Minivan News office attacked with machete, CCTV camera destroyed

A machete knife was lodged into the door of the Minivan News building this afternoon shortly after a renowned gangster removed a CCTV camera from outside the building.

An eyewitness saw two men with long hair flee on a motorbike after leaving the knife on the door at around 2:25pm, immediately after the man took down the security camera.

The eyewitness heard the men pound the door with the knife. The rusty machete knife was left in the door of a ground floor apartment of the building.

One Minivan News member has received a threat by SMS in the hours since the attack.

“You will be killed or disappeared next, be careful,” read the message.

Minivan News has lodged the incident and shared footage with police as well as making an official request for protection for its staff and premises.

The man seen attacking the office – wearing a white T-shirt – is clearly identifiable on the CCTV footage as he walks past the door, reaches up and grabs the camera off its perch.

The incident comes shortly after the publication of an investigative report – commissioned by the Maldivian Democracy Network (MDN) – into the disappearance of Minivan News journalist Ahmed Rilwan.

The investigation – conducted by Glasgow-based Athena Intelligence and Security – implicated radicalised gangs in Rilwan’s suspected abduction.

Citing the abduction of several young men in June by a vigilante group in a push to identify online activists advocating secularism or professing atheism, the investigation report found gang activity in Rilwan’s abduction to be a “strong possibility.”

The abductions in June followed local media reports of a meeting between Islamic Minister Shaheem and youth groups who expressed concern over insults to Islam online and the promotion of homosexuality.

The man seen attacking Minivan News today appeared to have been part of the group that met both the Islamic minister and Home Minister Umar Naseer prior to the abductions.

“Minivan News is extremely concerned at this blatant attempt to intimidate our staff and damage our premises,” said a spokesman for Minivan News.

“Fortunately, the individual guilty of this attack has clearly been caught on CCTV and so we expect police will have little difficulty in bringing him to justice.”

Nasheed urges President Yameen to take charge of Rilwan investigation

Expressing concern over progress in police’s search for missing Minivan News journalist, former President Mohamed Nasheed has called on President Abdulla Yameen to take charge of the investigation.

Evidence suggests Ahmed Rilwan was abducted at knifepoint outside his apartment in Hulhumalé on the early morning of August 8. Today is the 41st day since Rilwan disappeared.

“I call on President Abdulla Yameen to have the case of Rilwan’s disappearance investigated under his direct oversight,” Nasheed told the media after a visit to Rilwan’s family on Wednesday.

“Neither Rilwan’s family, nor we, can accept that the government is conducting a thorough investigation into this matter,” the opposition leader said.

“I believe that the Maldives Police and MNDF have sufficient capability to conduct an investigation like this. They have the experience, and the skill support. And yet, as I see it, they are not conducting an acceptable level of investigation in this case.”

Rilwan’s disappearance has caused great distress to his family, Nasheed said.

“Over 40 days has passed since Rilwan was last seen, and there are certain rituals that we must complete even in the religious regard as we are Muslims. Rilwan’s mother is deeply concerned about not getting the chance to do that,” he said.

Increase in violent crime

Rilwan’s disappearance is the most crucial problem facing the Maldives now, he said and called on civil society organisations, political parties, media outlets, the  government, the justice sector and the whole state to put in a more concerted effort to find Rilwan.

“Abductions are on its way to becoming commonplace. Knife attacks are increasing day after day. Dr Afrasheem was murdered. Before that, Hilath Rasheed was attacked. We do not know the truth behind these and many other such attacks,” Nasheed continued.

Police failure to solve multiple cases of violent crime and murder leads to the perception that politicians are involved in violent crimes, Nasheed said.

“As I see it, the Maldives is getting a bad name in the international community due to such crimes, and it will affect the tourism sector in future. If we don’t take proper action immediately, our situation will drastically deteriorate in the coming days,” he said.

“None of us will cease our efforts to find Rilwan. And I personally will do all possible to assist their efforts,” he said.

Rilwan’s brother Moosa Rilwan said Nasheed’s visit had given the family additional strength.

“During his visit, President Nasheed spent a lot of time listening to the concerns that our parents have. His concerned has given us more strength. We are now even more determined to keep working until we get answers,” he told Minivan News.

Suvaalu March

Rilwan’s family and friends have announced plans to hold a “Suvaalu March” (Question March) on Friday, September 19, to call attention to police failure to answer key questions regarding Rilwan’s disappearance.

“We call on everyone to join us in our efforts. It is important for every individual in our society to stand up against the violence and injustice now rampant in our community,” Moosa Rilwan said.

Atleast 31 people have been killed in the Maldives since 2007. Three were killed in August alone.

Rilwan’s friend and member of the march organizing team, Yameen Rasheed, said the aim of the walk was to hold the police accountable over failures in the investigation.

“As citizens sharing this same community, we have to hold the state accountable,” Yameen said.

While the march focuses on shortcomings in the investigation to find Rilwan, it will also raise concern over increase in violent crimes in the Maldives and police’s failure to provide security for citizens, he added.

MJA election indefinitely delayed

The Maldives Journalist Association (MJA)’s election of its executive committee has been indefinitely delayed. It was previously scheduled to be held on Sunday, September 21.

In a statement released today, the MJA explained that the delay in the election is due to numerous complaints received regarding recently submitted membership forms. It states that the currently serving executive committee decided unanimously to delay the election until the complaints are resolved.

The statement elaborated on the nature of complaints received, stating that many concerned the application for membership by individuals who are not journalists, and errors in the names submitted on forms.

The MJA has made three previous attempts to hold the elections, but it has been cancelled every time due to concerns raised by various members of the association.

Victim of Hulhumale’ accident flown abroad for medical treatment

The 15 year old male victim of a hit and run accident in Hulhumale’ last Thursday has been flown to Sri Lanka for further medical treatment.

The victim was a passenger on one of the two motorcycles that collided during the accident.

Local media reports that the victim was in critical condition even when flown to Sri Lanka, and that he was suffering from major head injuries.

Agreements on bridge and airport penned during Chinese president’s visit

The historic visit of Chinese President Xi Jinpeng today saw MoUs signed on the development of Ibrahim Nasir International Airport and promoting the construction of the Male-Hulhulé bridge.

Following a lively welcoming ceremony – featuring a Chinese dragon, Maldivian dancing, and a 21 gun salute – President Xi and President Abdulla Yameen observed the signing of eight MoUs.

The visit has also seen the signing of a preliminary contract agreement on the development of Ibrahim Nasir International Airport.

Xi’s arrival marks the first visit to the Maldives by a Chinese president in the 42 years since diplomatic relations between the two countries were established in October, 1972.

The most notable MoU concerned the promoting the construction of the long-awaited Male-Hulhulé Bridge – with a replica awaiting President Xi’s arrival at Republic Square this morning.

A foreign ministry statement has said that the Chinese government will “favourably consider” providing financial support for the project.

Both presidents also launched two Chinese funded and implemented projects concerning housing in Hulhumalé and a link road in Laamu Atoll. The housing project is to be financed through concessional loans, while the 15.1km Laamu road project will be constructed through non-reimbursable aid financing.

Other MoUs were signed on health sector promotion, establishing a joint committee on trade and economic cooperation, strengthening cooperation between the foreign ministries of both countries, and establishing a joint mechanism on dealing with the issue of safety and security of Chinese tourists visiting the Maldives.

President Yameen also revealed that further development of the tourism industry had been discussed during today’s talks, expressing hope that Chinese arrivals would increase three-fold over the next four years. Chinese tourists currently make up around 30 percent of all arrivals to the country.

During a joint press conference on Monday at the President’s Office, President Yameen thanked China for its assistance, stating that “graduation from a less developed country has come with enormous challenges and hardships.”

“As a small island state, we are at a disadvantaged position in global commerce and trade. Our socio-economic development forecast changed dramatically with the status of a middle income country”.

“At such a crucial juncture in our development, it is indeed a source of major encouragement and inspiration that one of our most trusted economic partners is willing to support our national effort to transform our economy, bringing happiness to our youthful population and promoting trade and investment,” he stated.

New phase

In addition to the Maldivian President, President Xi Jinping and his delegation have also met with Speaker of Parliament Abdulla Maseeh Mohamed and other senior government officials.

“China has helped with several construction projects in the Maldives, including the foreign ministry building, and the national museum. This has been totally free of cost. We have also helped the country build a thousand residential homes,” said Wang.

A press release from the President’s Office reveals that the Housing Project’s Phase II will be funded through concessional loan financing by the Government of China, and implemented by the China Machinery Engineering Corporation.

Yameen also praised the New Silk Road project, reported by Chinese state media to be pass the intended site of the Ihavandhippolhu Integrated Development Project – or ‘iHavan’ – in the northernmost atoll in the Maldives.

“Maldives is now honoured to feature among China’s partners in building a 21st Century Maritime Silk Road – a unique vision of President Xi which will bring Asian neighbours closer together,” said Yameen at this morning’s press conference.

In an op-ed published in local media ahead of the visit, President Xi called for the Maldives “to get actively involved in building the 21st century maritime Silk Road by leveraging its own strength.”

“China looks forward to working with Maldives to speedily translate this cooperation initiative into reality so as to boost the development and prosperity of all countries and the rise of Asia,” wrote President Xi.

The foreign ministry reports that the Maldives is prepared to actively participate in relevant cooperation with regard to the establishment of the Silk Road, and that the two countries further agreed to cooperate in the fields of maritime issues, economy, and security.

President Yameen to personally oversee health sector

President Abdulla Yameen has announced that he will personally oversee the Maldives’ health sector until it overcomes its current problems.

“When things don’t get done, it is the president elected by the people who has to bear responsibility. But the democratic way is to delegate the work and let others do it. And doing things through institutions and offices,” local media quoted Yameen as saying in Addu City yesterday (August 11).

“If everything has to be done by the president, then we can just pay the president a large salary, send everyone else home and the work will be done. But we have offices and departments because we don’t want to do that.”

Speaking at a Progressive Party of Maldives (PPM) rally, Yameen alleged that, despite a lot of developments having been brought to the health sector during Gayoom’s administration, no investments have been made during President Mohamed Nasheed’s time in office.

The Ministry of Health has been headed by Defence Minister Colonel (retired) Ahmed Nazim after former minister Dr Mariyam Shakeela’s renomination was rejected by the Majlis last month, and had fallen under the oversight of Vice President Dr Mohamed Jameel Ahmed.

In an interview with Haveeru earlier this week, Dr Shakeela alleged that she had received threats and intimidation prior to her departure, suggesting that political opponents wished to remove her in order to benefit from corrupt development deals.

“When things fail, all the complaints are targeted to the president and in the end it is whoever is elected to the post of president that needs to carry the responsibility for everything,” President Yameen told local media.

“Therefore, I have decided that although the sector was not overseen by me previously, I am going to run the health sector directly under my oversight until it overcomes its current hurdles,” he continued.

Corruption claims

Dr Shakeela – whose time in office was marked by a number of high profile mishaps within the sector – told Haveeru that she had not been provided adequate powers to carry out the changes required.

“When I was given the post, some people said this can’t be done by bringing in someone from far outside after we worked hard to bring this government,” she was quoted as saying.

“So from the start there were some people who were bent on showing that I was a failure.”

The state-owned Indira Gandhi Memorial Hospital (IGMH) – long criticised for lack of qualified doctors and inadequate medical facilities – transfused HIV positive blood to a patient in February due to an alleged technical error.

In June, Fuvahmulah councillors called for Shakeela’s resignation after a case of stillbirth, an interrupted caesarean, and the death of a soldier on the island. A few weeks after, over 300 protestors demonstrated in Haa Dhaal Kulhudhuffushi over deteriorating conditions at the regional hospital.

Responding to Shakeela’s interview this week, PPM parliamentary group leader Ahmed Nihan told Minivan News that acting minister Nazim was carrying out “tremendous” work in the sector – work he is confident Dr Shakeela could not have done.

Nihan argued that the removal of Dr Shakeela was an example of good democratic practice after PPM members became dissatisfied with her performance.

On Monday (September 11) the ministry was reported to have signed an agreement with Sunshell Maldives Pvt Ltd for the MVR1.2 million (US$77,821) renovation of Hithadhoo regional hospital.

Yameen yesterday also praised acting health minister Nazim’s performance, saying he was “working very actively and conducting some very important work”.

He said that Nazim regularly deliberates with him on health sector issues, implementing his suggestions.

“I am therefore confident that with the current minister, I will be able to bring about the changes I desire in even the atoll level hospitals,” said Yameen.

The president is visiting Feydhoo and Hithadhoo islands in the southern atoll to examine ways in which the government’s development agenda can be implemented.

In addition to inaugurate a road construction project in Feydhoo, Yameen announced a land reclamation project to be started on the same island next year, as well as a atoll-wide sewerage project to begin this year.

IFJ and MJA again urge government to expedite Rilwan case

The International Federation of Journalists (IFJ) and the Maldives Journalists’ Association (MJA) released a further press statement expressing concerns over “the slow progress made in the search of journalist Ahmed Rilwan Abdulla”.

“Today marks one month since Rilwan was last seen yet the IFJ remains critical of the investigation and the release of information by the authorities,” the statement dated September 8 reads.

“The huge public response to Rilwan’s disappearance shows the strong desire for justice and answers, not only by his journalistic colleagues but the public at large,” the statement quotes IFJ acting director Jane Worthington as saying.

Rilwan was last spotted on CCTV footage at the Hulhumalé Ferry Terminal. Eye witnesses report seeing a man fitting Rilwan’s description being forced into a vehicle at knife point in front of his residence at approximately the time Rilwan would have reached his residence.

The IFJ states that evidence found by Minivan News – later corroborated by other media outlets – suggests Rilwan was abducted, while the authorities have so far not provided any information which links the reported abduction in Hulhumalé to Rilwan’s disappearance.

“One month on, the demand for answers remains strong and if the figures the police provide are correct, there is vital information that is not being shared with the media that might find the culprits behind his disappearance,” said the statement.

The IFJ previously released a statement last month calling upon authorities to undertake a full investigation with the “utmost seriousness, with all findings released to the public.”

“The disappearance of journalists is a serious matter and full support must be provided to the family,” read the August statement.

Rilwan’s family have resorted to lobbying the People’s Majlis in order to gain information about the investigation, noting last week that police updates on the investigation did not included evidence on progress.

The most recent police statement noted that they had questioned 318 individuals, interrogated 111, searched 139 locations in Hulhumalé and conducted dives to search 267,197.5 square meters of ocean.

“These are just statistics,” responded Rilwan’s brother, Moosa at the time. “We want to find him. We want the police to tell us if they have any leads, if there is progress”.

The Human Rights Commission of Maldives and the Maldives Democracy Network have also suggested the police should be conducting investigations more transparently. The UK government has this week expressed concern over the disappearance.

Speaking to Minivan News today, police media officials said  that there were no further developments in the investigation that could be shared with media or the public.

Meanwhile, Rilwan’s family and friends continue in their efforts to find him and spread awareness about the disappearance.

In a social media campaign dubbed ‘Find Moyameehaa‘ – referring to the pseudonym adopted by Rilwan on social media – friends and family have so far conducted various activities in the streets of Malé.

Efforts included the gathering of 5000 signatures on the Majlis petition in just over one week, and a gathering for families victims of violent crimes.

“Friends and family will once again be meeting the public on Friday afternoon from 4 to 6pm at the Artificial Beach,” Rilwan’s long time friend Yameen Rasheed explained.

According to Yameen, Friday’s event will be focused on addressing questions surrounding Rilwan’s suspected abduction, spreading information about Rilwan and the loss society will face in losing young minds like him, sharing various literary works he has produced, and conducting a special prayer in hope of his quick and safe return.

Police called to investigate bullying in Imadudheen School

Police have confirmed that they are currently investigating a case involving multiple instances in which an 8-year-old student at Imadudheen School has been bullied.

While the police declined from providing further information on an ongoing investigation, local media reports that the case involves the student being bullied multiple times, and the school management repeatedly failing to take sufficient action in the matter.

“We have been raising these concerns with the school management from the moment we became aware of it. We have submitted the complaint to the class teacher, the leading teacher, and even the school principal,” local media quotes the victim’s parent as saying.

“However, the problem has still not been resolved. We filed a complaint with the police finally when the class teacher threatened our daughter saying she will be expelled from school if she pursues this matter any further.”

Ministry of Education Media Official Maina Latheef stated that the matter has not been submitted to the ministry as an official complaint, although she explained to Minivan News that she was looking into the issue.

“We will be able to tell you more in detail about what actions we can and will take once we finish looking into the matter. However, we maintain that the act of bullying is unacceptable and no child must have to be subject to it,” she said.

Imadudheen School’s administrative office was not responding to calls at the time of press.

Former undersecretary sentenced to house arrest

The Criminal Court has sentenced Hinna Khalid of Valhufehi in Henveiru ward to six months of house arrest.

Hinna Khalid served as an undersecretary at the President’s Office during President Dr Mohamed Waheed’s administration.

Khalid has been sentenced on charges of abusing powers for personal gain while serving as head of the Malé municipality.

The case was presided over by Criminal Court Chief Judge Abdulla Mohamed.
