Comment: The enigma of the Adhaalath Party and their radical politics

In the autumn of the first elected democratic government, the Adhaalath Party (AP) brought in major radical reforms and sidelined their original party leadership. The freedom they enjoyed after the 2008 elections became a chance for opportunists among them to seek personal vendettas in politics.

The radicalisation of the AP became most prominent when they gathered on the 23rd of December in 2011 to honour and glorify Allah by becoming the judges of Allah. This reminded me of the assassin who brutally murdered Caliph Ali Ibn Abi Tholib saying, “There is no judge other than Allah” portraying himself as the judge in killing the leader of Muslims.

In a similar fashion, the 23rd December alliance portrayed themselves as judges in becoming the triggermen for ousting their ‘un-Islamic’ president, proclaiming him an infidel. These repercussions were the result of a speech given by President Mohamed Nasheed in Denmark to a predominantly non-Muslim audience regarding the growing fundamentalism of Islam.

The gist of his speech suggested that the way the holy Quran and Prophets words or Hadhith was interpreted by some sheikhs created polarisation among Muslims – a theory widely agreed upon by several Muslim scholars around the world. The radical ideology created by the AP, however, was that they were the only learned Islamic scholars who could glorify Islam – in a country which has been practicing Islam for hundreds of years without any radicalisation or polarisation.

The opposition of Nasheed’s government at the time intelligently utilised the AP as bait in instigating continuous and consistent public strikes, by deceiving the minds of faithful Muslims. The AP was given the role of labelling the government un-Islamic and creating fear among the faithful Muslims that ‘God’s treasured nation’ with one hundred percent Muslims will become a Christian or an atheist nation.

The public became more engaged when small radical groups sponsored by envious politicians came out in public demanding religious freedom. The fall of democracy began with more and more hatred and with the charismatic sheikhs becoming highly pragmatic and vocal against Nasheed -calling him and his regime un-Islamic, accusing him of forming allegiances with Christians and Jews.

The more moderate sheikhs kept their mouths shut and hence did an injustice to naive Islam-loving citizens. One exception was an apolitical sheikh who, through media, spread a silent interpretation in which he claimed the ousting of the leader of a nation who is in Islamic faith is against prophet’s teaching. However, the media turned a blind eye to these words, being more interested in bad news – as bad news is always good news for them.

On the February 7th of 2012 the storm struck and the elected president was ousted. The AP completed their assignment with high distinction. Hence they became powerful and vocal, and got a fair share from the government labelled as a “coup regime” by the Maldivian Democratic Party (MDP).

To most people, the AP was Sheikh Imran, the ‘mighty mouth piece’ of AP who seemingly acts as God’s judge in giving verdicts to defame their opponents as infidels. The people became nostalgic and now could not decide what was right or wrong. The arrogance, pride, and prejudice the sheikh holds against his opponents in fact became so controversial that many in the public came to regard him as a disgrace to Islam. The irony was that no sheikh or learned scholar was able to criticise him. The reality was that most of the learned Islamic scholars were behind the AP, supporting them and looking for opportunities to promote their political careers.

When the time came for parties to prepare for 2013 presidential elections, the AP had a misconception that they were the playmakers in the game, as they believed their high distinction in toppling governments could always change things in their favour. However, the incumbent president was not well convinced and disagreed with them. The opportunists among them demanded large amounts of money according to pundits, which turned off Dr Mohamed Waheed.

This rejection led them to join with Ibrahim Gasim.  They went through the first round with Gasim and were unable to beat the MDP. The obvious second round dragged them to a dilemma and they could not keep their word. It was strange for such people acting on behalf of God and claiming to glorify Islam to show such hypocrisy in their decision-making.

The watchful public then started feeling disgust over the so called truthful, honest, Islam-glorifying sheikhs. The public in fact saw them as unable to make up their mind and lacking in any principles or political ideologies, but rather becoming hitch-hikers and opportunists.

To make matters worse, the AP became much weaker in the new government than they had been under the governance of their arch-rival Nasheed. To their dismay, the old loyal sheikh and classmate of Gayoom – who was cartooned and lampooned by AP sheikhs previously – became their superior in a ministry they had sole control of in the past.

The hitch-hikers finally realised their position when their coalition partners defied their request to allocate some constituents for them to compete for parliament. For them the AP was just a parasite and a pain in their rears. Overwhelmed with lack of support they contested against their partners with the hope of winning over them. However, the already intimidated public rejected their candidates, with the exception of a famous woman with a high reputation for being modest and open minded.

The AP have gradually understood their position in the coalition and have become so weak, they now have to bow down to politicians far more ‘un-Islamic’ than Nasheed. The dilemmas and the enigmas now made them see that ‘There is no judge other than Allah’ and no one can claim to be a judge on behalf of Allah.

The educated elite behind AP want a reform, but regaining public trust is an issue they must overcome. To make matters worse, all major political parties want them to be sidelined as radical fundamentalist Islam is not accepted anywhere in the world, and the supreme leader of the PPM has a powerful aversion to sheikhs. Most of the AP sheikhs also have gone into hiding from public, realising that they had abused a naive public into believing an ideology they created with no basis or principle.

Their arrogance has led several sheikhs allied with them to fall silent and perhaps even to repent for their mistakes in throwing the state in to chaos in the name of Islam. For AP to rise up they need to create a political ideology to play politics equally well with their competitors. The use of Islam, and claiming to be the sole authority of glorifying Islam is no longer a slogan they can sell to public as their competitors now all have equally learned sheikhs with them.

Parliament passes revised penal code

Parliament passed the revised penal code today more than four years after it was resubmitted to the 17th People’s Majlis.

If ratified by the president, the new penal code will replace the existing law that was drafted and enacted in the 1960s.

The new law will come into force one year after ratification and publication in the government gazette.

The revised penal code (Dhivehi) was passed with 48 votes in favour, one against and three abstentions.

The penal code was first put to a vote in December, 2013, after review by a select committee. It was rejected 36-34 with one abstention and returned to the committee.

Parties in the ruling coalition issued a three-line whip to defeat the bill on the grounds that principles of Islamic Shariah law were not adequately reflected in the final draft.

The bill passed today was however the same draft voted on in December with three amendment submitted by an MP. MPs had been required to submit amendments before January 20.

The first draft of the penal code was prepared in 2006 at the request of then-Attorney General Hassan Saeed by Professor Paul Robinson, a legal expert from the University of Pennsylvania.

Following its initial submission to the 16th People’s Majlis in 2006, the draft legislation was resubmitted in late 2009 after the election of the 17th Majlis, where it remained in committee stage until December last year.

Opposition Maldivian Democratic Party MP Ahmed Hamza – chair of the select committee that reviewed the draft legislation – told Minivan News in December that delays in completing the review process was due to the long periods required for seeking commentary and consultation from state institutions such as the Attorney General’s Office and the Islamic Ministry.

During the parliamentary debate in December, MP Ibrahim Muttalib insisted that “no human being has the right to rephrase divine laws in Islamic Sharia into separate articles in a law.”

Progressive Coalition MPs contended that some penalties in the final draft were in conflict with provisions of Shariah law.

Religious conservative Adhaalath Party Sheikh Ilyas Hussain had also previously criticised the bill, claiming that it would “destroy Islam”. Ilyas’ remarks subsequently prompted a parliamentary inquiry.

Police investigating anti-Islamic activity on social media

The police are investigating online anti-Islamic social media activity, officials have confirmed.

A police media official confirmed that the investigation was  initiated by the police, but that they have since received similar complaints from the public.

Minivan News has learned that the police investigation is particularly focused on a Facebook page titled ‘Dhivehi Atheists/Maldivian Atheists’, though police have said that the investigation is not focused on a particular page but all such unlawful activity will be investigated.

Religious conservative Adhaalath party has condemned the page for  insulting the Prophet and God by drawing offensive cartoons. Adhaalath called to block the page and take action against everyone behind the page.

The page, which appears to be run by Maldivians, posts content critical of and insulting Muslims, Islamists, Islam, God, and the Prophet Muhammad. Liked by just 300 users, the majority of the posts are in local Dhivehi language.

According to the page administrators, the purpose of creating it was encouraging Maldivians to leave Islam and “choose the path of science and reason”.

Reacting to the page, a number of people are posting comments with apologetic content and advising those behind the group to repent and accept Islam. Some users are calling to behead the anonymous administrators of the page and praying for God’s wrath upon them.

Several posts made by visitors accused various people of being behind the page and threatened to kill them. Many visitors have stated that the administrator has been identified to be a woman.

The 2008 constitution of Maldives declares that all citizens of the Maldives should be Muslims, while article 32 of the Religious Unity Regulation declares “Insulting or committing any action that may offend Islamic slogans” as prohibited.

This includes anything which “insults Allah, His Prophets and Messengers, the Companions of Prophet Mohamed (PBUH)”. Insulting the Quran, Islamic Mosques and Other Islamic slogans are also prohibited.

The punishments for these offenses are given in the Religious Unity Act of 1994, which allows 2-5 years imprisonment or house arrest, and an additional year for every time such an offense is repeated. Under Islamic Shariah law as interpreted in the Maldives, apostasy is punishable by death.

While discussion of controversial religious issues are restricted by law, much discussions happens online with moderate Muslims, secularists, Islamists, and atheists discussing and debating on religious issues through social media.

Hate speech and threats against contributors are regularly posted by radicals on both sides of the debates.

While many locals identify themselves as non-Muslims online, only a few cases of Maldivians who publicly declared their disbelief in God have been reported in the media.

Among them was 25 year old Ismail Mohamed Didi, who was found hanged from an air traffic control tower in 2010. Didi had been seeking asylum after his colleagues started harassing him for his atheism.

In the same year, Mohamed Nazim announced his disbelief on live television during a public question-and-answer session with Islamic speaker Dr Zakir Naik. Nazim was escorted from the venue by police for his own protection, before announcing his return to the faith after religious counselling received while in detention.

In 2011 a silent protest calling for religious tolerance was attacked by Islamist extremists, the main victim in the attack – local blogger Ismail ‘Hilath’ Rasheed – also faced a life threatening attack the next year before seeking refuge abroad.

Innamaadhoo island council asks Islamic Ministry to take action against Sheikh Shameem

Innamaadhoo island council, in Raa Atoll, has filed a complaint with the Islamic Ministry against Sheikh Ibrahim Shameem Adam after he allegedly preached inside the island’s Friday Mosque without first obtaining permission.

Speaking to Minivan News today Council President Ibrahim Fayaz said that Sheikh Shameem went to the island last Saturday and requested the council’s permission.

Before receiving a response from authorities, however, Shameem held a sermon on the island, said Fayaz.

“They announced that there will be a sermon that night on the topic of sports and entertainment and held the sermon without our permission and we did not do anything about it because then they say Innamaadhoo council had obstructed religious activities and that we are anti-Islamic,’’ he said.

He said that the first 50 minutes of the speech was very good before beginning to resemble a political campaign meeting.

“He started talking about politics and the upcoming parliament elections and people inside the mosque came out, only a few were waiting inside,’’ Fayaz said.

“More than 200 people gathered outside the mosque in protest to the speech he was giving because it was supposed to be a religious sermon and not a political rally.’’

Fayaz said that islanders came and complained to the council, warning that if the council was not able to stop him the islanders might have to do it.

“So I then went inside and turned the loudspeaker and microphone off, but he did not stop,’’ he said.

“I asked him who gave him the permission to conduct a sermon inside the mosque and he replied by saying that the ‘Higher Authorities’ gave him permission. I do not know who higher authorities were.’’

Political sermons

Fayaz said that Shameem indirectly criticised both Maldivian Democratic Party (MDP) and the Progressive Party of Maldives’ parliamentary candidates.

“He criticised them in a way that everyone knew who he was talking about, but did not mention the names,’’ he said. “We even called the police that night because there might have been unrest on the island – and five councilors will not be able to stop the islanders.’’

He said that police asked the council to take a statement from Sheikh Shameem, but that Shameem refused to come to answer questions.

Furthermore, Fayaz alleged that the Islamic Ministry would not take any action against him because he was sent by the Adhaalath Party.

Islamic Minister Sheikh Mohamed Shaheem Ali Saeed today told Minivan News that he had not received any information of the incident.

In December last year Omadhoo island council stopped Sheikh Shameem from delivering a religious lecture at the local mosque, fearing it might “disrupt the stability and social harmony of the island”.

At the time, Haveeru reported that when the council asked for a formal request for permission, the organisers sent a text message to the council president saying the lecture would go on with or without the council’s permission.

In May 2013 Sheikh Imran Abdulla and Sheikh Ilyas Hussein were obstructed from preaching in Vaikaradhoo, in Haa Dhaalu atoll, whilst Kamadhoo island council in Baa atoll prevented Sheikh Nasrulla Ali from preaching.

In Vaikaradhoo the sheikhs continued with police protection in the presence of local opposition activists.

In September 2013, Maldives Broadcasting Corporation (MBC) Chairman Ibrahim Umar Manik told a parliamentary sub-committee that the commission had stopped religious sermon ‘Andhalus’ conducted by Sheikh Shameem for violating the state broadcaster’s guidelines.

The MBC chairman,along with members of the commission, were summoned before the independent institutions committee following complaints by MDP MPs that the sermon by Sheikh Shameem infringed the rights of the party’s presidential candidate.

“We definitely do not consider [televising the sermon] as anti-campaigning against a particular candidate using religion. [But] around 11:35pm, because his talk was changing a little, we stopped the live [broadcasting],” Manik told the parliament committee at the time.

Current laws and regulations require religious preachers to obtain permission from local councils in order to preach at mosques in their administrative areas.

Saudi Prince pledges mosques and aid for Islamic, health, and education sector

Crown Prince of Saudi Arabia, Salman bin Abdulaziz has pledged to build ten “world-class” mosques in Maldives, Saudi news agency Arab News has reported.

Quoting Maldives’ Islamic minister Sheikh Mohamed Shaheem, the agency stated the prince donated US$1million to the ministry for “various projects” and another US$1.5million for health projects.

Prince Salman pledged to provide aid in the education sector, and Shaheem explained that an invitation was extended to him to visit Saudi Arabia and discuss way to bolster ties in “matters related to religion and education”.

Yesterday Shaheem left for Saudi on an official trip.

Other areas in which Saudi cooperation was sought during the prince’s visit include the ministry’s mosque ‘Waqf‘ fund, Center for Holy Quran, and in Hajj pilgrimage affairs.

The report said that “it was not immediately known” if the the Maldivian proposal seeking US$300 million credit facility was discussed during the meeting. The credit facility – to finance the Maldives budget deficit – was pledged by the prince during former President Dr Mohamed Waheed’s visit to Saudi in July 2013.

At the time DrWaheed told local media that it would be a 5-8 year loan with an interest rate of 1-2 percent.

Saudi Arabia has already agreed to donate seven mosques this year, with MVR28.8 million allocated for six of these mosques in the Islamic Ministry programmes for 2014.

Fifty Scholarships to study in Saudi Arabia were also announced recently, with just fourteen applications being received by the initial deadline. In January, a group of Saudi Islamic Scholars visited the country to conduct religious education ‘dawra’ program for local scholars.

Haveeru reported that female Islamic scholars were excluded from these discussions, while the Saudi scholarships also require female students to be accompanied by a male ‘guardian’ or mahram during their time studying in the country.

Islamic scholars from Saudi also conduct religious education ‘dawra’ programmes annually in the Maldives as a selection process for the Saudi funded Islamic education programs for a selected number of students.

Prince Salman is expected to spend some time in the Maldives on holidays before returning to Saudi Arabia. During his official meeting with President Abdulla Yameen he discussed economic and diplomatic cooperation between the two countries.

Comment: The politics of the death penalty in the Maldives

In a presidential campaign rally in 2008, former President Maumoon Abdul Gayoom dismissed the issue of death penalty:

“Maldivians won’t accept it. The international community no longer accepts it…this can’t be done in the Maldives.”

Five years’ on, and such a statement from a major politician seems unthinkable. In fact, in 2012, in the aftermath of the murder of Afrasheem Ali, Gayoom stated: “Death penalty is an option.”

Not mainly a religious or human rights issue

Coming from a secular liberal background, a person may conveniently blame the changing nature of this issue to a rise in ‘fundamentalist Islam’, Islamism, or Salafi puritanism.

Without denying the reality of re-Islamisation, this explanation comes partly from a fundamental fear of Islamism by secular liberals. The death penalty goes deeper than religion or liberal human rights.

While none in this debate claim that criminals should be set free, in 2008 Gayoom eloquently argued that forgiveness is more preferred in Islam. The Islamist side has been largely silent on the emphasis of mercy in Islam, thus making it difficult to limit the Islamist calls for death penalty to religion.

Even during President Amin’s time, the execution of the death penalty was not particularly meant to fulfill a religious obligation by a religious state. Amin’s constitution – based on Ceylon’s constitution granting dominion status – was one of the most secular and authoritarian of all Maldivian constitutions. Back then, Ibrahim Shihab claimed: “I could not find in the Republican Constitution any concern for Islamic principles and Divehi conventions’. Amin himself was accused of being ladini (irreligious).

Now take human rights. The right to life is the main basis for rejecting capital punishment under mainstream liberal conception of human rights. Yet, the death penalty has no equal juridical, advocacy, or enforcement status to other basic rights like freedom of religion, which has been completely denied in the Maldives.

In reality, for both sides, death penalty is about the very identity, the very nature of the state. It is indeed one test case for the ‘Islamist state’ – or the ‘secular state’, depending on which side one stands in the debate. The death penalty is about this mutual fear of the perceived influence and control by one side over the other with regards to the nature of the Maldivian state.

A matter of secular yet illiberal politics

While the death penalty may be a life-and-death issue about the nature of the state for liberals and the Islamists, the real actors and the real issues in this debate are neither religious nor liberal – though Islamism and human rights now feed into the background context of this issue.

The real actors who will determine the issue one way or the other are the secular (yet illiberal) politicians.

The real issue is instrumentalisation of religion and Islamo-nationalist sentiments of the people for political gain by ordinary politicians. This has created a vicious cycle in which every politician/party has a high premium to show their religious or Islamo-nationalist credentials, and discount the opponents’ credentials.

The result is what I call the ‘instrumentalist dilemma’ – the situation where a person (or a group) individually or privately holds a position/belief that they collectively or publically can’t hold. The instrumentalist dilemma is at play not only in the death penalty, but also in religion-based discrimination such as citizenship restriction.

Gayoom’s apparent turnaround or Foreign Minister Dunya Gayoom’s position seems to be none other than this dilemma. More clearly, the Maldivian Democratic Party (MDP) chairperson’s recent support for it, or the MDP’s retraction of a statement rebuking the death penalty in 2012 – is this dilemma in action.

Stop the instrumentalist madness

The upshot of these instrumentalist dialectics is the irrational, out-of-hand outcome that the collective don’t necessarily want as individuals. If anything will see the death penalty implemented, it’s such secular, illiberal instrumentalist madness – not Islamism, Salafi puritanism, or religious fundamentalism.

But an outcome of madness neither serves religion nor human rights. And, much less does it address the issue of murder.

As for religion, irrespective of the question whether or not capital punishment is a religious obligation, without personal pious intention (niyah) the act doesn’t become a religious act. As for human rights, saying no to capital punishment is saying yes to the right to life.

As for murder reduction, a 2009 survey of criminologists – people who know the stuff about crimes and crime reduction – revealed that an overwhelming 88% believed death penalty was not a deterrent to murder. Similarly, murder rates have remained consistently lower in non-death penalty states over death penalty states.

Therefore, the religious and the liberals and those who are genuinely concerned about religion, human rights, or crimes should oppose this political madness, not each other.

Maldives – A Return to Religious Conservatism: The Diplomat

“As Maldivian President Abdulla Yameen completed three months in office on February 17, one could not help but notice the Indian Ocean archipelago’s return to religious conservatism and its growing engagement with China,” writes Vishal Arora for the diplomat.

“The Maldives, a string of 1,192 islands, has made several moves to cement the supremacy of Sunni Islam since Yameen was sworn in as president in November 2013.

The Ministry of Islamic Affairs has set its top priorities for 2014, which include blocking all religions except Islam in the nation, ensuring that all laws and regulations adhere to Islamic principles and developing and strengthening the Islamic Fiqh Academy to issue fatwas.

The ministry has also signed an agreement with the Saudi Arabian Muslim Scholars Association to receive a grant of MVR1.6 million, or $104,166, for the “mutual goal” of developing and improving the study of the Quran and religion.”

Week in review: February 9 – 15

The Supreme Court’s running battle with the Elections Commission resurfaced this week, with a trial for contempt of court – including the dissolving of political parties – being sprung on commission members.

The Maldivian Democratic Party (MDP) slammed the case as an attempt at intimidation prior to the Majlis elections, with Mohamed Nasheed suggesting that an election boycott would do less harm to democracy than participating in a fraudulent poll.

As campaigning for the March elections began in earnest, the MDP criticised the current government’s development plans, while the ruling coalition questioned the opposition’s commitment to separated branches of government.

Estranged coalition member the Adhaalath Party, meanwhile, continued its plan to field candidates in direct competition with its supposed allies, much to the chagrin of Jumhooree Party leader Gasim Ibrahim.

As the government approached 100 days in charge, ambitious plans to double the current pension pot through “innovative” investments were announced, while plans to enhance the role of Islam in society took further shape.

Plans to increase Islamic education are likely to hindered slightly, however, after the Teacher Association revealed its plan for strike action should the government not heed requests for reform. Elsewhere, court employees refusing unpaid overtime were suspended.

The development of Kulhudhuffushi airport appeared a step closer this week, with environmental regulations altered in order to allow dredging of the island’s mangrove.

Local NGO Ecocare continues to view the project as unconstitutional and economically unviable.

The cabinet’s promised discussion on the implementation of the death penalty took place this week, with ministers urging President Abdulla Yameen to establish regulation for execution procedures.

The confession of the country’s most recent recipient of the sentence, Hussein Humam was used as key evidence in the continuing Criminal Court case against his alleged accomplice in the murder of Dr Afrasheem Ali.

The recent recipient of an 18 year sentence for drug trafficking, Ibrahim Shafaz ‘Shafa’ Abdul Razzaq, this week appealed his sentence from Sri Lanka after being allowed to leave the country on medical grounds last week.

Questions regarding the Criminal Court’s own actions were also asked this week as it continued to refuse new cases sent by the the Prosecutor General’s Office, despite requests from the Supreme Court. The new PG will now start the job with a backlog of over 500 cases.

Members of the Majlis national security committee were informed by the Asia Pacific Group of the country’s obligation to enact anti-laundering legislation, while the parliamentary privileges group summoned police to give information on the investigation into the Alhan Fahmy stabbing.

Former Police Integrity Commission Chair Shahindha Ismail this week accused both the Majlis and the police watchdog of “intentional negligence” in investigating the chaos that followed the controversial transfer of presidential power two years ago.

Rising numbers of tourists in Malé led the council to issue a suggestion to all local hoteliers that visitors be made aware of appropriate dress codes in inhabited areas.

The latest figures from the Maldives Monetary Authority revealed that tourist arrivals has risen by 17 percent in 2013, though this was not sufficient to prevent Air Asia X suspending its Maldives services.

Finally, the Maldives slipped further down RSF’s Press Freedom Index, dropping to 107th in the list. Elsewhere in the media, DhiTV and it’s sister station DhiFM Plus were asked to stop broadcasting upside down pictures of Elections Commissioner Fuwad Thowfeek.

Islamic Ministry reveals policies and programmes for the year

The Ministry of Islamic Affairs yesterday revealed the government’s Islamic policies and programmes for the year 2014.

Unveiling the policies, the Minister of Islamic Affairs Mohamed Shaheem Ali said Islam is a religion of moderation, and that the ministry’s main objective is to maintain the methodology of moderation.

He also said the ministry would strive to unite the Maldivian society and inculcate Islamic values.

Eleven targets were give as key objectives of the ministry:

  • Not allowing any religion except Islam in the Maldives
  • Strengthening and maintaining the Islamic creed and unity in the country
  • Establishing and strengthening Islamic Shi’ar (symbols of greatness and glory of Islam)
  • Establishing a strong Zakat (Islamic alms taxation) system in the Maldives.
  • Development of National Hajj Corporation to ease pilgrimage
  • Ensuring all laws and regulations fit Islamic principles
  • Advising state institutions on religious matters, and developing and strengthening the Isamic Fiqh Academy to issue Fatwas
  • Strengthening Islamic education
  • Widening the range of work to spread the Quranic knowledge
  • Building mosques and Islamic centers and broadening the role of mosques
  • Improving the internal administration of the ministry

The ministry has laid out a detailed programme to achieve these objectives, a large part of which comprise of Islamic awareness programs.

These include the publication of books, television, and radio programmes, Friday sermons, nation-wide preaching programs, weekly preaching at mosques, daily readings of ‘Riyadul Saliheen’ (written by 13th century Syrian Scholar Imam al-Nawawi) in all mosques in the country.

According to the ministry, publications and media content produced within the Maldives or brought in from abroad will be monitored to ensure it is not in conflict with the ‘the Islamic creed’.

Special focus on children and youth

The ministry’s programmes focus particularly on children and youth,with plans to pressure relevant authorities to broaden Islamic knowledge in the national curriculum. The ministry’s Fiqh Academy is mandated with advising on curriculum reform to enhance compatibility with Islamic principles.

Preaching at school assemblies, special workshops, and a monthly Islamic public forum targeting women and youth have also been planned.

In addition to this, the ministry also plans to publish Islamic books, CDs, and a monthly magazine which will be distributed to all school and public libraries. Newly introduced awareness methods include Islamic camps for children and a ‘Street Dawah’ program. Islamic higher education opportunities will also be provided for students.

Other awareness programs include Islamic marriage guidance, annual Islamic fairs, and regular sessions at prison and rehabilitation centers. The ministry will be collaborating with ‘Discover Islam’ – a Bahraini religious NGO – to organise several awareness programmes.

Quran and mosques

In terms of Quran recitation, the ministry aims to train 500 Hafiz (people who memorise the complete Arabic text of the Quran) within ten years and 90 Quran teachers within the year. Quran classes will be held for children and adults all around the country and private Quran teaching centers will receive the ministry’s assistance.

The ministry will coordinate the construction of forty mosques within the year. Fourteen of these mosques are already under construction with MVR72.6 million from national budget. MVR65.2 million has been allocated in this year’s budget for the construction of seventeen mosques.

From the Mosque ‘Waqf’ Fund established in 2013, MVR3 million has been allocated for the construction of two mosques. A ten-storey building named ‘Darul Iman’ will be constructed to sustain the fund.

Saudi Arabia has also agreed to donate seven mosques this year, MVR28.8 million has already been allocated for six of these mosques.

Moderation

The concept of moderation in Islam was stressed by minister Shaheem, though calls for ‘moderation’ have already been criticised by prominent members of the ruling coalition.

The Progressive Party of Maldives (PPM) and it’s coalition members campaigned for the presidential elections on a religious platform, vowing to ‘protect Islam’ from ‘irreligious’ former President Mohamed Nasheed.

The opposition Maldivian Democratic Party (MDP) – Nasheed in particular – accused the PPM and its coalition members of abusing Islam as a political weapon.

During the campaign minister Shaheem said that he prayed for “Allah to curse Nasheed by setting dogs on him”.

Last year Nasheed was criticised and labeled irreligious for supporting Islamic moderation and his criticism of Wahhabism, while the violent protests that lead to the Nasheed’s resignation – in what he describes as a coup d’etat – were also fueled by similar accusations.

Just two months prior to the transfer, a huge gathering calling to ‘defend Islam’ was held by the coalition aligned parties, while opposition MDP held a rally calling for ‘moderation’.

“We don’t know there is a moderate, higher or lower Islam. We only know Islam,” coalition member Jumhoree Party’s leader Gasim Ibrahim, while Nasheed asked his supporters,“should we ban music? Should we circumcise girls? Because we won’t allow these things, we are being accused of moving away from religion.”
