New regulations will defend Islam in the Maldives, says Islamic Ministry

The Ministry of Islamic Affairs said draft regulations under the Religious Unity Act will incorporate recommendations by Jamiyathul Salaf to “protect and defend Islam in an Islamic state like the Maldives”.

In a letter sent to the Islamic association yesterday, the ministry said recommendations made by Salaf earlier this month were already included in the regulations currently being reviewed by the attorney general’s office.

“The purpose of the regulations that have been drafted is to protect the country and Maldivian society from brutal and harsh practices, divisions and antagonism in the name of Islam and from practices that contradict Islam and Islamic culture,” it reads.

The 11 recommendations made by Salaf included removing anything that conflicts with Islam from the education curriculum or subject syllabuses, making it an offence to spread other religions and openly sell or possess any items that symbolise religious holidays of other religions, and specifying measures to be taken against expatriate teachers found to be promoting other religions or inciting hatred of Islam among students.

Moreover, the proposed regulations should empower the authorities to check printing presses and bookshops for material in conflict with Islam, and make it an offence to publish such opinions or views in the media.

Salaf also recommended obligating non-Muslim visitors to inhabited islands to adhere to a code of dress and conduct appropriate to an Islamic environment.

Furthermore, the regulations should ensure that photos and videos used in advertisements do not clash with Islamic codes of behaviour and make it illegal to introduce elements of foreign cultures that conflict with Islam.

Salaf’s recommendations further call for specifying penalties for those who openly “challenge or defy” God, his Prophet or Islamic shariah, and make it an offence to disrespect the Prophet or his companions.

Lastly, Salaf recommends the creation of a council to take measures against people who issue religious fatwas (edicts or decrees) without the requisite education or learning.

Unless these recommendations are incorporated in the regulations, Salaf’s letter states, it would be “meaningless” and could “open doors” to other religions and cultures.

Salaf claimed action was not taken against Christian missionaries under the old regulations, and were instead used to “punish, jail and torture” Maldivians who “loved Islam and tried to find the right path”.

The letter goes on to recommend that the proposed rules are put up for a public discussion among religious scholars.

In response the letter from the Islamic Ministry, signed by State Minister Mohamed Shaheem Ali Saeed, states that the president’s office, Maldives Police Service and experienced religious scholars were consulted during the drafting process, which spanned six months.

The letter goes on to say the ministry regrets that Salaf has been criticising the ministry and attempting to “mislead the public” about its policies instead of offering either assistance or constructive help.

Moreover, it reads, the ministry regrets that Salaf’s president Abdullah bin Ibrahim Mohamed refused an invitation to join the Fiqh academy or help draft Friday sermons.

“But ultimately, even if you do it from afar, we believe sharing such counsel is a good step for the future and we are grateful for it,” it reads.

Salaf responded to the letter today, thanking the ministry for assuring the association that its recommendations were already in the regulations.

“What remains now is the wait for the regulations to become enforced,” Salaf replied.

  2. The problem with sunnah is you guys make up things saying that is sunah for example keep girl children at home without giving them an education. Nowhere in Islam it rejects giving education to women but yet you fundamentalists do. This is to disempower women and you extremists to have your power control over women. I know you will try to twist my words. Again, I have already said these things. Than you have said that Allah gsve men to power control women, nowhere again this is said in Islam. This is one example of many. Do you think you guys are not exploiting Islam because you loudly say you follow sunah but you dig up past traditions of Pakistan and Taliban........This why, it indicates that you are trying to follow Salaf & adalath party ideology.

    I have never seen any scientific article or evolutionary documentaries saying "fact of evolution". Because there is no 100% proof to say that evolution is a fact.

    Let us wait for the Human Genome project findings. There is research going on to find the origins of man.

    I know that NG, Discovery etc shows documentaries with a lot fancy animations as though evolution is a fact. But don’t be deceived by such things. Use your own logic and think deeply.
    If you evolution is in indeed a fact then give me a logical answer for this question. How did the first living cell formed? How did matter come into existence? How did amino acids come into existence? What is the structure of DNA? What happens when there is a change in the DNA sequence? Does it give rise to a useful product? Is it logical to say that the giraffe neck grew long because deer or whatever it was did not have enough grass on the land? I don’t want to be rude here.

    You've hit the nail on the head. My problem isn't with Islam. My problem is with the creative liberties taken by the so called sheikhs of Salaf. The Quran only says that it will remain unchanged till the day of judgement, not that the hadhees will remain unchanged. Why then is everything that these bearded ones say based mainly on hadhees? And that too, Hadhees as interpreted by Salaf 'scholars'

    Why is this particular sect of Islam right, as compared to all the other sects?

    About husband duty
    "Men are the protectors and maintainers of women, because Allah has
    made the one of them to excel the other, and because they spend from
    their means. Therefore, the righteous women are devoutly obedient, and
    guard in the husband's absence what Allah orders them to guard." (V.
    4:34)
    prophet(pbuh)said "The world and all things in it are precious, and the most precious thing
    in the world is a virtuous woman." (Ahmad and Muslim)

    About mother
    a man came to the Prophet ! and asked:
    "O Messenger of Allah, who is the person who has the greatest right on me
    with regards to kindness and attention?" He replied: "Your mother." "Then
    Who?" He replied: "Your mother." "Then who?" He replied: Your mother."
    "Then who?" He replied: "Your father." (Ahmad and Abu Dawud)

    About children
    "Whoever looks after two girls till they reach maturity, he and I will enter
    Paradise together like these two (fingers).” (Muslim and A t- Tirm idh 1)

    About their rights
    "And they (women) have rights similar over them to what is reasonable,
    but men have a degree over them. And Allah is All-Mighty, All-Wise." (V.
    2:228)

    About education
    The Messenger of Allah ! once said: "Acquiring knowledge is
    compulsory for every Muslim. (At-Tabarani)
    This narration applies equally to men and women.

    About receiving reward from Allah
    "A woman will receive reward (from Allah) even when she gives charity from
    her husband's earnings. The husband and the treasurer (who keeps the money
    on the husband's behalf) will also be rewarded, without the reward of any of
    them decreasing."

    About jihad for women
    "For them is a Jihād without fighting," which referred to the Hajj and '
    Umrah.

    About marrying one she likes
    "My father has forced me to marry my cousin in order to raise his own status
    (in the eyes of the people)." The Prophet told her that she was free to dissolve this marriage and choose whomever she wished to marry. She replied, "I accept my father's choice, but my aim was to let the women know that fathers have no right to interfere in the marriage." (Ahmad, An-Nasa 'i and
    Ibn Mājah)

    About supporting each other
    "The believers, men and women, are Auliyā ' (helpers, supporters, friends,
    protectors) of one another; they enjoin (on the people) Al-Ma'ruf (i.e.
    Islamic Monotheism and all that Islam orders one to do), and forbid (people)
    from Al-Munkar (i.e.. polytheism and disbelief of all kinds, and all that Islam
    has forbidden); they perform As-Salāt (Iqįmat-as-Salįt), and give the Zakāt,
    and obey Allah and His Messenger. Allah will have His Mercy on them.
    Surely, Allah is All-Mighty, All-Wise." (V. 9:71)

    in our belief a women is allowed to trade and work in institutions for women only, and at all times she must observe the relevant rules on Hijab and Satr. A woman's primary place is in the home but she may work if she has no one to support heror because her husband's income is not sufficient for the family's needs.

    When you see a bridge, a
    building or an automobile, you automatically consider the person or company that constructed it. When you
    see a large ship, an airplane, a rocket, a satellite; you also think about how incredible it is. [You know by its
    design who the maker is.] When you see a super international airport, nuclear plant or an orbiting space
    station you have to be thoroughly impressed with the engineering dynamics that are involved. Yet, these are
    just things that are manufactured by human beings. So what about the human body with its massive and
    intricate control systems? Think about it. Think about the brain: how it thinks, functions, analyzes, retrieves
    and stores information, as well as distinguishes and categorizes information in a millionth of a second, all of
    this constantly. Think about the brain for a moment. (And don't forget the fact that you are using your brain
    to consider itself!) This is the brain that made the automobile, the rocket ships, the boats, and so on. Think
    about the brain and who made that! Think about the heart. Think about how it pumps continuously for sixty
    or seventy years [taking in and discharging blood throughout the body] maintaining steady precision
    throughout the life of the person. Think about the kidneys and the liver and the various functions they
    perform. The purifying instruments of the body that perform hundreds of chemical analyses simultaneously
    and also controls the level of toxicity in the content of the body. All of these are done automatically. Think
    about your eyes, the human cameras, that adjust, focus, interpret, evaluate, discern color automatically,
    naturally receiving and adjusting to light and distance. Think about it-Who created them? Who has mastered
    their design and function? Who plans and regulates their function? Human beings do this? No, of course not.
    What about this universe? Think about this. This Earth is one planet in our solar system, and our solar system
    is one [of possible many] solar systems. Our galaxy, The Milky Way, is one of the galaxies. There are one
    hundred million galaxies in the universe. They are all in order and they are all precise. They are not colliding
    with each other. They are not conflicting with each other. They are swimming along in an orbit that has been
    set for them. Did human beings set that into motion and are human beings maintaining that precision? No, of
    course they are not. Think about the oceans, the fish, the insects, the birds, the plants, bacteria, and chemical
    elements that have not yet been discovered and cannot be detected even with the most sophisticated
    instruments. Yet each of them has a law that they follow. Did all of this synchronization, balance, harmony,
    variation, design, maintenance, operation and infinite numeration happen all by chance? Do these things
    function perfectly and perpetually also by chance? No, of course not. That would be totally illogical and
    foolish. In the least, it indicates that however it came to be-it exists beyond the realm of human capability.
    We will all agree to that. The Being, The Almighty Power, God, The Creator who has the knowledge to
    design and proportion crated all of this and is responsible for maintaining it. He is the only one that deserves
    praise and gratitude.
    If I were to give each one of you one hundred dollars for no reason, you would at least say thank you. What
    about your eyes, your kidneys, your brain, your breath, your children, and your life: Who gave you all of
    that? Is He not worthy of praise and thanks? Is He not worthy of your worship and recognition?
    My brothers and sisters, in a nutshell, this is the goal and purpose of this life. Allah said to us in the Holy
    Quran: "And I did not create...mankind except to worship Me." [Quran, Chapter 51: Verse 56] this is what
    the Almighty said. Our purpose in this life is to recognize The Creator, to be grateful to Him, to worship
    Him, to surrender ourselves to Him and to obey the laws that He has determined for us. It means worship is
    our purpose in life. Whatever we do in the course of that worship, [i.e., the eating, the sleeping, the dressing,
    the working, the enjoying,] between birth and death is consequential and subject to His orders. But the main
    reason for our creation is worship. I don't think anyone who is analytical or scientific will have much of an
    argument with that purpose. They may have some other reason with themselves-but that is something they
    have to deal with between themselves and Almighty God.

Only Allah will decide who is a true Muslim or not. Only Allah will decide who will go to Hell or Heaven.   10. @nishan I know many women in your ideology who don’t have a life. They are closed behind doors even when they cover full body and face. This is one way men control women by locking them up at home. So let me ask you Salaf ideology group. If your women cover everything why can’t they work? Nowhere in Islam, has it said that women should not work. You guys just promote this idea so that you can brainwash women. Salaf ideology promotes women to stay at home to look after family but look at the number of women in your group who are forced to shop, do chores outside and so on. Your men are not able to take care according to your Salfa ideology even though you promote it. Children are your responsibility as well; it’s not a western concept. It’s a very Islamic principle; both parents are equally responsible to take care of them. Allah doesn’t put all the responsibility alone to take care and look after. This is an old tradition that you are promoting and why so children today in Maldives are left with no father to care for them or love them. It’s a Saudi concept as well. Funny thing is men are so busy even in Saudi Arabia and then men are forced to send women out with foreign labours.

  11. There was breaking news event in Saudi where the driver abused a woman who whom he was driving around for months. The woman was pardoned by King, usually they stone women. Rape is unrecognised by Islamic scholars. Even if husbands rape women in marriages as I know a woman who covers full face – hijab. Her private parts were badly damaged by this long bearded guy who acted like an animal. She was his slave, who did all the bidding and pleased her husband in the name of Islam. Like many say I have no problem with Islam but with you guys trying to promote ideology in the name of Sunnah and how you guys are interpreting Quran. Look at the way you guys are quoting versus without understanding the true meaning in Quran. Because majority of Maldivians do not know Arabic, you guys think you can mislead everybody stating all what we talk about is western concepts and so on. Its logical reasoning and what Islam says that we talk about.

  14. In Islam fundamentalists don’t believe in human rights but Islam is the first religion that endorsed human rights of children, women and others.
    If we don’t follow your footsteps of Jihad to kill innocent people like in Pakistan or in foreign countries you label us as Kafirs and hypocrites. Aren’t the fundamentalists hypocrites? Nowhere Allah says to go to Jihad to kill people like blowing themselves up. Isn’t that a modern version of Salafism. I refer to extremists as the group who try to change the majority of the Muslims by fear, try to change the way of our life to fit to salaf ideology. The ideology of salafism for example preventing women to be free souls, or have extremist ideas of locking up girl children etc. Yes I refer them as hypocrites and have roots to Taliban and other such extreme countries. How come these extremists live well off, because they get money to spread extremism? Look at how little they earn but how they spend lavishly in supermarkets. Watch and see for yourselves. They gang up together because they get international extremism funding to spread salafism.

    And its not true what you say about women behind the veils. the sisters i know live a very happy life behind the veil.They are modest and feel respected and feel happy about it,and they are not like the people who go on showing off to the whole world ..they are happy because they are following the Quran and sunnah. they are happy and they hope for the eternal reward they get at last. they hide their beauty but knows when they are in paradise they are given the eternal beauty which outdo the beauty of even the maidens of paradise. You don't have any idea about the real happiness one achieves by fully following the Quran and sunnah.

  24. What is this so called 'isms. There is no such thing as wahhabism, salafism, fundamentalism, extremism, muhammadism in Islam. These are terms used by the west to give a negetive image on islam. Infact there are no sects in islam.

    There is just one true islam and it is based on Qur'an and authentic Narrations or Sunna of the Prohet(PBUH). All scholars agree that Bukhari and Muslim collections of Hadeeth as the most authentic books after the Qur'an.

    Sunna of the prophet is part of Islamic Shareea and when the messenger(PBUH) commands us to do something it is considered compulsary. There are several verses from the Qur'an indicating that we should follow what the Prohet(PBUH) commanded us.

    But if the followers deviates from Islam and do things in the name of islam then we cant assosiate that with islam. Islam prohibits the killing of innocent human beings. Islam prohibits the violations of women's rights and human rights as a whole.

    Is islam really violating women's rights when they wear the veils or cover their faces? No. Infact islam is protecting women.

    Think about the number of rapes happening in USA. What could be the reason for this???

    Say, "Obey Allah and the Messenger." But if they turn away – then indeed, Allah does not like the disbelievers (Qur'an 3:32).

    Those who don't beleive in Allah please get indepth knowledge of science. Learning a little bit of science may lead you to athiesm. The best proof of the existence of Allah is the Qur'an and His Creations. Study this book and ponder about His creation as Allah says in many places in the Qur'an.

    May Allah guide us to the true path.

    If you think every single man with a beard is a rapist like the Saudi guy than every Maldivian without a beard is cold blooded killer.Because the guy who [police arrested in relation to the alleged murder of Shereen] did int have a beard.
    I think you need to read and understand things things before you comment.I cannot even dream to Muhammad(SAW).Its difficult when we have to explain things to people with minds of four year old.

  26. When women go out showing most of their bodies, this is one of the greatest causes of crime and corruption of men’s morals, and of the spread of immorality. It is also degrading for woman, as we see women becoming cheap products for business-owners and advertisers, who show woman half-naked and devoid of modesty in order to attract customers and market their products.

    A woman’s body belongs to her and is not to be shared with people. When she gets married it belongs to her husband and she should not let anyone else have a share in it. What does a woman want when she shows her body and exposes her charms to onlookers? Does she just want them to look and stare, and what is the affect of that on rapists and the foolish? How are you going to stop them from getting what they want by attacking you and trying to rape you. Are you going to show some meat to the hungry and then try to stop them from eating it?

    In a modern study it was shown that:

    65% of female workers are exposed to sexual harassment in their place of work in some European countries.

    18% of women in America have been raped or been subjected to attempted rape at some stage in their lives.

    More than half of victims were under the age of 17.

    Islamic sharee’ah brought that which is best for men and for women, and for the family and society. It does not impose restrictions on women as some enemies of Islam claim. Islam allows women to work, seek knowledge, engage in business, testify in court, uphold the ties of kinship, visit the sick, and so on, but it has set limits regarding her going out in order to protect her and to prevent the foolish from harassing her.

    In Islam, women are protected and looked after. That is not in return for her staying in the home only, rather that is because she plays a great role, which is taking care of her husband and raising and caring for children. This is an important role, because the soundness or corruption of society depends on the extent to which mothers are successful in their raising and teaching of their children.

    One of the largest British insurance companies carried out a study on one million housewives, which produced amazing results. This study showed that the average full-time housewife spends 19 hours per day meeting the needs of her family, because she is the one who is raising the children, teaching them, looking after family members when they fall sick, and is responsible for the household budget.

    In addition to that – looking at what the houswife’s value from a purely materialistic point of view, far removed from any emotional criteria – a woman who stays at home is the most valuable thing the family can have.

    It has become clear to many wise women the serious danger posed by the false freedom that they are enjoying and they have finally realized where this path will lead them. It is stated in another study that:

    80% of American women think that the freedom that women have gained in the last 30 years is the reason for the promiscuity and violence that are prevalent nowadays.

    75% feel worried about the loss of values and the disintegration of the family.

    80% have great difficulty in combining their responsibilities at work with their responsibilities towards their husbands and children.

    87% said that if the clock was turned back they would consider the demands for equality as a social conspiracy against the United States and they would resist those who raise the banner of equality.

    All it needs is for you to think about the matter a little, and look at real life, and you will see that hijab spares women from evil, harm and crimes. Islam has closed the door to such evils with its laws, including the requirement for women past the age of puberty to wear hijab.

  28. Yes there is Salafism in Islam. Salafism is being spread in the Maldives as well. Why deny the truth. Go to the Salaf website and its very obvious. If you are talking about women, look at the reality. Look at your women. You are hardly able to look after them. Preaching is one thing but reality is another. Its not western concepts you keep poiting your fingers rigidly. Its your minds that are blocked against reality. See whats going on at your own homes, with your wives who you try to brain wash to get your more wives in the name of Islam. Do you even look at your wives concerns, their happiness or rather try to enslave them. This is another beleif of Salafism. I could do on. Dont we talk things with evidence. But all I see is people through the internet, get verses from Quran and paste here. The verses should support the discussions. Unfortunately the commentators hard on their salaf ideology.

I know plenty of housewives who are not happy because you guys are hardly appreciate their work, you hardly consider them as equal partners. Ofcos you will claim these are western concepts. I never seen your guys raise your voice against these kinds of wrongs. You will say that these innocent children are abused because of their behaviour. They should be married and abused by their husbands instead by others.

    I think you need to call some senior members of Salaf or Adhaalath and ask their opinion regarding women taking jobs.I have never heard them saying that women cannot work.But once again what i heard them say is that women can work only if there are no mix up of sexes.There is good reason behind this.I remember my first day at work.I was 18 then.I had to sit with six middle age women who started talking to me.Guess what the most of the talk were.ABOUT SEX.I was sicken to the point that i wanna vomit.Office romance is a big issue in west and maldives too.

And he (peace be upon him)explained us every good manners even the manners of the toilet. He (peace be upon him)explained everything which the ummah is in need of in all of its affairs.
    So if we follow the Quran and sunnah we will be successful in this life and in the hereafter.
    And you seem very jealous about our paradise island. But what ever you say this is one of the most beautiful country in the world. That is not how any intelligent mind would react.
    And regarding the people who will cancel their vacations to our beautiful PARADISE ISLAND, I will say there is nothing to hide because nowadays even a two year old knows (except people who follow satan)that zionists are the real terrorist and Islam is about love peace and harmony. It’s really dangerous.........There has a bomb blast in Sultan Park and at the massage parlor. If we let the salafism and fundamentalism grow, it could destroy the peace of the country. The writings of the fundamentalists confirm my belief of dangerous tactics. Nobody can debate or challenge their ideology. They are anti-social, support social oppression, anti to of freedom on human rights, they are anti-democracy, they isolate women and girl-children, and they control people with power. As history has suggested, the fundamentalists promote social isolation because their main interest is to gain political power and control.

But as for the kaafir or hypocrite, he says, ‘I do not know, I used to say what the people said.’ It is said, ‘You did not know and you did not follow those who knew.’ Then he is struck a blow with an iron hammer between his ears and he screams a scream which everything around him can hear apart from the two races (of mankind and the jinn).”

  48. I am replying to my concerns about the peace, security and happiness of the Maldivians. Salaf should be disolved as the law on NGOs do not allow any kind of disharmony amongst the communities of our country. They are causing divisions, disharmony and rigid ideology in our peaceful land. I dont bother to reply to the fundamentalists as the history tells, they will not listen to others or budge from their extremist views. As you can see the fundamentalist views are being expressed to the extreme here.

  49. Another concern is that the fundamentalists are aware that Maldivian is going through democratisation and citizens are at a vulnerable situation. Extremists will use this opportunity in the name of Islam to politically take advantage to brainwash our people. Mark my words!!
