Man arrested for sexually assaulting 62 year-old grandmother

Police have arrested a 26 year-old man for allegedly sexually assaulting his 62 year-old grandmother on the island of Hithadhoo of Addu City.

A police spokesperson confirmed to Minivan News that police had received a report of the attack this morning.

However, he did not provide further information regarding the incident.

Local media Haveeru reported that the 26 year-old man was a grandson of the woman, who was half paralysed. She was taken to Hithadhoo Regional Hospital.

A family member told the newspaper that the man had been forcing his grandmother since last Ramadan.

In April this year, a 19 year-old man was arrested for allegedly sexually assaulting a 74 year-old elderly woman on the same island.

Although the police arrested only one person in connection with the earlier case, the family at the time told media that there were three persons suspected of involvement.

Media at the time reported eyewitnesses as seeing three young men near her house before she was dragged to the island’s beach and sexually assaulted.

MMC members received almost Rf 1 million in illegal “living allowances”, finds Auditor General

Members of the Maldives Media Council (MMC) have been illegally receiving a living allowance of Rf 7500 (US$500) in addition to their monthly salaries, according to an audit report for the year prepared by the Auditor General’s office.

The Auditor General’s report noted that the article 19[a] of MMC Act states that salaries of Council’s Chair, Vice Chair and members shall be determined by the parliament, and that the salary for the council member determined by the parliament on January 2011 was Rf 8000 (US$533) for the Chair of the Council, Rf 6500 (US$433) for the Vice Chair, and Rf 5000 (US$333) for each council member.

The report observed that council members started receiving the allowance on January 20, 2011, after the Chair of the Council sent a signed memo to the council’s corporate affairs unit.

The Auditor General at the time was aware of the matter and forwarded the case to the Anti-Corruption Commission (ACC) and on February 17, 2011, the ACC sent a letter to the council asking it to stop claiming the allowance until the ACC concluded the case.

‘’On February 20, the council members held their 7^th meeting of the year and in the meeting all members voted that there was no reason why the council should follow instructions as in the letter sent by the ACC,’’ the audit report noted.

On April 20 council members decided not to receive the allowance, after they were asked by ACC to discontinue a second time. The MMC then sent letters to council members asking them to return the amounts they had received as living allowances – by now a total of almost a million rufiya, in addition to their salaries.

According to the Auditor General’s report, the council members did not receive the living allowance for six months from May to August. However a lump sum for six months worth of the living allowance sum was included in council members’ salaries for August – a total of Rf 45,000 (US$2900) for each council member.

The report also stated that by the end of August the council had spent a total Rf9 00000 (US$60,000) on paying members living allowances.

The Auditor General’s report stated that the living allowance was an illegal expense, despite parliament approving the MMC’s budget including the allowance, and noted that the MMC had behaved inappropriately for an institution that was required by nature to have the trust and confidence of the public.

Chair of the MMC Mohamed Nazeef told Minivan News that the issue “had been solved”, and that “some” of the council members had now returned the money they received as living allowances.

Supreme Court is politicised, says Ibra, threatening protests

Advisor to the President and former member of the Special Majlis constitution drafting committee, has raised the possibility of Maldivian Democratic Party-led protests against the seven Supreme Court judges after accusing the court of allowing itself to become being politicised.

‘’There is one thing we still need to get rid of. Citizens have decided who is in the executive branch, but the wishes of citizens are reflected in the courts,’’ Ibra said, speaking at an MDP rally last weekend.

Ibra claimed that in the time of former President Ibrahim Nasir the courts and the executive were separated and had no influence on one another.

‘’However, today the courts have been slowly politicised to the point where they issue press releases [on political matters],’’ he said, referring to a statement issued by the Supreme Court attacking him for criticising the institution and calling for people to stand up to the judiciary.

‘’If the courts are involved in politics, then the citizens have to go and set things right in the courts,” Ibra said at the rally.

The last time Ibra criticised the Supreme Court, the court issued a press release saying that his speech violated the constitution and principles of democracy, and that it could lead to havoc and unrest.

Ibra then sued the Supreme Court for defamation, lodging a case with the Civil Court, but it was rejected.

Speaking to Minivan News last week, Ibra said that the reaction from the Supreme Court and the Judicial Services Commission was tantamount to an admission of guilt on their part, and that ‘’they think that courts can’t be criticised, that they shouldn’t be touched. ‘’

‘’Many think that if you say something against the Supreme Court they can summon you the next day and sentence you to jail,’’ Ibra told Minivan News. ‘’People don’t know what the limitations of power are. Part of my making this case against the Supreme Court is to convince the public that you can criticise the Supreme Court and remain a free man.’’

Islamic Minister resigns from chairmanship of Adhaalath Party’s Religious Council

A day after he was asked by the Adhaalath Party to resign from the position of Islamic Minister, Dr Abdul Majeed Abdul Bari has resigned from the chairmanship of the party’s Religious Council.

In a statement issued on the party’s official website, Adhaalath said that the resignation letter was today sent to the party’s President Sheikh Imran Abdulla.

The statement mentioned no further information about his resignation or what was in the letter.

The Adhaalath Party decided this week to break off its coalition agreement with the ruling Maldivian Democratic Party (MDP), after the party’s consultation council voted 32 to 2 to approve a resolution to leave the government.

Dr Bari and current State Minister for Islamic Affairs Sheikh Hussein Rasheed Ahmed are both appointed to the government under the coalition agreement.

Along with Dr Bari, Sheikh Hussain Rasheed, who was the former President of the party, was also asked by Adhaalath to resign, but replied he was under no obligation to do so.

Former State Islamic Minister Sheikh Mohamed Shaheem Ali Saeed, who earlier resigned from the government after expressing unhappiness with the current government’s religious policy, today told Minivan News that Dr Bari’s resignation was not an issue and that he would not comment on the matter.

Dr Bari and Sheikh Imran did not respond to Minivan News at time of press.

Police bust cash card fraud network in joint operation with Sri Lanka

Police have busted a cash card fraud network reported to have stolen more than Rf700,000 (US$45,000) in expensive luxury items through the use of forged cards.

Police have arrested and identified five Maldivians in the network as Abdul Gany Abdul Majeed, 30, Thoriq Jameel, 30, Abdulla Akram, 22, Nadheem Masoodh 32, Ali Ahmed 28.

Speaking to the press today at police headquarters, Inspector Mohamed Riyaz said that Abdul Gany and Thoriq were arrested inside a casino in Sri Lanka in a joint operation conducted with the Lankan Police.

The two arrested in Sri Lanka had VIP cards for the casino they were arrested inside, noted Riyaz, adding that Gany was arrested in possession of Rf 4845, Sri Lankan Rupees 250,090 and US$5128, while Thoriq was arrested with 31,580 Srilankan Rupees and US$500 in his pockets.

Riyaz said Ali Ahmed was arrested at Male’ International Airport when he arrived in the Maldives from India on September 20.

He added that some of the credit and debit cards they had forged were made to resemble membership cards for certain venues and were hard to identify with a cursory glance.

Thorig, a shareholder of a famous movie shop ‘Club Infinity’, had membership cards of the shop which was actually a debit and credit card, Riyaz told the press.

Riyaz said some of the cards were made in the name of customers of banks in New Zealand, Canada, Australia, China and France – cards that appeared in the form of Maldivian cash cards but had the data of foreign banks’ customers encoded to them.

Police confiscated the electronic machines used to conduct the fraud, which the police said had the ability to obtain all information of any magnetic card and edit the information.

Police believe they might have used the cards and bought products from other countries as well, and said that they may have connection to a foreign network.

Police have been investigating the fraud network for six months, Riyaz noted.

State Islamic Minister dismisses party’s demand he resign

State Islamic Minister and former President of the Adhaalath Party, Sheikh Hussain Rasheed Ahmed, has dismissed demands from the party’s council that he resign.

“You will know very well that I did not accept this position with the consent or with an approval of the consultation council, and therefore I do believe that there is a policy that allows the council to ask me to resign,” State Minister for Islamic Affairs Sheikh Hussain told the current President of the Adhaalath Sheikh Imran Abdulla, in a letter he send yesterday in response to the one demanding his resignation.

In the letter Sheikh Hussein said that normally when a coalition agreement is terminated, the President withdraws the positions shared with the party, and President himself would ask the members of that political party to resign from their positions.

“Every citizen has a national responsibility, and the only time he should stop fulfilling those responsibilities are when they are inconsistent with the principles of Islam,” he told the Adhaalath Party president in the letter.

He said that the greatest responsibility of a citizen was to serve the nation and to carry on the duties the he was assigned, adding that the work he was doing “fulfills both a religious and national duty.”

Following in the footsteps of now-opposition Dhivehi Qaumee Party (DQP) and the Jumhooree Party (JP), Adhaalath is the third major party of the ‘Watan Edhey’ coalition – formed to rally against former President Maumoon Abdul Gayoom in the second round run-off of the 2008 presidential election – to leave the MDP-led coalition.

Sheikh Imran last night told Villa TV (VTV) that he had asked Islamic Minister Dr Abdul Majeed Abdul Bari and the State Islamic Minister to resign following the party’s split with the government.

Meanwhile, MDP Chairperson and MP ‘Reeko’ Moosa Manik said the MDP regrets the Adhaalath Party’s decision to leave “like a husband regrets for a while when a stubborn wife leaves him.”

Islamic Minister Dr Bari has not said anything on the matter. The media today reported that he had departed to Haa Alifu Atoll with the President.

Four men arrested for drugging and gang raping 15 year-old girl

Police have arrested a group of men including the chairman of an anti-drug NGO for allegedly drugging and raping a 15 year old girl on the island of Guraidhoo in Kaafu Atoll.

An islander told Minivan News that the incident occurred on Sunday night when the girl allegedly accompanied the five men who were intending to use marijuana.

“They did not forcibly take her to [to the area near the cemetery] but she went with them, and there they raped her,” he said. “The next day she told her mother about the incident and she reported it to police.”

He said the police arrested the men on Monday afternoon and took the girl to the island’s health centre.

According to the islander, two of the five men detained by police were minors. They were summoned to Maafushi Court in Kaafu Atoll Maafushi, an island very close to Guraidhoo.

“Maafushi Court extended the detention of three adults to 10 days and released the two minors to house arrest,” he said. “The three have been brought to Male’ and are currently in Atholhuvehi Police Custodial.”

He added that the Chairman of the drug NGO was also a staff member at the island council office.

A police spokesperson confirmed to Minivan News that four men had been arrested in connection with the case.

“The police were informed that a group of men on the island drugged a 15 year-old girl and attempted to rape her,” he said. “Four men were arrested in connection with the case.”

The police investigation in continuing.

Fokaidhoo islanders ‘hijack’ island council office

Islanders of Shaviyani Atoll Foakaidhoo have “hijacked” the island council since yesterday afternoon, a council member has told Minivan News.

Abdulla Nahid, one of the four Dhivehi Rayyithunge Party (DRP) council members on the island told Minivan News that a group of middle-aged women and men entered the Council Office yesterday afternoon and refused to leave the office saying that they had hijacked the Council Office.

“They came here while we were having a council meeting regarding the issue of handing the power house of the island to the utilities company,’’ Nahid said. ‘’This is the real issue, there was a dispute between the Maldivian Democratic Party (MDP) supporters and DRP supporters on the island about handing over the power house.”

He said that while the DRP supporters opposed the utilities company, MDP supporters demanded the council hand over the power house.

‘’We called for a vote to see what the majority of the islanders want, but MDP supporters boycotted the vote and more than 90 percent opposed the idea of having the utilities company run the power house,’’ Nahid explained. “The MDP supporters sent us letter and petitions so we went for a second vote, but DRP supporters boycotted that vote and more than 90 percent of the islanders present that time voted in favor of handing over the power house.”

He said yesterday the council was about to discuss the matter during the meeting but MDP supporters arrived and told the councilors that they would not leave the office unless the council gave them a final answer.

“We told them that we have to hold a council meeting to make a decision according to the law, but they did not allow us to have a meeting and are sitting inside the council office now as well, they were there all night,’’ he said.

Nahid said that they were not obstructing the work of the council members or being violent, but just sitting down inside the council office saying that they had hijacked the office.

“They threw paper rockets at us, and sometimes make noises using a loudspeaker, but most of the time they remain quiet,’’ he said. ‘’Because they did not leave the office last night, two council members stayed up in the office and this morning did not come for work, so today we were not able to hold a meeting and the matter is being delayed.’’

He said he personally supported the MDP supporters’ idea, and had told other council members to support the idea and put the politics aside.

‘’But according to the law, I need one more council member to support my idea before we can go for a vote – if the vote is equal the Chair of the council can vote but there has been no other member to support this,’’ he said.

Nahid added that the council members did not want to use the police to move the protesters out of the council office.
