reach their destination in less than hour’s journey from the capital.

Addu atoll – the country’s second most populous urban area – currently hosts just 3.6 percent of the country’s bed capacity, while at the opposite end of the country, residents of the only atoll in the country without a resort – Haa Dhaal – recently launched an online campaign calling for equitable development.

Special Economic Zones

The Special Economic Zones bill – recently introduced to the People’s Majlis – has been touted as a way to incentivise foreign investments, reduce the country’s reliance on tourism, and bring rapid development to the Maldives.

Proposals for nine economic zones throughout the atolls, which will include generous tax breaks and relaxed government oversight, have been greeted by many with caution.

Speaking after the launch of the UNDP report last week, Governor of the Maldives Monetary Authority (MMA) Dr Azeema Adam said that, with these incentives, the only benefits that the zones could bring would be local jobs.

“In the special economic zones, developers have the right to bring any amount of expatriate workers as well, so we might be able to generate jobs, but if those jobs go to expatriates we are not going to reap the benefit of such development activities,” said Dr Azeema.

Added to the absence of local expertise in relevant industries, the MMA governor said that serious questions should be asked about the benefit to local people – a point seconded by the RMP.

“On first read, it sounds like a monster in the making,” said the group. “The picture we get is is a scary one. Huge corporate agendas that could overtake all local ownership as well as national ownership of the Maldivian archipelago.”

Minivan News was unable to obtain comment from the Ministry of Economic Development or the Local Government Association at the time of publication.

Both the RMP and Fikry noted that, once an area is allocated as a special zone under the bill, all areas under the jurisdiction of local councils can be taken over.

“Is that really what we want in the long term – do we really want to be under a special zone superintendent by giving away our right to participation in our own development and governance?” asked Fikry.

Both suggested a better option for local development might be to allow for fiscal decentralisation as envisioned in the 2010 Decentralisation Act – whose provisions have yet to be fully enacted.

Failure to fully devolve the powers outlined in the landmark legislation has prompted Addu City mayor Mohamed Soabe to describe the legislation as “just for show”, while Malé City Deputy Mayor Shifa Mohamed has accused the current government of attempting to destroy decentralisation.

This week’s UNDP reports noted – when conducted on an optimal scale – decentralisation can have “positive effects” on human development.

However, with local councils rendered impotent by a dependence on central government finance and the relentless expansion of the capital, neither Fikry nor the RMP are anticipating any surprising developments soon.

Immigration detains 58 migrant workers in Laamu Gan

58 people were detained from Laamu Gan by the Department of Immigration and Emigration (DIE) yesterday as the government’s special operation to deport undocumented migrant workers continues.

“This operation will continue, that was the number of people we could transport yesterday. As soon as we get seats from a boat travelling to Malé, more people will be taken in,” said Laamu Gan Council President Ahmed Salah.

The council led the operation alongside the DIE, the Maldives Police Services (MPS), and the Maldives National Defence Force (MNDF).

“This [the operation] is good for the island and for the country as well. This will create a lot of job opportunities for Maldivians,” said Salah.

While the most common type of work conducted by immigrants on the island is agriculture and fisheries, some are engaged in other occupations such as masonry, odd jobbing, and working in restaurants. Maldivian laws prohibits both fisheries work and self-employment for expatriates.

Salah estimated there would be around five hundred migrant workers on the 5000-strong island, most of whom he suggested were undocumented, and some of whom had fled the island during the operation.

He also noted that some of the workers taken in during the operation had valid visas but were considered undocumented as they were either not doing the work their visas were issued for, or were working for a different employer.

Impact

The main reason for having such a large migrant worker population on the island was their low wage demands compared to what is expected by locals, explained Salah.

“People give them around MVR2000 [per month] and an additional MVR500 for food and provide them with accommodation. There are so many of them on fishing boats and doing agricultural work,” he added.

According to the council president, migrant workers rent houses with each of them paying around MVR150 each day – agricultural workers live in small huts built on their fields, and fishermen live on their boats.

Following the council’s recommendations on behalf of the public, DIE has agreed not to take any action against locals who employ undocumented workers, Solah said.

“People are employing migrant workers like this because the implementation authorities have allowed them to do so. So we are requesting immigration to at least not to fine them [local employers], and let this time be a warning and show some leniency. So no fine have been imposed on the employers,” he explained.

Prior to the current operation, the immigration department conducted a  voluntary repatriation program, offering leniency for undocumented migrant workers who wished to return to their home countries voluntarily at their own expense.

The current programme was announced in April by the Minister of Defence and National Security Mohamed Nazim – also head of the Immigration Department – who promised that “within three to four months the whole Malé will be cleaned”.

According to Nazim the priority would be to deport those detained in the operation as soon as possible.

Earlier this month 33 undocumented workers were detained as part of this nationwide action, although Minivan News was unable to obtain a comment from the immigration department regarding the operation’s specifics.

Human Trafficking

The Maldives was recently removed from the US State Department’s tier two watch-list for human trafficking after remaining on it for four consecutive years, narrowly avoiding international sanctions.

While the 2014 US State Department’s Trafficking In Persons (TIP) Report highlighted the recently enacted anti-trafficking law and the opening of a shelter for victims of trafficking, the report noted that there are “serious problems” in enforcing the law protecting victims.

Some of these problems highlighted in the report include lack of procedures to identify victims among vulnerable populations, and inadequate training for officials.

The report further stated that “the government penalized some victims for offenses committed as a result of being trafficked and also deported thousands of migrants without adequately screening for indications of forced labor.”

These concerns were echoed by Human Rights Commission of the Maldives (HRCM) Jeehan Mahmood.

“In the absence of victim identification guidelines it is very likely that victims of human trafficking would be taken in during such operations, because there is no clear way to identify if such a person is a victim or not,” she said.

Jeehan did, however, note that the anti-trafficking steering committee established under the new counter trafficking act had already drafted a national guideline of internationally accepted standards.

She highlighted the need to criminalise human smuggling along with trafficking, explaining that the HRCM has proposed to amend the law for this purpose.

“The two are very different, it is an issue of consent. So there should be a specific definition for this. It is very important for the State to understand this. And without a clear definition a victim of trafficking could be prosecuted for that,” she said.

Maldives off US State Department trafficking watchlist

The Maldives has been removed from the US State Department’s Tier 2 watch list for human trafficking following the introduction of legislation last December.

This year’s 2014 Trafficking in Persons (TIP) report – regarded as the key global measure of anti-trafficking efforts – sees the Maldives avoid relegation to Tier 3 along with the accompanying sanctions.

“The Government of Maldives does not fully comply with the minimum standards for the elimination of trafficking; however, it is making significant efforts to do so,” read the report.

The report – released yesterday (June 20) – saw Venezuela, Malaysia, and Thailand join 20 other countries deemed to be making no significant efforts to reduce trafficking.

Other states on Tier 3 include Zimbabwe, North Korea, Russia, Eritrea, and Saudi Arabia.

While the introduction of the Anti-trafficking Act in the Maldives was lauded, as well as the opening of the Maldives’ first shelter for trafficking victims and the first conviction for the offence, the report made a number of recommendations for further improvement.

“Serious problems in anti-trafficking law enforcement and victim protection remained,” said the TIP report, which noted that an unknown number of the approximately 200,000 expatriate workers in the country experienced forced labour.

Among the advice given in the report was the development of guidelines for public officials to “proactively identify” victims, noting that thousands of migrants have been deported recently without adequate screening for indications of trafficking.

A voluntary repatriation programme started last December for undocumented workers, while the government has pledged to detain and deport all undocumented workers in the capital Malé over the coming months.

The report called for greater efforts to ensure victims are not penalised for acts committed as a result of being trafficked as well as a systematic procedures for referring victims to care providers.

Recruitment and prosecution

It was noted that the newly introduced legislation made progress towards victim protection – including health care, shelter, counselling, and translation services, in addition to a 90-day in which victims can decide whether to assist authorities in criminal cases.

However, the report’s researchers observed that “victims were often afraid of making statements to the police because they did not believe effective action would be taken on their behalf.”

Blacklisted recruitment agencies – who often recruit migrant workers for up to US$4000 for non-existent jobs – often re-emerged under different names, the report explained.

“Observers reported that Maldivian firms could recruit large numbers of workers without authorities verifying the need for the number requested; this led to an oversupply of workers,” said the State Department report.

Minister of Defence and National Security Mohamed Nazim – also in charge of the Immigration Department – has previously announced that, within twelve months, recruitment quotas will only be issued to agencies rather than individuals.

Immigration Controller Hassan Ali was unavailable for comment at the time of publication.

It was also noted in the US report that authorities had again failed to criminally prosecute any labour recruitment agents or firms for fraudulent practices.

“Passport confiscation was a rampant practice by private employers and government ministries, who withheld the passports of foreign employees and victim witnesses in trafficking prosecutions the government did not prosecute any employers or officials for this offence.”

Furthermore, the State Department received reports of organised crime groups – some of whom were said to run prostitution rings – receiving political support.

Yesterday’s report also reiterated suggestions previously given to Minivan News by government officials regarding the disruption caused by the transfer of anti-trafficking efforts to the Ministry of Youth and Sports.

Questions over the state’s ability to implement the landmark legislation were evident throughout the Maldives country profile, as was the law’s failure to distinguish between smuggling and trafficking.

“Observers noted that trafficking-specific training was needed government-wide, especially for investigators, prosecutors and judges,” read the report.

The report’s final recommendation was that the Maldives acced to the UN Trafficking in Persons Protocol which supplements the 2000 Convention against Transnational Organised Crime.

Foreign minister calls for Muslim self-assesment over negative image of Islam

Minister of Foreign Affairs Dunya Maumoon has called for a thorough self-assessment to identify the reason Islam is being associated with intolerance, terrorism, violence, and backwardness.

Speaking at the 41st session of the Council of Foreign Ministers of the Organisation of Islamic Cooperation (OIC), Dunya suggested that although Muslims could blame the West and Western media, Muslim societies must make a self-assessment as to why Islam is being tarnished by images linked to terrorism.

“Muslims were once the pioneers of science and technology. Today, we have to accept the reality that Muslim societies are on the brink of falling into an abyss for creativity,” said the foreign minister in Jeddah.

“It is beyond imagination, or within the realm of belief, to think that we can overcome these dark times? Let us recommit ourselves to work together to overcome our challenges. United and strong we can once again become the standard bearers of tolerance and innovation,” she said.

Condemning Islamophobia, Dunya also argued that the chaos seen in the Muslim world today is a result of not exercising true Islamic ideals.

“Islamic principles and values of justice and equality of all humans, and the right of citizens in having a say and a stake in their governments is well in line with modern democratic values,” she said.

Urging the OIC to unite in support for democratic change around the world and in Islamic societies, Dunya said Maldives was an emerging democracy that is striving to advance its democratic institutions and to cherish the values of Islam.

Stating that Islam emphasises the equal rights and responsibilities of men and women, she called on the OIC to work to protect, safeguard, and guarantee the rights of Muslim women around the world.

Concern over the ‘tarnished image of Islam’ was also highlighted in OIC Secretary General Iyad Ameen Madani’s statement.

He called on ‘European leaders’ to reflect internally “before accusing Islam of racism, Nazism and committing massacres against others” and called for the rights of Muslim minorities around the world.

“The Organization of Islamic Cooperation condemns terrorism wherever it is and confirms, as in all international agreements and resolutions in this regard, that terrorism has no religion, nationality, doctrine, color, or race,” said Madani

“It is rather a phenomenon that should be combatted and addressed wherever it is and whatever its source may be. Accordingly, the Organisation of Islamic Cooperation rejects and condemns any attempt to render terrorism equivalent to Islam, a religion espoused by more than two billion people throughout the world.”

Madani noted that terrorism, religious, and sectarian extremism, and the rights of Muslim minorities outside the Muslim World were primary concerns of the OIC.

Concepts of human rights, the rights of women and children, and religious practice were also listed a key interests of the group.

A statement from the UN Secretary General Ban Ki-moon was also delivered yesterday at the conference, in which he commented on issues faced by Muslim communities around the world, particularly in Myanmar, Mali, Central African Republic, Syria, Palestine and Iraq.

Stating that a humanitarian crisis is quickly unfolding in Iraq, Ban Ki-moon called for a national security plan against terrorist threats, saying that OIC members can play a key role in creating a positive and enabling environment for a national dialogue in Iraq.

Women’s rights NGO criticises altered Ramadan work hours

Women’s rights NGO Hope for Women has criticised the altered working hours this Ramadan, stating the decision was made without consideration as to how it would impact women working in public service.

“In the Maldivian society, domestic responsibilities typically fall on women, with added work during the month of Ramadan for the preparation of the meals for the family in time for breaking fast,” said the NGO.

“Therefore, we believe that the decision regarding the Ramadan working hours have been made without giving consideration to how it would impact women working in public service.”

The President’s Office today announced the working hours at government offices for Ramadan and the seven days of Eid al Fitr, which will be from 10am til 2:30pm.

While it is usual for the government to reduce work hours every Ramadan, this year’s timings are one hour later than previous years.

Hope for Women, highlighting recent reports that the number of women working in the civil service is twelve percent more than men, and said that finishing work late would impact women negatively as the domestic responsibility of preparing food for breaking the fast at sunset falls on women in the Maldivian society.

A recent election observation report from an observer mission noted that women continued to face multiple barriers to participation in public life, leading to acute under-representation in the public and political spheres.

The average time for sunset and breaking the fast this Ramadan is at 6:20pm.

Hope for women also suggested the government’s decision was influenced by the late hour football matches of the ongoing World Cup tournament which it claims is causing many government employs to attend work late.

The massive popularity of the tournament has already prompted the government to relax previous opening times for local cafes in order for people to watch the matches, which currently conclude at around 5am.

Speaking to Haveeru, spokesperson to the President Ibrahim Muaz assured the decision has no connection to the World Cup, saying that it had been made to allow people to spend more late hours in worship.

Even if might upset some workers, the government’s decision was made after considering everyone’s convenience.

The Ministry of Education has, meanwhile, reduced school times to three hours during Ramadan.

Single session Schools will hold classes in the morning from 9am until 12pm, while schools with two sessions will hold classes from 8:30am til 11:30am and from 11:45am until 3pm – with an extra 15 minutes for noon prayers.

The ministry has also informed all schools to make arrangements for students to pray at schools and not to conduct any school activity at night in a way which could interfere with religious activities such as obligatory prayers, optional prayers, and religious preaching

Human Development Report highlights Maldives’ regional divide

The UNDP’s second Human Development Index (HDI) report for the Maldives urges stakeholders to address regional inequalities which remain a “major challenge” towards human development.

The first sub-regional HDI report of its kind, titled ‘Bridging the Divide: Addressing vulnerabilities, Reducing inequalities’ was officially launched today, analysing the disparities between the Malé region and the outer atolls.

“Where one is born within the Maldives determines many of the opportunities and choices available to a person,” reads the report.

“Remote islands with small populations have limited accessibility to services including schooling, healthcare, social services, job opportunities and face overall isolation.”

Since its first HDI report in 2001, the Maldives has graduated to middle income country status. Today’s report, however, noted that while the nation’s HDI score is 0.688 – placing it in UNDP’s medium development bracket – the regional analysis reveals stark inequalities.

While the atolls’ development was revealed to be 0.627 in 2012 – placing it in the mid-level HDI group, alongside countries such as South Africa and Indonesia – Malé’s HDI was 0.734, putting it in the high development bracket next to Azerbaijan and Mauritius.

Used as a measure to gauge people’s choices in life – accounting for access to education, nutrition, healthcare, security, political and cultural freedoms – Norway currently tops the Human Development Index (0.955), while Niger ranks last (0.304).

The global average HDI average is 0.694.

The Divide

‘Bridging the Divide’ notes that income and educational choices are the most notable of the inequalities faced by those born outside of the capital.

“A person living in Malé is likely to complete three years more of schooling than a person living in the atolls,” explained the report.

It was also noted that the average income for a person living in Malé – equivalent to US$4251.90 – is one and a half times that of a person living in the atolls.

The report noted that rapid internal migration to the capital Malé has itself become a cause of inequalities

“In-migration to  Malé has led to a sharp increase in living costs, poor housing conditions, overcrowding, pollution and a general sense of frustration and impatience in the public.”

After categorising the Maldives into seven regions, the report showed regions 2 and 6 – containing Noonu, Raa, Baa, and Lhaviyani atolls in the north, and Gaafu atoll in the south – to be under performing.

The best performing region contained the central Meemu, Faafu, and Dhaalu atolls – reflecting the concentration of the tourism industry in the Malé area.

The HDI report recommends enhancing the benefits of of tourism – which has taken the Maldives from one of the world’s poorest nations in the 1970s to having South Asia’a highest GDP per capita today – to the wider population.

It was noted that the rich-poor divide was being exacerbated as the tourism industry “operates as a powerful oligarchy and has given rise to an elite class that owns much of the country’s wealth”.

While acknowledging the recent growth of the guest house industry, the report argues that the bulk of the luxury resort industry provides little opportunity for local small and medium enterprises.

Vulnerabilities

Core physical vulnerabilities identified in the report included the Maldives’ small land mass, lack of natural resources, while economic weaknesses focused on the heavy reliance on tourism and a high external dependence on imports.

Such vulnerabilities reduce the ability of institutions to address inequalities, with the report suggesting that solution lies in “building resilience through improved spatial planning, increasing targeting and effectiveness of social protection measures, restoring fiscal and macro-economic stability and diversifying the growth base.”

It was acknowledged that considerable improvements in poverty levels, life expectancy, and access to education had been assisted by “fiscal prudence” between the mid 90s to the mid 2000s which must return in order to continue the country’s HDI progress.

The effective targetting of vulnerable groups – those facing more than one impediment – is needed in order to design policies and programmes to address their development needs. The removal of blanket subsidies was one example of such a policy change.

The development of a hub and periphery model in the atolls – improving local services and relieving the pressure on the capital – was mooted alongside the completion of governmental decentralisation.

Finally, it was suggested that long-term thinking among political leaders – beyond a five-year election cycle – is key if human development is to be enhanced in the island nation.

“Political parties and political leaders need to start thinking beyond the ballot,” read the report. “With democratic transition, the country’s long-term development planning process has been side-lined.”

While noting that human developed requires a strong democracy, the report concluded by suggesting a reappraisal of the state’s “extraordinarily high costs”.

“For a small country like the Maldives, with mounting pressures, fiscal crisis and high debt distress, it is time that political parties, institutions, civil society and the public engage in debate; and agree to right-size the governance system, to make it more sustainable and to maximize the democratic dividend and enhance the freedoms and choices for the people.”
