EXIM Bank of China offers US$57 million loan for IT infrastructure overhaul

The state-owned EXIM Bank of China has offered the Maldives a US$57 million (RF878 million) loan to assist the development of IT infrastructure in the country, Minister of Communication Dr Ahmed Shamheed had told local media.

Dr Shamheed yesterday confirmed that the funding, which can be paid back over a 20 year period, would still require approval by the People’s Majlis under next year’s budget. If approved, he told local newspaper Haveeru that the “majority” of the loan would be spent on building a new 15-storey government office designed partly to house new national IT projects.

Shamheed was not responding to calls from Minivan News at the time of press.

Speaking yesterday, the communication minister claimed that projects including the introduction of so called “smart cards” – proposed as an all-in-one driver’s license, identity and an ATM card – and a high definition (HD) video conference network would be set-up with the loan.

Shamheed told Haveeru that the projects would be undertaken by the Centre for Information Technology (NCIT), as part of wider plans to connect government authorities through a single IT network.

Civil Aviation Authority investigation under-way over capsized seaplane

The Maldives Civil Aviation Authority (CAA) has confirmed that an investigation is presently taking place into an incident that saw a Trans Maldivian Airways (TMA) seaplane capsized near to the Conrad Maldives Rangali Island resort yesterday.

CAA Chief Executive Hussain Jaleel told Minivan News today that no one had been injured in the incident, which had resulted in some structural damage.

“We are investigating the matter right now,” he said. “There are reports of some structural damage so we are required to do this, but there have been no injuries recorded.”

When questioned as to whether the incident may lead to a wider review of current seaplane procedures in the Maldives, Jaleel said that it was not possible to say without the report’s conclusion.

“Let’s see what the report finds first,” he added.

Citing an unidentified contact who claimed to be present on the resort at the time, newspaper Haveeru reported yesterday that the incident occurred after a propeller on the seaplane’s left side struck a platform. The collision was reported to have broken a pontoon and resulted in the aircraft then capsizing.

Maldives to compete in Nehru Cup football tournament next month

The Maldives is anticipated to be the only South Asian representative in an international football tournament to held next month in India, local media has reported.

The Football Association of Maldives (FAM) is reported to have accepted an invite to compete in the Nehru Cup football tournament that will be held in New Delhi from August 23 to September 2, according to newspaper Haveeru.

To accommodate participation in the tournament by local players, the FAM has said it will look to reschedule matches in the country’s domestic Dhiraagu Dhivehi league to allow Hungarian coach Istvan Urbanyi and the Maldives national team time to prepare.

Haveeru has reported that the tournament, which has last held back in 2009 and won by India, will see the Maldives compete against a number of international teams including Syria, Jordan, Cameroon, Nigeria, Thailand, Costa, Zambia and Malaysia.

Foreign investment key to address dollar supply issues: economic development minister

Economic Development Minister Ahmed Mohamed has claimed in local media that the value of the US Dollar against the Maldivian Rufiyaa is not expected to fall in the “near future”, citing the need for a new long-term financial strategy.

Criticising the previous government’s decision to amend local dollar exchange rates – capped at Rf12.85 until April last year –  in an attempt to alleviate black market trading of foreign currency, Ahmed claimed a new approach to foreign investment was needed to alleviate the supply situation.

“After Ramadan, we will announce several new projects. This would be a solution to the dollar problem,” he told local news service Sun Online yesterday.

Ahmed also hit out at the previous government’s decision to discontinue charging import duty to instead impose a General Goods and Services Tax (G-GST). The tax, which was passed by parliament last year rose to six percent from 3.5 percent yesterday while import duties were lowered or eliminated for a range of commodities starting January 1, 2012.

The Tourism Goods and Services Tax (T-GST) was meanwhile raised to six percent for 2012 as stipulated in the GST Act.

Despite Ahmed’s criticisms, two former economic ministers serving within the administration of former President Mohamed Nasheed claimed last month that they were confused by the seemingly contradictory measures of increasing import duties whilst reducing GST.

MBC yet to finalise plans for new “Dhivehi TV” channel

The Maldives Broadcasting Corporation (MBC) has announced its intention to launch a new national television channel under the name of “Dhivehi TV”, according to local media reports.

Television Maldives (TVM) Chief Operating Officer Mohamed Asif said that beyond the name, no decisions had yet been made on a possible target audience or the type of programming the channel would provide.

While still in the planning stages, Asif told local newspaper Haveeru that the channel would not be a replacement for the Youth TV channel, which was abolished when MBC assumed control of the state’s media assets in February this year.

Until the controversial transfer of power on February 7, the parliament-created state broadcaster MBC had been engaged in a long running tug-of-war with state-owned Maldives National Broadcasting Corporation (MNBC) for control over state media assets, which were re- branded by the company as MNBC One and Raaje Radio.

20-year-old male survives Hithadhoo knife attack

A 20-year-old male stabbed on the island of Hithadhoo yesterday evening is not thought to be in a serious condition, according to local media reports.

Sun Online reported that the man, identified as Hussain Shafeeg, received a two-inch stab wound in his left shoulder after allegedly being attacked by a group of eight people.

Police have said that no arrests had been made in connection to the alleged attack, according to the report.

Revenues for June lower than expected: MIRA

A fall in GST revenue and tourism land rents is to blame for lower than expected revenues in June, the Maldives Inland Revenue Authority (MIRA) has said.

Revenues for June 2012 still increased 11 percent on the corresponding period for 2011, however this was 10 percent lower than projected, MIRA stated, partly due to a shift in payment deadline to July 1 for the land rents.

Total revenue collected for 2012 so far is Rf 3.5 billion (US$227 million), MIRA said in its June report, a 59.1 percent increase for the same period in 2011.

31.5 percent of the total revenue was received from Tourism Land Rent, whilst 15.2 percent, 12.5 percent and 12.5 percent represents revenue collected from GST (Tourism Sector), Bank Profit Tax and GST (Non-tourism Sector) respectively.

MIRA’s collection accounts for most of the government’s revenue, aside from the import duties that were not phased out with the introduction of the Tourism Goods and Services Tax (TGST).

Nasheed’s claims of military coup, talibanisation false, Masood tells FT

President’s Office Spokesperson Masood Imad has written the Financial Times in response to a recent article in which former President Mohamed Nasheed called for a tourism boycott.

“It is hugely irresponsible and deeply concerning that a former head of state and current presidential candidate for the elections taking place in 2013 is attempting to destroy the heart of the Maldivian economy – tourism,” writes Imad. “The Maldivian people make their living through the success of the tourism industry and Mr Nasheed is seeking to devastate their livelihood.”

“The article incorrectly refers to a ‘military coup’. Mr Nasheed resigned on February 7, 2012 of his own free will. As per the Constitution of the Maldives, President Mohamed Waheed (vice president at the time) assumed responsibility. President Waheed, committed to providing factual and legal clarity around the events that led to the resignation of Mr Nasheed, established the Commission of National Inquiry to conduct an independent and impartial investigation into the developments that culminated in the resignation of former president Nasheed. The findings will be published at the end of July.”

“Mr Nasheed’s claims of “Talibanisation” are in their entirety completely false, inflammatory and offensive. Such accusations accentuate his misunderstanding of Islam, the Maldives and the Maldives people. The national unity government upholds the rule of law in the Maldives and is focusing on strengthening human rights, the independence of the judicial system and ensuring that the elections taking place in July 2013 (brought forward from November 2013) are fair, free and meaningful.

“In response to your correspondent’s comments that the Islamist Adhaalath Party have acquired more power, it is important to note that Mr Nasheed invited the Adhaalath Party to join the coalition during his presidency.
The government of Maldives is extremely disappointed that Mr Nasheed has decided to tour the US propounding these allegations. We will continue with the business of running the country and clearing up the serious mess he left in the Maldives.”

President attends 2012 Maldives Film Awards ceremony

President Dr Mohamed Waheed Hassan was among the attendees at the 2012 Enchanteur Maldives Film Awards ceremony held yesterday at the Dharubaage convention hall in Male’.

As well as presenting this year’s Lifetime Achievement Award to Arifa Ibrahim, the president also handed a special plaque to commemorate the film, Loodhifaa, which took the accolade for best feature, according to the President’s Office website.

Ismail Rasheed took home the best actor award for his role in Loodhifaa.

Niuma Mohamed won the best actress award for her as performance in film “Niuma”, based on a struggle of daughter who is sexually abused by her own father and brother. She also won the best director award for the movie.
