CSC releases compliance audit report of Islamic Ministry

The Civil Service Commission (CSC) has published the compliance audit report of the Islamic Ministry, the first report of its kind that has been completed by the independent commission.

The compliance audit report found that staff at the Islamic Ministry had been referred to with disparaging terms that could be considered as a form of injury or harm under the civil service regulation while some senior officials used inappropriate language against civil servants.

The report also noted the absence of clear procedures to help civil servants understand their duties at the ministry. Moreover, the report observed that there was no procedure to follow for reporting a civil servant if he or she had violated a law or regulation.

“Security officers and laborers have sometimes been used for employees’ personal work,” the report stated. “Employees have been misusing the internet as internet usage has not been regulated.”

Administrative policy of the ministry meanwhile did not adhere to civil service regulations, the report noted.

“All the required information that has to be in the salary slip is not included in the slip that staff receive,” the report read. “Staff have not been informed about overtime work procedure and employees working overtime have been paid the same amount that they are paid when they work on official days.”

The compliance report also found that allowances had been given to some employees without prior authorisation from the CSC.

“Staff have been shifted from one section to another not in accordance to the CSC regulations, while some staff have started work without signing the employment agreement,” it read. “Staff are not provided with all the amenities that civil servants should receive.”

It also noted that staff had been assigned work continuously for eight days without a break of 24 hours, and male employees were not attired in accordance with the civil service dress code.

    BTW, if Minivannews can contribute much by addressing the issues of employee abuse -.I bet even the Human Rights Office tortures their staff verbally and psychologically

    You must be a doolally. I find you among first to jump and mudsling Islam when anything related or remotely related to Islam is published here on Minivannews! That is even when almost no one else find an occassion to do so. (Check the comments related to the article about the reappointment of Dr Bari as minister where you seem to be the only one who mocked him.)   14. I worked in the the ministry for sometime and I do understand the defective administrative framework of the ministry. This really is no huge surprise.. The ministry's Administrative framework is set-out by Mr.Abdul Muhsin Moosa (who do not understand English Language well and is the Director General) and it is maintained and regulated by Muhammadh Didi (Permanent Secretary). The place is full of employees who do not understand English language (mainly female employees) such as Safeena Ali (Deputy Minister's Secretary), Wadheefa (Minister's Secretary). This place and its employees is actually a "symbolic" organization created by the previous dictator, Maumoon to regulate his way of Islam in the Maldives.

    You seem not to comprehend what you say or see what it implies. That's why I called you a doollaly! Try to understand what 'hate speech' means; check how the term is defined legally in countries where laws against hate speech exist. Many of your comments here on Minivannews would be considered 'hate speech' as defined by the 'hate speech' laws of say Sweden, France, Australia and South Africa.
    This has nothing to do with your view about religions. You are entitled to that and there is no problem with you having or not having a religion. It's about you targetting a particular religion and a particular group of people not in order to criticise but to disparage, mock, belitte and ridicule.

  19. From what I understand Permanent Secretaries are accountable for the executive functions of a government agency and are responsible for the performance appraisals of civil service staff. If performance appraisals are not being conducted with integrity the whole civil service system becomes unworkable. Perhaps the CSC needs to start with the Permanent Secretaries and review and lift the bar on current practices of performamnce appraisals of Permanenet Secretaries and give them the training and support they need to do their jobs?

    FYI, this is not a financial audit conducted by Auditor General's office, but a Compliance Audit conducted by CSC to see if the said office complies to the rules & regulations of Civil service act & regulations. Hence, they have every right to comment on the "shifting of employees" & "dress code".
