Comment: How do you solve a problem like the Maldives Police Service?

Today marks 79 years of Policing in the Maldives. Pity, that it has become so controversial an issue to appreciate.

A mistrust of the Maldivian police and security services has been ingrained in me for most of my life. I grew up with stories of arbitrary arrests, brutality in jails, and the concept that the police were not there to protect and serve my interests, but those of their immediate superiors. In fact, one of the fundamental things that I had to accept in 2008, after the country’s first multi-party Presidential election, was the idea that the Police were no longer ‘enemies’, or even the ‘golha-force’, but very much part of the apparatus of state that any government had to take into consideration. It wasn’t an easy task.

Controlling my body not to shudder at the sight of a blue camouflaged uniform and black ankle boots, and understanding that not every arrest the police made was arbitrary. Most of all learning to trust the police took time, commitment and a lot of stubbornness. Maybe that sense of apprehension and mistrust went both ways.

No doubt, the prospect of a MDP government would have filled most senior police officers with a high sense of foreboding. After all, these were the very people that they had seen on the other side of an investigation table, inside a jail cell and on the street loudly confronting them at every given opportunity. Let’s not take lightly the extent to which the police were a political tool of Maumoon’s authoritarian regime, and as a result, that they were very much a product of the democratic reform process in the Maldives at that time.

The Maldives Police Service was created in September 2004. Mostly out of the need to placate the international community, and to perform a PR exercise after the human rights debacle that was 12/13 August 2004.

Instead of policing duties being conducted by the National Security Service or the Army, we got the Maldives Police Service and the Maldives National Defence Force. Basically – blue and green uniforms. Two hastily divided institutions plunged into a fast-changing political environment to which they were inextricably tied. Millions were poured into the MPS – equipment, training, strategic action plans, philosophies of policing and of course, new blue uniforms. Unfortunately, it seems that most of the training went into how to use new equipment rather than how to Police within new democratic laws. Of course, Adam Zahir being at the helm was never going to help. Neither did the Hussain Solah incident, especially after Evan Naseem.

Nonetheless, the MPS emerged as an institution with heavy amounts of funding, a select group of highly educated officers, very young, not always disciplined recruits and a top brass that was intent on maintaining the status quo. Many in the top brass had spent years in the NSS, looked up to individuals like Adam Zahir as father figures and in some cases, had managed to log quite a few ‘favours’ through the Maumoon regime and therefore were heavily indebted. Add to this the ‘Star Force’, the frontline of an authoritarian defence whose very existence and modus operandi depended on the long leash of their superiors and government.

During the establishment of the MPS, human rights discourse, although in the Maldivian mainstream and a significant facet of the MPS PR machine, had not and it now seems has not filtered through to the officer on the street. The MDP government due to their personal histories of being victims of human rights violations and their voicing out against police brutality faced greater pressure to ensure that these incidents did not take place under their watch.

Political prisoners were no longer an issue, but it would be unfair to say that maltreatment of detainees in jails completely disappeared. We could say it lessened significantly and that it was no longer systematic. There was definitely more oversight, with the Human Rights Commission and the Police Integrity Commission, but it was still a work in progress. A work in progress, which was focusing on issues such as the reduction of drugs, terrorism, gang violence and theft rather than simply on political protests.

Yes, the whole institution still unnecessarily stuttered at the sight of a protest, but there was more to the ‘Protect and Serve’ during the last three years than ever before. I suppose however, that ‘works in progress’ – especially in an infant democracy – are vulnerable, and leadership was not always forthcoming.

The extent of its vulnerability and the ability to which outside forces with vested interests managed to manipulate the disenchanted and politicised officers on the inside was evident on 7 February 2012. As a result, I find myself asking, ‘now what?’

Now that the police have played such an inexplicably outrageous role in engineering a coup and bringing down the country’s first democratically elected government – who are they protecting and serving now?

It cannot be the Maldivian people. No matter which side of the political spectrum you fall, however much you hate Anni and the MDP, I cannot imagine that many people genuinely condone the actions of the police on 6-8 Feb. Unless you’re vicious Visam (MP) of course!

I for one condemn it with every fibre of my being. I don’t believe that all police officers participated or even supported the actions of the mutinying officers on the 6th night. Many went along out of an ill-begotten sense of camaraderie to their fellow officers who they believed would have been arrested by the MNDF. As they should have been – nothing justifies a coup. Especially the very politicised actions that preceded it.

I understand that many officers who don’t accept this new situation can’t just up and leave, be it because of a need to provide for their families or a sense of duty to an institution that they have helped develop, but it is difficult to remember this when faced with footage of the carnage that was February 8 and the stories that have followed since.

The re-emergence of individuals like [Police Commissioner] Abdulla Riyaz is frightening. He may have undergone a course in customer needs and conducting business through social media, but the nature of the man remains the same: brutal. Unapologetically so.

As such, the use of force although granted to policemen by law, seems again far too easy a whim for officers to use rather than a measure to be taken in the gravest of circumstances. The fact that they have to be accountable to their actions, that they must provide a greater example, is non-existent. That Abdulla Riyaz is surrounded by deputies who seem to either share his beliefs or are willing to silently submit to it is scary, that his superiors are opportunistic nitwits like Jameel and FA is even more chill inducing, and most of all that the Police Integrity Commission is powerless, is incredibly frightening.

So, how do I feel about the police now? Scared. Infuriated. Frustrated. And heartbreakingly disappointed. On the 79th anniversary of Policing in the Maldives, I do not wish Police Officers hearty congratulations. Instead, I wish for them a sense of responsibility and understanding of their role in the disruption of a democratic state. I continue to wish that action will be taken against officers who so blatantly violated the police act and abused unarmed citizens. I call for somebody to be held accountable for the actions of Police officers on February 8, I call for a re-evaluation of the need of the ‘Special Operations’ Unit, and I call for the resignations of Abdulla Riyaz, Hussain Waheed, Abdulla Phairoosh, FA and Jameel. And I call for an early election.

Island President resonates deeply following coup: Grist magazine

The Island President film resonates all the more deeply following last month’s coup in the Maldives, writes Eban Goodstein for Grist magazine.

The story’s ending — perhaps tragic, perhaps a powerful continuation — is today unfolding in real time. The Maldives is a string of 2,000 islands off the coast of India, home to about 300,000 people. The highest point in the country is only a few feet above sea level. Until 2008, the islands had been under dictatorial rule for decades.

This is the best film dealing with global warming in years. It is a story of classical proportion: of true heroism, courage and nobility, of eloquent soliloquy, of intimate moments, and of political intrigue, compromise, and betrayal.

The film is also visually stunning. The vast blue ocean is both a serene paradise, and a powerful, threatening force, driving Nasheed’s political urgency. The Maldives capital, Malé, looks like an oasis of buildings rising out of the ocean. When asked by a reporter what was his plan B, should there be no action to slow global warming, Nasheed responds, “We will die.”

Shenk follows Nasheed in strategy sessions with his cabinet as the team seeks to leverage their moral argument as the first victims of climate change, canaries in the coal mine. Nasheed gives speeches, and makes his case with heads of states and ministers at the U.K. Parliament, at the U.N. General Assembly, in India, and finally — during the dark, crushing days of Copenhagen.

Last month, just after I screened the movie, President Nasheed was forced at gunpoint to resign from his office. Political opponents seized on the economic crisis and fundamentalists objections to Nasheed’s modernising Islam. At clear and ongoing risk to his life, Nasheed decided to remain in the country, writing, speaking, leading marches, and fighting for democracy.

And this is the enduring lesson from the movie. President Nasheed and thousands of others in the Maldives understand that their land and lives are threatened both by the rising seas, and by the corrupt politics of business as usual. They continue to fight for both democracy and climate justice, in the face of imprisonment, beating, torture, and murder.

Democracy not a one-off event: Dr Hassan Saeed

A few months ago when my friend decided to buy an air-conditioning unit for his house, he was overwhelmed by the number of people who were ready to offer him advice on the best unit to buy but eventually he made his choice, writes the President’s Special Advisor, Dr Hassan Saeed, for Haveeru.

The great day came when the engineer installed it. My friend was a bit puzzled that he left without even turning it on but he was so looking forward to enjoying the cool air that he put it to the back of his mind. And then the problems started….

It stopped working properly and became less and less effective as days passed. When my friend rang the company he bought the AC from, he could never get hold of anyone or if he did manage to speak to someone they didn’t seem interested in his problems-let alone in helping him fix them.

Eventually his AC almost ground to a halt, making alarming noises and was clearly becoming dangerous and at that point the company did start to take some notice and rushed round to his house. And you know what really annoyed him? The company acted as though this was the first that they had heard of the problem…

You’ll recognise this story because in reality, of course, it is describing the Maldives, the international community and our democratic journey of the last three years.

India’s image tarnished in Maldives: Zee News

There is no doubt that Nasheed, the self-proclaimed great lover of India, not only helped New Delhi track down extremists but also keep an edge over China in the India Ocean, writes Kamna Arora for Zee News.

Nasheed, 44, even questioned after receiving cold shoulder from New Delhi: “My question to Indian establishment is that if they think we did not perform, do they think this is a better option?” referring to the opposition Progressive Party of Maldives (PPM) of former dictator Abdul Gayoom. “Unlike PPM, we are a group of people who strongly believe in India, their role and functions in Indian Ocean and the relationship that we want with India,” he said.

The former Maldivian president went on to predict that India will lose to China under the new regime. India’s image also got tarnished in Maldives, which relies heavily on New Delhi for everything ranging from employment and education to health services and entertainment. A Maldivian friend, who declined to be named, told me that the swift recognition of the new regime has dented New Delhi’s image so much that ordinary Maldivians do not trust India anymore. What is India’s plan to regain that trust is yet to be found out.

Reports indicate that the new Maldivian regime is closer to inking a defence agreement with China. If that happens, what is India’s plan to gain an edge apropos China in the Indian Ocean region?

Amnesty calls on government to investigate allegations of sexual harassment of female detainees by police

Amnesty International has called on the government to investigate allegations that police beat and sexually harassed four women detained during an anti-government rally.

“While in detention they were forced to undergo naked body checks on the spurious suspicion of concealing drugs in their genitals. They were forced to strip and squat several times while in prison,” Amnesty stated, after gathering testimony from the women.

“There is no indication that the women protesters were involved in any acts of violence during the rally. Their detention therefore was arbitrary. Cases of molestation and other humiliating sexual acts against women have been reported in the past, but these latest allegations highlight a new police drive to suppress political activity under the pretext of body searching female detainees for alleged possession of drugs,” the human rights organisation stated.

“The beating and sexual harassment of political detainees under the pretext that they are suspected of possessing drugs must end. None of the four women detainees had been arrested on that suspicion so there was no justification for the searches, said Amnesty researcher Abbas Faiz.

Amnesty sought testimony from four women.

Twenty-two year-old Yusra Hussein told Amnesty that she was arrested by four female officers on March 19, who “beat me as they handcuffed me. They beat me on my stomach, which was very painful as I had had a caesarean section in the past. They grabbed my breasts and twisted them.”

After she was taken to Dhoonidoo detention centre, “They beat me with electric cables. I still have marks of their beating on my body. They then forced me to strip naked and made me squat on the floor. They took a urine test and did a body check on me.

“They forced me to sit in that position for a body check several time. Each time I felt sick but they paid no attention. They just wanted to humiliate me as they were shouting filthy words at me all the while,” Hussein told Amnesty.

Aishath Muna told Amnesty that police arrested her after she had taken another female protester to hospital.

“Police had pepper sprayed the protester and she had been feeling sick. When Aishath Muna returned to the MDP offices, two police women arrested her. She said the handcuffs which they used on her were very tight. She complained but they took no notice. She was then taken to Dhoonidhoo detention centre where she was forced to take off her clothes and undergo a body check,” Amnesty reported.

Another woman, 44 year-old Mariyam Waheeda, told Amnesty International that two women police officers who detained her on 19 March beat her “and dragged her along the floor. They grabbed her breasts and twisted them while handcuffing her. She said they took her to the police station and only released her after she convinced them she had not taken part in the protest rallies.”

The fourth woman, Aishath Aniya, “said she had been forced to undergo a urine test, was made to take off her T-shirt, bra and jeans, and was told to squat three times.”

“The Maldives has an image as a luxury holiday destination, and over the past few years, it had established a positive track record on human rights. But the fact is at the moment, not only is repression of peaceful political protest an everyday reality, it has taken an appalling new twist with this cruel and degrading treatment,” said Faiz.

“The government of Maldives must ensure that these allegations are investigated and that those found to be responsible are brought to justice.”

Amnesty noted the police response denying the allegations and recommendation that the women concerned contact the Human Rights Commission of the Maldives (HRCM).

“HRCM has told Amnesty International that they have serious limitations in terms of trained investigative staff and dealing with human rights issues in a highly politicised environment is an overwhelming challenge for them,” Amnesty noted.

“By referring cases of police abuse of power to the HRCM, when it is clear that such investigations are beyond its capacity, the government is in effect forfeiting its own responsibility to enforce respect for human rights within the police force,” said Faiz.

HRCM had yet to complete investigations into the alleged sexual harassment of female detainees in 2004, Amnesty noted.

“This is the wrong message to give to the police as it will encourage police officers to violate human rights with impunity. The Maldives government must ensure that the right to freedom of assembly and expression is protected at all times.”

HRCM is currently investigating former President Mohamed Nasheed’s detention of chief Judge of the Criminal Court, Abdulla Mohamed. Former Home Minister Hassan Afeef was summoned for questioning yesterday.

New York Times reviews the Island President

The Island President is “unabashedly pro-Nasheed”, writes Vikas Bajaj for the New York Times.

“It depicts the short, slim 44-year-old with an infectious smile as a champion of democracy and human rights. In spite of the odds against him, he tries to browbeat, beg and shame world powers like the United States, China and India into committing to reductions in greenhouse gases so his people and hundreds of millions like them do not become “climate refugees.”

Much of the movie was shot between Mr Nasheed’s 2008 election and a global climate change summit meeting in Copenhagen in late 2009. The filmmakers had unusually free access to Mr Nasheed and his team, filming him in internal strategy meetings, with his family and in discussions with leaders from other countries and global organizations.

“When people see the film, hopefully the transparency of it will be so apparent,” Director Mr Jon Shenk said. “You can’t help but see Nasheed for what he is.”

Mr. Shenk said that in addition to raising awareness about climate change, he now wants his film to convince the world that Mr. Nasheed was deposed in a coup that was orchestrated by loyalists to the former dictator, Maumoon Abdul Gayoom.

“That might be the single most important thing that the movie can do,” Mr. Shenk, who co-directed the critically acclaimed documentary “Lost Boys of Sudan” (2003), said in a telephone interview from his office in San Francisco. “It’s now clear that this new government is not democratic, that the people who run the ministries are the same people who were there under the dictator.”

One scene, in which Mr. Nasheed is in his waiting room speaking to a citizen, appears to foreshadow the more recent turmoil in the country. It’s July 2009, three months before Mr. Nasheed would make an important speech in Copenhagen. A tired Mr. Nasheed confesses to the man that he is increasingly powerless to do what he wants because domestic opposition is hardening against him.

In a sense “Island President” is the biggest media event Mr. Nasheed could have hoped for, though the attention he now needs has more to do with his country’s domestic political turmoil then climate change.

The film comes as rival factions are presenting to the rest of the world vastly different narratives of what happened on Feb. 7, when Mr. Nasheed stepped down, and what should happen next.

Aircraft makes emergency landing at INIA

A Thomson Airways Boeing 767 aircraft made an emergency landing at Ibrahim Nasir International Airport (INIA) on Wednesday morning, shortly after taking off at 10:41am.

INIA issued a statement that the
“The aircraft declared a Full Emergency after departure due to a technical fault with the aircraft avionics,” said INIA in a statement.

“Ibrahim Nasir International Airport (INIA) implemented its procedures for a Full Emergency in conjunction with Maldives National Defence Forces (MNDF), Malé Health Corporation and
other concerned agencies.”

The aircraft landed safely at 11:46am, with no harm to the 230 passengers and crew on board.

Pirates hijack cargo vessel in Maldivian waters

A foreign cargo vessel has been hijacked by Somali pirates in Maldivian waters, the Maldives National Defence Force (MNDF) has confirmed.

The Bolivian-flagged vessel was hijacked about 190 nautical miles northwest of Hoarafushi island in Haa Alif Atoll, said MNDF Spokesperson Major Abdul Raheem.

The MNDF have dispatched defence vessels to the scene of the hijacking. The vessel was identified on Somalia Report as the Iranian-owned MV EGLANTINE, with 23 crew members on board. The vessel, which has previously been named the Bluebell and the Iran Gilan, is owned by Darya Hafiz Shipping.

“Since it is a hijacking it is possible that the pirates will be armed. I cannot give further details on the mission. There are factors to be considered before going to a direct confrontation or rescue,” said Major Raheem. Foreign authorities have been asked for assistance, he confirmed.

The attack occurred this morning and was reported to the Global Maritime Distress and Safety System (GMDSS) station on Villigili at 2:30pm.

Though acts of piracy have been reported near the Maldives Exclusive Economic Zone (EEZ), Monday’s attack is the first to happen in Maldivian waters.

The Maldives is situated at a strategic intersection of sea trade routes, and a significant amount of global maritime traffic passes through or near the country’s northern atolls.

The Maldives’ government first expressed concern over the growing piracy threat in 2010 after small vessels containing Somali nationals began washing up on local islands. The castaways were given medical treatment and incarcerated while the government negotiated their repatriation.

Last week, the 40 Somali castaways in custody of the Maldives’ authorities refused to return home despite arrangements that were made for their safe repatriation.

The government had identified and obtained passports for the detainees and arranged a charter flight for their return to Somalia said a senior government official who worked on the case, but was unable to deport them against their will.

Refugees cannot be repatriated without consent under international conventions to which the Maldives is signatory, leaving the Maldives no legal recourse but to sign international conventions on the rights of refugees and migrant workers and their families and accept the Somali nationals as refugees.

In a special report on piracy in December 2010, Minivan News cited a European piracy expert who noted that increased policing of waters at a high risk of piracy was forcing pirates deeper and deeper into the Indian Ocean.

“We believe that this trend is due to the fact that the pirates are following the vessels – as merchant ships increase their distance from Somalia in order to feel ‘safer’, the pirates follow them resulting in attacks much farther east than ever before,” she said.

Concerns about rising piracy have also been expressed by yachting interests in the Maldives.

An American luxury passenger line en route to the Seychelles in January was stranded in the Maldivian waters due to “piracy risk”, while the passengers departed to the Seychelles through airline flights.

Secretary General of Maldives Association of Yacht Agents (MAYA), Mohamed Ali, told Minivan News at the time that the passenger line had arrived on December 29 and was scheduled to leave the same day after a brief stop near Male’.

However, he said the cruise captain had decided not to leave with the passengers on board due to “security reasons”, as there have been several attacks by pirates near the Seychelles.

Comment: Nasheed’s messy democratic revolution

Before we go to the ballot box again, we must understand why the first elected government was so short-lived. Some point to Nasheed’s activist personality, others to Gayoom’s control over the judiciary, and many cite political opponents’ impatience to attain power. All these highlight the dominance of personalities in our political landscape, and the lack of institutionalism in political behavior and state affairs. One underlying factor, that has received little attention in the public domain, but is emerging as Waheed’s ministers dissect Nasheed’s policies, is the economy.

Incumbents generally avoid talking about sovereign debt, budget deficits, and budget cuts, unless they are criticising their opponent’s budget in a campaign trail. And the few times that a sitting president talks about his own budget, it is a glossed over version of how well the economy is doing, how the GDP will double in the coming year, how inflation is expected to fall, and how food and fuel prices will drop to affordable levels. The electorate is usually unaware of how serious the budget deficit is, and ignorant of the perplexities involved in budget cuts under a democratic government. So it is no surprise that the electorate judges its government unfairly when it comes to economic management. Most accept the hollow promises, and expect results, but governments that are strapped for cash, more often than not, cannot deliver.

This poses big problems for a developing country struggling to implement democracy. First, the pressure on incumbents to deliver in times of deficits threatens democratic institutionalisation. Nasheed, who was up for re-election, tried to deliver at any cost, and chose to bypass democratic practices to achieve quick results. Take for example the airport lease. To meet budget needs, Nasheed chose the bidder who offered the largest sum up front, not the bidder with the best plan. When the airport board resigned, he put together a new board overnight to force the deal amidst allegations of foul play. The opposition was no doubt disloyal and irresponsible under Nasheed, and attempted to block and discredit his administration on all fronts. Nasheed tackled these problems by choosing to interpret laws and regulations in his favor, which meant there was little conformity in the state of affairs. Alas, the process of democratic institutionalization was nipped in the bud.

But the deeper problem for democracy in Maldives is not this.

Corrupt practices, and the dominance of personalities over institutions are merely manifestations of a problem that runs deeper: It essentially boils down to the dilemma of maintaining democracy without its protectors, saviors, and messiahs, in other words, a middle class; a middle class that will prop up democracy because it is the most conducive system to protecting its economic interests, and values of individual autonomy and self-expression.

If a middle class exists in Maldives, it has neither the numbers, nor the voice, to stand up for democratic principles.

Agents of Democracy

Middles classes are central to democratic analyses for two reasons: they install democracy, and ensure that it is “the only game in town” and there to stay.

Historically, democracy was born out of revolutions led or hijacked by the bourgeois, the land-owning middle class. In the UK, democracy followed the Glorious Revolution of the 17th century where the bourgeois who had accumulated wealth over time, gained enough power in the Long Parliament to demand that the king trade some political power in return for the right to tax. Likewise, in France, a revolution planted the seeds of democracy. In the 1700s, the French bourgeoisie, aided by a peasant revolution, formed the Constituent Assembly in opposition to the Estates General, abolished feudalism, and established the first French Republic.

Several centuries later, the salience of the middle class for democracy is not lost on us. Political Scientist Francis Fukuyama wrote a paper recently asking, “Can liberal democracy survive the decline of the middle class?” In it, he argues that one of challenges to democracy today is the left’s inability to articulate a realistic agenda that has any hope of protecting a middle-class society.

A multiparty election in 2008 in Maldives was not a result of a mass movement, or a middle class led revolution. It was as much a coup from within against Gayoom by his own ministers, and pressure from outside by a group of courageous and determined individuals, and by foreign governments. For a short key duration, this medley of actors took upon themselves, the responsibilities of a middle class, and installed democracy in Maldives.

The Middle Class Dilemma

If the role of the middle class as initiators has been lacking in second and third wave democracies, its absence is all the more apparent in the aftermath of the first free and fair elections. Political scientists concede that the statement “No bourgeois, no democracy,” holds true in most cases. The theory goes that, industrialisation sets in motion a process of modernisation that penetrates all aspects of life, “bringing occupational specialisation, urbanisation, rising educational levels, rising life expectancy, and rapid economic growth.” In short, industrialisation sets in motion modernization that gives birth to a middle class that at once demand “their right to have rights.” The order is important: development leads to democracy, because it creates a middle class in whose self-interest it is to support democratic values. The history of democracy in the West suggests that the growth of a middle class must precede the successful installation of democracy.

This sequence of events- industrialisation, modernisation, democracy- poses a grave problem for us.

To create a middle class, there has to be development. But fostering development within a democratic framework is a serious challenge in low-income countries. Nasheed was handed this gargantuan task when he came to power in 2008. Indian Scholar Ashutosh Varshney explains India’s struggle to do the same: “India is attempting a transformation few nations in modern history have successfully managed: liberalising the economy within an established democratic order.It is hard to escape the impression that market interests and democratic principles are uneasily aligned in India today. The two are not inherently contradictory, but there are tensions between them that India’s leaders will have to manage carefully.”

Why? Because “market-based policies meant to increase the efficiency of the aggregate economy frequently generate short-term dislocations and resentment. In a democratic polity, this resentment often translates at the ballot box into a halt or a reversal of pro-market reforms.” Successful western democracies, the US, the U., and France installed democracies after their countries transitioned to capitalist modes of production and modernised. They liberalised their markets before universal suffrage.

Nasheed’s struggle

Absent development or a revolution that transforms the economy in favor of the many, the onus of creating a middle class falls on the nascent democratic government. Nasheed’s policy objectives were in line with creating a middle class. Whether he implemented market reforms because of serious budget deficits or because of a genuine concern with redistribution, is beside the point. Head on, and fully aware who held the reigns to campaign funds, Nasheed tackled the loaded question of how to shift from an economy that enriches a few, to one that increases the pie and divvies it up more equally.

All said and done, and numerous controversies over lease agreements, minimum wage bills, and the right to strike, his tax reforms were a revolutionary break with the past. It was a first attempt at usurping the status quo. There were more. The barter system- trading an island for a harbor, a sewerage system, or a housing project- drove down the value of uninhabited islands, threatened to increase supply, and drive down the value of existing tourism products. Not only did Nasheed increase supply, but islands were handed left and right to new entrants to the tourism industry, threatening the existing oligarchy. In short, if there was a democratic revolution in Maldives, it was during Nasheed’s administration, encapsulated in his controversial market reforms that attempted to usurp the status quo, and re-distribute wealth. It was messy, it was fraught with corruption, but it was the closest we came to one.

Whereas market reforms disproportionately affect the poor in neighboring India, the unique Maldivian economy dictated that the grand oligarchy, the tourism tycoons, bore the brunt of market reforms in Maldives. A backlash was to be expected.

Nasheed’s mistake

Nasheed administration’s struggles demonstrate the dissonance in democratic theory when applied in a postindustrial world. But he also made calls that were unnecessary, and aggravated the problem of consolidating democracy without a middle class.

One of Nasheed’s biggest mistakes was in trying to modernise the masses overnight, before his policies yielded results. In a parallel process (to his market reforms), and too late in the game, Nasheed attempted to modernise through rhetoric (the likes of “Medhumin Rally”), poor decision-making (SAARC monuments), and behavior that cast him as not Islamic enough. He challenged the majority’s most dearly held identity, which is growing to be a stronger Islamic identity. The process of modernising a people is a carefully measured process that requires a special focus on reform in the economic and social realms, so that wealth and intellect are distributed more equally. And it takes time.

So it is no surprise that despite building several harbors, installing a health post on every inhabited island, increasing housing units in urban areas, and implementing a tax system, people in the outer islands, who benefited more under Nasheed than Gayoom, continues to support Gayoom’s party over the MDP. In the local council elections, which served as a referendum on the MDP government, the MDP lost most of the council seats in the outer islands, despite a well-organised campaign, and over 100 island visits by Nasheed himself.

Given such realities, the next elected government should expect no immediate rewards from the masses at the ballot box contingent on policy successes, and must be wise enough to withstand a backlash from the wealthy in the face of controversial yet necessary market reforms. The next government we elect will face the same challenges Nasheed’s did, but it can avoid ad hoc and impulsive decision-making that contributed to his accelerated downfall.

Fostering development that creates a middle class within a democratic framework is a serious challenge, perhaps one that has very few success stories. But one thing is for certain: it requires a strategising leadership that is strong enough to stand up to the business elite, yet thoughtful enough to understand the nuances dictating democratic consolidation.

The way things are moving in Maldives, I doubt we will have an election before 2013. But a bigger threat for democracy in Maldives is, come Election Day, we may not have a strong and serious leadership to vote for. If the focus is only on an election date, we are giving our politicians a free ride to power, and passing on a second chance at democracy.
