Environmental coalition urges President to stop oil exploration

Twenty NGOs have urged President Abdulla Yameen to stop plans for oil exploration in Maldivian waters, or risk the country’s economic and environmental health.

In a joint statement of concern, marine conversation NGO OceanCare’s President Sigrid Lueber warned that the oil explorations could have “severe socio-economic consequences in the fisheries and tourism sector”.

After pledging during his election campaign to begin new efforts to find oil, President Yameen’s government has claimed investor interest in the project, while a German research vessel carried out a seismic survey last August.

Speaking to Minivan News today, founder of local environmental NGO Ecocare, Maeed Zahir, said that the public does not take seriously the concerns put forward by local NGOs.

“Several people have questioned our technical expertise on oil exploration and used it as an excuse to dismiss our concerns,” said Maeed. “However, with several international NGOs speaking out against the exploration we hope it will be taken more seriously.”

The statement of concern was also sent to several members of the cabinet, including fisheries minister Dr Mohamed Shainee, tourism minister Ahmed Adeeb, economic development minister Mohamed Saeed, and environment minister Ahmed Thoriq.

President’s Office Spokesperson Ibrahim Muaz said that only the president could comment on correspondence addressed personally to him, directing Minivan News to the relevant ministers for updates on the exploration project – none of whom were responding to calls at the time of publication.

The Maldives has also been included OceanCare’s silent oceans campaign. The NGO – which was granted Special Consultative Status with the UN’s Economic and Social Council in 2011 – is encouraging people to write to Adeeb urging an end to exploration.

Seismic impact

The NGO coalition’s statement of concern warned that exploration will have adverse effects on the Maldivian economy as a result of negative impacts on fisheries.

Seismic air guns – one of the most commonly used survey methods for offshore oil exploration – produce loud bursts of sound by introducing air into water at high pressure which then penetrates hundreds of kilometers into the earth’s crust.

OceanCare stated that the air guns produce a pulse of noise lasting 20 to 30 milliseconds, which is repeated an average of every 10 to 15 seconds, often for 24 hours a day.

“Three decades of controlled scientific studies leave no doubt that intense sound damages fish and impact fisheries,” said the Swiss NGO. “Ocean noise has a negative effect on at least 55 marine species.”

A recent study commissioned by the Namibian government revealed a sharp decline in catch as a result of increased seismic exploration in the Orange River Basin. The country’s tuna catch shrunk from 4,046 tons in 2011 to a mere 650 tons in 2013 after a shift in migratory routes.

Similarly, the Australian tuna industry has said the process may threaten the survival, abundance, or evolutionary development of native species or ecological communities.

Additionally, a recent study into the impacts of air guns on marine life ranked them as the second highest contributor of underwater noise caused by humans – only underwater nuclear detonations have been found to cause more.

The NGO statement also noted the adverse effects on marine biodiversity as a result of such surveys, pointing out that Maldivian tourism is heavily dependent on a healthy and diverse marine eco-system.

Tourism and fishing account for 90 percent of the Maldives’ GDP, while providing three-quarters of all employment and two thirds of foreign exchange earnings.

The government’s development plans include both a reduced reliance on tourism, as well as minimising the country’s dependence on imported fuel through the enhanced use of renewables. Imported fuel consumes around one third of the Maldives’ GDP.

Preliminary Research

Last year, the German research vessel ‘Sonne‘ – which came to the Maldives to conduct research into global warming – conducted preliminary research exploration free-of-charge on the government’s request.

While pointing out the importance of proper Environmental Impact Assessments in oil explorations, the coalition of environmental groups expressed concern that no such EIA or public consultation was undertaken prior to this research.

Speaking at the time, fisheries minister Dr Shainee said that explorations will be carried out in one of three areas which have properties suggesting the presence of oil and gas. The identified locations were located 100 miles east of the area between Laamu and Thaa atoll.

Shainee also said that the information obtained will be shared with the Maldives in the first quarter of 2015. He said that the data would not be shared with any third party, and that further explorations would follow to confirm any positive findings.

In February 2014, the Maldives National Oil Company Ltd – a subsidiary of the State Trading Organization – said it would soon begin advertising the country as a destination for oil exploration.

Speaking at the 18th Saarc Summit held last year, Indian Prime Minister Narendra Modi said that India wishes to assist Maldives in its search for oil reserves, while cabinet members reported that oil exploration was on the agenda of the first China-Maldives joint commission on trade, held in December.

Fisheries Ministry to set up stricter fines for turtle hunting

The Ministry of Fisheries and Agriculture has revealed today that it is working on setting up stricter fines of up to MVR10 million (US$650,000) for the illegal capture of turtles and tortoises.

Senior research officer Adam Ziyad told Haveeru that the regulation would allow the ministry to penalise offenders who illegally capture turtles and tortoises, adding that the regulation had been sent to the Attorney General’s Office for legal advice.

The government’s response came after local environmental NGOs Ecocare and Bluepeace condemned images circulating on social media showing a turtle being cut in half, demanding an immediate response.

Also speaking at the press conference today, Director Hussein Sinan said that current procedures required the police to file the cases as criminal offenses, leading to a court case which often does not yield results due to difficulties in obtaining testimony from offenders.

However, with the new regulation in place, the fisheries ministry would have the authority to punish the offenders.

Speaking to Minivan News yesterday, Bluepeace Executive Director Ali Rilwan said that the main obstruction to preventing such instances was poor coordination between the ministry of fisheries and the Environmental Protection Agency – a regulatory body under the Ministry of Environment and Energy.

According to the existing fisheries regulations, the “catching, fishing, collecting or killing” of sea turtles is illegal throughout the country. The collection of sea turtles and eggs is also illegal, but only in 14 of the country’s 1,192 islands.

Transport vehicles need renewable energy plan: Blue Peace

“Solar power is not the only source, and it is not enough. We have to pursue other sources as well,” said BluePeace founder Ali Rilwan about the Maldives’ recently proposed mission to cut emissions by 60 percent, using solar energy primarily.

The government’s plan was approved by the Cabinet last month, and a recent proposal from the Renewable Energy Investment Office (REIO) was submitted for crowdsourcing on the internet last week.

Rilwan called the mission admirable but incomplete. “Proposals have been made, but we haven’t seen anything in the Maldives in years,” he said. According to Rilwan, the Maldives is overlooking one of the most significant energy-consuming functions in the country: water transport.

Over 25 percent of the Maldives’ GDP is spent on diesel used for boats.

“Wetlands and vegetation absorb carbon dioxide, and the oceans are being affected by boats’ daily diesel use. But nobody has studied the specifics of carbon sinking, to calculate that 60 percent emissions reduction we need to evaluate how much needs to be done,” he elaborated. “We don’t know, we might be carbon neutral already.”

When diesel was first introduced to boats in the Maldives in the 1970s, law required that sails be kept on boats, said Rilwan. Not only was this method energy efficient, it also had cultural value.

“The sail wasn’t just carbon-neutral, it was a cultural tradition. We also used to have sailing competitions as part of our tradition. But now the sails are no longer required, although you’d think they would be a good idea for a tourist destination like the Maldives.”

Rilwan said the Ministry for Human Resources and Sports last year supported a “not so carbon friendly” motorcycle competition last year, allegedly on Hulhumale.

In January 2010, the Maldives joined 137 countries in signing the Copenhagen Accord declaring their intention to go carbon neutral by 2020. The document is not legally binding but it recognises climate change as a leading issue worldwide.

A government official said the Maldives has since focused on decarbonising the electricity sector, which accounts for over 31 percent of industrial project expenses.

Decarbonising the Maldives over the next 10 years is expected to cost the Maldives US$3-5 million.

Earlier this week, the Maldives signed the Renewable Energy through Feed-In Tariff.

The tariff is expected to reduce electricity costs by promoting a shift from oil fuel to renewable energy sources.

Rilwan praised the government’s “political will and efforts to negotiate” renewable energy in the Maldives. But he said investment in renewable energy was expensive, and that the Maldives lacks expertise.

REIO’s crowdsourcing initiative aims to improve that shortfall.

“While we are working now on the initial production planning and development we will also be looking to use local and international expertise to develop storage capacity,” said Minister for Economic Development Mahmoud Razee.

The initial plan, which is up for debate on an on-line forum, does not account for night time energy and energy storage due to its high cost. A government official said today that limiting use of solar energy to the daytime would still reduce costs significantly. Meanwhile, storage costs are expected to drop to an affordable rate in the next five to ten years.

The official added that plans addressing land transport vehicles’ energy emissions will be announced in the coming months. He noted that not only are electricity-based motorcycles and cars affordable, but Male’s small size negates the concern of going too far from a recharge station.

Although water transport energy reductions have not yet been addressed at the government level, Renewable Energy Maldives (REM) Director Hudah Ahmed said today that the company will soon be testing one of the first hybrid dhonis.

“Solar power is a viable option for the Maldives,” said Ahmed. “But we always say that energy efficiency comes before renewable energy. Consider how to do the best with what you have and what you need before you try to reinvent the system with a whole new resource.”

The REM hybrid dhoni uses a converter, and could reduce diesel consumption by 30 percent. Ahmed said the big idea is to replace current ferries and fishing boats with hybrid dhonis.

Ahmed suggested the Maldives investigate ocean thermal energy conversation (OTEC), a method of generating energy from the temperature differences between deep and shallow waters. “It isn’t commercial yet, but REM says it shouldn’t be ruled out. I think there are some areas in this country where OTEC could be useful,” said Ahmed.

Government signs MoU for first national marine park sponsored by private individual

The Ministry of Housing and the Environment has signed a memorandum of understanding with a private individual, Mohamed Hameed, to create the Maldives’ first comprehensive national marine park.

The park, which Hameed says was conceived in the 1980s, is designed to protect nine islets in South Miladhunmadulu Atoll Edhudhfarru.

Hameed proposed his plan to former President Maumoon Abdul Gayoom’s administration in 2007, but says the current administration has been more supportive and would be overseeing the project.

The government has asked that the plan involve minimal intrusion to the natural environment. “I would expect the government to have a majority share in the program,” said Hameed, explaining that a foundation would be established for the park project.

Hameed said he has been advised by scientists from all over the world, and describes the Edhudhfarru area as “fragile and sensitive, with more water than land, and many unique flora and fauna.”

Hameed said the Marine National Park will provide day trips only, and visitors will pay a fee. An underwater observatory is also expected to draw researchers and tourists alike.

Bluepeace, a local environmental NGO, voted last night to support the project.

“We are very supportive of the concept,” said the NGO’s founder, Ali Rilwan. “I think it is very important that private sector individuals get involved in conservation.”

Rilwan said the Edhudhfarru area is very rich in biodiversity, adding that Bluepeace “expects [the foundation] to be much better than most places because of Hameed’s vast knowledge and interest in the place.”

Rilwan noted that this was the first time a private individual had proposed a conservation project to the government, and that the marine park would be the first national park to host a research center. The land itself will be given to the project’s foundation, which has yet to be established.

Tourism Minister Dr Mariyam Zulfa said the park was intended “not just for preserving species for people to see, like in a zoo. There will be activities going on with the research.”

International groups had been inquiring about such a park for years, she noted.

“The park should have been established a long time ago, because tourism in the Maldives is based on sustainable development,” she said.

Director of the Environmental Protection Authority (EPA) Mohamed Naeem said the organisation had not been officially informed of the project, although he understood it had been given to a private company, and said it was “too early to know what to expect from Mr  Hameed.”

Hameed has meanwhile said he hopes locals will become involved in the project. “A national park can only be preserved with the collaboration of the community, and the community should not feel they are deprived of use of the area in any way,” he said.
