“Pathetic state of judiciary”, religious intolerance Maldives’ major human rights failures: Dr Shaheed

Former Foreign Minister and UN Special Rapporteur on Human Rights in Iran Dr Ahmed Shaheed has welcomed the Maldives’ selection as a Vice President of the UN’s Human Rights Council for 2013, stating that the nomination can help strengthen society against domestic abuses.

Speaking to Minivan News by e-mail today, Dr Shaheed said significant human rights concerns remained in the Maldives, including the “pathetic state of the judiciary”, lack of an educational focus on rights, and little scope for “informed discussion” on religious freedom.

However, Dr Shaheed added that the Maldives’ election to the council reflected the strong reputation of its diplomats over the last six years in “championing” human rights causes, even despite developments such as February’s controversial transfer of power that saw a new government installed following a police and military mutiny.

“If you look at the Maldives’ voting record in Geneva and in the Third Committee in New York, it is as if there has been no change in the government in Male’. The Maldives still supports country-specific mandates, country-specific resolutions, and progressive positions in human rights debates, including on issues of defamation of religion,” he said.

“The Maldives will continue to get challenged in places like the Human Rights Committee but in the political councils of the world, the spokespersons for the Maldives continue to be professional diplomats, and they are doing a good job to limit the influence of radical Islamists on foreign policy.”

News of the Maldives’ election to the Human Rights Council was broken yesterday by the Reuters news agency, which noted that the country had the same day been criticised for its stance on banning religious freedom in a report compiled by the International Humanist and Ethical Union (IHEU) NGO.

The IHEU, which describes itself as an “umbrella organisation embracing Humanist, atheist, rationalist, secularist” organisations around the world, yesterday published its report, ‘Freedom of Thought 2012’ , which details international examples of discrimination against non-religious people.

The report, which was welcomed by UN Special Investigator on Freedom of Religion and Belief Heiner Bielefeldt, concluded that the Maldives did not prohibit discrimination on a religious basis, while also making practising Sunni Islam compulsory for Maldivian citizens wishing to vote or stand for office.

Pointing to prominent cases of discrimination, the IHEU highlighted the case of 37 year-old Mohamed Nazim, who in 2010 faced public calls for his execution after standing in front of a crowd of 11,000 people in Male’ and declaring himself “Maldivian and not a Muslim”.

After two days of religious counselling in police custody, Nazim repented before television cameras at an Islamic Ministry press conference and gave Shahada – the Muslim testimony of belief.

The report also highlighted the case of 25 year-old air traffic controller Ismail Mohamed Didi, who was found hanged from the control tower of Male’ International Airport in an apparent suicide.  He had previously sought asylum in the UK for fear of persecution over his stated lack of religious belief.

“Ismail Mohamed Didi faced the same choice as Mohamed Nazim: believe or die. He chose death,” the IHEU stated.

Speaking to Minivan News, IHEU Communications Officer Bob Churchill said the NGO did have some concerns over the Maldives’ election to the Human Rights Council considering its attitudes to non-Muslims and non religious peoples.

However,  Churchill added that the Maldives was not the first country to hold such a position in the UN council while also having questions over its own work on human rights abuses.

The IHEU added that the report has been put together in order to stand as a reference for alleged abuses of non-religious peoples on countries all over the world.

Churchill suggested that the high-profile focus may help “shine a light” on wider abuses occurring in the country and allowing for some form of redress.

However, in the case of the Maldives, where the country’s religious ideals are enshrined in its constitution, Churchill accepted that effecting any sort of change would be much harder.

“However, just because an issue is a sovereign matter and has a vocal majority it does not mean that people are not suffering,” he said. “People at present are having to hide their beliefs for fear of oppression.”

“Good reputation”

Despite the concerns of the IHEU, Dr Shaheed said he was optimistic about the Maldives’ new role on the council.

“The Maldives [UN] delegation still enjoys a good reputation in Geneva and is still playing a very constructive role. I believe the position would militate in favour of improving the domestic human rights situation,” he said. “I would like to congratulate Ambassador Iruthisham [Adam] and her team for this fine achievement.”

Addressing the issue of freedom of religion in the Maldives, which he stressed was a fundamental human right, Dr Shaheed said that any nation choosing to impose any particular faith on its people or discriminate along the same lines would face “stiff international opposition”.

“A number of NGOs have been raising the issue of religious intolerance in the Maldives, and the notion of sovereignty does not trump human rights obligations. There is indeed scope for informed discussion in the Maldives on religious freedom,” he said.

“Perhaps a good place to start would be to lift the ban on the book co-authored by Dr Hassan Saeed – the current Special Advisor to President Waheed – which argues that there is no apostasy in Islam. This is a position that is upheld by a growing number of reputable scholars in the Islamic world and elsewhere.”

“Biggest breakthroughs”

Beyond the issue of religion, Dr Shaheed claimed that the Maldives had over the last decade pressed ahead with a number of significant developments in bringing the country in line with human rights regulations.

“The biggest breakthroughs, in my view, were the ratification of the core international human rights treaties, and the establishment of an independent human rights commission, as well as freedom of the press, and the separation of powers,” he said, but emphasised that there remained room for improvement.

“The major failures include the pathetic state of the judiciary, which is not only corrupt, but also coming under the influence of radical Islam, even to the extent of violating codified laws of the Maldives and clear international obligations,” Dr Shaheed added.

“Disregard for rule of law has also meant that a culture of impunity is deeply entrenched, rendering many of the human rights of the people meaningless. It is also very disappointing that respect for human rights has not been made mainstream in our education system, because human rights safeguards are not only about litigation and legislation, but also about ideas and values, which are formed and transmitted through the education system.”

President Waheed hosts “humanitarian leader” Sri Sri Ravi Shankar in Male’

President Dr Mohamed Waheed Hassan has hosted a special dinner in Male’ to honour Sri Sri Ravi Shankar, a renowned Indian national who is described on his official website “as a humanitarian leader, a spiritual leader and ambassador of peace”.

At an official dinner held Saturday evening, Waheed presented a plaque to Shankar in appreciation of his humanitarian work, although he is not thought to have conducted any activities in the country to date.

The government has informed local media that during the function, Waheed praised Shankar for advocating peace, noting the high importance at present for the people of the Maldives to also work in the spirit of unity and peace.

Speaking to Minivan News today, President’s Office Media Secretary Masood Imad said he had received no information whether Shankar would be conducting any projects in the Maldives.

“I know his organisation has some experience working in the areas of drug rehabilitation and social work,” he said, adding that the Gender Ministry would ultimately be responsible for any projects conducted in these areas should they go ahead.

Under Maldivian law, it is illegal for Maldivians to practice any faith other than Sunni Islam in the country.  The public preaching of other faiths is also outlawed.

However, addressing Sri Sri Ravi Shankar’s claims of being a spiritual leader, Masood said that any attempts to make the visit a religious matter would be blowing the situation “out of proportion”.

“He has visited over 154 countries including Iraq and Egypt. There is a potential to let [Shankar] go back and talk about the Maldives in a nice way. That would be good for us,” he said.

Masood added that with Shankar having a strong number of supporters, which includes film makers, there was also a chance that high profile productions could be shot in the Maldives, promoting the destination further around the world and creating strong publicity for the country.

“Personally I have no problem with him being here. He is a social worker. It all depends on how you view him,” he added.

Local media has meanwhile reported (Dhivehi) that the President of the religious Adhaalath Party, Sheikh Imran Abdulla, had said that President Waheed’s meeting with Shankar should not be seen as a problematic issue.

“A person meeting with another person is never a problem. It is what is said or done in these meetings that could become a problem,” Sheikh Imran said.

He added that efforts were currently being undertaken to find out the exact nature of discussions during the meeting between Dr Waheed and Shankar, as well as the justification in the president deciding to meet a man “who is aiming to spread Hinduism”.

Criminal court grants police warrant to obtain IP address of Minivan News commentator accused of “violating Islamic principles”

The Criminal Court has granted a warrant for police to obtain the email and IP address of a Minivan News commentator accused of “violating Islamic principles”.

In a letter signed by Police Inspector Moosa Ali, Head of Fraud and Financial Crime, states that a case was filed at police regarding the commentator’s use of the identity ‘Maai Allah’, and requests Minivan News provide the email and IP address for the investigation.

The letter also asks Minivan News to remove the comment, located on a story dated November 28 titled: ‘Government “cynically used xenophobia, nationalism and religious extremism” to attack foreign investor: former President’.

“As you know, the Maldives is a 100 percent Muslim nation and as no human being has been empowered to take for himself the almighty status using the name of Allah, and as this is insulting to the noble name of Holy Allah and undermines noble Islamic principles or tenets, we require information of the person who made this comment for our investigation,’’ the letter stated.

‘Maai’ is the Dhivehi word for ‘holy’.

The accompanying court warrant was signed by the Chief Judge of the Criminal Court Abdulla Mohamed, and issued in connection with a case filed by the Cyber Policing Department of the Maldives Police Service.

Minivan News understands that this the first time police have requested the details of an internet commentator in connection with a case filed on religious grounds.

As a Maldives-registered media outlet Minivan News has complied with the warrant and removed the comment as obliged under Maldivian law. The particular IP address requested by police is registered in a foreign country.

Police informed Minivan News that the case was filed by religious NGO Jamiyyathul Salaf.

The serving of the court warrant follows a statement released by religious Adhaalath Party on December 3 stating that “approving and publishing such comments is a failure to properly fulfill the responsibilities of journalism”, and “calling on the person who wrote the comment and who published it to repent and reform [themselves].”

“A person has commented on Minivan News, a newspaper published online in the country, claiming to be Allah. This is something that involves a serious wrong in it. The reason is because the phrase ‘Allah’ refers to the name of Creator Allah, whom Muslims pray to, seek strength from and whom people find peace in their hearts by praising. Therefore, no human can say I am ‘Maai Allah’ [Holy God]. [They should] instead say ‘Abdullah’ or ‘slave of Allah’,” the party explained.

“If the intention of the person who wrote the comment was to characterise himself as a Khaleefa [steward] of God, that too is a serious wrong. The reason is because all things were created by Allah. And all things are possessed by Allah. Nothing escapes the knowing or possession of the deity. Therefore, only Allah would know whom he would appoint a steward on this earth. A person cannot claim on his own that he is the ‘steward of Allah’.”

“As such problems are a recurring one in the aforementioned newspaper, we urge the relevant authorities to investigate this and take action,” the party urged.

A media monitoring report by Transparency Maldives published in December 2011 found that Minian News’ coverage of the Adhaalath Party was 100 percent positive.

“Whistle-blowers entering a source relationship with a journalist for a story in the public interest are entitled to legal protection from identification under the Maldivian Constitution. However without a prior journalist-source agreement commentators have no such protection, and need to be aware that under Maldivian law news websites registered in the country cannot guarantee the publication of comments, or anonymity.”
“A platform such as Minivan News  is no more accountable for the opinions and statements of its readers than an internet service provider (ISP) is for the content viewed by its subscribers, yet under Maldivian law is obliged to remove comments where advised by relevant authorities,” Robinson said.

Comment: Maldivian faith to Maldivians

Political prostitutes who pose as religious scholars and sell their Islamic learning to the highest bidder have become some of the biggest contributors to the current socio-political and economic turmoil in the Maldives.

Chief among them is Sheikh Imran Abdulla, current president of Adhaalath Party – an organisation which uses the religion of Islam as its chief recruitment and fundraising tool, and proudly exploits people’s faith for political purposes.

Sheikh Imran Abdulla was one of the chief choreographers of the Islamists’ role in the downfall of the Maldivian democracy. On 2 February 2012, he issued an ultimatum to the then President Mohamed Nasheed: resign within five days or be forced out of office.

Nasheed was forced to resign on 7 February.

Yesterday, Sheikh Imran, now a chief mover and shaker in the current ‘Coalition Government’ issued another ultimatum. This time to the government he helped put in place: get out of the 25-year contract with India’s GMR Group for upgrading and running the Ibrahim Nasir International Airport within six days (by 15 November), or else.

He issued the ultimatum at a public rally widely believed to be funded by rich tourism tycoons, currently openly fighting over the country’s airports, and who have vested interests in getting GMR out.

The rally was a colourful affair, aimed chiefly at rousing the masses into a fervour by making the GMR issue into a religious one. The aim, it appears, is to incite enough public discontent to pressure the government into reneging on its agreement with GMR.

Ahead of the rally, held at the Artificial Beach in Male’, leaflets were distributed all over the island, encouraging people to attend the rally in the name of Islam, to save the Maldivian airport from foreign ‘economic invaders’ of ‘other religions’.

Songs were played on loudspeakers attached to pick-up trucks that went round and round the island, stopping at mosques after Friday prayers for maximum effect.

One of the songs has the title—Maldivians’ Prayer: Maldivian airport to Maldivians. Another is called simply Maldivian Airport to Maldivians. The latter raises the volume on nationalism and the former suggests ending the agreement with GMR is a religious duty of Maldivians.

The rally was not as big as the Mother of All Rallies, or the so-called Mahaasinthaa, held on 23 December 2011 to ‘Defend Islam’ by removing President Nasheed from office and endorsing his then Vice President Dr Waheed as his replacement.

But there was still a sizeable crowd of hundreds gathered around the nationalistic/religious banners.

Sheikh Imran told them it was their religious duty to deliver the airport from India’s GMR. Men and women (strange this, given that Imran has repeatedly stated that women should stay home and breed instead of joining political rallies) stayed listening to Sheikh Imran and his fellow Islam-sellers long after midnight and in the pouring rain.

Before ending the rally for the night, another ‘scholar’ led a prayer calling on Allah to bring his wrath upon GMR and cause it great destruction.

Such rhetoric not only fools a lot of people into accepting this economic/political issue as a religious matter, it also helps increase the intolerance and xenophobia which have become defining characteristics of the Maldivian society today, thanks mainly to the religion-political-tourism industry complex that now reigns supreme over Maldivian affairs.

Moreover, as former Maldivian High Commissioner to the United Kingdom Farah Faizal quickly highlighted, turning the issue into a religious one also has the potential to make life very difficult for the tens of thousands of Maldivian immigrants in India by creating tensions between them and the largely Hindu majority Indian population.

The rising radicalisation of Maldivians has been a cause for concern in India for several years, and it is well-known that a Maldivian was involved in the Mumbai attacks of 2008, as is the fact that the terrorist organisation Lashkar e Taiba has beenoperating and recruiting in the Maldives.

Young disaffected Maldivians are many, and most are highly vulnerable to ideological indoctrination by individuals who propagate extremist ideologies.

Sadly, many do not see beyond ‘The Scholar’ façade behind which these individuals operate. Tens of thousands remain incapable of looking further than the carefully cultivated beards, or the Pashtun garb—no more Islamic or Maldivian than GMR itself.

Hundreds everyday accept these individuals as devout religious scholars and remain blind to how they turn Islamic teachings into a commodity that can be bought and sold to equally unscrupulous businessmen/politicians.

It is these individuals, worked into a frenzy by individuals like Sheikh Imran, who have travelled abroad to kill themselves and others in the name of Islam.

Several government officials were at yesterday’s rally, including the President’s Spokesperson Abbas Adil Riza. Riza loudly accused Indian High Commissioner to the Maldives D.M. Mullay—a key figure behind India’s quick acceptance of Dr Waheed’s government as legitimate—of taking bribes to ensure GMR was awarded the Maldives airport contract.

But, as is now coming to be expected, the government has stayed wholly silent on the rampant exploitation of religion for political purposes, further reinforcing the perception that it is complicit in this phenomenon and condone it as a valid political strategy.

It is still silent, for instance, on the Salafists’ call last week to have Maldivian girls declared women at puberty. A children’s Afternoon with Ali Rameez remains scheduled to go ahead on 15 November as planned, despite the fact that Ali Rameez is the man leading the call to end girl-childhood at puberty.

And, as we shall see on 15 November (also the date of the GMR ultimatum), there will be many parents who would take their children to this pop-singer turned ultra-religious conservative without pausing to think about what they are doing.

These people will represent the thousands of Maldivians who have already bought into the dogma, among others, that it is their religious duty to have their girl-children married off at puberty to men old enough to be their grandfathers.

The official silence over ‘religious scholars’ and their exploitation of Islam to suit various socio-political and economic purposes must end. Such voices must be strongly countered and condemned.

The long term consequences of their actions will not be seen only in the political economy, but in the Maldivian identity itself which has already changed so drastically in the last decade as to be unrecognisable.

From a laid-back island community of moderate and tolerant Muslims whose relationship with God was their personal affair, Maldives has become a highly radical and tense society in which a large percentage of the population is bigoted, intolerant and xenophobic.

Among them will be the few who will join the violent militants.

What is of equally great concern are the tens of thousands of Maldivians who fail to see these political prostitutes for what they are, and willingly give up their own human rights and dignity and deny others theirs in the name of Islam.

Criminal Court extends detention period of two suspects arrested in Afrasheem’s murder case

The Criminal Court has extended the pretrial detention period of the two suspects arrested in connection with the murder of late MP and religious Scholar Dr Afrasheem Ali by another 15 days.

According to local newspapers the pair was brought to the court on Friday.

Local media has identified the two suspects as Ali Hashim ‘Smith from the island of Dhidhoo in Haa Alifu Atoll and Hassan Humam from Male’.

Minivan News understands that another boy was arrested in connection with the case, who became a suspect after the police noticed that on the night of Afrasheem’s murder he wore the same colored shirt as caught on the CCTV footage near the area where Afrasheem was murdered.

According to sources the boy had not been released yet.

Afrasheem was killed on October 1. His wife discovered the body lying on the staircase of their home.

Immediately prior to his murder Afrasheem had made his last public appearance on a live talkshow on TVM titled “Islamee Dhiriulhun” (Islamic Living).

In his last words, Afrasheem said that he was deeply saddened and asked for forgiveness from citizens if he had created a misconception in their minds due to his inability to express himself in the right manner.

Minister of Islamic Affairs Sheikh Shaheem Ali Saeed was quoted in local media as saying that the Islamic Ministry had not forced Afrasheem to offer a public apology for anything during his last television appearance and disputed that there was any religious motivation in the death of the moderate scholar.

The Maldives Police Service (MPS) has sought assistance from the US Federal Bureau of Investigation (FBI) and the Singaporean police to analyse 200 items collected as evidence during the ongoing investigation.

Evidence gathered so far includes recordings of phone conversations, forensic samples and over 300 hours of CCTV footage, which were being analysed at the police forensic laboratory with the help of foreign experts.

“We will celebrate liberation of airport on February 7”: Sheikh Imran

Adhaalath Party President Sheikh Imran Adbulla has said that the people of the Maldives will celebrate the liberation of Ibrahim Nasir International Airport (INIA) on the first anniversary of the resignation of the previous government – February 7, 2013, local media has reported.

The comments were made at a press conference held by a coalition of NGOs and political parties opposed to the deal with the Indian infrastructure company GMR – signed by former President Mohamed Nasheed’s administration – to develop and manage the country’s international airport.

Imran predicted there would be “some unrest and damage” on the day the deal is annulled, but urged people to come out and support the calls for nationalisation  – although the GMR deal is actually a 25 year lease arrangement and the airport still belongs to the government.

Minivan News was unable to gain further comment from the Adhaalath Party members at the time of press.

Imran said the Maldivian population would be able to endure economic hardship should the deal be annulled, before threatening “a completely different activity” should the government fail to resolve the issue to the coalition’s satisfaction.

“February 7 this year should suffice to make this clear [to the government],” Imran was quoted as saying by Haveeru.

“We were talking about a particular thing and a particular person completed it. Therefore, when the Maldivian people carry out these activities, too, in a certain way, the people who completes it will decide it a certain way. I hope the President has the courage, ability and steadfastness to take such a measure on behalf of the people,” he continued.

Imran’s comments are symptomatic of the incendiary rhetoric surrounding the airport, the nationalisation of which the Adhaalath Party has previously described as a “national jihad”.

The Civil Coalition of NGOs joined with the seven now-government aligned parties to campaign against the former Maldivian Democratic Party (MDP) led administration, most famously gathering on December 23 last year to defend Islam against what it perceived as irreligious tendencies in the Nasheed government.

The Coalition explained that it was to conduct a week of activities between November 3 – 9 in opposition to the deal, referred to as “airport week”, rather than the mass protest that had previously been planned.

Sun Online reported that the decision had been made owing to clashes with school exams and the government’s plans to celebrate the anniversary of 1988’s attempted coup on November 3.

The paper also reported that the week would be accompanied by the launching of songs and a special logo in support of the movement.

A large balloon has appeared in recent days over the skies of Male’ reading “GMR go home.”

However, previous attempts to organise demonstrations in opposition to the development met with disappointing results when a September protest was poorly attended.

One government-aligned party, the Dhivehi Rayyithunge Party (DRP), refused to join the September protest, arguing that the dispute ought to be resolved through the courts.

DRP leader Ahmed Thasmeen Ali has previously expressed his concerns that reneging on the GMR deal might have detrimental effects on investor confidence in what is already a perilous financial situation for the Maldives.

Abdulla Jabir, Deputy Leader of the Jumhoree Party (JP), has also been vocal about the economic impact of politicising the deal, criticising the Adhaalath Party.

“Sometimes they are religious experts, sometimes they are financial experts. But everyone loves Islam here. Right now, foreign investors are finding it difficult to understand the climate here,” Jabir told Minivan News earlier this month.

“This is not a perfect time for this issue to be happening with GMR,” he added. “I think these protests [against GMR] are unrealistic.”

The JP were, however, represented at the press conference, with State Minister for Fisheries and Agriculture Fuad Gasim reportedly suggesting that senior government figures were being pressured into silence over the deal.

Official government opposition to the deal is currently taking the form of investigations of the $511million deal via the country’s Anti Corruption Commission (ACC) as well as through a Singapore court of arbitration as agreed in the original contract.

However, the Attorney General has asked the Supreme Court to rule on whether the matter might be dealt with within the Maldivian court system.

Earlier this month, INIA CEO Andrew Harrison told Indian media that the company had received no official word from the Maldivian government concerning a resolution to the dispute.

Comment: Extremism affecting the daily lives of every Maldivian

Islamic extremism is very real in the Maldives. It affects the daily lives of every Maldivian, and is gaining in scope, intensity and violence every day with the pseudo-democratic government that came to power on 7 February.

This is not to say that Islamic extremism did not exist during the three short years in which the Maldives was a democracy. On the contrary, it was during democratic rule that extremism gained its strongest foothold in Maldivian society.  It is a myth that democracy is an antidote to extremism, as is widely proposed in much of the existing anti-radicalisation literature. Democracy, with its many freedoms, provides a much more conducive environment for radicalisation than does an authoritarian regime, as has been seen in the Maldives.

When Islamic extremism began to be imported into the Maldives in the late 1990s with the advent of the so-called international ‘religious terrorism’; and when the export of extremist ideologies intensified globally with the War on Terror, the Maldives was under the dictatorial regime of Maumoon Abdul Gayoom.

Although in recent times Gayoom has aligned himself with the ideologies of the hardline Islamist Adhaalath Party, during his rule, he presented himself as a moderate Muslim who believed in freedom of religion and advocated religious pluralism in the Maldives.

What he did not tolerate was extremist ideologies spread in the name of Islam. His methods of suppressing such beliefs – imprisonment and torture – cannot be condoned, nor are they compatible with the values of democracy. It cannot be denied, however, that they held Islamic extremism in check in the Maldives for over a decade.

The transition to democracy in November 2008 opened the door for Maldivian Islamists to push their agenda forward.

A confluence of events had helped them consolidate support even under Gayoom’s repressive policies: the 2004 tsunami which literally put the fear of God into many a Maldivian living on remote islands, and which the Islamists exploited as a means of spreading their ideology by depicting it as punishment from God for man’s ungodliness; and the War on Terror, which was used by Islamist states and movements to intensify their efforts to fund and spread their ideology to Muslim populations across the world.

Despite a tourism industry worth billions of dollars, three decades of authoritarian rule in the Maldives left behind a population that was mostly on the poverty line, had extremely low levels of education, and contained tens of thousands of disaffected youth with few prospects for social mobility or economic success. All are factors that have been shown to facilitate the spread of extremist ideologies.

Added to this was the supposedly inescapable need for the newly democratic government to form a political alliance with the Islamists, and a democratic president who believed in freedom of expression in absolutist terms, and who failed to fully appreciate that such freedoms are not always exercised with responsibility by those who enjoy them.

While during the War on Terror most democratic governments everywhere sought to find a balance between freedom of expression and the need to curb incitement to violence in the name of religion, under Mohamed Nasheed’s government Maldivian extremists enjoyed absolute freedom of expression.

Bookshops came to be laden with publications that spread their teachings; their message was constantly transmitted in mosques, on air, and on the Internet. The success of their efforts are now there for all to see.

Of course, under Nasheed’s government it was not just the extremists who had the freedom to express their views. Those who disagreed with their ideology, too, enjoyed the same freedom. This was, in fact, Nasheed’s strategy and hope: that the civil society would counter extremism without requiring any intervention from the government.

It was a huge mistake. The civil society was not strong enough to take on the Islamists, especially in the face of the institutional support that the Islamists enjoyed under the MDP (Maldivian Democratic Party) government with its politically expedient alliance with the Islamist Adhaalath Party. Nasheed also underestimated the power of the label of ‘un-Islamic’ or anti-Islam as a tool for suppressing dissent.

The fight against extremists was thus left to individuals who worked alone or in very small groups. Their discourse was easily slapped down and condemned by the extremists using the ‘anti-Islam/un-Islamic/heretic’ label. As it turned out, this label was also the most powerful tool used against Nasheed himself to help facilitate the downfall of the MDP government, demonstrating just how much power such a designation wields in a rapidly radicalising society.

Despite the knowledge that Nasheed was a firm believer in freedom of expression, few dared to take on the extremists openly then, or now. When they did, the MDP government utterly failed to support them. The lack of any assistance or support for Mohamed Nazim, who in May 2010 dared to publicly declare his disbelief in Islam, and of Ismail Mohamed Didi in July 2010 who felt persecuted for his lack of belief and committed suicide at the age of 25, brought into sharp relief the absence of any serious commitment by the MDP government to fighting extremism.

Instead of tackling the oppression that the Islamists were imposing on Maldivians, the MDP – beleaguered by continuous authoritarian attempts at a reversal – often chose to ignore the problem, or worse, sided with the Islamists.

With the regime change of 7 February, the problem has grown acutely worse. Not only did the new caretaker President Dr Waheed enthusiastically demonstrate a previously unknown affinity with Islamists, his Coalition Government has, from the beginning, continued to deny extremism even exists in the country.

This deliberate denial, coupled with the appointment of Islamists to top positions in government and society, has resulted in the opportunity for extremism to grow unchecked. It now has deep roots within all state institutions including the executive, the parliament, the judiciary and most worryingly, within the security forces.

Recent events of extraordinary violence and their aftermath have gone a long way in demonstrating the truth of this claim.

The attempted murder of Hilath Rasheed

Hilath Rasheed is the only openly gay human rights activist in the Maldives. He, along with fellow blogger and writer Yameen Rasheed, were among the very few Maldivians who dared to voice their anti-extremist opinions publicly. Most bloggers and other writers used pseudonyms. Such caution was not without reason. Death threats against such writers were common.

On 4 June 2012 extremists carried out their threats and attempted to murder Hilath. I met Hilath a few weeks after the attack. There was a scar about 10 inches long  running across his throat horizontally. His voice was only just coming back, and his whole being appeared shaken.

Hilath told me that the last words he heard from the man who cut his throat were:

This is a present from Shaheem, Mutthalib and Imran.

The three men referred to are: Sheikh Shaheem Ali Saeed, the current Minister of Islamic Affairs; Ibrahim Muththalib, an MP who is the most ardent advocate of the death penalty in Parliament; and Imran Abdullah, president of the Adhaalath Party and one of the main actors in the Islamists’ contribution to the change of government on 7 February.

Hilath also made the allegations openly on his blog (banned in the Maldives since November 2011), and they were also reported in Minivan News, although the latter stopped short of identifying the politicians by name.

There has been no official response bar an attempt to mislead the international community by portraying Hilath as a violent criminal caught up in gang violence.

While it is a fact, related by Hilath, that the man who cut his throat named the said politicians, it is quite possible the attacker may have been lying about their involvement. It is also possible that the attackers (there were three altogether) decided to act on their own, motivated not by direct orders but by the ideologies perpetrated by the named politicians.

In the absence of a proper investigation by the Maldives Police Services (MPS), it is hard to know for sure.

In the four months since the attack, and despite existing evidence such as CCTV footage of the incident, the MPS has made no progress whatsoever in their investigations. Without police protection and fearing, instead, persecution by them, Hilath now lives in self-imposed exile. And the MPS has, for all intents and purposes, abandoned the investigation.

This failure by the Maldives Police Services to investigate the attempted murder of Hilath is not simply the incompetency one can expect from a heavily politicised police force. It also implies the existence of dangerous connections between law enforcement leaders and Islamists that go to the very heart of the increasing extremism in the country.

This is a proposition I make on the basis not of Hilath’s case alone – a similar failure has plagued the MPS in the most recent attack associated with Islamists: the murder of MP Dr Afrasheem Ali.

The murder of Dr Afrasheem

Dr Afrasheem Ali was among the increasing number of politicians in the Maldives who also act as religious scholars and pundits, blurring further the already thin line between politics and religion. He was a staunch Gayoom loyalist, an MP for Gayoom’s Progressive Party of the Maldives (PPM) who played a key role in the successful authoritarian attempts to hijack judicial independence in the Maldives.

Although some of Dr Afrasheem’s views on women and their role in society was far from liberal, he is reported to have spoken against forcing women to cover-up and also said that a believing Muslim cannot be declared an unbeliever simply for their failure to grow a beard or display other such ‘religious’ trappings – apparently daring statements for a religious scholar and what passes as ‘moderate’ (or ‘un-Islamic’) in the Maldives these days.

Dr Afrasheem’s killing was no random act of violence. It was a targeted assassination, carried out without mercy within the premises of his own home. He had been the victim of previous attacks, targeted for his beliefs that contradicted those of extremists. In conservative religious circles he was often referred to as Dr Iblis (Dr Satan).

The last major activity he participated in before his death was to appear on television, reportedly at his own behest, to “ask for forgiveness from citizens if he had created a misconception in their minds due to his inability to express himself in the right manner.”  The Islamic Ministry has denied reports that it pressured Dr Afrasheem into making the apology. And, Islamic Minister Shaheem has stated that, contrary to reports, there had been no disagreement between them.

And, just as with the attempted murder of Hilath, the government’s immediate response was to mislead the international media. This time it implicated Nasheed, with the President’s Office spokesperson sending an SMS to international news agencies reading:

Nasheed’s strongest critic Dr Afrasheem has been brutally murdered.

And again, just like with Hilath’s attempted murder, the investigation of Dr Afrasheem’s death appears to be going nowhere.

Not only has there been zero progress, the MPS has also been busy making political use of the murder—a trend which started with the murder of a policeman on 22 July 2012.

So far, a total of six people have been arrested in connection with Dr Afrasheem’s murder. Two weeks later, no charges have been brought against any of them, lending much credence to the allegation by MDP and other democrats that some of the arrests are intended more as a means of persecuting MDP/democracy activists rather than solving a murder. One of them, a young MDP activist, Mariyam Naifa, was released without charge, explanation or apology – but with many conditions – just yesterday, after 15 days in jail.

The MPS is not the only institution where murder is regarded as a political opportunity. Within days of Dr Afrasheem’s death, the Islamist-led push for the death penalty has received new vigor in parliament while the government has moved rapidly to revoke licenses for twenty-four hours shops and cafes citing ‘national security’.

The fact of the matter is that extremist ideologies have taken root within the national security apparatus as much as it has in political institutions. This is evident from the role that religion played in motivating the police and army personnel who refused to obey the ‘heretic’ Nasheed’s orders on 7 February.

It appears that crimes committed in the name of Islam are being pushed to the side by law enforcement personnel who are more interested in turning such atrocities into political battlegrounds, and/or see them as religious duties that do not deserve punishment.

If this continues to be the case, there is little doubt that the Maldivian people stand to suffer even more serious civil and political repression in the not too distant future as the Islamists continue to turn their extremist ideologies into government policy.

Is there a solution?

Islamism in the Maldives is a fact. It may not be the sort that blows people up and turn buildings into ash, but it is rapidly changing the Maldivian society into one of religious intolerance, xenophobia, and a place of violent punishments for those who refuse to follow its ideologies.

If extremism and its associated hatred and violence are to be stopped, or at least held in check, the MDP must start standing up to the politicians and ‘religious scholars’ who propagate such views, and it must stop giving into their demands for the sake of political expediency.

Nasheed has promised that MDP would refrain in the future from forming political alliances that require it to sacrifice its ideals. If he keeps his promise, this is indeed good news. Despite the corruption manifest among many members of its upper echelons, MDP is the only political party in the Maldives right now that has shown a strong commitment to reinstating democratic governance in the Maldives. And, Nasheed remains a beacon of hope for most Maldivian democrats who firmly believe in his commitment to democratic governance despite past mistakes.

The MDP is also the only such body in the country with the clout to push for anti-radicalisation measures without losing the support of a majority of its members. Many of MDP’s supporters are secularists and/or those committed to religious tolerance – values of democracy that are said to be universal.

The United Nations Human Rights Committee stated categorically in July 2012 that there should be no reason for the Maldives to cling on to its current reservation on Article 18 of the International Covenant on Civil and Political Rights (ICCPR). Under the circumstances, it makes no sense for MDP officials to back down when confronted with militant beliefs as it has done in the past.

Even if the MDP does find the courage to stand up against extremism, however, the Maldives needs the support of the international community in fighting the phenomenon. It failed miserably in coming to the aid of the Maldivian democracy in its hours of need, choosing instead to support the pseudo-democratic government of Dr Waheed. But, it cannot afford to be so blasé about the growing extremism in the Maldives.  A failure to properly understand the current Maldivian malaise poses a danger not just to the people of the Maldives, but to its neighbours and the world at large.

Even the most realist of international actors should, therefore, pay close attention to the activities of Maldivian Islamists and refuse to take the new government’s word that ‘there is no extremism in the Maldives’ like it accepted the government’s declaration that ‘there was no coup on 7 February.’

Radicalisation threatens tourism, Nasheed tells UK press

Former President Mohamed Nasheed has told UK media that growing concessions towards Islamic radicalisation in the Maldives could threaten the country’s upmarket tourism industry.

“I think that is the direction we are going. They are talking about alcohol-free resorts, about getting non-drinking tourists to come in from Iran. I can easily imagine holidaymakers being prosecuted for kissing in public, as in some Muslim countries,” Nasheed told the UK’s Telegraph newspaper.  The former president also noted recent calls from the country’s Ministry of Islamic Affairs to ban mixed-gender dancing, and dancing by adolescent girls.

“If the country is being radicalised every day, then the staff in the resorts, and their families, are being radicalised also. That must have some impact on the resorts in the medium and long term,” Nasheed warned.

The current government this week said it would reject any such proposed ban on mixed-gender dancing, telling international media that the Maldives remained a “very tolerant society”.

Speaking to the UK’s Independent newspaper, Nasheed said he “feared that anti-Western feeling had dramatically increased recently within the country – fuelled by political instability – with the potential for attacks.”

“I don’t know why they haven’t blown up anything in the Maldives,” Nasheed told the paper. “Right now [maybe] they are thinking that strategically it isn’t good for them to do anything in the Maldives. Maybe they are using our national accounts. Maybe they are using our banks. Maybe it is a good place for recruitment.”

Nasheed observed that Maldivian nationals had been found to have been connected with al-Qa’ida attacks in Pakistan and India, and said he had had regular meetings with Western intelligence agencies during his time in office.

The international community had, he said, “thought that the game was over as soon as [the former president, Maumoon Abdul Gayoom] was gone. But there is such a great need to build political parties, to support an independent judiciary, to install more liberal ideas.”

“We need to come up with a narrative other than the radical Islamic narrative because that is the only one there is at the moment. Unless we are able to understand the mistakes that have been made in the Maldives, we are bound to see the same thing happening elsewhere in Arab Spring countries.”

President’s Office Media Secretary Masood Imad and Tourism Minister Ahmed Adheeb were not responding to calls at time of press regarding the comments.

Religious rhetoric has a become a fixture of the Maldives’ political landscape, most significantly when the disparate former opposition last year found common cause on December 23 by holding a mass rally against Nasheed’s perceived liberalism.

During President Mohamed Waheed’s first public rally as leader in late February, he declared: “Be courageous. Today you are all mujaheddin [those who fight jihad] who love the nation. We will overcome all dangers faced by the nation with steadfastness.”

“We will not back down an inch. Today, the change [in power] in the Maldives is what Allah has willed. This did not happen because of one or two people coming out into the streets. Nobody had been waiting for this. Nobody even saw this day. This change came because Allah willed to protect Islam and the decent Maldivian norms,” Waheed stated.

Earlier this week the religious Adhaalath party added to the coalition government’s rhetoric against Indian infrastructure giant GMR, calling for a “national jihad” to take back the airport from the developer.

The resort industry, famed and marketed for idealising Western hedonistic excess, has traditionally kept a safe distance from religion and politics. Technically under the Constitution, no law can be enacted against a tenet of Islam, which potentially affects those relevant to the import, sale and service of products such as pork and alcohol. The resort islands are classified as ‘uninhabited’ under Maldivian law.

Following the December 23 rally, Nasheed temporarily met one of the gatherings’ demands – the closure of spas – and applied it to the entire country, not just its inhabited islands.

While the Maldives Association of Tourism Industry (MATI) began legal action, Nasheed demanded the Supreme Court decisively state once and for all whether the Maldives could import pork and alcohol without violating the nation’s Shariah-based constitution. It declined to do so.

Following the transfer of power on Feburary 7, Nasheed’s opponents – some of them resort owners – continued to challenge him on religious grounds.

Leader of the Jumhoree Party (JP) Gasim Ibrahim, a local resort tycoon, in August reportedly called for a “jihad” to protect Maldivian society from “Nasheed’s antics”.

“The time has come to undertake a Jihad in the name of Allah to protect our religion, culture and nation. Such a sacrifice must be made to restore peace and stability in the nation,” Gasim declared.

Meanwhile, according to 2011 customs records, Gasim’s Villa Hotels chain – including the Royal, Paradise, Sun, and Holiday Island resorts, that year imported 121,234.51 litres of beer, 2048 litres of whiskey, 3684 litres of vodka and 219.96 kilograms of pork sausages, among other commodities considered haram (prohibited) under Islamic law.

“Un-Islamic behaviour is un-Islamic behaviour whether it is in Malé or in a resort,” Nasheed observed to the Telegraph.

Slashed journalist claims attack was targeted assassination by Islamic radicals

Ismail ‘Hilath’ Rasheed got out his mobile phone and called for a taxi, but no sound came from his throat.

Instead the Maldivian blogger, journalist and former Amnesty prisoner of conscience, infamous for his willingness to tackle taboo subjects, particularly religious tolerance – felt air escaping from his neck.

“A very bad kind of panic came at that moment. I knew my trachea was cut. I knew it was a deep cut, and not just on the surface of the skin,” the journalist told Minivan News, prior to fleeing his own country in fear of his life.

Moments before, on the evening of June 4, Rasheed had turned into the dark alleyway leading to the door of his apartment block to find a man in a yellow shirt waiting for him.

“Then I heard someone call me by name from behind, and two more entered the alley. As I was turning the guy in a yellow T-shirt came up beside me, grabbed me from behind, put a mid-size box cutter to my neck and started slashing.

“I put my hand up to try and stop him, but he kept slashing.”

Rasheed holds up his hand – besides the jagged slash mark across his neck that almost claimed his life, the blogger lost a digit of his index finger trying to protect himself from the knife.

“That was why they missed a vital artery. I tried to prevent it – they cut the finger to the bone.”

Job done, the three men walked “very calmly” out of the alley in separate directions, leaving Rasheed to bleed to death in the alley.

“I got a look at their faces, but it was too dark to identify them,” he says. “They all had beards, and they were very young – I would say between 18 and 24. When the man in the yellow shirt was slashing my throat I smelled his breath – it smelled of alcohol.”

Acting on instinct, Rasheed held his neck and did not let go.

“I didn’t know how bad it was – because it was a box cutter, it was a very clean cut – it wasn’t painful,” he says.

“I thought about going upstairs to inform my parents, but I thought I better go straight to hospital rather than go up all the stairs.”

Leaving the alleyway, holding his head down to prevent blood loss, Rasheed tried to flag down a passing motorcycle. In the distance, he saw two of his attackers ride away on a motorcycle, while the walked round the corner.

“I knew it was pointless to go after them as I needed to get to the hospital,” he recalls.

Three motorcycles passed without stopping to help him, even though the front of his shirt and trousers were by now drenched in blood. That was when he tried to call the taxi, only to realise the extent of his injury.

“Even at that moment, a thought came into my mind. All the people who brought change to the world, most of them died for that cause – they didn’t live to see the fruits of their effort.

“When this thought came into my mind, survival instinct took over and I felt a rage: ‘I am going to survive, I want to live to see the fruits of my work – the fight for human rights,’” he tells Minivan News.

A young couple walking down the street noticed him – and the girl began screaming. A young man on a motorcycle motorcyclist heard the sound as he came around the corner, and stopped so Rasheed could get on behind him.

“I was still holding my neck, and not talking, and pointed in the direction of the hospital. With my right hand I held onto his shoulder – I was afraid I might faint because of the blood loss and fall off. There was so much blood – there was a pool forming in front of me.”

Fighting off unconsciousness, Rasheed stumbled into the lobby of ADK hospital, the young man behind him.

“I was very appreciative but I couldn’t talk to thank him,” Rasheed says. “Because I couldn’t say thank you I just gave him a thumbs up and walked into the hospital. A doctor later said the guy promptly fainted in the doorway.”

Still holding his neck, Rasheed walked into the the emergency room: “The people waiting in the lobby started screaming as I went passed – I think they were shocked,” he says.

A Maldivian girl and a couple of foreign nurses took Rasheed to a bed – “I saw a lot of ADK officials and police officers coming in. The Maldivian girl asked me to show them the injury. I knew I had to show them the extent of the damage so they knew what kind of treatment was needed,” he says.

“I lifted my head all the way back. And quickly back down. A doctor later told me that a nurse and a police officer fainted.”

The foreign nurses quickly inserted a tube into his neck so he could breathe, and pressed bandages to his neck to try and stem the blood loss.

The staff put him on a bed and rushed him to the operating theatre.

“They gave me anaesthetic. It took a while for it to work, but I didn’t feel any pain. I could see them opening my neck, putting their hand inside. I knew they were trying to assess the damage and from what they were saying, that my trachea was severed.”

The hospital kept Rasheed under anesthetic for 48 hours – “they didn’t want to wake me up,” he says.

“My father later told me that I happened to go into the hospital when the new shift was coming in All the old shift doctors stayed on – there were 6-8 of them. My father said at that moment they told him that I had a less than one percent chance of survival, but that they would try everything they could.”

Rasheed was later told by friends who had gathered outside the operating theatre that while he was undergoing emergency surgery, one of the men who had attacked and hospitalised him during a protest for religious tolerance on December 10 – Human Rights Day – came and waited outside the emergency room.

“A relative spotted him and asked him what he was doing there – he said he was there for scans – so the relative asked him why he was waiting in front of emergency. He was the guy who attacked me with a stone on December 10 and fractured my skull, and his excuse was that he was there for a scan,” Rasheed says.

That was the first of several unsettling incidents to happen while Rasheed was in hospital. Conscious of security concerns, ADK staff forbade access to Rasheed for all apart from his parents.

“While I was under anesthetic, I was told by a friend of a friend – a gang member – that someone had been sent into the hospital to kill me – to pull the plug. Nobody would have noticed,” Rasheed says.

“This bearded guy came into the Intensive Care Unit posing as my father. While he was near me a doctor who knew my father just happened to come into the ICU. The doctor was suspicious, and asked him who he was – he said he was my father. The doctor said ‘I know Hilath’s father, you are not his father,’ and called security to have him thrown out. He’s on the hospital’s CCTV footage.”

Four days later, Rasheed woke up on a ventilator, astounding doctors at his miraculous recovery.

“They said they had never seen anyone recover so fast from such an injury,” he says.

Rasheed has no doubt in his mind as to the motivation behind his attack – the third in just a few months. The attack was unusual in that most of the wave of recent gang stabbings in the Maldives have involved multiple stab wounds to different parts of the body – targeted throat slashing is new.

In July 2009, Rasheed broke news of a story on his blog concerning an under-age girl allegedly being kept by a family as a ‘jaariya’ – a concubine. Concerns were initially raised when the girl was taken to Indira Gandhi Memorial Hospital (IGMH) and was found to be pregnant.

“Ever since I reported the story on my blog I have received death threats. Things like: ‘If we see you on street we will slash your throat’, ‘we will behead you’, ‘don’t walk in a dark alley,’ things like that,” says Rasheed.

One of only several Maldivian bloggers to write under his own name, Rasheed courted controversy by continuing to tackle taboo subjects in the Maldives – particularly religious intolerance, and the constitutional provision that all Maldivians were required to be ‘100 percent Sunni Muslim’. This was at odds, Rasheed argued, with the country’s Sufi history and new-found commitment to freedom of expression – which had ironically, he argued, also given a voice to more extreme interpretations of the religion.

The attitude of many to Rasheed’s work was summarised in comments made by spokesperson for former President Maumoon Abdul Gayoom and newly-appointed Minister for Human Resources, Mohamed ‘Mundhu’ Shareef, who told AFP following the attempt on the blogger’s life that while the government condemned the attack, “Hilath must have known that he had become a target of a few extremists.”

“We are not a secular country. When you talk about religion there will always be a few people who do not agree,” Shareef said.

Both the administrations of Nasheed and Waheed showed little interest in prosecuting those who threatened and attacked Rasheed – regardless of the number of photos and witnesses.

“I reported the threats to police. In fact an intelligence officer met me after the concubine story. Nothing came of it. The man who attacked me with the stone on December 10 – there were photos of him, I gave his identity and everything. Police never arrested him, and as far as I know he’s still roaming free around Male.”

Police are investigating the latest attack on Rasheed, but despite claiming to have access to CCTV footage of the area, no arrests had been made at time of press. Police Sub-Inspector Hassan Haneef told Minivan News that while the investigation was proceeding, the case was “sensitive”.

The reason for that, Rasheed says, “is very obvious.”

“This coup government is collaborating with Islamic extremists. The extremists together with the Adhaalath party are now in power. I don’t think they will arrest my three attackers, even this time, and I don’t think I will get justice as long as Waheed’s coup government is in power,” the blogger says.

Days before the attempt on his life, Rasheed and a friend were passing the Furqan mosque in Male’ on their way to the swimming tracks. Six members of the same gang who attacked him on December 10 – who were inside setting up a sermon – came out and began punching him in the face.

“They cornered me, and pushed me into the wall. And started punching my face. As they were punching me I told them I had repented and was a Muslim. One of them said: ‘We don’t know that. You have to make a public announcement that you are a Muslim. Otherwise we will kill you.’”

The sight of a passing police jeep caused the group to cease their attack and scatter – “apart from one. He was one of those who threw stones on December 10,” Rasheed says. “Right in front of the police, he punched me in the face.”

The police saw the incident, came out of the jeep and arrested his attacker, says Rasheed.

“They asked me and my friend to come to the police station. We filed a case. That night they took him to court and extended his detention by five days.”

However while Rasheed was at home one of the gang members “called me, and told me to withdraw the case, and that in return I would never be attacked by Maldivian Wahabis again.”

The following morning Rasheed went to the police station and withdrew the case. He rang the gang member, “who said he was very happy.”

“A few days later this happened,” says Rasheed, pointing to his scarred throat. “I guess they are not good at keeping their word,” he laughs bitterly.

While Rasheed cannot identify his attackers in the June 4 attack, he claims that besides calling out his name, the assailants told him the attack was “compliments” of three senior political and religious figures in the country.

“I was told by a friend of these gang members that [two of these figures] met this gang and told them to murder me, and that it would not be a sin, and that in fact they would go to heaven because I had blogged about freedom of religion and gay rights,” Rasheed says.

“The friend also told me via the gang member that the extremists have drawn up a list of MDP members and supporters who are advocating secularism on Facebook and Twitter. I haven’t seen this list, but I’m told it exists. I have advised all my friends to be extra careful about their personal safety.”

Both sides of the political spectrum in the Maldives have on occasion accused the other of employing gangs for political purposes, such as attending and disrupting political rallies, in exchange for money and alcohol. However, Rasheed’s allegation that radicalisation is now being used as a control technique is new.

“These gangs are very easy to radicalise,” Rasheed explains. “They have committed all kinds of evil acts and sins, and it is very easy to brainwash them. These Sheikhs go and tell them that because they have done all these activities, the only way for them to get salvation is to subordinate themselves to Allah and undertake jihad against secularists and unbelievers. It is very easy.

“I think because the Islamists are now in power these people feel powerful and immune, and protected by this new culture of impunity. They are doing what they want to do, and what they are told to do. As long as this coup government is in power, this country will be lawless with gangs and Islamic extremists dictating our lives and murdering their opponents who disagree with them.”

Some of the more conservative Sheikhs have even privately expressed concern about the growing radicalisation of gang members, Rasheed says.

“One of them told a relative of mine that it was a disgrace – that these were gang members, taking heroin, abusing alcohol, that they were just criminals posing as Salafis,” says Rasheed.

“He said he was really concerned about groups taking over mosques because it was giving a bad name to Salaf and all the other Wahabis.”

International response

The attack on Rasheed has been widely condemned by international human rights NGOs, as the first apparently targeted murder attempt of a journalist in the Maldives.

Several human rights NGOs raised the attack during a recent debate at the UN Human Rights Council with UN Special Rapporteur on Freedom of Opinion and Expression, Frank La Rue.

During the debate, NGOs led by the Centre for Inquiry and the International Humanist and Ethical Union criticised the growing “climate of intolerance and impunity for such crimes” in the Maldives.

“The government of the Maldives has made no effort to arrest Rasheed’s attackers despite credible photographic evidence of the attack,” the NGOs contended, expressing alarm at the growing influence of extremists in the Maldives.

Reporters Without Borders (RSF) condemned the blocking of Rasheed’s blog – www.hilath.com – in 2011 by Communications Authority of the Maldives (CAM) on the order of the Ministry of Islamic Affairs. The Ministry had made the request on the grounds that the site contained anti-Islamic material.

Rasheed at the time described the crack-down as “just the beginning”, claiming there was no material on it that contradicted his Sufi interpretation of Islam.

“If Sunni Muslims are the conservatives, then the Sufi Muslims are the liberals,” he told Minivan News. “I think this is a conservative attack on the site. They think if you’re not a Sunni, you’re an unbeliever.”

After his attack, RSF issued a statement noting that it had “all the hallmarks of a targeted murder attempt.”

“Rasheed has made many enemies through his outspoken blogging. The authorities in charge of the investigation should not rule out the possibility that this was linked to his journalistic activity. He is a well-known journalist who has repeatedly been censored, arrested and threatened.

“The police must, as a matter of urgency, put a stop to the harassment of Rasheed and take the issue of his safety seriously. Any lack of response on their part will constitute a criminal failure to assist a person in danger,” RSF stated.

Amnesty International also issued a statement, noting that “religious groups opposed to Ismail Rasheed’s long campaign for religious freedom are suspected of being behind the attack.”

“People linked to these groups hit him with stones in December 2011, fracturing his skull, because he had arranged a rally to call for religious tolerance. Although that attack took place in front of onlookers and there is photographic evidence that can be used to identify the attackers, no one has yet been brought to justice for that attack,” Amnesty said.

For his part, Rasheed is no longer in the Maldives and has said he has no specific plans to return.

“In my opinion, I can never return to the Maldives. Right now, with the coup government hand-in-hand with Maldivian extremists, I believe the Maldives is a terrorist state. We need elections as soon as possible to bring back democracy,” he said.

The apparently newfound willingness of some politicians to use radicalised groups for political gain was “a devil’s pact”, Rasheed warned.

“Expect more political murders in the near future. It is not just me they want to get rid of – there are a lot of people. I forsee a lot of bloodshed.”
