Parliamentary committee to investigate “resettlement” of Gitmo detainees in Maldives

Opposition Dhivehi Rayyithunge Party (DRP) MP Ali Waheed has filed a motion without notice at the parliamentary national security committee to investigate the government’s decision to allegedly “resettle” inmates from the controversial Guantanamo Bay prison in Cuba that houses terror suspects.

Speaking to press after filing the motion, Ali Waheed said that based on his information, the released prisoners would not necessarily be held in custody, but could be resettled in the Maldives.

“They are to be released among Maldivians and kept under watch in whatever way,” he said. “So while we don’t even have a proper jail and the society is drowning in gang violence and crime, the Maldivian government has reached the point where they are forming agreements with another country and creating a legal framework to bring in people from the jail that has the world’s dangerous terrorists and citizens aren’t aware of what’s happening. The People’s Majlis elected by the Maldivian people aren’t aware of it.”

He added that the government’s actions was “a bit too much”.

“Even if the Majlis is on recess, I ask that the committee look into this and take action against those culpable in this matter,” he said.

The DRP vice-president, who is also the deputy chairman of the national security committee, said the case should be investigated as a matter of urgent concern.

He called on the national security forces, Maldives Police Service and the Human Rights Commission to “stop this from happening.”

“And the Maldivian people should come out and stop this,” he said, adding that the government’s failure to seek the parliament’s opinion showed that personal interest was involved.

Moreover, it was regrettable that the government was planning to bring in “convicts” at a time when the social fabric “has been destroyed”.

“We can’t even properly control the convicts in this country,” he said.

Ali Waheed told Minivan News today that the DRP “fully supported” the closure of the Guantanamo Bay prison, but bringing inmates to the Maldives poses dangers to the country.

Nobel Peace Prize

In December last year, President Mohamed Nasheed said the Maldives will receive prisoners released from the jail.

“If a Muslim does not have a place to live in freedom, we will help in whatever way we can. We don’t want anyone to suffer any harm. We know that the Maldives, in helping just three people from Guantanamo Bay, does not mean that either the Maldives or the world would be free of inhumane treatment,” he said. “However this jail, Guantanamo jail, is very symbolic.”

US President Barack Obama pledged to close down the jail in the first year of his presidency. However, the American government now foresees that the prison will be closed at the end of the year.

In his radio address in December, President Nasheed said investigations have cleared most of the detainees of any involvement in terrorist activities, while the others will be taken to trial.

He said most of the detainees at Guantanamo Bay were innocent people caught up in the war in Afghanistan, and that offering assistance to other nations in whatever capacity was “a national duty.”

DRP MP Ahmed Nihan told Minivan News today that Saudi Arabia, Philippines and many other countries have refused to take in any Gitmo prisoners.

President Nasheed was trying to “win the Nobel peace prize” and secure American financial assistance, Nihan suggested.

He further warned that the move could leave the country open to attack by terrorist groups.

Nihan said Foreign Minister Dr Ahmed Shaheed was the one who came up with the plan.

Shaheed said today that it was important to remember that not everyone incarcerated in Guantanamo Bay prison was a terrorist or a criminal.

“There was once a Maldivian taken there,” he explained. “He is living here and nobody has attacked us.”

Shaheed claimed that DRP’s motion was driven by personal animosity towards him.

Last year, the DRP failed to pass a vote of no-confidence against Shaheed for his part in deciding to establish diplomatic ties with Israel.

On whether he advised President Nasheed on accepting the detainees, Shaheed said he did not have to answer that question.

The president said investigations have cleared most of the detainees of any involvement in terrorist activities, while the others will be taken to trial.

He said most of the detainees at Guantanamo Bay were innocent people caught up in the war in Afghanistan, and that offering assistance to other nations in whatever capacity was “a national duty.”

Comment: Maldives Media at the Crossroads

Press freedom. Media Freedom. Right to Information.

Several years ago these were taboo words in the Maldives. Now they have become the mantra of the local media. Ironically it is coming from those people who resisted the introduction of these democratic instruments into Maldives.

The chant now is ‘self regulation’. And that coming especially from the Maldives Journalist Association (MJA) is worrying.

The MJA has become the grand mufti of the nation’s media. They have become the sole experts to assess the media. But in a country like the Maldives where everyone is familiar with each other, the views of MJA are like that of a serial killer calling for human rights.

If MJA claims to be a voice for free media they are a bit late for this. Such freedoms have undoubtedly been established. The noble deed was done by some others who started the process almost twenty years ago. They risked their lives like those doing a massive clean-up while the storm was blowing. By now, they have stashed their tools and dumped the garbage and are busy with more clean-ups.

Rumor has it that MJA is synonymous to Haveeru – the oldest daily of over 30 years and supposedly with the largest audience. The President of MJA – Ahmed ‘Hiriga’ Zahir has been the editor of Haveeru for most of its life.

For me, MJA’s credibility has always been questionable; among many other contexts is its representation of local media. I asked the President of MJA for a list of its membership. But sadly, he ignored my request. That was from the very person who calls for freedom of information.

I logged onto the MJA website. The executive committee members were disclosed there. To my disappointment, they turn out to be the silent forces that resisted the movement to establish the very freedoms that the Maldivians enjoy today.

Now these forces are busy producing the media junk that Maldivians are exposed to, every time they turn a radio or a TV on.

I cannot say such trash is entirely due to the lack of professional training of the local journalists. In the current scenario, the security of your job as a journalist in private media depends on your willingness to attack the government. The editors discount the ethics of their profession when it comes to imposing their views on the general public and violate the average person’s right to information.

I have always had deep suspicions about those who change their tune overnight and take multiple forms. Haveeru was definitely not advocating freedom of expression and press freedom in 2007.

My experience with them dates back to March 20, 2007, when one of my articles was published in a local paper.

In relation to that, I remember Haveeru was way ahead of others in portraying me as an ignorant apostate of Islam. I saw no wrong on my part as I was merely expressing my opinion. However, Haveeru was quick to twist my opinion as the view point of my employer. Further, they spiced up their story with quotes of those who shared their views.

On May 3, 2007, on World Press Freedom Day, the police chased me on the road and finally carried me to the police station. At the station, on live TV, I saw the official functions to mark the day. Soon I was delivered to the Supreme Council of Islamic Affairs, to have the views I expressed in the article “corrected”. Still Haveeru never mentioned that I was exercising my right to expression.

The election of the Maldives Media Council (MMC) held on 28th March 2010 is a case in point for assessing the credibility of the MJA.

I ran for a seat in the MMC. I was one of the two women shortlisted along with 13 men competing for seven seats to represent the public there. Two other women competed with nine men to represent the registered media in the council. The voters consisted of 20 registered media outlets.

MMC was formed with a blatant gender gap – a consequence of MJA’s attempt to ensure that the MMC is their subsidiary branch. MJA’s preferences unfortunately represent my loss.

A press release from the MJA on 18th March 2010 reads:

“While there is no room for us to deem the procedure was not politically motivated, our Association has noticed that the announced candidates include former frontline members of political parties.”

Six months ago, I worked as a purely administrative, senior secretary of the Maldivian Democratic Party (MDP). I am certainly proud that I contributed to the social and political reform of my country through my work there. Especially when MDP represents the leaders who brought us not only the freedom of expression but all the freedoms that Maldivians entertain today.

I found it surprising MJA failed to look beyond my one identity.

I have several identities. I was a school teacher who taught primary school kids, college kids, adults. I was a coordinator for UN funded projects on areas such as Population Education, Empowerment of Women, Reproductive health and Life skills. I have received government’s pension for 20 years of public service. I was a reporter and an editor for a local daily with an adequate level of professional training. I wrote many articles on social issues for the media including Haveeru and their English magazine ‘The Evening Weekly.’ I am a graduate of social science – one of the very few who ran in the MMC elections who had a university degree. Most importantly I am a mother of three grown up children.

Despite the dragging complaints by MJA on the MMC elections, they did not see anything wrong with Haveeru casting three votes as separate sources – Haveerudaily, Haveeru online (they have the same news stories and articles) and Haveeru FM (a music channel). Yet they failed to field a single female candidate from their establishment. MJA’s President and Editor of Haveeru, Ahmed Zahir, told me the MJA does not work for gender equality.

So far, MJA has been busy lambasting the government. But they have never taken a look inwards at how their media is performing. The aggressive promotion of gender stereotypes, gender discriminations and extremist viewpoints are probably not something they comprehend.

The MJA has undoubtedly achieved their main objective, which is attracting the attention of the international organisations. MJA knows that international organisations, to complete their tasks, depend heavily on local groups. This means that one can work for the benefit of the other. The building blocks for the MJA’s powerbase have started streaming in, in the form of training opportunities, local and international platforms and scholarships. MJA knows that the work plan of international organisations does not always include close scrutiny of people to whom they hand over funds.

The World Press Freedom Day was celebrated in Maldives last week. A two day consultation on Freedom of Information was held. The event was organised jointly by the Maldivian government and UNESCO. The local media personnel and representatives of the regional media participated at this workshop.

I watched the inauguration of the event live on TV. I also made some notes as distinguished people gave their speeches. One of them urged to deliver democracy with responsibility. Another pointed out that right to information is not the journalist’s right to information, but the right to information of the ordinary person on the street. The UNESCO Director General stressed the importance of quality of information and its dependence on the availability of accurate and up-to-date information for the journalists. The keynote speaker touched on a core value of the profession. He indicated that right to information is less satisfied by law than the desire, ability and choice of the journalist to choose the right information for the job.

The point leap of Maldives in the Press freedom Index was mentioned before the event was over. I did not find anyone there who helped bring that leap. No faces and no mention of names of those who over the past twenty years, at their own behest, struggled and made sacrifices to bring the media freedom we witness in the country today. Paradoxically, the hall was full of those locals who vehemently obstructed media freedom and freedom of expression in the country.

I ask myself why I wrote what I’ve written here. Is it worth? Or is it a waste of time?

At its worst, my readers will view me as a disgruntled person, taking it out personally on the MJA.

At its best, my readers will view my comments in a broader context.

As the Maldives transforms from a society of consensus – a condition forced by political repression – into a society of conflict, caused by the newly acquired freedoms, the role of media now, could never be more critical for the future of this nation.

New religious unity regulations: English

This is an unofficial English translation of the new religious unity regulations for the Maldives, produced by the Ministry of Islamic Affairs. The original Dhivehi is available on the Ministry’s website, and in the Government Gazette.

UNOFFICIAL TRANSLATION: Regulations on protecting religious unity of Maldivian Citizens

CHAPTER 1: General Clauses

(1) Introduction and title

(a): This is a general Regulations defining general principles to ensure religious unity as authorized by Law No. 6/94, Religious Unity Act of Maldives.

(b): These regulations shall be called ‘Regulations on protecting religious unity of Maldivian Citizens’.

(2)Aim

The principles compiled in these regulations aim to maintain the religious harmony existing among Maldivians for eons; solve conflicts that arise from disagreement among Islamic scholars on certain issues; ensure that information regarding such issues are spread so as not to sow discord in society; facilitate Islamic scholars to raise religious awareness among the public; maintain religious unity of Maldivian citizens; and to advice Ministry of Islamic Affairs on such issues to establish an advisory Board, and to set out the responsibilities of such a Board.

(3) Chapters included

These regulations are made up of 5 Chapters. They are,

(1) General areas

(2) Advisory Board on religious unity among Maldivian Citizens

(3) Giving sermons, advice and issuing religious rulings in Maldives

(4) Spreading religions other than Islam

(5) Outlawed actions

(4) Authority tasked with enforcing these regulations

These regulations shall be implemented by the Ministry of Islamic Affairs. The Ministry has the right to delegate to another authority enforcing of any actions deemed necessary to maintain religious unity as stipulated by these regulations.

(5) Authority tasked with propagating Islam in Maldives

(a) Ministry of Islamic Affairs shall be the ultimate authority to propagate Islam and dictate its principles.

(b) Ministry of Islamic Affairs shall decree the ‘official fatwa’ as shall be practiced in Maldives where issues of conflict occur among Islamic scholars. Such religious rulings shall be based upon the Quran, the Sunnah (norms) of the Noble Prophet, agreement among the Islamic scholars, and local religious etiquette.

CHAPTER 2: Advisory Board on religious unity among Maldivian Citizens

(6)Compiling the Advisory Board on religious unity among Maldivian Citizens:

The President must establish a special Board, on the advice of the Ministry of Islamic Affairs, to provide advice and assistance to the Ministry of Islamic Affairs and other relevant authorities in the implementation of Laws and Regulations made to maintain religious unity of Maldivian citizens.

(7) Board’s name

The board’s name shall be ‘Advisory Board on religious unity among Maldivian Citizens.’

(8) Board’s Secretariat

The board’s Secretariat shall be administered by Ministry of Islamic Affairs.

(9) Members making up the board

Ministry of Islamic Affairs will decide on the number of members that shall be represented on the Board. At least one representative from each of the following fields shall be chosen to be on the Board. Ministry of Islamic Affairs must have three members on the Board.

Maldives Fiqh Academy

Maldives Police Service

Maldives College of Higher Education

A member nominated from among local NGOs

A local Islamic scholar

A person with a legal background

(10)Criteria for qualification as Board Members

(a)

(1) The person shall have reached 25 years of age

(2) Having at least a First Degree in Islamic Studies, or Sharia, or (general) law  from an Islamic University recognized by the Government of Maldives

(3) The person shall not be a person who was convicted of a ‘hadh’ crime as stipulated in Islamic Sharia (law)

(11) Board’s Presidency

The Presidency of the Board will be held by the person chosen by the Board Members from among the three Board Members of the Ministry of Islamic Affairs. All documents of the Board shall be expressly under the Ministry of Islamic Affair’s name.

(12)Board’s mandate

(a) The Board shall assist the Ministry of Islamic Affairs to formulate and implement policy relating to the above-mentioned licenses as stipulated in these regulations or those regulations which are formulated by the Ministry of Islamic Affairs.

(b) Give advice to the Ministry of Islamic Affairs whether to revoke or not (preaching) licenses if it is deemed that the person has acted in violation of these regulations.

(c) Give advice and help if such advice and help are required by the Ministry of Islamic Affairs in appealing to relevant government authorities to take legal action against any person whose actions are deemed to be threatening religious unity of Maldivian people, and if it is deemed that such actions need to be brought to an immediate stop.

(d) Recommending to Ministry of Islamic Affairs any amendments needed to be brought to Laws, Regulations and Policies in order to protect religious unity of the Maldivian people.

(e) The Board shall not adopt any decisions that are in violation of the tenets of Islam.

(13)Board’s quorum

A meeting of the Board can be held if at least 5 members from 5 fields are present. (If even one member from any single field is represented, it will be deemed that that sector was represented).

(14)Board’s Decisions

Board’s Decisions can be adopted only by a majority of those present at the Board’s meeting.

CHAPTER  3: Preaching, giving sermons, and issuing religious rulings in the Maldives

(15) Preaching and giving sermons

Preaching, giving sermons, and issuing religious rulings in the Maldives can only be carried out by getting the permission described in Clause 2 (a) of the Maldives’ Religious Unity Act.

(16) Criteria for giving preaching license

(a) The permission mentioned in Clause 15 of these Regulations can be obtained once the application form, and the material and documents prescribed in the form, are forwarded and studied by the Ministry of Islamic Affairs and if the Ministry deems the applicant meets the necessary criteria as stipulated in Clause (16) (b).

(b) The following criteria have to be met in order for the Ministry of Islamic Affairs to grant a preaching license, as mentioned in Clause (15) of these Regulations.

(1) The person must belong to any sect of the Sunni Muslims

(2) The person shall have reached 25 years of age

(3) The person shall have attained at least a First Degree in religious studies from a University recognized by the Government of Maldives

(4) The person must not have been found guilty in a Sharia Court of having violated any clause of Law 6/94, Religious Unity Act.

(5) The person must not have been found guilty in a Sharia Court for a crime for which there is a ‘Hadh’, fraud, accepting of bribes, sexual misconduct, and drug abuse.

(c) If a person does not have the Degree as prescribed in Clause (16) (b) (3), the person’s service to religion so far, education and experience can be considered by the Board and exceptions made and permission given by the Ministry of Islamic Affairs.

(17)Bringing foreigners to conduct religious lectures and giving sermons

(a) A written permission must be obtained for any association, NGO or individual, to bring a foreigner for preaching and giving sermons in Maldives.

(b) The permission mentioned in this Clause shall be given after the person is deemed to meet the criteria — after study of the person’s background and in accordance with policies set by the Board, once the application form for a preaching license, together with the material prescribed in the form, and certificates of qualifications are forwarded to the Ministry of Islamic Affairs.

(18) Translation

If a foreign preacher’s sermon is to be translated into Dhivehi, any such translation should be carried out by a person or organization permitted by the Ministry of Islamic Affairs.

(19)Foreign preachers to respect local norms

Foreign preachers should shape their sermons in line with Maldives norms, traditions, culture and social etiquette.

(20) Issuing religious rulings

(a) In Maldives all religious rulings shall be issued in line with the sects of Sunni Muslims.

(b) A ruling cannot be issued that is in contravention of what is generally accepted among majority of Islamic scholars.

(c) Rulings on controversial issues shall be issued in line with the general guidelines of ‘Fiqh.’

(d) While preaching in Maldives, any preacher should act in accordance with the religious rulings issued by the following institutions:

(1) Islamic Fiqh Academy of the Organization of the Islamic Conference (OIC)

(2) European Council for Fatwa and Research

(3) Dhaarul Ifthaaeel Misriyya of Egypt

(4) Allajunathudhdhaaimathul Lil Buhoolil Ilmiyaavalifthaai

(5) Majmaul Buhoolil Islamiyyaa of Al Azhar University of Egypt

(6) Islamic Fiqh Academy of Maldives

(7) Fiqh Academy of Raabithathul Aalamil Islamee

CHAPTER 4: Spreading religions other than Islam

(21)Maintaining religious unity

It is an obligation on the Government and all the people of Maldives to protect the religious unity of Maldivian citizens as Maldives is a 100 percent Muslim nation and because Islam maintains harmony of Maldivian citizens and because Islam is the basis of the unity of Maldivian citizens.

(22)Immunity granted for activity conducted for scholarly pursuit

These Regulations do not prohibit, for scholarly reasons, or for research, surveys, and lectures that are given under formal education; and information disclosed about other religions, if such information is disseminated to contrast Islam and other religions.

(23)Exemption for archaeological artifacts and historical sites

Archaeological sites and artifacts that have been and are being discovered in Maldives shall be exempt from these Regulations, including maintenance and protection of such, in order to retain them for history.

(24) Authority to deport anyone who propagates any religion other than Islam

Ministry of Islamic Affairs has the authority to order all relevant authorities to deport for a definite period, or deport for life, all foreigners who propagate any religion other than Islam or engage in spreading of beliefs that contravene any of the sects of the Sunni Muslims — if such a person is accused with ample evidence of any such illegal action or action that is related to propagation of other religions.

CHAPTER 5: Giving religious education in Maldives

(25) Operating institutions which give religious education

Any institution which gives religious education can only do so with express permission from the relevant government authority.

(26)Finalizing curriculum for religious education

(a) Any subject relating to religion shall be taught in accordance with the curriculum that is approved by the Government.

(b) Curriculum on religious education shall be modeled, and such education carried out, in ways that will not violate the religious unity of Maldives.

CHAPTER 6: Prohibited activity

(27) Illegal actions while preaching giving sermons and issuing religious rulings

The following actions are prohibited when preaching, giving sermons and issuing religious rulings in Maldives.

Promoting one’s own individual opinion on issues that are in disagreement among Islamic scholars.

Encouraging violence; inciting people to disputes, hatred and resentment; and any talk that aims to degrade a certain sex and gender in violation of Islamic tenets. Telecasting and broadcasting of such speeches shall be deemed illegal.

Fabricating lies against trustworthy Islamic scholars and scholars who are Sunni Muslims.

Promoting your opinion, if such opinion violates a religious ruling as unanimously agreed upon by the Fiqh Academy of Maldives.

Talking about religions other than Islam in Maldives, and propagating such religions.

Talking about the culture and traditions of other religions in a way that aims to coerce a person’s mind to favor those religions; or any attempts to create such a spirit amongst the people.

(28) Acting in violation of these regulations, during preaching, by those who are licensed to preach

(a) If anyone talks against Clause 27 of these Regulations, the person shall be prosecuted under the Religious Unity Act, and in addition, as an administrative measure, preaching licenses shall be revoked, or held for a definite period. These Regulations empower the Ministry of Islamic Affairs to take such action.

(b If, in the spirit of these Regulations, a licensed preacher reveals aspects of Islamic Sharia as beheld by the sects among Sunni Muslims, Islamic scholars, and the evidence that they favor, such action shall not be deemed to be in violation of these Regulations.

(29) If a Maldivian or foreigner preaches, gives sermons and issues religious rulings, in violation of these Regulations

It is illegal for any Maldivian or foreigner to preach, give sermons and issue religious rulings in violation of these Regulations.

It is illegal for any person, other than those licensed, to preach and give sermons in public places.

(30) Propagating any religion other than Islam or building places of worship of other religions
Propagating any religion other than Islam in Maldives and trying to convert people to any other religion are prohibited actions for both Maldivians and foreigners.

It is illegal to build in Maldives buildings or places of worship of other religions.

In Maldives, any slogan that is representative of any religion other than Islam, shall not be produced and distributed.

It is illegal in Maldives to use any kind of medium to propagate any religion other than Islam; such media shall not be used to share or exchange information that may stir interest in any other religion.

(31)Translating into Dhivehi books on other religions and distribution of such translations

In Maldives, it is illegal to translate into Dhivehi, books or various other sources of information on other religions, and print, distribute or spread such material.

(32) Insulting or committing any action that may offend Islamic slogans

(a) Committing any action, uttering a word, or drawing anything that insults Allah, His Prophets and Messengers, the Companions of Prophet Mohamed (PBUH).

(b) It is illegal to utter a word or commit an action that insults the Koran, Islamic Mosques, and other Islamic slogans.

(33) Non-Muslims expressing their religious slogans or carrying out their religious activities

It is illegal for non-Muslims who visit Maldives and non-Muslims who live in Maldives to express their religious slogans; publicly display objects that express religious slogans of non-Muslims; gather at places and get into groups to express their religious slogans; sell objects of their worship; conduct any activity with an intention of spreading their religious slogans; participation of a Maldivian in any such activity; and allowing a Maldivian to participate in such an activity.

(34) Propagating any religion other than Islam

(a) It is illegal to propagate in Maldives any religion other than Islam and inviting people to such religions.

(b) It is illegal for any foreign non-Muslim teacher teaching in Maldives, and other such people, to talk about any religion other than Islam, in schools and outside of schools.

(35) Telecasting, broadcasting, and printing of programs that may result in damage to religious unity of Maldives

(a) It is illegal for any party licensed to telecast and broadcast to show programs or spread sound bites of programs that harass Allah, the Noble Prophet or any of his Companions, or the Noble Quran, or the Noble Prophet’s Sunnah or the Islamic religion. And it is illegal to show or spread sound bites of programs on religions other than Islam, and any such literature, drawings, advertisements, music, and songs.

(b) It is illegal to use any Internet website, blog, newspaper, or magazine to publish such material as mentioned in Clause (35) (a).

(c) It is illegal for any parties conducting business in Maldives and companies to act in a way that disrupts Islamic etiquette when advertising their products or making announcements.

(36) Providing education on any religion other than Islam and providing education against the rulings of sects among the Sunni Muslims

(a) It is illegal to provide education on any religion other than Islam in anywhere in Maldives.

(b) It is illegal to provide education in Maldives that flaunt the principles of the sects among the Sunni Muslims.

(37) Prayer congregation

(a) It is illegal to lead a prayer congregation in a mosque in Maldives against the principles of the sects among the Sunni Muslims. Prayers should be conducted according to the Quran and the Sunnah of the Noble Prophet.

(b) It is illegal to conduct a separate private prayer congregation away from the main congregation while the main congregation is in progress inside that mosque; to be of the opinion that the official congregations in Maldives are not lawful and therefore deliberately staying away from main congregations; later in that mosque or elsewhere conducting a separate congregation in order to divide the society.

(c) It is illegal to conduct a congregation of Juma prayer, or Eid prayer, or Eclipse prayer in violation of principles set by the Ministry of Islamic Affairs.

(38) Punishment

All that is prohibited in these Regulations, and those actions which the Regulations call on people not to engage in, shall be deemed an offence. The punishment for any offense, for which any specific punishment is not prescribed in these regulations, shall be the punishment prescribed in Law 6/94, Religious Unity Act.

(39) Glossary

UK election: hung parliament opens door to ‘ConDem’ coalition

The UK election has concluded in a hung parliament, the first in 36 years, with neither of the three primary parties having enough of a majority to form a government, in a situation that has both political pundits and electoral authorities scratching their heads.

David Cameron’s Conservative party, upon which the current Maldivian government’s economic policy is modelled, made substantial gains across the country, taking 305  seats, but fell short of 21 to reach a majority.

The ruling Labour government, headed by Gordon Brown, suffered a staggering loss of 91 seats but was not as scalded as many commentators had predicted, finishing on 258.

Both parties have now turned to the Liberal Democrats, headed by Nick Clegg, in the hopes of creating a coalition government stable enough to see off the opposition.

Given the widespread dissatisfaction with Labour over the expenses scandal, handling of the economic meltdown and its Middle East foreign policy, many commentators expected the Liberal Democrats to perform far better than they actually did among disgruntled Labour voters. The party took 57 seats, an overall loss of five on the previous election, but the result has effectively put Clegg in the position of kingmaker.

Both Brown and Cameron have already approached Clegg with offers of a coalition government, offering concessions around education, carbon cuts and tax reform, as well as an inquiry into electoral reform, the Liberal Democrat’s main point of contention.

On the surface the policies of the Liberal Democrats mesh far better with those   than the ‘small government’ Conservative, however Clegg has already positioned the Liberal Democrats as Labour alternative, vilifying the party in an attempt to lure dissatisfied voters. A ‘ConDem’ coalition is far more likely, however Clegg’s key supporters are likely to regard such a move as a ‘pact with the devil’.

Major disagreements include standing on the EU, immigration, public spending cuts of £6 billion and defence – areas on which Cameron has said he will not budge.

If a deal cannot be reached, it is likely a second election will be held – a not unwelcome outcome for the many thousands of voters who complained they had been unable to vote before the closing time of 10pm because of long queues, mismanagement and capacity problems at polling booths.

The uncertainty over the country’s political future has caused shares to plummet along with the pound and the FTSE-100, which dropped 138 points.

Meanwhile, as per protocol, the Queen is waiting on the sidelines in Buckingham Palace for the moment she will invite one of the party leaders to form a government.

Salaf to host ‘The Call’ with Dr Bilal Philips

The religious NGO Jamiyyathul Salaf has announced it will host a series of religious sermons named ”The Call”.

Secretary General of Salaf Mohamed Sobah said that the sermons would be delivered by Dr Bilal Philips from Canada,  and Abdul Raheem Green from United Kingdom.

Sobah said that the sermons would be delivered for four nights.

”the events will be from 3 to 6 June,” Sobah said, ” it will be held at the Alimas Carnival Stage.”

Sobah said that the events will be held everyday from 4 pm to 10:3pm, and that the NGO was expecting more than 10,000 people to attend the sermons.

”The Islamic Ministry is fully cooperating and providing assistance to us,” he said.

He said that the NGO had launched a website for the event, at www.thecall.mv.

”We have many sponsors for the event,” he said, ”which shows that a lot of people support the event.”

Dr Bilal Philips was once brought to the Maldives by Salaf last year. Many people attended the sermon and more than 100,000 people watched it via media.

Press Secretary for the President Mohamed Zuhair said President Mohamed Nasheed naturally supported any religious event in the Maldives.

”If he had time he would attend these sermons himself,” Zuhair said.

He said that Islamic Ministry was a part of the government and that president supported any event the Islamic Ministry assisted and supported.

Maldives among few countries to improve press freedom

UNESCO World Press Freedom Day began with the news that the Maldives index has improved slightly following its 53 point leap last year, an achievement attributed to the new Constitution.

The Maldives is now ranked 102, equal place with Tanzina and Albania and marginally ahead of Turkey and Indonesia. The Maldives is still categorised as ‘partly free’, the reasons for which should be revealed when the country report is released in the coming days.

The rise came despite recent gang violence directed at media organisations and an attempt by police to block radio news coverage following emphatic protests outside MNDF headquarters and the President’s residence in January, drawing concern from the Maldives Journalist Association (MJA) and a number of media outlets.

Worldwide the index declined across almost every region in the world, for the eighth consecutive year, with one in six people now living in an environment without a free press. The only region to improve was Asia-Pacific, with significant strides in Bangladesh and Bhutan.

According to Freedom House, the international body that runs the index, countries are assessed on the developments of each calendar year, including the legal environment in which media operate, political influences and economic pressures.

Meanwhile, the two-day South Asia Regional Consultation on Freedom of Information: The Right to Know was launched in Holiday Inn this morning, by Minister for Tourism, Arts and Culture Dr Ali Sawad.

Delegates from the media, government and civil society organisations in countries including Bhutan, India, Pakistan, Nepal and Sri Lanka met discuss the development and implementation of freedom of information laws as a means of combating corruption and enshrining free press as a fourth estate.

In a video address, UNESCO Director General Irina Bokova noted that “every time we turn on the TV, turn on radio or go on the internet, the quality of what we hear depends on media having acess to accurate and up to date information.”

“The obstacles in the way of our right to know take many forms,” she said, “from lack of resources, to lack of infrastructure to deliberate obstruction. Far too many journalists suffer harassment, intimidation, and physical assault – all in a day’s work.”

Bokova called on government and civil society “to promote freedom of information all over the world.”

Many of the sessions on the first day of the conference focused around promoting freedom of information laws at a state level, however media representatives from countries including Bangladesh and Bhutan noted that even where freedom of information laws were available, they were not always used effectively by journalists.

Dehli Bureau Chief of The Hindu and keynote speaker Siddharth Varadarajan implied that freedom of information laws were less critical to freedom of the press “than our inability as journalists to transcend market forces and commercial considerations… and tendency to report trivia.”

Newspapers in India regularly sold “campaign coverage packages” to politicians come election season, he noted, a practice which “seriously compromises citizens’ trust in media content.”

A further consequence of such practices, he added, was a sense of dissatisfaction among journalists “at our inability to use the power at our disposal.”

“We have a responsiblity to be tougher, harder, and to call a spade a spade,” he said.

In his address, Dr Sawad similarly emphasised the responsibilities that came with the freedom of the press.

“With every right comes responsibilities,” Dr Sawad said. “In a free nation with free expression, the media must not forget its obligations to citizens to report fairly and accurately.”

The Maldives, he said, “has a very young free media, coming out of a culture where it was state owned and regulated. We have the challenge of dispelling the myth that the state represents media.”

Dr Sawad explained since its election, the current government “has committed to a step-by-step dismantling of the Department of Information, formerly the ministry of Information, to replace it with a stronger private media.”

State broadcasters Television Maldives (TVM) and radio station Voice of Maldives (VoM) had been placed under the new Maldivies National Broadcasting Corporation (MNBC), “a separate corporate entity with its own board and budget.”

A key challenge for the fledgling private media however was capacity building and training of its journalists, he explained.

“Private media has a very hard task. A lot of you are just past high school, with a keen professional interest in the field. But as we settle down and lay the foundations of democracy, we have to have to have the capacity to deliver democracy. You cannot give that objective to someone without the capacity to deliver it – the government has delivered democracy, but it has yet to be delivered to the people. ”

“Before the government lies the task of training, educating and strengthening the free press. As we celebrate UNESCO World Press Freedom Day, I call on the media to take up the challenge to deliver democracy with a sense of responsibility.”

The sessions continue tomorrow when President Mohamed Nasheed will launch the Journalist of the Year Award and Sukumar Muralidharan from the South Asian Chapter of the International Federation of Journalists will launch the South Asia Press Freedom Report.

“We inherited an economy in crisis”: President Nasheed

The Maldives faced the worst economic situation of any country undergoing democratic transition, according to World Bank statistics for the last 50 years, President Mohamed Nasheed has said.

In his address at the 16th SAARC Summit last week, President Nasheed said the global recession hit the domestic economy hard at a time when the country was “still adjusting to the recent shift from authoritarianism to democracy”.

While the transition has been “smooth, secure and stable” in the first 18 months of democratic governance, said Nasheed, the new administration inherited “an economy in crisis”.

“In the years leading up to the 2008 presidential elections, the former administration went on a spending spree that almost bankrupted the country. Public expenditure was at a peak of 64% of GDP in 2008,” he said.  “We took over a budget where 70% of government revenue was spent on public sector wages. Our administration inherited a huge national debt. Our deficit in 2009 was set to be at 33% of GDP.”

But, he added, the deficit was reduced to 28 per cent of GDP through austerity measures introduced last year, including controversial and unpopular pay cuts for civil servants.

Among other measures taken by the government to alleviate the budget deficit were cutbacks on foreign travel and a freeze on non-essential expenditure.

In addition, the new government was “bequeathed millions of dollars of unpaid bills”.

While the Maldives continue to face serious budgetary shortfalls, the government was determined to “implement structural reforms that will set the economy on a straight course”.

The president’s remarks were lampooned at the opposition Dhivehi Rayyithunge Party (DRP) rally last week as “humiliating” the country in the international arena.

Moreover, opposition parties have strongly condemned the government for disregarding campaign pledges by enforcing pay cuts and hiking electricity tariffs.

Economic outlook

The Asian Development’s Banks annual flagship economic publication, the Asian Development Outlook 2010, released last month noted that reckless fiscal expansion and a recession-induced drop in tourism “have taken the economy to the brink of crisis”.

The fiscal expansion of the past few years was “excessive”, the report notes, as it included large increases both in public sector wages and subsidies.

“It pushed budget expenditure to 63% of GDP by 2008 and the overall deficit to 17% of GDP,” it reads.

Meanwhile, the deficit spending led to “a marked balance-of-payments deterioration”, which, coupled with the impact of the global recession, threatened macroeconomic stability.

Consequently, GDP tumbled in 2009 by nine percentage points due to contractions in the tourism, construction and fisheries industries.

While GDP is projected to grow by 3 per cent this yyear, the report notes that economic outlook depends on the performance of tourism and fisheries “as well as the government’s ability to push through its reform measures”.

Apart from cuts in spending, the economic reform programme initiated by the current government includes broadening the revenue base by raising airport service charges, introducing a business profit tax and transforming the tourism bed tax into a goods and services tax.

“In order to align expenditures with revenues, the government is streamlining administrative machinery by downsizing the civil service, reducing electricity subsidies, and linking power tariff adjustments to cost of inputs twice a year,” it reads. “The government also plans to privatize parts of the extensive network of state-owned enterprises.”

In December 2009, the International Monetary Fund (IMF) approved a US$79.3 million standby arrangement US$13.2 million under a program to deal with external shocks.

As the role of monetary policy was limited with the currency pegged to the US dollar, the report advises that fiscal policy has to “play the greater role in demand management and economic stabilization”.

Weak institutions and human resource deficiencies, including “the fragmented structure of government”, were identified as major constraints to economic growth.

Moreover, the report notes that the government’s policy of grouping atolls into seven provinces to develop regional administration and economic centres was “a tall order” as the government “aims to reduce the cost to itself at the same time”.

Globe-trotter

In his radio address on Friday, the president said he received a text message from a resident of an “isolated island”.

The person observed that the president was “always abroad” and implied that he was neglecting domestic affairs.

The president arrived in China yesterday to open the Maldives pavilion at the Shanghai Expo 2010.

Addressing the concerns in his radio address, the president said he would leave “no stone unturned” in his efforts to secure aid and assistance for development projects.

“I have to go to all these places. I have to talk to a lot of people. I have to do a considerable amount of work to secure financial support, projects and assistance for the country,” he said, adding that he did not enjoy travelling.

Meanwhile, in his speech at the summit, Nasheed said he was under “tremendous pressure” to prosecute members of the former regime accused of corruption and torture.

He added that it was “understandable” for people who had been wronged in the past to seek justice and reparations.

“It is particularly difficult to forgive people, when they refuse to say sorry for the hurt they have caused,” he said. “But I am loath to act against the former regime. If we took action against everyone implicated in corruption and torture, we would end up arresting most of the opposition. I do not believe that arresting the opposition, is the best way to build a healthy democracy.”

Indian press report growing concerns over possible terrorist base in Maldives

Concerns that Pakistan-based terrorist group Lashkar-e-Taiba are seeking to establish a ‘sleeper cell’ in the Maldives have re-risen following reports in the Indian media.

The Times of India reported yesterday that India has quickened its efforts to formalise the counter-terrorism partnership between the two countries.

Quoting Indian intelligence sources, the Times reported that India “has noted with concern the sharp increase in the number of visitor from the Maldives to Pakistan, where they spend a lot of time travelling around the country for purposes which are unclear but suspicious.”

The isolation and strategic location of the Maldives make it a tempting target for groups such as Lashkar, which India has identified as responsible for the attacks in Mumbai on 26 November 2008, in which gunmen entered the city by sea and killed at least 173 people and wounded 308.

Minister for Home Affairs Mohamed Shihab travelled to India in early February to meet his counterpart P Chidambaram, in order to draw up a memorandum of understanding (MoU) on counterterrorism cooperation between the two countries that was to be signed in April.

State Minister for Home Affairs Adil Saleem said today Shihab was in Delhi but the trip was on the invitation of the World Bank regarding unrelated matters.

A spokesman for the Indian High Commission said defence agreements between India and the Maldives were “a continuous arrangement” and not specific to a particular incident or group.

He acknowledged that there was “support for fundamentalist groups” in the Maldives but would not speculate on who those groups were or defence arrangements between the two countries. He noted that no agreements had progressed since the minister’s last visit to India in February.

State Minister for Foreign Affairs Ahmed Naseem noted that the Maldives and India performed intelligence sharing “very well”.

“India is very concerned about this group Lashkar-e-Taiba; I think all the countries in this region need to be vigilant,” Naseem said, emphasising the importance of “close cooperation with our regional neighbours.”

In a letter sent to the Indian parliament on Tuesday, India’s State Minister for Home Affairs Ajay Maken wrote that “available inputs indicate that Pakistan-based terrorist groups, primarily the Lashkar-e-Taiba (LeT), are making concerted efforts to organise terrorist attacks in various parts of the country, including iconic institutions, prominent industrial installations and tourist locations among others.”

In order to do so, he noted, the group was making concerted efforts to develop links with other countries in the region, including the Maldives.

Other prominent groups posing a threat included Jaish-e-Mohammed (JeM), Hizbul-Mujahideen (HM), Harkat-ul-Jehad-e-Islami (HuJI), Harkat-ul-Mujahideen (HuM), Al Badr, Babbar Khalsa International (BKI), Khalistan Zindabad Force (KZF), Khalistan Commando force, International Sikh Youth federation (ISYF), United Liberation Front of Assam (ULFA) and Communist party of India (Maoist),” Maken noted.

Thakandhu Island office hijacked over jackfruit tree

A group of people hijacked the Haa Alifu Atoll Thakandhu island office on Monday after were unable to cut down a jackfruit tree on the land where they planned to build a pre-school.

Island Chief of Thakandhu said that he could not give information as ”the person who gives information is not here.”

However a person familiar with the matter told Minivan News that the hijackers was a group who were trying to establish a pre-school on the island.

He said the group was angry because “they were asking for a court warrant to cut the tree, but the tree belongs to a man on Thakandhu.”

He said the island court ruled to that the tree could be felled after payment of RF2000 to the owner.

”But the owner wants Rf 8000,” the source explained, “and he went to appeal it in the High Court.”

”So they have to wait until the High Court rules they can build the preschool, and that’s why they are  protesting.”

He said the group entered the island office the day before yesterday and blocked the island chief and staff from entering.

”The staffs working in the office were not able to do their work,” the source said, adding that “yesterday also they gathered near the island office with microphones and loudspeakers.”

He said the police came and dispersed the crowd yesterday, although nobody was arrested.

Police Sergeant Abdul Muhusin said the crowed was dispersed at 7:00pm yesterday.

Muhusin said that the people were gathered near the island office when police arrived the island at 3 pm.

State minister for home Ahmed Adil said he had no information about the case.
