Alhan Fahmy asked to leave at reception for Gayoom’s return

Maldivian Democratic Party (MDP) MP Alhan Fahmy is claiming he was ‘threatened’ when he tried to attend a welcome reception at the presidential jetty for former president Maumoon Abdul Gayoom on his return from Egypt.

Fahmy recently joined the MDP following his suspension Dhivehi Rayyithunge Party (DRP), the party of which Gayoom is Honorary Leader.

”DRP MPs and people of the leadership came and warned me that if I stayed here I ‘might hurt myself’,” Fahmy said, ”but the jetty does not belong to DRP so I stayed there.”

Gayoom had attended a gathering marking the Prophet’s (PBUH) birthday, where he was presented with the Order of Merit, First Class in Arts and Sciences by Egyptian President Hosni Mubarak for his contribution to spreading Islamic education.

Fahmy said he had wished to personally congratulate Gayoom for his achievement.

”I was forced and threatened, and asked to leave,” he said, ”so I left.”

He said the DRP’s actions “proved they do not reach the criteria of a democratic political party.”

However DRP’s Vice President Umar Naseer claimed Fahmy went to the reception with the clear intention of disrupting the event, “and not to congratulate Maumoon.”

”The event was organised by DRP and only DRP members were invited,” Naseer said, adding that DRP supporters had shouted at Fahmy and he had left of his own volition.

MDP MP Ahmed Easa said it was “very nice” of Fahmy to congratulate Maumoon.

”It showed that he respects him,” Easa said. ”Sending him away was a very weak act by DRP.”

He said even though Fahmy had moved from the DRP to MDP, there was no reason he should not retain personal friendships with the party’s senior members.

”We also used to have coffee at the same table with DRP MPs after debating issues in parliament,” Easa said.

At his welcoming reception, Gayoom said “it gives me pleasure to know that the international community recognises my work in spreading Islam and education in the Maldives,” adding that his award was “an honour to the whole country.”

Alhan Fahmy and Abdul Ghafoor sign up to MDP

Former DRP MP for Seenu Feydhoo Alhan Fahmy has officially joined MDP after signing the paperwork during a ceremony last night at the artificial beach.

Independent MP for North Kulhudhuffushi, Abdul Ghafoor Moosa, also joined the party along with former environment minister Ahmed Abdulla who resigned from the cabinet during Gayoom’s presidency, and State Minister for Fisheries, Dr Hussain Rasheed Hassan.

MDP MP for South Henveiru, Hamid Abdul Ghafoor, said Alhan’s move in particlar was significant “as this is the first time an MP has shifted from one party to another in such a highly-charged political environment.”

“At the meeting last night [Alhan] said he had lost confidence in his party following the vote of no-confidence against [Foreign Minister] Dr Ahmed Shaheed,” Hamid said. “He said the vote was based on a flimsy cause particularly during a time of a depressed economy when the country is trying to rebuild itself after years of autocracy. He is rationalising his decision and is worth listening to.”

Hamid noted that the MDP now had majority control of the parliament with 30 members to the DRP’s 28.

“With the People’s Alliance the DRP-PA coalition has 34 members, but we are skeptical about the coalition [continuing]. It is looking rather strained,” he said.

It remains to be seen how Alhan’s constituency will react to his decision, as the MP campaigned on a DRP ticket.

Independent MP Mohamed Nasheed suggested the defection could potentially place the MP in breach of contract, depending on what agreements had been signed, but explained that the country had no anti-defection legislation.

“It’s a debatable issue around the globe. Legally there is no rule in the Maldives that says someone has to stay in the one party,” Nasheed said. “It sometimes clashes with freedom of expression.”

The ethics of Alhan’s move were matter between the MP and his constituency, Nasheed said, “and should be a political and a personal choice” as locking people into parties was not a good idea for formative political systems in their development stage.

The moves were isolated incidents and unlikely to trigger a run on any party, he suggested, or significantly affect the parliament.

“Abdul Ghafoor [Moosa] was practically MDP already and pretty much a defacto member, so last night was more of a ceremony,” Nasheed said.

Several DRP MPs reacted stridently when rumours of Alhans’ defection first surfaced. MP Ahmed Mahlouf previously labelled the Seenu Feydhoo MP a “political prostitute”.

With the move now formalised, DRP MP Abdullah Mausoom would not be drawn into debate over Alhan’s departure. Instead he would only say “the question is whether we are concerned at all.”

DRP’s leader will be party’s presidential candidate

The Dhivehi Rayyithunge Party (DRP) has decided that their candidate for presidential election will be the party’s leader, a decision made during the first day of the party’s third annual congress.

DRP spokesman Ali Solih said the party decided during today’s meeting that it would not hold primaries to elect the party’s presidential candidate, with “only a few of our supporters calling for primaries.”

DRP’s national congress meeting started at 3pm in Dharubaaruge, with former president Maumoon Abdul Gayoom speaking at the opening ceremony.

DRP MP Ahmed Ilham said more than 900 DRP supporters attended the national congress.

He also said that former president Gayoom was given the special title of DRP’s ”Zaeem” (leader).

Former president of Islamic Democratic Party (IDP) and candidate for the DRP’s vice presidency Umar Naseer, who had called for primaries, said he respected the decision of the party.

”An amendment was approved concerning the party’s leadership, including a provision for the party’s leader to become the presidential candidate, which meant the amendment I presented was cancelled,” Umar said.

Spokesman for the Maldivian Democratic Party (MDP) Ahmed Haleem said that DRP’s decision not to hold primaries showed that the party’s members had confidence in current leader Ahmed Thasmeen Ali.

Haleem said he did not want to comment on whether he considered the decision to be democratic.

Fahumy to sign with MDP today

Miadhu has reported that former DRP MP, Alhan Fahmy, is to sign with MDP today.

Fahmy was suspended from the DRP after voting against his party line late last year, and had said if he were to join a new party it would “most likely be MDP, as they have the best internal democracy.”

Miadhu reports that many of his supporters, will also make the move to MDP.

Fahmy signs to MDP on the same day his former party commences its congress.

MPs planning no-confidence motion against finance minister

A group of MPs have announced they intend to put a no-confidence motion against Finance Minister Ali Hashim before parliament.

Independent MP Mohamed Nasheed claimed Hashim’s conduct in his role as minister had on several occasions been “against the law.”

”It’s not only the issue of civil servants salary, he has done many things against the law,” he claimed.

Nasheed has previously said he would pursue a no-confidence motion against Hashim after the finance minister failed to appear before a parliamentary committee investigating the ministry’s treatment of the independent commissions.

“He left the country,” noted Nasheed at the time, adding when the committee requested State Finance Minister Ahmed Assad appear in Hashim’s stead, the ministry sent two junior officers.

“If he doesn’t appear, we’ll make a report to parliament questioning his confidence,” Nasheed warned. “He’s being irresponsible and it’s so unnecessary and uncalled for.”

Today, Nasheed said that the group of MPs had almost finished the necessary documentation “and I will be the first to sign the petition.”

He said he did not yet want to reveal the details of what the petition contains.

Dhivehi Rayyithunge Party DRP MP Ahmed Ilham said he supported the no-confidence motion against the finance minister.

”He bought shares in the Maldives Water and Sewerage Company (MWSC) [without the knowledge of parliament], he is paying salaries to province councillor when they have yet to be approved – these things are against the law,” Ilham claimed.

Former president of Islamic Democratic Party (IDP) Umar Naseer and candidate for the vice-presidency of the DRP said motion was overdue, and accused Hashim “of being unable to read and write.”

MDP MP Moosa ‘Reeko’ Manik said he preferred not comment on the issue before the petition was presented to the parliament.

MDP Spokesman Ahmed Haleem said parliament had failed the last time it tried to press a no-confidence vote (against Foreign Minister Dr Ahmed Shaheed), “and I do not think they can do it this time either.”

He accused Nasheed of trying to make the no-confidence vote to gain support from DRP.

”At first we hoped Nasheed would be a very beneficial man for the country and would do a lot of good, but now I see he does so many things against democracy,” Haleem said.

Minivan News sought response from the finance ministry on several occasions but received no response at time of press.
