Ten killed in Delhi briefcase bombing

An improvised explosive device (IED) killed at least 10 people and injured approximately 65 this morning at the high court in Delhi, India. UK’s The Guardian reports that the bomb was hidden in the briefcase which had been placed near the court’s reception center where people queue for visitors’ passes.

The bomb exploded at 10:14 am, a peak traffic time. The Guardian calls it the largest attack in India’s capital since a series of bombs went off in markets three years ago, killing 25 people.

India’s home secretary, RK Singh, said the attack “has all the signs of an IED explosion set off by a terror group,” The Guardian reports.

Reuters has reported that a militant terrorist group called Harkat-ul-Jihad Islami, or HuJI, had taken responsibility for the attack.

Delhi’s high court was targeted earlier this year, when a minor blast on 25 May took place at approximately the same location. No casualties were reported.

US-based The New York Times reports that Indian intelligence agencies had been criticized lately for slackening security measures. The report stated authorities had received information about a possible terror threat to Delhi in July, which they turned over to local police.

Reports indicate that this and previous attacks in Delhi and Mumbai, India’s two most important cities, did not involve electronic communication- – common aspect of many terror plots. Officials consider this a “troubling pattern.”

Wednesdays are known busy days at the the Delhi court, which hears public interest litigations on that day. The court is also located within a mile of parliament. The Guardian notes that at one point the two buildings were temporarily connected to allow home minister Palaniappan Chidambaram to deliver statements on the latest atrocity.

One MP allegedly called today’s bombing “an attack on the nation.”

In December 2001, the Indian parliament was targeted by a suicide bomber belonging to Islamist terror groups Jaish-E-Mohammad and Lashkar-e-Toiba, based in Pakistan.

Education Ministry to appoint LS Construction to rebuild Arabiyya School

Director General of the Education Ministry Mohamed Yousuf has said the ministry will soon sign an agreement with LS Construction to complete the seven-storey Arabiyya school building in eight months, reports Haveeru.

Six companies had expressed interest in the project after Maalaa Highrising pulled out of the project following the rufiya devaluation.

The school is expected to open in mid-2012.

Air Seychelles crew subdued attempted hijacker in Maldives in 2002: Wikileaks

The crew of an Air Seychelles flight flying from Mumbai to Seychelles via Male in 2002 subdued a passenger armed with a knife who attempted to enter the cockpit, according to a US Embassy cable leaked by Wikileaks.

The confidential cable claimed the attempted hijacker “who looks as if he could be an Indian or Bangladeshi”, was carrying a forged passport identifying him as Chandra Babu Sasi.

The full Wikileaks archive was released on Friday. Of the 3325 documents leaked from the US Embassy in Colombo, 150 concern the Maldives.

GST will prioritise wholesalers, but requires administrative tax regulations

Maldives Inland Revenue Authority (MIRA) has said it will give priority to levy the Goods and Services Tax (GST) from merchants who import and sell goods at wholesale prices, reports Haveeru.

The GST bill, which was ratified by President Mohamed Nasheed last Friday, is required to be implemented within a month from ratification.

Commissioner General of Taxation, Yazeed Mohamed, told Haveeru that tax deductions from wholesalers will be the second major source of income. He said certain industries such as construction, food and entertainment would be given higher priority.

Yazeed said the act will be fully implemented in three months, but that administrative tax regulations had to be amended as well, Haveeru reported.

GST payers will be asked to register at MIRA.

Conde Nast rates magazine rates Maldives world’s second most popular destination

Condé Nast Traveler magazine has rated the Maldives the second most popular island destination in the world.

The magazine’s 14th annual Readers’ Travel Awards also recognised the Kuda Huraa Four Seasons Resort as ‘The Best of the Best in the World’s Top 100’ resorts. The resort was also named ‘Best Overseas Leisure Hotel in the Middle East, Africa and Indian Ocean’.

Resort General Manager Sanjiv Hulugalle traveled to London last week to receive the award on behalf of the Four Seasons.

“This award is a testament to an amazing joint effort and we’re incredibly grateful to everyone who voted for us,” Hulugalle said at the ceremony. “We’re constantly looking to raise the bar.”

President meets outgoing UNESCO director, Honorary Consul

President Mohamed Nasheed, Vice President Dr Mohamed Waheed and Chief of Staff Ahmed Mausoom yesterday met with Outgoing Director of UNESCO and Former Minister of Education of Mauritius, Amroogam Parsuramen, to discuss strengthening collaboration in the areas of higher education, trade and economic development.

During the meeting Parsuramen also congratulated the Maldives for its promotion of the values of democracy, human rights, and efforts to seek regional cooperation in an international arena.

Nasheed also met yesterday with the Salisbury-based Honourary Consul of the Maldives and Friends of Maldives founder David Hardingham, and discussed providing overseas volunteers to assist in areas of development and trade.

President signs GST bill into law

President Mohamed Nasheed has ratified the “Goods and Services Tax Bill” (GST), which was passed at Parliament’s 34th meeting of the term last Monday. The President signed the bill into law at a function on Fuvahmulah today.

The GST bill was published today in the government’s gazette.

The tax bill is divided by type of sale. Sales are defined as either tourism goods and services, or goods and services for sectors other than tourism.

The points addressed by the GST bill include collection, exemptions, duration of taxation, methods of calculation, and registration of taxable activities.

Newly-decreed uninhabited islands to be resort, airport

The Bilhifeyshi area and Thoon’du area of Fuvahmulah have been officially recognised as uninhabited islands.

President Mohamed Nasheed signed decrees for both islands during a special meeting at Fuvahmulah, which addressed development projects for the upcoming South Asian Association for Regional Cooperation (SAARC).

The President said the two islands will be used for tourism. Development on these islands will be overseen by Fuvahmulaku Development Corporation Limited, a government company that was also created today.

Resort construction will begin at what was formerly Thoon’du area next week. Plans to build an airport at Bilhifeyshi area island are underway.

Development of these islands will be in accordance with the government’s social and economic development policies. The plan is said to provide more opportunities for local business investment and job growth.

Yameen announces intention to join Gayoom’s party, run in presidential primary

Opposition People’s Alliance (PA) Leader Abdulla Yameen has announced his intention to sign up for the new political party recently advertised by his half-brother, former President Maumoon Abdul Gayoom, reports Haveeru.

The MP from Mulaku told Haveeru that Gayoom’s creation of a new political party was “widely requested” and due to “no other choice”. He said MPs from PA and Gayoom’s opposition faction had voiced concerns that  the opposition Dhivehi Rayyithunge Party (DRP) was not fulfilling its duties.

The PA will not be dissolved in the wake of Yameen’s departure, Haveeru reported. Instead the party would form a coalition with the new, as yet unnamed party. Yameen told Haveeru that he was no longer involved in the People’s Alliance.

Yameen further announced that intends to run in the new party’s presidential primary. He added that he will support whoever the party chooses for the 2013 presidential election.
