Port workers strike to “send a message to the government”

The Maldives Ports Workers Union (MPWU) has taken strike action today following the Supreme Court’s decision – backed by the government – to postpone the second round of the presidential election.

“We are taking our constitutional right to give a message to the government,” said Ibrahim Khaleel, President of the Maldives Ports Workers Union.

Around 90 of the union’s 490 members opted not to come into work for today’s morning shift, though Khaleel pointed out that workers would return to work for the later shift.

“There is not much work there today, but next week we have a charter boat with more than 300 containers. If we are not given an election date, we will stop any future operations. We are just giving that message.”

“The ports union will do this again and again if they do not listen to us,” said Khaleel.

The Supreme Court is scheduled to give a verdict on its election annulment case today – filed by the Jumhooree Party (JP) after its defeat in the first round earlier this month.

After the Elections Commission expressed its intention to go ahead with the polls – scheduled for yesterday (September 28) – the court issued an order to security forces to halt proceedings by force if necessary.

Khaleel said a decision was made not to picket outside the ports today, alleging the port’s management “sent thugs” to attack union workers picketing the port earlier this year.

He argued that police protection had been requested on this prior occasion, but had not been forthcoming.

Both the MPWU and the Tourism Employees Association of Maldives (TEAM) joined forces in May this year to demand amendments to the recently enacted Freedom of Assembly Act.

Clause 24(7)b of the law prohibits any gatherings at the country’s ports, airports, or resorts, without police authorisation – a clause the unions have claimed effectively banned strike action.

After TEAM’s call for “prolonged strikes” last week should the presidential run-off be delayed, Minivan News has received reports of a number of politically motivated dismissals in some of the country’s resorts, in what some staff described as a “firing spree”.

Import dependency

Vice President of the Maldives National Chamber of Commerce and Industry (MNCCI) Ishmael Asif warned of the likely impact such strikes could have on the country.

“As a country that relies heavily on imports for all of its needs,  a ports strike could have severe impacts on business in the country,” he warned.

As small island state with with a land mass of only 115 square miles, the Maldives has near-total dependency upon imports for basic foodstuffs and commodities, as well as goods used to supply the country’s luxury tourism industry which is indirectly responsible for 90 percent of the economy.

The country’s “excessive reliance on imports” was discussed in a recent government report into economic diversification, which noted that the country’s current account deficit had grown to US$600 million (27 percent of GDP) in year 2012.

“The import dependency continues to grow. The CIF [cost, insurance, and freight] value of merchandise imports has increased from us$120 million in 1990 to us$1.5 billion in 2012,” read the report.

It also noted that the country imported over 90 percent of foods in 2012 – worth US$318.9 million –  resulting in “huge implications for food security as well as inflation.”

Male’s port – managed and administered by the Maldives Ports Ltd (MPL) company – handled 580 ships in 2012, processing over one million tonnes of freight.

Current MPL CEO Mohamed Latheef told Minivan News today that he was unaware of any strike activity.

The MPWU staged a small strike last year after it alleged the MPL had removed the workers’ television after they had used it to watch the Maldivian Democratic Party aligned Raajje TV. MPL claimed the disagreement was a misunderstanding.

That strike received high-profile backing from the International Transport Workers’ Federation (ITF).

Nasheed calls for tourism workers to strike should election be delayed

Former President and Maldivian Democratic Party (MDP) presidential candidate Mohamed Nasheed has called on tourism workers to strike, should run-off elections scheduled for September 28 be delayed.

Following Nasheed’s appeal, the Maldives Association for Tourism Industries (MATI) issued a statement warning of “irreparable consequences” to the Maldivian economy unless the election is expedited.

“It is absolutely important to expedite the election and settle the issue or else there would be irreparable consequences to the Maldives, and especially to tourism which is the back bone of the economy. Therefore, it is important for everyone to see the importance of this in the interest of the country at large,” said MATI Chairman M.U. Manik, one of pioneers of the country’s 40 year-old tourism industry.

The Supreme Court ordered the Elections Commission (EC) on Monday to indefinitely postpone run-off polls until it issues a verdict in an ongoing case filed by the Jumhooree Party, which placed third and is now seeking to annul the vote.

Nasheed emerged as the front runner in the first round of the polls with 45.45 percent (95,224 votes), followed by Progressive Party of Maldives (PPM) candidate Abdulla Yameen who received 25.35 percent (53,099 votes). JP candidate and resort tycoon Gasim Ibrahim narrowly missed out on the run-off with 24.07 percent (50,422), and contested the results at the Supreme Court alleging electoral fraud despite unanimous positive assessments of polls by local and international election observers.

“I call on tourist workers to strike if there is no election on Saturday. For everyone to strike. There is an election scheduled on Saturday – whether that election happens or not is in one sense in your hands and mine,” Nasheed told tourism workers, at an event on Monday evening to explain the party’s manifesto.

Secretary General of the Tourism Employees Association of the Maldives (TEAM), Mauroof Zakir, told Minivan News the organisation was holding discussions on whether to endorse Nasheed’s call.

“We are discussing whether TEAM as an organisation will back [Nasheed’s] call or leave it up to individual resort workers. We have to think about the consequences on employees’ jobs. Many resort workers are calling us and are saying they are willing to go on strike, but in such a way that resorts continue to operate,” Mauroof said.

The tourism industry is indirectly responsible for upwards of 70 percent of the Maldives’ GDP, and a substantial majority of Maldivian resort workers support the MDP.

Results from resort ballot boxes in the first round revealed overwhelming support for the party, even at many properties owned by Nasheed’s political opponents such as Vice President Waheed Deen’s Bandos Island Resort (51 percent MDP).

The trend was particularly notable at prominent international chains in the luxury tourism sector, famous for providing relaxing and idyllic escapes for honeymooners, including Sheraton Maldives Full Moon Resort and Spa (58 percent MDP), Dusit Thaani Maldives (73 percent MDP), Conrad Maldives Rangali Island Resort (62 percent MDP), and One and Only Reethi Rah (75 percent MDP).

Tourism Minister Ahmed Adheeb has meanwhile told local media he will not allow politicians to sacrifice the tourism industry and its workers, and appealed to staff not to strike.

“They plan and involve the tourism industry every time there is political turmoil, every time things do not happen as they want. They called for a tourism boycott in international media. There were effects from that. We are seeing the same thing now. We cannot allow any politician to involve the tourism industry in politics. We cannot allow politicians to sacrifice the tourism industry and its workers every time things are politically turbulent,” he told newspaper Haveeru.

The Supreme Court will be hearing closing arguments this evening.

Resort workers union concerned over police detention of executive committee members

The Tourism Employees Association of Maldives (TEAM) has criticised police for arresting two of its executive committee members who attempted to travel to the One & Only Reethi Rah resort, following a High Court order reinstating them as workers at the property.

TEAM Secretary General Mauroof Zakir told Minivan News that Mohamed Khalid and Ali Muaz were detained by police on Thursday (May 30) while trying to catch the resort staff ferry. He said both men had remained in custody until being released by the Criminal Court today.

Both men were dismissed from the resort in 2009 over allegations of attacking the property’s then general manager – although no charges were filed at the time, TEAM has claimed.

A police media official today confirmed that the two men were detained by officers on Thursday for “interrupting the schedule” of the Reethi Rah staff ferry and had been held in custody for five days while investigations continued into the matter.

A spokesperson for operator Reethi Rah Resort Pvt Ltd (RRR) meanwhile said the company had not been notified of Khalid or Muiz’s plans to “visit” the property or received advance notice of their attempts to return to work on the site.

“RRR wishes to note that pursuant to applicable laws and practice, it is an offence to trespass on resorts and private property, by any person, without the consent of the owner,” the company stated.

RRR claimed that in the cases where it had reinstated “certain individuals from TEAM” following civil litigation, the workers had later refused to turn up to work.

“Despite not turning up for work after re-instatement, they claimed full salary and benefits, which has been paid to them without fail,” the company stated.

RRR said that it was presently the defendant in ongoing lawsuits filed by individual members of TEAM who had contested their reinstatement at the property.

The company noted that the individuals in question continued to claim they had not been reinstated, despite taking “salaries and benefits from RRR which only employees are entitled to”.

Court order

However, TEAM Secretary General Mauroof today accused management at One & Only of continually failing to comply with a High Court order requesting the reinstatement of nine staff members – including himself – over allegations they were unfairly dismissed back in 2009.

He claimed that RRR had previously issued a letter of reinstatement for Khalid and Muaz to return to the resort, but provided them with new positions in which they had no experience of working. TEAM said that the Civil Court as a result had previously fined the resort operator for failing to reinstate both workers to their previous positions as waiters at the property.

Following Khalid and Muiz’s arrests last week, Mauroof alleged that it was not the first time that police had attempted to stop the two men from boarding the staff ferry to travel to the resort, despite the Employment Tribunal ruling back in July 2009 that both men be reinstated to their former roles at the property. He said the Employment Tribunal ruling was later backed by High Court.

According to TEAM, as well as ordering the reinstatement of the nine workers dismissed from One & Only Reethi Rah back in April 2009, the resort had also been ordered to pay them their basic back salary and service charges up to September 2012.

TEAM said that it continued to seek negotiations with management at RRR over the issue of reinstating the dismissed staff to their former positions. With court cases continuing into the matter, Mauroof claimed that the resort owner was running out of ground to legally appeal its case, calling on the company to reinstate both men in line with the court order.

In the meantime, TEAM has said that Khalid and Muaz would “continue to fight” to return to work at the resort within the country’s laws and regulations, adding that they would again attempt to travel to the resort on the staff ferry.

With legal wrangling between RRR and TEAM over the staff dismissals continuing for the last four years, Mauroof said that the case remained vitally important to the dismissed workers. He said that amidst fears concerning unemployment rates in the country, the dismissed wished to return to their jobs for fear they might not be able to find positions at other properties in the country.

Industry fears

Despite the Maldives ratification this year of ILO eight “fundamental” International Labour Organisation (ILO) conventions, TEAM said it continued to be concerned about the rate of “unfair dismissals” across the resort industry.

While accepting that the country’s local workforce needed to be more “cooperative” with resort management, Mauroof accused some companies – particularly smaller local hospitality groups – of trying to keep workers “in the dark” regarding their rights.

“No one wants to lose their jobs in the industry, but we see some resorts trying to keep staff in constant fear that they face termination from their jobs,” he said.

Mauroof claimed that there were particular concerns over job security among staff working for local hotels groups, rather then multinationals and larger resort operators such as One & Only, which he said had a much better track record.

Minivan News was awaiting the response of the Ministry of Tourism, Arts and Culture at time of press if it had taken a role in the dispute between RRR and TEAM.

Rights monitoring

Deputy Tourism Minister Mohamed Maleeh Jamal said earlier this month that the tourism ministry closely monitored working standards and staff treatment across the industry.

Malle claimed at the time that from the ministry’s experience, the vast majority of the country’s resort workers and management were all working together to benefit the wider industry.

“If there is an issue, we will go and inspect resorts and make sure staff are being treated in line within the stipulated requirements,” he said.

No staff complaints received following termination of Hilton management agreement: Tourism Ministry

The Ministry of Tourism, Arts and Culture has said it has “not officially” received complaints that staff at the Iru Fushi Resort in Noonu Atoll have faced alleged political harassment after the property’s owners terminated a management agreement with Hilton.

Deputy Tourism Minister Mohamed Maleeh Jamal told Minivan News this week that while the tourism ministry closely monitored working standards and staff treatment across the industry, it had not been informed of any concerns so far resulting from the change in management at the resort on May 1.

Despite the claims, the Tourism Employees Association of Maldives (TEAM) said an official letter had been sent to the Tourism Ministry last week raising concerns over allegations that employees were facing intimidation over their political beliefs from fellow staff and management at the Iru Fushi Resort.

The allegations of harassment were said by the trade union to have intensified since local company Sun Tour and Travels opted to terminate Hilton’s management of the site at the beginning of the month – adding no official response had been received from the Tourism Ministry.

Sun Travel and Tours, which is owned and operated by local businessman and media magnate MP Ahmed Shiyam, announced May 1 that it was terminating Hilton’s agreement to manage the Noonu Atoll-based resort.  No reason has so far been given by the resort owner for the termination despite repeated requests for an interview by Minivan News.

“The cessation of Hilton Worldwide’s management of that resort was unforeseen and due to factors outside its control,” the hotel chain said in an official statement following the termination.

Sources on the resort, speaking to Minivan News on condition of anonymity, have previously accused Sun Tours of allowing MP Shiyam’s Maldives Development Alliance (MDA) to offer jobs at the site exclusively to its supporters, while also threatening and harassing staff with differing political view points.

“When Hilton was here, there was freedom to talk about politics, whatever party you supported,” an employee at the resort claimed earlier this month. “No one was holding campaigns here for parties or anything, but now just talking about politics is a problem. This has happened recently.”

The same staff member at the time accused certain employees of acting as “MDA spies” for MP Shiyam’s political party, leading to fears about job prospects at the site for those with differing political views.

“People are really afraid to talk here now. We know that some people here represent the MDA [party] and we have heard them warn others ‘we have the power now’ – these are words they are using,” the source claimed. “We do not have job security right now.”

The resort is now being run as the Maldives Iru Fushi Resort and Spa.

MP Shiyam had his phone switched off at time of press, while company spokesperson Mohamed Hameed was out of the country when contacted by Minivan News.

Inspection process

Deputy Minister Maleeh said that tourism authorities had not been “officially” made aware of the allegations raised by Iru Fushi staff, adding that from the ministry’s experience, the vast majority of the country’s resort workers and management were all working together to benefit the wider industry.

“If there is an issue, we will go and inspect resorts and make sure staff are being treated in line within the stipulated requirements,” he said.

Maleeh said that various conditions and standards concerning treatment of resort staff were outlined by ministry regulations such as the number of toilets being provided to employees and their living arrangements.  Maleeh added that a large number of operators complied with these practices.

“Some resorts currently even provide a staff pool,” he said.

Maleeh said that while the tourism ministry was able to carry out inspections of resorts where there were reported staff issues, it had not been given any information that wuld require it to carry out such checks at the Iru Fushi resort.

He added that in the case of a management termination, the ministry itself looked to avoid involvement in cases involving two private parties in the country unless there was deemed to be a significant contractual issue.

“Even then, a contract like this is normally governed by international law or arbitration anyway,” Maleeh added.

Hilton has meanwhile said earlier this month that discussions were continuing with Sun Travels over the decision to abruptly terminate its agreement, though no further details were being provided by the company at present.

Despite the decision by Sun Travels to terminate Hilton’s management contract for Iru Fushi, the hotel giant still presently operates the Conrad Maldives Rangali Island resort in the Maldives for a different company.

Attractive destination

Maleeh claimed that the Maldives ultimately still remained a very attractive destination for multinational hotel chains and boutique hospitality groups alike, adding that the ministry had received “no complaints” regarding their treatment in the country.

“The reason that the Maldives is so popular is not only is it a place where contracts are known to be honoured, but it also offers a return on investment that is very strong,” he said.

The deputy minister said that there continued to provide a very favourable investment climate for hospitality companies.

Maleeh said that upon returning from a recent visit to the Arabian Hotel Investment Conference that took place earlier this month in Dubai, there remained a strong interest and appetite for emerging hospitality groups to enter the Maldives tourism industry.

The Maldives already has 100 exclusive island resorts being operated in the country by both local and multinational companies.

However, TEAM Secretary General Mauroof Zakir has told Minivan News he that the trade union remained concerned at the response of tourism authorities in the country to complaints raised by staff following the termination of Hilton’s agreement.

Zakir said that after having submitted an official letter to the tourism ministry earlier this month, no response had yet been received over its concerns.

Just last week, TEAM alleged it had received received information that management had been hiring  local MDA members to replace staff members who resigned since the change in management.

Zakir added that he had also been informed by various members of staff that Sun Travels had since brought in a number of experienced managers from its wider resort operations to ensure the property was being run more smoothly on the back of alleged difficulties following the changeover.

“Things seem to be much more under control at the site now, staff told me,” he said last week.

However, Zakir has continued to maintain that there was concerns that authorities were failing to properly review the nature of the resort termination and its impact on staff as a result of political influence.

Hilton in talks following contract termination as staff allege political harassment from new management

Hilton has said discussions are continuing with operator Sun Tour and Travels over the local company’s decision to abruptly terminate its contract to manage the Maldives Iru Fushi Resort last week.

The claims were made as staff at the property alleged some workers are now facing harassment over their political alignments following the termination of the resort giant’s management contract.

Sun Tour and Travels announced on May 1 that it was terminating Hilton’s agreement to manage the Noonu Atoll-based resort, with sources on the island accusing the local tour operator of giving the multinational company barely 24 hours notice to cease their operations before they were asked to leave.  The resort is now being run as the Maldives Iru Fushi Resort and Spa.

The Hilton group, which continues to manage the Conrad Maldives Rangali Island property in the country, today confirmed to Minivan News that it was still in discussions with the resort’s owner, Sun Travel and Tours regarding the matter. Hilton said it could not therefore confirm what action it would take to resolve the matter.

Sun Travel and Tours is owned and operated by MP Ahmed Shiyam, a local businessman and media magnate, who last year founded his own political party, the Maldives Development Alliance (MDA).

Current resort General Manager Abdulla Thamheed today said he was “not the right person” at Sun to speak on the decision to terminate the Hilton contract, requesting Minivan News instead contact a media official at the company’s head offices in Male’.  The nominated spokesperson was not responding to calls or e-mails at time of press.

However, a member of staff at the resort, speaking on condition of anonymity, said workers were continuing to perform their duties at the site, despite claiming that 40 employees had resigned since the termination of the Hilton contract last week.

“Staff are working as hard right now as they were before,” the source claimed. “We need the money for our families.”

Job security fears

The employee alleged nonetheless that a work environment had “recently” developed resulting in staff being “fearful” of talking politics on the resort during their free time.

Since the termination of Hilton’s agreement,  the resort source accused certain management and staff at the resort backing MP Shiyam’s MDA party and making verbal threats against workers who held different political beliefs.

“When Hilton was here, there was freedom to talk about politics, whatever party you supported,” the source said. “No one was holding campaigns here for parties or anything, but now just talking about politics is a problem. This has happened recently.”

The staff member accused some staff of acting as “MDA spies” for MP Shiyam’s political party, leading to fears about job prospects at the site for those with differing political views.

“People are really afraid to talk here now. We know that some people here represent the MDA [party] and we have heard them warn others ‘we have the power now’ – these are words they are using,” the source claimed. “We do not have job security right now.”

Outside of talking politics at the resort, the same source alleged that staff had lately found their access to televised news media being restricted in the staff area to private pro-government aligned broadcaster DhiTV.

The employee said requests by some workers for access to other private broadcasters such as VTV and Raajee TV – media owned by political and business rivals of Shiyam or perceived as being aligned with the opposition politicians – were currently awaiting management approval.

Complaints

The Tourism Employees Association of Maldives (TEAM) today claimed it had continued to receive complaints from workers at the resort before and after the termination of the Hilton management agreement concerning attempts to politicise staff.

TEAM Secretary General Mauroof Zakir said he had received information that management had been hiring  local MDA members to replace staff members who resigned over the last week.

However, Zakir added that he had also been informed by various members of staff that Sun Travels had brought in a number of experienced managers from its wider operations to the resort to ensure it was running more smoothly after alleged difficulties following the changeover.

“Things seem to be much more under control at the site now, staff told me,” he said.

Zakir had expressed concern about a lack of response from tourism officials and industry bodies about the nature of the change of management and allegations of political influence at the resort.

Minivan News was awaiting a response from Tourism Minister Ahmed Adheeb and Deputy Tourism Minister Mohamed Maleeh Jamal at time of press.

Aftermath

Sources at the resort have alleged there have been a number of cancellations from Hilton loyalty members over the decision to terminate the company’s contract, as well as complaints from some guests concerning security at the site after police were summoned to the property earlier in the week.

However, the same source stressed that the Sun Travels and Tours had provide compensation packages for guests at the property following the change in management.

Police Spokesperson Chief Inspector Hassan Haneef confirmed this week that police had attended the resort on May 4 in response to allegations that three female Maldivians staying at the property had been harassed.

Haneef said police arrived at the site to investigate after receiving a complaint from resort management over alleged harassment of some guests by an unidentified suspect.

He claimed that police had insufficient information to identify a suspect at the time of press.

Earlier this week, sources at several large local travel operators based in Male’ confirmed to Minivan News that some bookings for the property had been cancelled as a result of Hilton no longer operating the site.

Cancellations and resignations after Iru Fushi Resort terminates Hilton contract

Sun Travel and Tours has abruptly terminated its agreement with hotel giant Hilton to manage the Maldives Iru Fushi Resort leading to the resignation of 30 employees at the property, staff have alleged.  The termination has also led to some guests cancelling their bookings at the property with local operators.

Hilton said that its agreement to run the resort was cancelled officially on May 3 by the Sun Travel and Tours company.

“The cessation of Hilton Worldwide’s management of that resort was unforeseen and due to factors outside its control,” the hotel chain said in an official statement.

A staff member at the Noonu Atoll-based resort, who asked to remain anonymous, alleged the property’s owners had given Hilton barely 24 hours notice before terminating the agreement.

The staff member said Sun had given little information for the reason for the termination, stating that Hilton’s management team was notified on April 30 that their services would no longer be required.

According to a letter sent to staff that was seen by Minivan News, Sun took over management of the property on May 1 and began removing all Hilton branding from the resort, which will now be known as the Maldives Iru Fushi Resort and Spa.

“As I understand, management were informed by letter at about 3:00pm on April 30 that the owners would be taking over. Even Hilton did not know what was happening. There is a lot of shock, it is a very smoothly run resort,” the resort source claimed.

Despite a pledge by management at Sun Travel and Tours management to retain all staff at the site, the staff member said some employees were now concerned about their job security.

The staff member said 30 of an estimated 500 staff employed at the resort has resigned in the four days following the termination of the Hilton contract. Bookings had already been cancelled due to of the loss of the Hilton name, the source said, while other guests were already in the process of trying to amend their bookings.

Sources at several large local travel operators based in Male’ confirmed to Minivan News today that some bookings for the property had already been cancelled.

Peaceful handover

The resort staff member praised Hilton’s conduct in handing the property over in a peaceful manner, claiming that the company had in some cases offered to transfer guests to the company’s other resort in the country, Conrad Maldives Rangali Island.

“Hilton have been so patient in this matter and left the place so professionally. Although its GM had left, the management urged us not to resign right away and to think of our families,” the source claimed.

After Hilton management were informed of the cessation of the management agreement, the source alleged the company was given less than 24 hours to vacate the premises, with access to the site’s computer equipment and offices cut off by 12:00pm the following day (May 1).

“I am a Maldivian myself, but I am ashamed of these guys and the way in which they have [taken over management],” the source claimed.

No statement from Sun

Sun Travels and Tours Pvt Ltd is owned and operated by MP Ahmed Shiyam, a local businessman and media magnate, who last year founded his own political party known as the Maldives Development Alliance (MDA).

Shiyam was not responding to calls at time of press, though senior MDA official Ali Mauroof recommended Minivan News contact Abdulla Thamheed, “our general manager” at the resort.

Thamheed later requested that media inquiries on the resort be addressed to Sun Travel and Tours offices in Male’. Minivan News was still awaiting a response from the company at time of press, which had yet to release an official statement as of May 5.

Political activities: TEAM

The Tourism Employees Association of Maldives (TEAM) meanwhile claimed it had received complaints from workers at the resort before and after the termination of the Hilton management agreement concerning attempts to politicise staff.

TEAM Secretary General Mauroof Zakir alleged he had received several reports of widespread uncertainty at the resort from staff, alleging a number of guest rooms were being provided to MDA supporters and members.

“The resort’s operations are being jeopardised by a complete lack of understanding as to who are paying guests and where people are staying,” he alleged. “It sounds like a real mess there at the moment.”

Zakir said that TEAM had also received complaints by staff concerned over job security at the resort amid reports that individuals signing up to the MDA were being offered employment at the site.

“More than this, there is the direct damage to the industry of losing a major name like Hilton from the country,” he claimed. “We haven’t heard anything from the Tourism Ministry about this and will be looking to meet authorities over the matter tomorrow.”

Minister of Tourism, Arts and Culture Ahmed Adheeb and Deputy Tourism Minister Mohamed Maleeh Jamal were not responding to calls from Minivan News at time of press.

The staff member meanwhile claimed that during the second day of working under the new resort management, a speedboat belonging to MP Shiyam had arrived with an entourage of people who had been campaigning for the MDA on nearby local islands.

“This party have been staying here with the owner [MP Shiyam] while they conduct political activities,” claimed the source.

As well as using the resort’s offices for MDA administrative matters such as photocopying and producing promotional material, the member of staff alleged that politicisation of the resort had been ongoing even while Hilton was in charge of site.

“Management have already hired two new guys linked to [MDA]. As I understand they were employed without undergoing any of the regular formal processes. Those who are here do not feel this is a safe place to work right now,” the source alleged.

Police called over harassment of female guests

Police Spokesperson Chief Inspector Hassan Haneef meanwhile confirmed that police had attended the resort on May 4 in response to allegations that three female Maldivians staying at the resort had been harassed.

Haneef said police arrived at the site yesterday afternoon to investigate after receiving a complaint from resort management over alleged harassment of some guests by an unidentified suspect.

He claimed that police had insufficient information to identify a suspect at the time of press.

The resort source alleged police had been called to the resort over allegations of attempted sexual assault of female guests on Friday (May 3) by an individual he claimed was part of the resort owner’s group.

“This individual entered the room belonging to these ladies and threatened them if they tried to make a noise,” the source alleged. “They managed to scare the man off and he escaped. These ladies complained and the police were called. This person was not a guest,” he said.

Liberian player signed to Maldivian football club “trapped” in Male’ after salary dispute

A Liberian striker brought in to play for a Maldivian football club has spoken of his desperation as he remains trapped in the Maldives with no money and no ticket home.

Wright Charles Gaye, a former striker for Maldivian football club Club Valencia, has spent the last six months living in poverty after the club failed to provide him with two month’s owed salary and a promised one-way ticket home.

Speaking to Minivan News on Thursday (March 7), the 27-year-old Liberian national revealed how he had been forced to live in accommodation with no water or electricity, having to survive on handouts from club officials and other players.

“It has been terrible. I am owed US$2,600 and a one-way-ticket home to Liberia, but for six months I have received nothing.

“It’s hard because I have family back in Africa. They are looking to me because I have to send money back. My son is no longer is school because I don’t have the money to send home,” Charles said.

The issue has now attracted the attention of Fédération Internationale de Football Association (FIFA), after Charles lodged a formal complaint to the international organisation.

A letter from FIFA calls for the Football Association of Maldives (FAM) to provide Club Valencia’s position on the claim lodged by Charles no later than March 25.

FAM was not responding to calls from Minivan News at time of press.

Charles, who has played for multiple clubs in Maldives, Sri Lanka and Liberia, claimed that Valencia’s Chairman Ibrahim Raai Rasheed had told him not to put anything in the news regarding his situation.

“He [Rasheed] is going around telling people that everything is okay for me. But if you want to believe that you can come and see my apartment.

“A former official from the club is giving me MVR 500 (US$32) a week because he feels sorry for me. It’s hard to survive on, but I feel ashamed to be calling for help,” he added.

The Liberian striker said that he had been recently moved into a guest house by his former club after he complained about the lack of electricity and water at his apartment.

Charles claimed that Rasheed had made multiple “promises” to the striker, assuring him that he would be given his wages and a flight home, but each time the chairman did not deliver.

“Sometimes the chairman would call me and say ‘Charles pack your things, you are leaving tomorrow, get your money together and get ready’, so when I pack and call him back, he doesn’t pick up. This has happened two or three times,” Charles said.

“In December I was told I would be leaving on December 23 and would arrive on December 25 on Christmas morning. It meant I would see my son and would get to spend Christmas with him. But over the next few days he was not taking my calls. When he did eventually pick up, he would just say ‘I’m busy, I’ll call you back,” he added.

Club Valencia responds

Responding to the footballer’s claims, Club Valencia Management – when contacted by Minivan News – said that Charles will be paid his full wages and will be given a ticket home to Liberia in Africa.

“There has been a lot of miscommunication recently. Charles has communicated with me on only a few things, but I feel bad for him,” a club official claimed. “His salary and ticket home is now all sorted had he will be returning home.”

The club’s management denied that Charles’ apartment was without running water and electricity, adding that they had written proof of utility bills for the months he had stayed there.

The reason behind the delay in Charles’ payments – according to Club Valencia Management – was that there had been delays in financial assistance from the sports ministry and from the club’s sponsorship.

Despite Valencia’s claims of financial hardship, the Liberian striker claimed that the club had recently brought in three foreign new players and a new coach for the team.

“[Valencia] must have the money. If they don’t, how can they bring in these new players, put them in a big hotel and let them eat in good restaurants? How can they do all that and not pay me?” Charles said.

Club Valencia Management confirmed that three new players and a coach had been taken on by the club.

Life as a foreign footballer in the Maldives

Wright Charles Gaye came to the Maldives four years ago after being signed by New Radiant SC, where he experienced similar pay disputes with the club before transferring to VB Addu FC – known as VB Sport Club until January 2012.

Following a complaint to the Football Association of Maldives over a lack of pay for six months, Charles was eventually paid by New Radiant SC in November 2012.

The striker joined Valencia in the June 2012 transfer period, and started playing in July until the clubs last game on September 28.

Having allegedly only received one month’s pay for July, Charles then left the club and has been waiting for a promised ‘one-way-ticket’ home and his remaining two month salary.

“When you first come to the Maldives as a player, they talk to you nicely and treat you well, but as soon as you sign the papers, it all finishes.

“Some Maldivian players have the same issue, I know two or three players from different clubs who have had payment problems, but for the foreign players it is worse,” Charles said.

The Liberian national also revealed how certain clubs retain foreign player’s passports over concern that the players will buy their own tickets and fly home.

“I have a friend who played here from Cameroon and the club hid his passport, and would not return it when he asked for it back.

“Whenever you ask for your passport they would give you a story, maybe say that is being kept in immigration. They have asked for mine before, but I know what would happen if I gave it them,” Charles alleged.

Addendum: Wright Charles Gaye subsequently contacted Minivan News to say Valencia had paid the US$2,600, an additional one month’s salary and had booked him a one-way flight to Liberia.

Maldives celebrates workers rights on Labour Day

The Maldives today celebrates Labour Day, the second time the country has observed the public holiday after it was instituted in 2011 by former President Mohamed Nasheed to promote and protect the rights of workers.

May 1 is celebrated in other countries as International Workers Day, or May Day. The date is celebrated throughout the world and is a national holiday in over 80 countries, during which the rights of workers are promoted through demonstrations and marches.

The day will involve demonstrations by a combination of labour organisations in the Maldives capital, Male’.

Vice President of the Tourism Employment Association of Maldives (TEAM) Mauroof Zakir said that an event was been held this morning between 7:30am and 11:00am at which information was given about the employment act and workers rights in the country.

As well as TEAM, the gathering was also attended by representatives from Solidarity Workers USA and the Asian Migrant Workers Forum as well as members of the Human Rights Commissions of the Maldives, Bangladesh and Sri Lanka.

He also said that another demonstration would be held this afternoon, beginning at 4:00pm at the social centre on Majeedhee Magu from where the group intends to march to the Tsunami monument area at Lonuziyaaraiy Kolhu. This march has taken place  on May Day for the past two years and Zakir expects between 300 and 500 people to attend.

Zakir described the main concerns within the Maldivian labour movement as being “employment protection, lack of permanent employment, and a rapidly increasing trend of ‘casualisation’. The outsourcing of jobs is also a huge problem.”

“Salaries are being delayed or not paid. This is mostly in the construction industry, but also in the resorts. Workers wages are too low for the standard of living in the Maldives,” said Zakir.

The workers of the state-owned Maldives International Fisheries Company Ltd (MIFCO) are today demonstrating for increased wages amongst other things, reports Haveeru. The local workers had delivered a petition of demands to the company with a deadline of April 25 to which no reply was received.

Amongst the reported demands in the petition, signed by 260 of 354 Maldivian workers at MIFCO’s  factory on Felivaru, were calls for wage rises of 35-40 percent, better food and accommodation and equal treatment of all employees.

May Day was traditionally celebrated as a spring festival in the Northern Hemisphere before the day was chosen in 1886 by North American Labour movements to agitate for improved workers rights, with an eight-hour working day the primary focus.

In 1889, the nascent international socialist movement called for a general strike on May 1 as an annual demonstration of labour solidarity. The day was soon recognised throughout Europe as a public holiday but, keen to distance itself from what was viewed as a holiday, the United States chose to celebrate its ‘Labor Day’ in September.

The first South Asian nation to celebrate the tradition was India in 1923 and it is now a national a public holiday. The day is also referred to in India as Maharashtra Day after the day in which the western region attained statehood. On May 1 Bangladesh, Sri Lanka, and Pakistan will all mark the day with demonstrations of workers solidarity.

Bangladesh’s Ministry of Labour and Employment organised a rally in Dhaka this morning, reports local online paper bdnews24.com. The Prime Minister Sheikh Hasina has inaugurated a two day long fair in the capital Dhaka to celebrate the occasion.

Large rallies are planned in Sri Lanka today in celebration of the occasion, prompting the deployment of over 10,000 policemen to handle security and control traffic.

Four Seasons bemoans lack of female involvement in record apprentice intake

The Four Seasons Hotels group has said it is taking on a record number of apprentices at its Maldives resorts over the next twelve months – despite still facing challenges in attracting local women to work in the tourism industry.

At a ceremony held at the Nasandhura Palace Hotel in Malé this morning, 34 graduates were honoured for completing twelve month training courses in specific hospitality areas such as housekeeping and guest management, food preparation, marine transportation and watersports.

The hospitality group, which operates both the Four Seasons Resort Landaa Giraavaru and Four Seasons Resort Kuda Huraa properties in the Maldives, is taking on 60 apprentices during the next year – a company record.

Speaking at the ceremony, Armando Kraenzlin, Regional Vice President and General Manager for Four Seasons Resorts in the Maldives, said that while “interest and the ambition to learn” was growing amongst the Maldivian workforce, encouraging women to come and work was, if anything, more difficult.

“We would ask the government, help us get more girls [into the scheme] in future,” he said. “ It has got harder today than a few years ago and that can’t be right.”

While supporting the work of groups like Four Seasons in training local staff to take up more specialised positions in the country’s resort industry, one body representing Maldivian tourism workers has called on the private sector and the government to reconsider how the current curriculum prepares school leavers for a career in the hospitality industry.

From the perspective of the Four Seasons’ operations, Armando Kraenzlin today said that schemes such as its graduate programme were vital to a company continuing to try and drive innovation across its 86 hotel operations. However, he claimed the training programmes were not without challenges.

“This year we lost one member [of the graduate program] after twelve hours,” he said.

Kraenzlin said that confusion had arisen after the staff member had not realised that they had agreed not to smoke on the resort as part of their contract, a commitment the person was unable to fulfil.

Applicant hunger

However, the company claimed that with some 500 applicants looking to fill just 60 apprenticeship spaces this year – there was a clear hunger and demand for training positions such as these in the tourism industry.

“People have travelled 16 hours by boat to come to sit interviews here in Male’ with us,” Kraenzlin said, a development he claimed demonstrated the commitment of staff to obtain places on the graduate scheme.

During today’s ceremony, Four Seasons claimed that as part of this year’s graduate class, an additional discipline call “international conversations” was being taught in order to help staff communicate with an increasingly diverse customer based including guests from China, Korea and Russia.

Beyond just learning language, the company claimed the course was designed to provide an understanding of these nations’ history, culture and even cuisine.

For the year ahead, Kraenzlin said the company was also currently working on launching a prototype engineering course.

“We know that Maldivians are tech-savvy, as well as engineering-savvy,” he said.

Kraenzlin added that with the company’s graduate scheme now in its eleventh year, the program was very much “here to stay”.  Yet he called on the government, represented by Education Minister Asim Ahmed in the audience, to help to strengthen the training the company provided to local workers.

“We are inviting the government to tell us how to do this better. Who knows, maybe we will have one class who makes it to the finish-line without any casualties during the year,” he said, referring to previous applicants who had dropped out from the course.

In addressing Kraenzlin’s invite, Education Minister Asim said that Four Seasons was an “important partner” in regards to education and training in the country, especially for helping to bridge skills gaps in the current curriculum.

“There is a shortage of skills in the country that is a major challenge needing to be addressed,” he said.

With tourism being one of the most significant contributors to the nation’s economy, Asim welcomed the work of resort groups such as Four Seasons in helping the ongoing development of the national work force.

“I am personally a major supporter of linking with the private sector with schemes such as this,” he said.

TEAM view

In addressing Four Seasons’ commitments to staff training, the Tourism Employees Association of Maldives (TEAM), which aims to represent local workers’ rights in hospitality, said it was ultimately encouraged by the apprenticeship programmes ran by the multinational group.

TEAM’s Secretary General Mauroof Zakir, who was himself a graduate of Four Season’s training programme between 2004 and 2005, believed such programs were a huge benefit to the local workforce.

“From my personal understanding, the Four Seasons graduate program is one of the best. When I did the programme, I really didn’t know anything about the resort industry before going in,” he said. “When I came out, I had a much greater understanding of the work environment, though I don’t know how the program has changed since.”

Despite welcoming the graduate scheme, Zakir claimed that more needed to be done by both the government and the tourism industry to provide greater practical experiences of the resort industry to school students.

“Both resort management and the government need to look at providing more practical experiences for students of resort life,” he said. “We need to look at changes to the curriculum to get more visits to resorts. School leavers should have a much better understanding of how resorts work.”

While Zakir said he was aware of several high-end multinational resort chains providing training programs for local workers, he believed many locally-owned resorts, usually targeted at more mid-market tourism, needed to do more with their respective training schemes.

TEAM said it was not presently involved in helping outline training programs, adding that it did not receive much information from either the government or industry regarding existing projects.  However,  with an organisational mandate to try and increase the capacity of Maldivian workers in the tourism industry, the organisation claimed it would be open to playing a role in the development of future vocational training for local people.

Female worker challenge

In addressing Four Seasons’ concerns about a short-fall in the number of Maldivian women coming to work at the country’s resorts, Zakir said he believed there were several issues affecting local recruitment of females into the hospitality sector.

“Groups like Four Seasons have been trying hard to get local women to work at its resorts.   But we don’t see much improvement in the number of women workers.” he said.

Zakir claimed that more “extremist” views had been “widely spreading” around the country in recent years, creating additional social problems in encouraging female workers to come and work in hospitality.

To try and counter these messages, TEAM said that it was vital to communicate with schools and parents that resorts were not a threatening environment for women to work at.

While there had been concerns in the past involving allegations of sexual harassment against female staff, Zakir stressed that local women should not be discouraged from seeking employment on resorts.

“We need more local women working on resorts right now,” he said. “An estimated 300 to 400 Maldian women are currently thought to be working in hospitality at resorts. This is a very small amount.”

In terms of practical ways to encourage a greater number of female staff, Zakir suggested resorts could provide more regular transportation to and from resort islands as one possible solution. Such a measure, he claimed, could allow female staff to commute to work more regularly, allowing more contact with their families at home.
