Comment: The Maldives must value arts education

My first attempt at promoting Arts in Maldives was in 1999 when I opened SALAAM School, because I believed in the importance and significance of art in education and the potential development of people.

The discovery of talents and skills in Maldivians such as voice, and the ability to play an instrument without learning the theory, took Maldivians by surprise and a wave of pride and surge of energy swept through the 70s and into the 90s – the era of self discovery and connection to innerself.

The truth was that inspired by Hindi movies with beautiful traditions of dance and song, and the Western groups like the Beatles, Rolling Stones and later by Olympians, Amazon Jade and Quicksand, the Maldivian people discovered a new world that brought joy and connection to their very souls through a new form of expression.

Artists then were revered, Olympus hall unfailingly filled up, and people sang along to the radio. Jeymu Dhonkama’s songs struck the heart of the young and old alike. The two discos, house parties, two cinemas, stages for concerts and plays, traditional dance groups performing on the roads during Eid, dressing up for festivities, carnivals with acrobats and beauty competitions, imported circuses and music bands had Male’ swinging into the early 80s.

New Maldivian artists, new forms of art and new opportunities developed to a peak in the early 90s and slowly started receding because as the Maldives entered the era of the nineties, political control on whatever brought people together was held in check.

Then returned the Islamic-educated ‘scholars’, adamant to put a stop to all forms of performing arts and visual images.

Both the intentions, one for political purpose and the other to spread the new messages of Islam, coincided perfectly, brutally fragmenting and replacing the hopes of the Maldivians with confusion, fear and disconnection within themselves, within families and within communities.

A country with a strong artistic profile is an indication of progression, the expression of its people and the freedom to express how they experience life. The following paragraph sums up the importance of Arts in Education and in our lives.

“The Arts are an essential part of public education. From dance and music to theatre and the visual arts, the arts give children a unique means of expression, capturing their passions and emotions, and allowing them to explore new ideas, subject matter, and cultures. They bring us joy in every aspect of our lives.

“Arts education not only enhances students’ understanding of the world around them, but it also broadens their perspective on traditional academics. The arts give us the creativity to express ourselves, while challenging our intellect. The arts integrate life and learning for all students and are integral in the development of the whole person.”

Schools in the Maldives never catered to the needs of the creative aspect in young people because the government institutions concerned with Education and Art, as well as Youth, had Ministers who were ignorant of what Arts mean to children’s and the community’s development.

On the other hand, art and culture is always at the end of the list all over the world, when it comes to education and budgets.

School of Arts, Languages and Music was abbreviated to ‘S’ for School, ‘A’ for Arts, ‘LA’ for Languages ‘AM’ for ‘And MUSIC’, thus giving the name SALAAM (appropriately meaning peace) to SALAAM School.

It had 400 registered students and over 200 youth volunteers when it started. What attracted such a crowd?

The school was nurturing the blessed gift of creativity and supporting young people to bring it out and express it. Youth in 2000 roamed the streets of Male’ as aimlessly as they do today. However, the youth that joined hands with SALAAM School disqualified the negative brand attached to youth (then as even today) through discipline, leadership and commitment that surprised the Home Minister Umar Zahir in 2000 during the first philharmonic and youth orchestra concert at the Social Center.

The Maldives needs a comprehensive and high quality arts education. The passivity we see in children, the nonparticipation in our youth and the lack of ability to bridge difference and solve conflicts in our adults can be caused by the lack of a most significant vehicle in our society: arts to “express the inexpressible and the unbearable”.

Music and dance and visual art forms are a unifying force and the only dialogue without argument. It bridges across races, sex, age, nationality, language, culture and even emotions and conflicts.

Arts hold communities together and through celebrations which are always combined with music, and usually dance, creates the good feelings and binds people despite personal differences. Any form of art enhances our lives.

Why do young children learn better with techniques of art? Why do children remember rhymes and songs? Why do all the countries in the world have National Anthems expressed in melody and lyrics?

The truth is that the impact of music is powerful and transforms emotional experience to learning enhancing the likelihood that something will be remembered. Art always leaves an impression.

“If art is to nourish the roots of our culture, society must set the artist free to follow his/her vision wherever it takes him/her.”

The dream of any person to be an artist or to integrate art into his/her life must be taken seriously. We must have singers, song writers, composers, actors, actresses, dancers, and visual artists in our communities without being labeled but supported through schools, theatres, concert halls, galleries, clubs etc, and last but not least, art-specific educational programs and trained teachers.

We need arts advocacy groups and associations supported by funding, artist support, and materials to continuously enrich the environments of our communities. These activities and people help to shape the culture of our communities.

“The arts reflect profoundly the most democratic credo, the belief in an individual vision or voice”.

Today there are factions of Maldivians who believe that artists should not be encouraged and there are stories of confrontations, threats and attacks. This happened to SALAAM School in 2000.

The school was vandalised in October 2000. Paint was thrown into the corridors, liquid soap onto the walls and the petals of the fans bent so that they touch each other at the tips. The school was under attack and labeled in the media as ‘spreading Christianity’. Miadhu explicitly wrote on April 22, 2010: “Anyone who has studied in the Arabian Peninsula should know that missionaries have been using the word “Salaam” to spread Christianity. After six months when the cat was out of the bag, Maumoon had no choice but to close the school which he opened with his very own hands.”

Was it the word “SALAAM” or the teaching of arts that was the measure to identify Christian missionaries?

The reason behind the vandalism will never be known. Was it political or was it the believers of the new Islamic movement? There was every attempt to stop anything that brought people together, and SALAAM School was attracting many young people to one place.

One comment from a staff of the Ministry of Education (2000) expressed regret at how the Ministry of Education had obstructed SALAAM school’s functioning. He said that if the intention was to obstruct SALAAM School, it should not have been allowed in the first place.

SALAAM School did not close but stayed dormant a few years, digesting a financial loss but growing stronger in conviction. Today, SALAAM School continues developing people of all ages, especially youth, believing in their potential and giving them dignity by guiding them and leaving them a choice to walk their own path.

SALAAM School’s first mission is on hold, the arts school will happen.

Each day is a new scene, a new painting, a new song, a new play, and a new dance, and each day brings new hope to one or more youth who passes through SALAAM School. Maldives is our stage.

Lale student expelled in school stabbing incident

Lale Youth International School has expelled a 14 year-old student after he allegedly attacked a 13 year old student with a knife on Thursday.

A member of staff told Minivan News that the 13 year old victim required hospital treatment after suffering the injury to his arm, following a dispute over a girl.

“The parents of the cut student were very upset and contacted police,” the staff member said, noting that the implement used resembled a Stanley knife and had “left quite a scar”.

The student was expelled following a meeting of executive staff at the school. A source noted that the offending student had a history of “violence and behavioral problems” at the school.

“He failed the entrance exams at several other schools, came here and failed our entrance exam, but was still enrolled,” the source claimed, suggesting the matter highlighted “the lack of facilities available [to rehabilitate] juvenile [offenders].”

The source reported that police had fined the offending student Rf 50 (US$3.80) “as they said he was under age and it was the heaviest penalty available.”

However Police Sub-Inspector Ahmed Shiyam said police had no information concerning the issuing of an Rf50 fine, and noted that as the incident was a criminal act it would be investigated and the case sent to the Prosecutor General’s office.

“[The student] used a cutter to cut four inches on the other student’s skin,” Shiyam stated. “The injury was not so serious, but still the parents were concerned about the issue.”

Lale Youth International currently lacks a school counsellor after he returned to Turkey in mid-July, together with four other Turkish members of staff.

“The absence of a recognised counsellor has cost us, but other staff attempted to fill the gap without success,” the staff source told Minivan News.

“This incident underlines the fragility of the Maldivian juvenile system, as well as schools not properly screening students, and not giving them adequate care and education.”

Last month the school’s former principal, Turkish national Serkan Akar, was found guilty of assaulting children and sentenced by the Criminal Court to pay a Rf200 (US$14) fine.

Serkan had denied the charges against him, which included strangling and whipping a child with a belt.

Deputy Prosectutor General Hussain Shameem noted at the time that the Rf200 sentence was legitimate under the current penal code, which was drafted in 1968 and apparently not reflective of inflation.

In July the school’s Deputy Principal Suleiman Atayev, also a Turkish national, fled the country along with the computer studies teacher Yunus Yildiz.

Both staff members left seperately and did not inform the school they were leaving.

Boat sinks with Rf2 million cargo, 10 feet from jetty

A boat carrying cargo worth Rf2 million (US$155,600) from Male’ to Kulhudhuffushi in Haa Dhaal atoll sank this morning after hitting a shallow region in the lagoon.

Haveeru reported that the 99-foot vessel ‘Bahaadhur’ sank around 7:15am with 101 passengers, approximately 10 feet from the Kulhudhuffushi jetty.

The boat’s owner Mithur Mohamed Zuhair told the newspaper that he expected to save 10 percent of the cargo, which included washing machines, cement, food and electronic appliances. 70 percent was his own, Mithur told Haveeru, adding that the vessel was uninsured.

“I cannot believe that the incident occurred because of negligence. Although the sea was rough, it was not that rough at the time. The problem is the island’s channel through reef,” Mithur told Haveeru.

No injuries were reported.

Comment: Lack of educational opportunity cripples aspirations of young people

With my initiative to make a better day for youth and women of the Maldives, I have travelled across the nation to bring them whatever opportunities I can to open the door for youth to ease the entry into the working world.

I have developed a very large network of communities made up of parents, NGOs, leaders, women groups and youth themselves, engaged aid agencies and institutions that provided funding support, and liaised with resorts to link youth with on-the-job training and employment.

In this article I am giving my experience, my impression and my opinion of youth in the Maldives today. There is no blame or judgment and I hope that readers will be willing to share their experiences and constructive suggestions on how to provide youth a better environment in the Maldives.

Youth across the islands of Maldives are not sheltered from the realities of the adult world because young people leave school early, leaving behind the relative shelter of the school community.

Most of them do not progress to the last couple of years of school, and many leave the final year with hardly any acceptable standard of qualification.

Most early school leavers and secondary graduates (with low grades) are associated with disadvantaged circumstances.

These disadvantages can be defined as lack of choices or opportunities caused by poverty, geographic isolation, community support structures and social alienation and the result of centralised governance that has not catered to the needs of island people.

The lack of ability of teachers (whom also lack resources to support students) and skills to teach young people is a direct cause of student failure and offsets serious personality problems in young people. Whatever few opportunities there are in the islands are further obstructed by the lack of English language skills required for learning.

These disadvantages lead to low school achievement, aggressive and anti-social behavior, poor self-esteem and low expectations, unemployment, feeling powerless or isolated, withdrawal and loss of ability to communicate.

These young people are vulnerable to health problems and prey for illegal activities. Their lifestyle is that of any young person who wants to show a cool personality: smoking, late nights hanging around, cool speech, ‘don’t care’ attitude, cool clothing (if they can afford it). Underneath: extremely sensitive, wanting respect, dignity and direction.

The longer these young people hang around after leaving school without further studies and disciplined activities, the more vulnerable they become.

The gap between 15 and 18 years needs to be filled with schooling towards further or higher education. Presently the life of a young Maldivian in the islands is often aimless and lacks the stimulating environment that young people need to thrive.

The Labor Law of the Maldives does not make it any easier for the young Maldivian, although I am not advocating or criticising the Law.

Young people who leave school in the islands at the age of 15 years do not have much choice to continue their education. In principle they cannot be employed either.

While our programs provide an opportunity for young people to acquire skills for entry level jobs, potential employers are hesitant (and understandably so) to take under-age trainees as apprentices.

The conditions affect young women just as much as young men, however the outcomes are slightly different in my opinion.

While a young man is aggressively judged for his low performance, low achievement of a young woman is less of an issue. Young women joining our vocational training classes indicate their will to learn and interestingly are better achievers compared to their male colleagues, but are often stopped by parents and brothers.

Beliefs and attitude play a big role in this, and in the confusion of what is possible and what is right, the prevailing norms and insecurities take over resulting in young women’s opportunities being compromised.

Many young men join our classes because it is the only opportunity to walk through an open door. Young men and women’s motivation to get married early is evidently the results of nothing else to do in the community.

Boys are expected to have future employment and young women have limited aspirations for their future lives and work. With such limited personal aspirations and goals, marriage may appear to be an attractive option for these young women. Being a wife gives a young woman a role and often a deceptive one. Unfortunately being a husband does not change much for a young man who has not understood the responsibilities and commitments that go along with marriage.

The fact is that young people cross the threshold to adult life without having experienced youth.

Dhoni captain appeals for help to save life of thalassaemic daughter

“This could be my one chance to save the life of my daughter.”

When Mohamed Faiz received a letter offering his eight year old thalassaemic daughter a life-saving bone marrow transplant in Italy, departing on October 25, he was ecstatic.

“It was amazing, I was surprised and thought we would never get such an opportunity,” he tells Minivan News.

But their dream was shattered when he learned that while the Italian regional government of Abruzzo would bear the cost of the operations, and the Associazione Genitori Bambini Emopatici (AGBE) would arrange accommodation, the offer was conditional on his paying food and all other living expenses for five months – a cost they estimated at US$4500 (Rf57,375).

The 46 year-old father of four has spent most his life trying to extend the life of the two of his children who suffer from thalassaemia, a crippling genetic disorder that affects the body’s ability to produce red blood cells.

The Maldives has the highest incidence of the disease in the world, and for those like eight year old Fathimath Shama with Beta Thalassaemia Major, the disease causes severe anemia and requires lifelong treatment.

According to the National Thalassaemia Centre of Maldives, Abdul Gafoor, there were more than 690 thalassaemia patients registered in the Maldives last year. Since then, 30 have fully recovered while 150 have passed away.

Separated for his wife and working as a dhoni captain, Faiz spends most of his monthly salary of Rf6500 (US$505) on his two children.

“I wasn’t able to save anything,” he says. “I spent Rf4000-5000 a month on the kids’ blood transfusions, Desferal (a drug used to moderate iron in the blood of transfused patients) and other kid’s stuff, mostly medical treatments essential for their wellbeing.”

The relentless financial pressure of caring for children with thalassaemia makes for “a hard life” he says.

“You have to struggle, and most of your time is spent thinking about the future of the poor kids,’’ Faiz explains. “It’s hard to handle the situation when you have to afford the same treatments every month, without any idea of when you might find a better way.’’

Faiz received word through the government one and a half months ago that Fathimath had been selected for a bone marrow transplant in Italy, a risky procedure with many possible complications and reserved for patients with life-threatening disease, but nonetheless offering a chance of recovery.

His other daughter, aged 18, needs to travel to Italy as well to serve as the bone marrow donor; according to the National Thalassaemia Centre of Maldives, only 10 patients in the Maldives have a donor sibling who matches closely enough to attempt a bone marrow transplant.

But despite beating those odds, and so close to a cure, Faiz has despaired of being able to afford the high cost of living in Italy for five months.

“The organisation will bear the cost of the operation, accommodation and tickets, but we were asked to cover all the other expenses,’’ Faiz says, awkwardly. “We have to stay there five months at least.”

He now believes the offer is the only hope his daughter may fully recover, and increasingly desperate, has resigned from his job to focus full-time on raising money for the trip.

“For an ordinary person like me, this is a once-in-a-lifetime opportunity,” Faiz says. “I would despair with the world if missed this only chance, the only hope to save my daughter. I would have to live knowing I missed a miraculous opportunity to make my daughter normal, and give her a real chance at life.”

UK transplant surgeon dies while snorkeling at Meedhupparu

A top UK transplant surgeon has died while snorkeling on holiday in the Maldives.

Reports in the UK press claimed the 61 year-old consultant transplant and vascular surgeon, Ali Bakran, was on holiday with his wife Diane and daughter Miriam when he was pulled from the water and pronounced dead.

Police Sub-Inspector Ahmed Shiyam said the incident occurred at the Adaaran Meedhupparu Resort in Raa Atoll.

“The cause [of death] was most likely drowning but it is very difficult to confirm without a postmortem, and that is not something we can do here [in the Maldives],” Shiyam said.

Meedhupparu Resort’s management would not confirm that the incident had occurred, and said the resort would not release any information to the press until the matter had been investigated.

Bakran’s son Adam told the Liverpool Daily that the cause of his father’s death on August 27 was still unknown, and that the family was waiting for the results of a post-mortem to be conducted in the UK.

“We have no idea if he died before he drowned. My mum saw him snorkeling and then half an hour to 45 minutes later he was pulled from the water,” he said.

Bakran worked at the Royal Liverpool Hospital for over 20 years, and set up the charity Aequitas to help make careers in medicine more accessible to underprivileged students.

Fellow charity trustee Professor John Aston, also the UK’s North West Regional Director of Public Health, told the newspaper that Bakran “was a man who had quite humble origins overseas and was very committed to improving access to medical school among people from poor backgrounds. He wanted other kids to have the same chances as he had, and his commitment to social justice and equality and opportunity is something to be recognised.”

Registrar at the Royal Liverpool Hospital Ajay Sharma said the staff were very upset.

“At times, people in the hospital would be taken aback or a bit stunned because he would do whatever was necessary for his patients – he would bulldoze his way for patients,” Sharma said.

“When he was travelling, Mr Bakran would call me from America or Australia to check on his patients.

Balkran is the latest tourist to die in a series of snorkeling-related incidents this year.

In mid-August a Chinese couple holidaying in the Maldives disappeared from their resort after they went for a swim.

The 38 year old woman and 40 year old man were holidaying with their 13 year-old daughter on the Hilton Irufushi Beach and Spa Resort in Noonu Atoll.

On March 14, police received a report that a Chinese national, Rui Dai, died while snorkelling at Holiday Inn Kandooma Resort, South Malé Atoll.

Earlier that same month another Chinese man died while snorkeling at Chaaya Lagoon Hakurahura Island Resort, less than a day after a German tourist died in a snorkeling accident at Embudu Village Island Resort.

Mohamed Ibrahim ‘Sim’ from the Maldives Association of Tourism Industry (MATI) has previously stated that resorts need to ensure that inexperienced or elderly snorkelers are aware of the dangers, such as the country’s strong currents.

MATI is currently working with the Ministry of Tourism to make tourists more aware of the risks to snorkelers.

“Chinese guests in particular need to be made more aware because the Maldives is a totally different environment than what they are used to,” Sim said.

“The UK tour operators already pass on this kind of information, but China is a new market and the operators need to be made aware also,” he added. “Few resorts have reception staff or guides who speak Mandarin.”

Comment: Discrimination against women in the Maldives

The Ministry of Gender and Family, the Maldives Study on Women’s Health and Life Experiences 2007 suggest that one in every three women undergo some kind of abuse through their life, be it physical, psychological or sexual abuse.

For this reason, as a woman working to empower women, I felt a ray of hope on November 25, 2009, when the parliamentarians endorsed their commitment to the campaign to stop Violence against Women in the Maldives.

Unfortunately, the recent discussions held at the last meeting of the People’s Majlis (Parliament), before they went into recess, were shocking to some of us. Some of the parliamentarian’s crude remarks denote discrimination against women that is unacceptable for the lawmakers of the Maldives.

This is not the first time that such discriminatory, undermining and sexual language has been used toward women on the parliament floor.

The Maldives Constitution ratified in 2008. Chapter 2, article 17 states that everyone is entitled to rights and freedoms without discrimination of any kind including race, national origin, color, sex, age, mental or physical disability, political or other opinion, property, birth or other status, or native island.

In this respect, the United Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), which Maldives ratified in 1993, specifically stipulates equal rights to women, to stop discrimination against women and places an obligation on the state to provide and protect the rights of women.

It is interesting to note that the parliamentarians did not question the sex of the candidates at the time when the names were sent to the Majlis by President of the Maldives, and when they reviewed and approved the names for the five membership positions of Human Rights Commission (HRCM).

The discussion heated up when it became apparent the President [Mohamed Nasheed] had sent female nominations for the President and Vice-President of HRCM, which are high positions.

Why is it that the thought processes of the parliamentarians then turned upside down? The parliamentarians did not debate over why women were not nominated for bench of Supreme Court, nor why there is only one woman elected for both the Civil Service Commission (CSC) and Anti-Corruption Commission (ACC), and no woman sitting in Elections Commission.

The majority of the public and private sector do not provide equal opportunities for women when it comes to decision-making positions. These high positions and are not barred by Islam, and neither by the Maldivian Constitution.

The media lacks awareness about women’s rights and the importance of promoting gender equality. The misconception spread about gender equality is that women and men are equal. This is incorrect – the correct account is that men and women are biologically different because of their sex but gender is socially constructed.

This means that there are positions or jobs that the society believes that either men or women can do. This is the interpretation that the parliamentarians had when they had the discussions on the last day before recess.

If women’s names had been approved by parliamentarians according to their first deliberations, the approval should be based on their competency. The deliberations on the Majlis floor indicate lack of knowledge about women’s issues and women’s problems.

Parliament’s paralysing of HRCM is “unforgivable”: Saleem

Parliament’s failure to approve a President and Vice President of the Human Rights Commission of the Maldives (HRCM) before going into recess has left the country without a functional human rights body, according to former HRCM President Ahmed Saleem.

“Because of the irresponsible behaviour of the Majlis, the three member commission sworn in on August 17 is now defunct,” Saleem claimed.

The required quota of commission members is five.

“Two new members are still to be sworn in and there is no President or Vice President to preside over the meetings, which must be held at least once a month according to HRCM’s regulations,” Saleem explained.

“What the Majlis has done to HRCM is unforgivable, and it’s all because HRCM and human rights are not as important to the Majlis as taking their leave,” he said.

“The Majlis is destroying this country and leaving the government incapable of doing anything.”

Saleem’s concerns about HRCM were echoed by a coalition of local human rights NGOs, including the Maldivian Democracy Network, Maldives NGO Federation,Transparency Maldives and Democracy House.

“According to Article 9 of the HRCM Act, the President of the Commission holds the chair in all meetings of the Commission and is also tasked with assigning complaints that the Commission receives to the different members,” the coalition observed in a statement.

“The Vice-President of the Commission takes over these responsibilities when the President is either absent or unable to perform these duties. Thus, the non appointment of either a President or a Vice-President is an immense obstacle to the effective functioning of the Commission.”

The NGOs claimed it was the duty of the Majlis “to ensure that an important institution such as the HRCM does not fall into a legal void”, and that leaving the institution to flounder until parliament reconvenes in October “would be a great disservice to the people of the Maldives.”

The reasons for parliament’s failure to resolve the appointments of the commission’s President and Vice President are unclear.

The three members appointed to the Commission from the list sent to parliament by President Mohamed Nasheed included Maryam Azra Ahmed of Maafannu Hukuradhige, Jeehaan Mahmood of Dheyliyage in Hinnavaru of Lhaviyani Atoll and Ahmed Thalal of Henveiru Adduge. Saleem was listed but was not approved by parliament  – “it is my job to be critical of the government – I was surprised when the whole opposition voted me out,” he commented.

However President Nasheed’s nominations for HRCM’s President and Vice President, Azra and Jeehaan respectively, were not approved prior to parliament’s recess – an approval Saleem described “as usually just a formality”, but critical to the functioning of the institution.

Speaking in parliament on August 30 (pages 69-75), DRP Deputy Leader Ilham Ahmed said that while he considered the people appointed for HRCM as capable, the role of President and Vice President “should include a male.”

“Even if you look at it from a religious perspective or from the perspective of good policy, there should be a male in either post,’’ he said.

Independent MP for Kudahuvadhoo, Ahmed Amir, said it was “against human rights” to have two females in the roles of President and Vice President.

“It is the woman who calls for equality most of the time,’’ said Amir.

Minivan News attempted to contact Ilham, but he hung up with an apology.

Saleem observed today that the last commission “had men as President and Vice President and nobody said anything.”

“This time [President Nasheed] proposed two ladies. I have no problem with that – but they must be capable people,” he said, adding that “it would be nice to have a man and a woman for the sake of gender balance.”

The NGO coalition called on parliament to remain free of gender bias, stating that as the laws allowed women “to take up not only the Presidency of the Republic, but also become judges, commission members, commission presidents, and take up other important posts in the State, and that the Presidency and Vice-Presidency of most other commissions and bodies in the country are dominated by men, there is also no room to claim that women being appointed as both President and Vice-President of the HRCM is contrary to the rule of equality among the sexes.”

To not appoint a person to a particular post on grounds of the person’s sex “would in fact be contrary to Article 17 of the Constitution which enshrines the principle of non-discrimination”, the coalition suggested.

Maldives High Commissioner to the UK and the first female in the Malidves to receive a PhD, Farahanaz Faizal, said it was “absolutely horrifying to know that in the 21st century some of our parliamentarians are trying to obstruct this and discriminate against women simply because of their gender, no matter how experienced or qualified they may be.”

“In our recent past, we have had very capable women leaders in all walks of life, both in the government and outside, such as Moomina Haleem, our first female cabinet Minister,” Dr Faizal said.

Deputy Minister for Health and Family, Mariya Ali, said she felt it was important that “more women are in such positions, because it inspires younger women to seek higher education, and shows them what they can achieve if they work hard.”

“I feel it is a very important step for us to take that women are given such high posts, because unless they are taken, stereotypical attitudes towards women will persist,” she said. “If they are capable, why not appoint them?”

Saleem suggested that the government had made a mistake by not waiting until all five members of the commission had been approved, including the President and Vice President, “instead of rushing the whole process.”

“No democracy can function without a functioning human rights body,” he said.

“According to Article 297 of the constitution, the old commission must continue functioning until a new five member commission takes over. If there is to be a legally functional HRCM to protect the rights of the Maldivian people it can only be the HRCM appointed for five years in November 2006 – or else constitute the new one lawfully ASAP.”

Parliament was also recently criticised for leaving HRCM in constitutional limbo following the conclusion of the interim period, after failing to conduct the reappointments in time for the August 7 deadline.

A source at HRCM observed at the time that the legal legitimacy of the institution’s activities were questionable until the new commission was approved: “we don’t even know if we are supposed to be going to work.”

Comment: Real democracy is when barriers to women’s participation come down

If democracy is to function, barriers to women’s participation have to come down. If the citizens of Maldives are to improve their lives, women voices need to be heard at the political level and the obstructions removed.

Any politician or citizen of good will in the country who wants democracy will need to be honest and understand this aspect, and promote it willingly and without any reservations.

When women who have worked their way up the career ladder are able to be in the front line of the country’s development, can take ownership and are acknowledged for their achievement by political leaders and considered an asset, then it is an indication of a democratic government.

The barrier to this opportunity has not come down in the Maldives. Presently women in the front line are players selected to those positions by the government’s political agenda.

On the broader horizon, the change starts with women. Women need to see that they can do something about improving the quality of their lives, and those of their families and communities, by reaching for political leadership or becoming involved in political and civil activities. Women need to have the will to share and enjoy the privileges and the benefits of a democratic constitution.

How do women think?

The outcome of a woman’s thought is influenced by the role she plays in life. Women’s leadership may not bring all the solutions but then neither does men’s leadership. What makes the difference is the process of decision making and the outcomes when women voice their issues and express what they see as significant to a better environment for living. That is an important difference and must be taken seriously for good governance.

The difference can also be seen as the gender difference. The difference in thinking may be defined in this manner because the woman may have been a mother, or have cared for elderly people, or have experienced marginalisation or exposure to various forms of abuse, etc.

How could a viable political environment be formed without the views, advocacy and judgments that include women’s perspective? Women’s perspective in the Maldives especially is important as it presents grass root advocacy.

Beyond traditional spheres

Being politically active means to reach out to leadership positions and taking a stand for the values of democracy. It means moving into positions that are critical to attain social justice, raising public awareness and accessing visible positions of authority. It means venturing beyond traditional sphere of home and family. It means promoting fairness and no allowance for partiality.

Political engagement does not necessarily mean having a political career, campaigning, and getting into the parliament or the government’s leading positions. You can work up to leadership on the job so that you can implement fair and equal working conditions in your own work environment, you can be socially responsible, you can support people’s development and high-quality resources management.

If you choose to move onto the benches or go into law, you go beyond simply taking voting as your only civic engagement and civic participation, but pursue civil rights for the people and are in a position to advocate for and against implementation of legislative initiatives.

Your political activity may take the form of collective action, by forming associations to reach out to larger groups and transform your society. You would create a common vision, define common goals, invite people with similar aspirations and reinforce each other thus linking individual empowerment to group empowerment.

Moving beyond traditional spheres means change. Today people identify change with empowerment.

Empowerment can be defined as claiming the right by an individual to choose freely and control their own lives. Broadly defined it is the woman’s right to her own body and sexuality including protection against any form of violence, the right to her own income and equal opportunity to earning, power over her resources and fair inheritance, her rights to justice and position in a legal system (including impartiality in the Constitution).

The organisation and political aspects are self-help groups and collective action to bring change. Fundamental to change is the access to information and know-how.

Although this article focuses strongly on women, the content is applicable to men and can help them to become aware of their own disadvantageous position. Without this awareness, neither men nor women can seek empowerment. Empowerment means more than an adequate comfortable adjustment. On a personal level and the community level, it is redistribution of power that does justice to the opportunities and members of the society, does not compromise freedom and does not take happen at the expense of others.
