Q&A: Former President Mohamed Nasheed

With two years having passed since his controversial removal from power, Mohamed Nasheed – Maldivian Democratic Party (MDP) figurehead, and runner-up in November’s presidential election – speaks with Minivan News about past controversies, the present government, and the future of Maldivian democracy.

Daniel Bosley: Looking back, what do you feel are the long-term effects of February 7 – on yourself personally, as a politician, and on the MDP?

Mohamed Nasheed: It’s not so much on what I have personally experienced but I think if you look at what has happened to the country after  the forceful transfer. We had in 2008 amended the constitution after a very very long period of single party dictatorial rule. One of the main difficulties in Maldives politics has been transfer of power – the peaceful transfer of power. In the past, transfer of powers have been mostly violent. It’s always surrounded by an aura of illegitimacy, irregular or all kinds of conflict. In some instances, former presidents are murdered, and in others they are banished or send into exile, so the transfer of power has always been an issue for us, and one of the main reasons for the 2008 constitution was to provide for a transfer of power.

If you have a look at the first constitution of the Maldives in 1932, even then the main reason for that constitution was to see who would assume power after the sultan at that time – Shamsuddeen – would it be his son or someone else. So, while transfer of power has been so fundamental – so important – for our stability and for our development, and while the constitution aims at providing a mechanism for that transfer, in 2012 we saw the state being very violently challenged and the transfer being very forcefully done.

What therefore that leads to – especially when the international community legitimised that transfer – it looks like it is normal. Now, come mid-term, any other group of politicians or any other group of people can again attempt to transfer power because apparently this is legal. I think that because that transfer was legitimised, that this is going to crop up in our political life on and on and on again.

DB: As a historian yourself, how do you feel the last two years will be viewed by future generations in terms of the country’s history?

The two years of [Dr Mohamed] Waheed’s coup government and then the interference of the Supreme Court in the election process, and therefore the ability for them to consolidate power through the facade of the ballot box, has of course installed them in power. But I would still argue that this is fairly temporary. I wouldn’t see this as having achieved long-term stability. This is very early in the day and we can now already see the cracks. [President Abdulla] Yameen with 25 percent of consent would find it very difficult to rule – it’s not going to be possible. And the idea that an alliance of Yameen and Gasim and Adhaalath can be maintained is I think a myth, and you’re seeing this now.

We’ve always argued that this doesn’t work. Coalitions work in parliamentary systems where you can actually have ministers coming out from the parliament and therefore it’s possible to come to an arrangement. But when the cabinet is not in the parliament, an alliance doesn’t necessarily work. The shuffling or the portions given to different parties are given from the cabinet, and the cabinet is a very superficial layer on the government. The actual essence is the parliament where you make the laws.

As long as you don’t have a coalition or an understanding in the parliament then this doesn’t work. So when Yameen and Gasim and Adhaalath cannot decide on sharing all the seats they would share, I think they finds themselves in a lot of difficulties

DB: There have been reports that you ordered the withdrawal of police from the artificial beach area on February 6, as well as the removal of the MNDF cordon from Republic Square the next morning. Looking back, would you have handled things differently in the run up to the transfer?

I was getting reports of a coup from General Nilam, who was intelligence chief of the military, and he’d been reporting the coup since the end of the SAARC summit [November 2011]. Soon after the summit he wrote his first dispatch, his first intelligence reports, and he has sent a number of intelligence reports saying that this was brewing.

Now, the perpetrators of the coup, or those who were scheming it – the opposition and the judiciary were with them. We were not able to investigate General Nilam’s findings – or his intelligence reports – because the courts wouldn’t allow us to do that and therefore, although we knew that this was coming up, we found it very difficult to attend to it or suppress it without forceful means, which in the legislative framework it was almost impossible because the judiciary were hijacked by Gayoom-era judges.

Now, did I ask the police to withdraw the cordon at the artificial beach? First, in our government I don’t give detailed orders to the rank and file of the police. Neither do I do that to the military. Withdrawal of the police at that instance from there, if it was the proper thing or not? If the police hadn’t withdrawn at that instant I think – given the intransigence of the police, given that the police were scheming – the chief of police and a fair amount of us knew at the time that there were elements within the police who were in the coup scheme. So, I think that the police or anyone who was instructing the police there would know the risks of having a hostile police force trying to maintain peace between the MDP supporters and the present government supporters.

General Nilam was sending intelligence reports that were fed to the police and everyone else. The police themselves had a number of reports saying that trouble was brewing up and that this had spread into the police and the military. The extent that it had gone into military I didn’t know at that time – I didn’t think it was to that extent – but to the police, we knew it very well. Those who were in charge knew it very well and, while the police were in the scheme, to assume that they would maintain peace between MDP and the opposition – that was difficult to understand and I think they wanted the MNDF there.

DB: So, essentially, it’s diffcult to think of any way you could have handled things differently?

MN: Oh yeah, we could have shot everyone. It’s essentially very simple to suppress a public uprising, it’s fairly simple, but the question is always ‘would you want to do that’. We didn’t think this was a proper thing to do, We didn’t think there should have been a confrontation between the MDP and our opposition and it was very unfortunate that the police behaved so badly. I still believe that these people must be prosecuted, I still believe that [Mohamed] Nazim, the minister of defense, must be prosecuted.

DB: What lessons did you take from the presidential election loss – about yourself, about your party, about your country?

MN: We’d come from a very small idea – to become the leading political party in this country. When you ask me that question – let’s say this country had a very long history of democratic politics, and let’s say that those who had done the work to democratise the country had passed away and those who were facing the election at this instant didn’t have a knowledge of what happened before. Now because our changes were so recent, and it has been so substantial, it’s simply amazing how 105,000 people of this country decided that they want to change.

I would argue that the ancien regime – the Gayoom regime – lost it. With all the institutions, with everything, the vast majority of the people of this country wanted an MDP government, which would have been a more open government, which would have been more international, which would have been more tolerant, which would have departed from our normal things – far away from what any other presidential candidate would have done.

To have got that mandate – to depart from so feudal a system, I think is just very very amazing and I’m very happy about it. I think we’ve installed the MDP as a political force, as a political party that is here to stay. Gayoom’s PPM [Progressive Party of Maldives] changes – from DRP [Dhivehi Rayyithunge Party] to PPM – but here I think we have been able to maintain.

DB: The religious lobby has been another constant over the past two years’ events, and the slogans used by the now-ruling coalition played a prominent role in the election. How do you see these groups affecting Maldivian politics in the long term?

MN: Again, after all that rhetoric, 105,000 Maldivians simply decided it was rhetoric and there was nothing to it. They were loud but the fact is that they keep losing – Adhaalath party as an idea keeps losing. I think people understand their fabrications.

DB: Looking at the recent MDP primary elections, the leadership has been accused of manipulating certain primary elections to secure seats for more established members. How effect do you feel this affects the reputation of the party and the enthusiasm of its members?

MN: Elections have losers and winners, and very often losers find that they must get time to digest the defeat and therefore there’s always a tendency to blame the process. I think, given the circumstances and the facilities available to political parties such as the MDP, we did very well. We have an elections committee, which functions independently. We have a disciplinary committee and we also have an appeals committee within the party. I’ve seen these three organs functioning very well, and I think the elections were very transparent and there is nothing wrong with that – I’m very very sure of that.

We can’t do that – it’s just not possible. I can’t even tell [close associates] to do it, and then these elections are conducted by hundreds of volunteers. How in God’s name can I ring some fellow down in Maakurath and ask him to fix the ballot? It’s just not possible. It’s too decentralised and it’s too widespread for anyone to fix.

There was an issue for some candidates, with PPM members and Jumhooree Party members and Adhaalath members – previous members – being on our voter lists. Now, the party decided that anyone who joined the party before December 19 would be eligible to vote. Then, if candidates decide to bring in former members from PPM and so on, we increased our party by 16,000 people. Even if they are from other parties – we’ve found that 5000 of them are from other parties. Our experience is that more than 70 percent of them remain even if their candidate loses.

DB: Regarding relations with the new government, you have talked about the MDP acting as a responsible opposition, but also of working to impeach President Yameen. Do you consider this to be a legitimate government with which the MDP intends to cooperate?

MN: The MDP shouldn’t co-operate with any government, the MDP should only co-operate with an MDP government because we are a political party and our position is to contest the opposition – make it accountable. Making it accountable basically really means using the legal processes available to deal with the government. I think President Yameen would very much expect us to make the full use of whatever facilities and mediums are legally available for us. I am sure President Yameen wouldn’t have any other idea – it would be strange if he had any other ideas. [That] we would for instance support their cabinet, we would for instance support their policies – no, we wouldn’t do that. What we would do is we would not do anything illegal.

DB: What are your initial thoughts on the first 100 days of the Yameen presidency and his proposed policies?

MN: One [issue] was slicing the government – distributing government positions among Gayoom families and political parties. Not necesarilly so much political parties, but among their families. [Another is] the number of government positions they have come up with – how huge the government is. I think we are probably now bigger than the Kremlin. It is in fact looking more like a Mughal kingdom. A better comparison would be with Zafar – the last Mughal emperor. Zafar’s government and the number of ministers, the number of courtiers, the number of assistants, the number of everything that they had, and the number of everything that President Yameen is having to have. It’s comical. It’s not really a contentious political issue. It’s sad though because the drain is on the treasury.

We are also looking at how they have honoured sovereign contracts after the transfer of power. They said with the GMR issue, that contract was void ab initio and so on and so forth so we’ll be looking at that. We think that this government is very secretive. We were publishing government income and expenditure every week, they’ve stopped that. We were having a cabinet meeting every week, they’ve stopped that. We were having a press conference every week, they’ve stopped that. We were communicating with the public all the time, and they haven’t done that. We feel that this is a very secretive government.

How they are managing finances: it all looks like how much should we make available for businessman A, for businessmen B. Nothing for social security, nothing for the fishermen, nothing for any of the other people. Taxes keep on coming up but we think that their tax system is again taking the country back to the financial system prior to 2008. They are taking it back to Gayoom’s financial system.

They are not fulfilling any of their pledges. The projects that were ongoing through multinational finance and so on, they’ve all stopped. So we don’t think they are doing a very good job and the people have every right to get rid of them.

DB: What are your initial thoughts on the stabbing of Alhan Fahmy and the safety of politicians?

MN: It’s very dangerous and it’s very worrying. Dr Afrasheem’s murder and the police not being able to do a better job with that, and now Alhan – it’s so sad. So young and so vibrant, and with a bright political future in front of him and cut down in his prime – it’s not good.

DB: Is the MDP’s loss in the presidential election a set back for fight against climate change?

MN: We were doing a lot of international work on climate change and we don’t see that kind of commitment from the present government, and it’s unfortunate. We would like another vulnerable country to pick up the work – someone who is more concerned about these things. I’m speaking to like-minded leaders about this. I’ve just been to Abu-Dhabi for Sheikh Zayed’s future energy prize, which I have been on the jury for the last three years. I did meet a number of heads of state – like-minded people who wanted to do something about it.

DB: What does the future look like for Maldivian democracy? Will you be standing again in 2018?

I’ll be seeking election in 2018, and I think we have a bright future. But the immediate future is bleak, I would argue – it’s difficult.

Stabbed MP undergoes surgery in Sri Lanka

Maldivian Democratic Party MP Alhan Fahmy has been flown to Sri Lanka for surgery after being stabbed yesterday evening.

The Feydhoo constituency MP’s brother Azbaan, has told Minivan News Alhan’s condition is “very serious” – he had been in surgery for over three hours as of 4pm today (February 2).

“I think it is an organised political attack, because Alhan doesn’t have any other issues,” said Azbaan. “Somebody is politically unhappy with him, otherwise there is no other reason.”

He noted, however, that his brother had received no intelligence from police of an impending attack prior to yesterday’s incident.

Azbaan was with Alhan at the popular Breakwater cafe in the capital Malé when he was stabbed by his assailant at around 9pm. Police apprehended an 18 year old man at the scene, also finding a knife nearby.

Police have confirmed that a further two men have been arrested in relation to the stabbing. Two of the three now in custody have had their detention period extended to ten days, while the third will appear before judges later this evening.

MDP spokesman Imthiyaz ‘Inthi’ Fahmy described the attack as “very difficult to understand”, though he also suspects an organised attack.

“This is a planned one – I’m sure, I can tell that. The license plates of the motorbikes were changed before they came to the place to attack Alhan – that’s what I heard from sources,” said Inthi.

Inthi expressed dismay at the attack, noting that politicians needed to be free to work without fear, describing yesterday’s attack as a deliberate attempt to murder Alhan.

An official statement from the MDP’s parliamentary group today condemned the attack, expressing concern that “attackers are not hesitant to carry out such attacks in public”.

“This attack shows the loss of public order and justice. The MDP parliamentary group calls for a proper investigation and calls for the perpetrators to be brought to justice.”

Parliamentary group member Hamid Abdul Ghafoor described the continued intimidation of MPs as a “war that had gotten physical”.

Hamid suggested that the country’s recent moves toward democracy have made it more difficult to silence MPs:

“Before, you just disappeared. Now, they have to play outside of the law,” said Hamid, citing the murder of MP Dr Afrasheem Ali in 2012.

Cases involving Afrasheem, Hamid, and Alhan are currently being monitored by the Inter-Parliamentary Union, which organised an urgent visit to the Maldives late last year after expressing concerns over the intimidation of MPs.

Last August, Alhan was summoned by police in connection with the alleged blackmailing of Supreme Court Justice Ali Hameed, using footage of the judge having sex with two foreign women said to be prostitutes.

The MP tweeted a screenshot of a text message he claimed had been sent to his mobile phone by Superintendent of Police Mohamed Riyaz. The text read: “Alhan, will make sure you are fully famed (sic) for blackmailing Justice Ali Hameed. You don’t know who we are.’’

Parties prepare for Majlis elections as EC calls for applications

The Elections Commission (EC) has announced it will be accepting applications for the People’s Majlis elections between January 29 and February 11.

A fee of MVR5000 (US$ 324) is required for every application.

The parliamentary elections are scheduled for March 22, and results are to be announced on March 29. The commission also published the Elections Regulation 2014 today.

As the Elections Commission (EC) gears up for the elections, all major political parties contesting have begun to select their candidates.

Maldivian Democratic Party

The opposition Maldivian Democratic Party (MDP) – who narrowly lost the presidential election last November -will be contesting for all 85 seats of the People’s Majlis. 27 candidates have won the party’s ticket without contest, being the sole contender in those areas.

Tickets for the remaining 58 seats – sought by 176 candidates – are to be awarded through party primaries. The primaries were held for 20 seats on January 25, after being called off the previous day due to administrative and voter registry issues. Winners in these areas have also been announced.

Polling is expected to take place tomorrow for Baarashu constituency tomorrow, and primaries will be held for another 30 constituencies this weekend.

Governing coalition deal

The governing coalition led by President Abdulla Yameen’s Progressive Party of Maldives (PPM) has decided to compete as a group. The parties in the coalition have reached a deal to reserve a set number of seats for each party.

As per the deal, 49 seats have been reserved for PPM candidated, 28 seats have been allocated for tourism tycoon Gasim Ibrahim’s Jumhooree Party (JP), and Ahmed ‘Sun Travel’ Shiyam’s Maldives Development Alliance (MDA) will run for 8 seats.

Progressive Party of Maldives

President Abdulla Yameen’s PPM, which has the majority of coalition seat allocations, has scheduled part-primaries for February 4. By 4pm yesterday – the deadline to apply for party tickets – 150 candidates had applied for the allocated 49 seats. These candidates will now go through a screening process where they will be evaluated and graded based on the following criteria;

  • upholding the party ideology
  • how long the person has served in the party
  • experience in the parliament
  • campaigned for the party presidential candidate
  • belonging to a ‘special category’ recognised by the party
  • the amount of service provided for the party

The screening will be carried out by a committee formed by the party council and the strategic planning committee. Applicants who don’t get at least 75 percent marks will not be qualified to compete in the primaries. In constituencies where one person is qualified for the primary, that candidate will automatically win the ticket. If all the applicants for a seat fail meet the criteria, a primary will be held among them.

Jumhooree Party

The JP yesterday opened applications for 19 of their 28 allocated seats before 30 January. Applications for the remainder of the seats will also be announced soon. Applicants will initially be reviewed by a special committee formed by the party council, giving them points through a set of criteria. The applicants with the most points will receive the party tickets. In case of a draw,the party will attempt to find a solution through dialogue – failing this, the party will discuss a primary election.

Maldives Development Alliance

The Maldives Development Alliance (MDA) have decided to reserve two of their eight allocated seats for sitting MP s – party leader and Dhaalu Meedhoo MP Ahmed ‘Sun Travel’ Shiyam, and Dhaalu Kudahuvadhoo MP Ahmed Amir. Tickets for Kendhikulhudhoo and Hoarafushi were won by uncontested candidates. Primaries will be held in for Manadhoo and Velidhoo tickets on 30 January, while the application for Holhudhoo constituency is still open.

The MDA has decided not to contest for Gaddhoo constituency, despite being allocated the seat by the coalition, as there are no party members in the area.

Adhaalath Party

While the PPM has earlier discussed allocating coalition seats for the religious conservative Adhaalath Party (AP) through the coalition deal, no seats were allocated for them through the coalition’s parliamentary election deal, as the party is not officially a coalition member. The PPM has said, however, that other members of the coalition are free to share their allocated seats with AP.

In this regard, the JP has proposed an interest to share some of it’s tickets with Adhaalath. According to JP Secretary General Dr Ahmed Saud, the party will propose 1 to 3 seats to Adhaalath with a set of conditions such as not competing with the JP for any other seat. Both JP and Adhaalath has confirmed their leaders will soon hold talks to decide on the matter.

An Adhaalath official told Minivan News that it is unlikely for the party to settle for that amount of seats when the party is already confident about several constituencies.

MDP invalidates Jabir’s place on party ticket for Majlis election

The Maldivian Democratic Party’s (MDP) disciplinary dommittee has invalidated MDP MP Abdulla Jabir’s place on the party ticket for the Majlis elections in March.

MDP disciplinary committee chair and MP Hamid Abdul Ghafoor today told Minivan News that the decision was made after he had repeatedly voted against the party whip.

“The disciplinary committee is not giving out details of it but we can only confirm that the decision was made and the committee has asked the party secretariat to implement the decision,’’ he said.

He said the decision was made last Thursday,with the party secretariat being informed the same day.

The MDP parliamentary primaries are ongoing, though Jabir was uncontested for the Kaashidhoo constituency seat.

When queried about other MPs that had voted against the party line, Hamid said that there was no documentation that other MPs had repeatedly voted against the party whip.

“The MDP’s parliamentary group has a policy that says that an MP’s case should be filed in the disciplinary committee only when the MP repeatedly works against the party stand,’’ he added.

MP Jabir’s mobile phone was switched off and Minivan News was not able to obtain his comment regarding the matter.

During the December 30 endorsement of President Abdulla Yameen’s cabinet, a three-line whip was issued by the MDP’s parliamentary group ordering the rejection of eight nominees.

The eight cabinet members include Defense Minister Mohamed Nazim, Tourism Minister Ahmed Adheeb, Islamic Minister Mohamed Shaheem Ali Saeed, Minister of Health and Gender Maryam Shakeela, Minister of Transport and Communication Ameen Ibrahim, Finance Minister Abdulla Jihad, and Housing Minister Mohamed Muizzu on the grounds they were “coup ministers” having served in the administration of President Dr Mohamed Waheed.

The MDP also rejected Home Minister Umar Naseer saying that various speeches given by him at political rallies made it “evident that he will not be loyal to Yameen”.

MDP MPs Abdulla Jabir, Zahir Adam, Ahmed Rasheed, Mohamed Rasheed, Abdulla Abdul Raheem, and Ahmed Easa were the six MDP parliamentarians who breached the three-line whip on that day.

Easa told Minivan News earlier this month that his breach of party instructions with regards to the tourism minister had been a mistake, describing it as the biggest of his political career.

On December 29, parliament scheduled the passing of the penal code, with MP Jabir voting against the legislation after the MDP had already decided to pass it – describing the bill as “too harsh”.

Jabir is well known for his frequent party defections. His first political party was Dhivehi Rayithunge Party (DRP) during the presidency of Maumoon Abdul Gayoom, before switching to the People’s Alliance.

Jabir then defected to the Jumhooreee Party (JP) ahead of the 2008 presidential elections, backing JP leader and business tycoon Gasim Ibrahim.  Jabir was appointed as the party’s deputy leader.

He subsequently switched to the MDP, holding senior positions within the party. He also announced his intention to contest for the MDP chairmanship.

During the protests following the detention of Chief Judge of Criminal Court Abdulla Mohamed in early 2012, however, Jabir once again declared that he had defected from the MDP back to the JP.

Jabir became an MP after winning the by-election for the vacant Kaashidhoo constituency seat on a JP ticket. Following his arrest and charges of alcohol possession in late 2012, Jabir became an open critic of the Waheed government, eventually reverting back to the MDP in December the same year.

Q&A: MP Rozaina Adam – Thulusdhoo constituency

In a series of interviews to lead into the the 2014 parliamentary elections – scheduled for March 22nd – Minivan News will be conducting interviews with incumbent MPs.

All 77 sitting members have been contacted, from across the political spectrum, to be asked a standardised set of questions with additional topicals. The interviews will be published as and when they are received.

As part of the series, Minivan News interviewed MP Rozaina Adam,

MP Rozaina represents the Thulusdhoo constituency of Kaafu Atoll and was elected on a Dhivehi Rayyithunge Party (DRP) ticket, she joined opposition Maldivian Democratic Party (MDP) in November 2013.

Ahmed Rilwan: What made you enter the political arena and how?

Rozaina Adam: My family was involved in politics – my father was an MP and my mother served in the Special Majlis. So I have been interested in politics since childhood. But the system back then didn’t make it easy for anyone new to enter politics, but the introduction of party system provided many with this opportunity. So in 2008 I decided to run for People’s Majlis the following year.

AR: Based on your attendance and work in this ending term, how would you judge your performance as an MP?

RA: I am very satisfied with the work I did.

AR: What are the main committees you worked on? What particular bills did you focus on?

RA: I am currently in the Committee on Independent Institutions, National Security Committee, and the 241 [security services oversight] Committee. I am serving as the vice chair in all three committees now and the Chair of Sexual Harassment Bill Review Committee.

Earlier I was in the National Development Committee, and was the Chair of Domestic Violence Bill Review Committee as well as the subcommittee that reviewed the Anti-Torture Bill.

As for bills, I introduced the Domestic Violence Bill and proposed an amendment to the Majlis regulation to create a dedicated committee for women and children’s issues. I was working on the Sexual Harassment Bill when I discovered that the government is also preparing one, so I introduced the bill on behalf of the government.

I have also drafted a bill on medical negligence, it has been sent to the Ministry of Health for comments. It is still pending as I had to send it to each new minister with the government changing thrice recently.

I proposed an amendment to the Maldives Family Regulation to increase the child support payments, another amendment for the Decentralization Act to reserve a seat for women in the local councils and to arrange allowances for women’s committees. And the [second] amendment to the Public Finance Act requiring [the government] to send the budget to People’s Majlis earlier. These are the main bills that I worked on.

AR: What would you say are the biggest achievements within your term – in terms of what you have accomplished for your constituency and the country as a whole?

RA: I was able to include all major needs of my constituency in the budget, but there is not much I could do about the government halting some of these projects.

During my term in Majlis, harbors of K.Huraa and K.Dhiffushi were completed. Thuslusdhoo land reclamation and harbor projects were included in the budget, water and sewage system of Himmafushi and Thulusdhoo were completed. A set of classrooms were constructed in Huraa, work is in progress for classrooms in Thulusdhoo and Dhiffushi.

One major issue that my constituency faced was the controversy that followed the changing of Atoll Council from Thulusdhoo [when the Atoll Council decided to move the office from Maafushi to Thulusdhoo the government fought against it]

I see that as a major achievement. Even as an opposition member I worked against the government – with DRP members – to find a solution to that problem within the Majlis.

My main focus in Majlis was mostly women’s development issues. I focused more on such issues because only five out of 77 MPs are women. There are plenty of people to focus on other issues, but only a few people focus on women’s issues. So I chose to give more attention to that area.

For instance I put a lot of  pressure to fast-track the Sexual Harassment Bill, especially during the Fahmy controversy [when President of the Civil Service Commission Mohamed Fahmy was accused of sexually harassing one of his staff].

I was in DRP back then, however I supported that [of removing Fahmy for sexual harassment] even though it was MDP [Maldivian Democratic Party] that proposed it. It was because of my vote in the committee [ Committee on Independent Institutions ] that it was passed [to remove Fahmy]. And due to this the issue of sexual harassment came to national attention, I see that as a huge achievement.

AR: What would you say is the biggest mistake or worst step you have taken in your political career? Why?

RA: I can’t say it was completely wrong, but in hindsight, I am not entirely happy that I supported President Maumoon [Abdul Gayoom]. When I look back now it seems so, but my decision was based on the information I received at the time.

Later I found from President Maumoon’s words and actions, especially what he said when Theemuge [Presidential Residence] audit report was published and how he justified it. It was all very different from the reality which was revealed when the original bills and documents were sent to the Majlis.

There is nothing else that I see as mistake. I was in DRP because I accepted the party policies. But with the presidential elections we realized that DRP’s goals cannot be achieved as it still remains a party created by Maumoon. I decided to change to MDP because I believe the political sphere will actually have [just] MDP and PPM. And I don’t believe PMM was established to serve the people.  We know exactly why they left us [DRP], it was to sustain President Maumoon’s family rule. So I believe a lot of good can be achieved for the people through MDP. If we look in to the background of MDP we can see there are opportunities for everyone in this party.

AR: Are you taking the optional committee allowance of an additional MVR20,000? Why or why not?

RA: I have no personal feelings towards it, neither for nor against it. But I do take it. For the most part of my term I served as an opposition MP, so it was tough to manage problems faced by my constituents.

MP s don’t have to provide financial assistance to their constituents, but we should understand that it still is the established culture in Maldives, it doesn’t seem to be changing. It is hard to ignore when someone approach for assistance especially for medical purposes. The common mindset is that MPs are supposed to provide this assistance, so we have to.

AR: What is your view about parliamentarians and other public servants declaring their financial assets publicly for the electorate to be able to refer to?

RA: I don’t have any problem with that.

AR: Are you re-contesting in the next elections? Why? What do you hope to accomplish should you be elected for a new term?

RA: For the next Majlis I am running for Addu City’s Meedhoo constituency seat. I chose that constituency because my mother is from Addu City, and as a person who fights for gender equality I don’t believe that people only belong to their father’s island. So I believe I belong Addu City as much as I belong to Malé City.

We can see that instead of developing, Addu City is going backwards. It used to be one of the most developed regions in Maldives even during the early days of President [Ibrahim] Nasir. But day after day more people had to migrate to Malé City for various reasons and the place now seems abandoned. It is because there are no basic services. Even now, while we call it a city,  there are no water and sewage services, roads are not repaired, electricity services is weak. If we take a look at education and health we don’t see services adequate for a city. I am going face the challenging task of develop Addu City as a city, doing whatever could be done within the Majlis.

If I am elected, my vision is to propose a bill to Majlis that would set standards and detail the services that should be available in a city. I wish to state in the bill that basic services – such as water, sewerage, repairing of roads – should be provided within a certain period of being declared as a city. Addu City should have university campuses, have services such as renewal of ID cards, paying migrant worker visa fees if it is city. Actually the services provided in Malé City is also not that good. So all cities will benefit from this bill.

AR: What improvements do you feel the 18th Majlis will need to make to improve as an institution?

RA: I think MPs should work more responsibly in serving the people through the Majlis. Speed up the committee stage of bills.

And we see that it is the government, and not MPs, who propose most bills to the Majlis. There are some difficulties in doing this. We don’t get the necessary legal assistance from our Majlis, in other countries there are legal assistants to help MPs draft bills. We as MPs discuss the issues and how those issues have to be dealt with, but drafting a bill is a technical work. Currently we have to pay private firms to draft bills, and it is costly.

I think this is something the secretariat should work on, there should be a drafting department capable of providing this assistance.

AR: What are your thoughts on party switching? Do you think it undermines the party system?

RA: It does not undermine party system. Party is actually a political ideology, so if a person’s thinking changes and that the current party does not follow the same line of thinking, one has to go where that thinking exists.

I don’t believe in changing party for money. But changing to a party that fit’s one’s political thinking and ideology is a right, and it is a right guaranteed by the constitution for every citizen.

When the general thinking of majority membership of the party varies from mine, if I stay in that party I will always have to work against the common members of the party.

There are not much of difference ideological between MDP and DRP, especially DRP leadership. The split up came during the presidential elections when it came down to MDP versus PPM – DRP had to take a side. We found that common members wanted to side with PPM, but most people in DRP leadership has a thinking similar to MDP.

I assure to all members of MDP that I came to MDP because I wanted to. And despite what some anti-campaigners say, I did not change party for the seat and I will never change to PPM.

AR: What do you see as major challenges for political participation of women in the Maldives?

RA: There should be equal rights, and you could say women can run for parliament and they can also get elected even without reserving seats. But we can see the results, that it is not the reality. If that was the case people would be elected equally [from both genders].

Another issue is financing campaigns, most cannot fund campaigns by themselves. We need to find ways to provide funding for women who compete in elections. The government also need to create awareness and encourage women to get into politics.
But we can’t reserve seats without amending the constitution. Another way to deal with this is for parties to encourage women to compete in their strongholds. If I’m elected I will do whatever is necessary for the empowerment of women.

Q&A: MP Abdul Ghafoor Moosa – Kulhuduffushi North constituency

In a series of interviews to lead into the the 2014 parliamentary elections – scheduled for March 22nd – Minivan News will be conducting interviews with incumbent MPs.

All 77 sitting members have been contacted, from across the political spectrum, to be asked a standardised set of questions with additional topicals. The interviews will be published as and when they are received.

As part of the series, Minivan News interviewed MP Abdul Ghafoor Moosa.

MP Moosa represents the Kulhuduffushi North constituency and is from the opposition Maldivian Democratic Party (MDP), being originally elected as an independent candidate before signing for the MDP in 2010.

Daniel Bosley: What made you enter the political arena and how?

Abdul Ghafoor Moosa: In my area, in the north, during President [Maumoon Abdul] Gayoom’s regime there was no development at all, so we are joining the politics because we wanted some development of the area.

DB: Based on your attendance and work in this ending term, how would you judge your performance as an MP?

AGM: I have been in attendance at all the sessions and also have performed very well in the parliament, so I am happy about that.

DB: What are the main committees you were acting on? What particular bills did you focus on?

AGM: I have been on the Public Accounts Committee, and also the the Members Privileges Committee.

Members Privileges Committee concerns privileges of the members, the Public Accounts Committee involves the whole finance of the country and also to see what are the problems [and] where the government’s funds will be realised.

DB: What would you say are the biggest achievements within your term; in terms of what you have accomplished for your constituency and the country as a whole?

AGM: During the MDP government, we have gotten the maximum number of projects for Kulhuduffushi – like road construction and sewerage. I have looked after my people very well.

DB: What would you say is the biggest mistake or worst step you have taken in your career? Why?

AGM: In politics? So far, nothing. I don’t have anything for which I feel regret – I never did.

DB: Are you taking the optional committee allowance of an additional MVR 20,000? Why or why not?

AGM: Yes. Because my people aren’t bothered about anything I’m doing regarding the financial status – what I get I will spend to them. So they have no complaints about the salary or allowance whatsoever. There’s no complaints from my people – they never asked me not to take it.

DB: And if they did?

AGM: Then I don’t take it. There never have been any complaints regarding that. What we believe is that we are getting what we deserve. You see like government ministers, they are getting paid MVR62,000 salary, their phone bill, their car, their allowance, driver, fuel, transport – all in all it comes to around MVR180-190,000 per month. Same as court judges.

You see, if you want to go to our area, the airfare plus the transport – everything will cost about MVR6000, plus accommodation and everything. A return trip to my area will cost MVR20,000 – because, a boat cost will be MVR2500 one way, so two-way will be about MVR5000. Plus airfare is about MVR2,500.

DB: What is your view about parliamentarians and other public servants declaring their financial assets publicly for the electorate to be able to refer to?

AGM: At the moment it is there, but there is no system in the country to evaluate it. Because they are asking us to declare our assets, but there is no law – they have no right to materialise any of this legally. So what is the use? There should be a law, because the reason to declare the wealth is so they can see if there is any corruption or anything but even other government authorities don’t have any authority to check my account.

It is good to have it, but the effect is not there – there’s no income tax law here, so how can they verify my income and everything? They cannot say anything I have is illegal unless the income tax and all these things are there. The way they are doing it now – we have to declare how much money is in the account, that is my personal money which was in the account, and how much personal expenses I have, and the amount of shares I have in the company. Nothing more than that – so that is not enough to work on an investigation even.

Very rich people are in the parliament – people that don’t want to declare everything.

DB: Are you contesting in the next elections? What do you hope to accomplish should you be elected for a new term?

AGM: Yes. I have a few things to be done. Still the public health sector is lacking. What we believe is that the north is very much different from the south, and also from Malé. So we need a lot of economic activity to be done there, most important is that Hanimaadhoo airport has to invested in – because we see even Haa Dhaalu has no resort, in Haa Alif we have a few but these resorts they have paid their management four times and they’re not paying to the government or even the staff. It is not actually economically viable for these things without the airport. Airport depends on the jobs – everything. You know, we should have more economic activities, because otherwise people are not surviving there – there’s no things happening there.

So that’s my next hope, to have Hanimaadhoo airport invested in and to had Kulhuduffushi hospital developed. You go anywhere – our hospital they only have oxygen and aspirin. How can they call it a hospital? It is like a medical centre – people have to know these things very well. IGMH and  Kulhuduffushi hospitals should be at the same level. We don’t have any facilities – for everything they have to come to Malé. It is worse that when MDP was in power – there’s no proper doctors, there’s no specialists.

DB: What improvements do you feel the 18th parliament will need to make to improve as an institution?

AGM: We are in a changing process. Still things are not in a proper way. This is the first Majlis, we are sitting in the first Majlis, that has been democratically elected. So, even the government is not fully mature to have a fully democratic system. You see, whenever an authority criticises the government, even whether the the government are MDP or PPM [Progressive Party of Maldives] or whatever, the government takes it personally in the sense like they are not acting on a fact basis – and this is the problem.

They are not happy with the auditor general, they are not happy with the Anti-Corruption Commission, they are not happy with the Civil Service Commission, even the Human Rights Commission. Because the government cannot cope with these things. They always think these people are criticising they are supporting some other party – there’s no issue base. Then they don’t want to give budget to them, they are financially tightening, so many things are happening. So this is the problem we are facing today.

Even the present government is not happy with the auditor general. If there’s something wrong he has to write in the audit report. It’s nothing personal, but the government can’t cope with these things. It was happening in the MDP government also – even now we see the same things repeat.

DB: What are your thoughts on party switching – do you think it undermines the party system?

AGM: Party switching – you see we have 35 or 34 members in MDP – there are few people who was always floor-crossing. Those people are doing it, other than these we don’t have these issues with other members.

It is a problem everywhere in the world, not just in the Maldives. That same problem is continuing here and even you are likely to see in India and Pakistan this is happening.

The problem is here, the system is not working – the people they are changing the party due to some issues like the government is influencing the judiciary to attack the actions against all these and all these and these. Those things are there very much.

DB: What do you feel the major issues of concern will be for your constituents over the next five years?

AGM: As I mentioned, the health sector is very poor and there is no economic activity. Over fifty percent in the north are below the poverty level. Most of the families – maybe five or six members – only one or two persons will be earning the income – which is not more than eight or nine thousand. Still they need economic activity. If they don’t get it, it’s very difficult to survive. We have to cross the poverty level – the only option is that we have more economic activity.

The only option we are left with is the guest house policy. In the north we have very big, very beautiful islands where the locals are living, and in those islands we have ample space. A few islands we have about 5-6km beach. You know, guest house policy can work out there very nicely. But even this government is not preparing for that. That is the only option where they can get a job and be on their own island. When they can’t find a job from their island, there are a lot of other social problems – family will be living there and they will be working here [Malé] for one or two year, they went back home, there are a lot of problems.

People want to get jobs in their own place which we can do easily if the government would just support that. But those things are not happening – you know Hanimaadhoo airport? – this airport has been operating for 25 years, but still to develop it into an international airport the government doesn’t need to spend any money on this. Only thing is they have to give it to a party to do it – they can give one or two islands for that, they can give a 50 year contract for that. Last time when they called for tender, 29 parties submitted their plans but when the government changes they have all been thrown to the dustbin now. We want this airport to be a big-time airport. Tourism is the only option for the time being.

We have huge islands where agriculture can be done, plus aquaculture can also be done, but for the time being even Hanimaadhoo could be developed within one year’s time and we could have a good income there.

Comment: Some Conservatives failed over Mandela – others are failing now over climate change

I am a Conservative and an environmentalist – a position, it seems, that is increasingly irreconcilable. Australia’s centre-right administration is busy dismantling a carbon tax. Canada’s Conservative Government has withdrawn from the Kyoto Protocol. And, in the United States, the Tea Party is purging Republicans who agree with the 97 per cent of climate scientists who say that human activity is causing global warming.

As a politician (and former president) of the Maldives – one of the world’s most climate-vulnerable nations – this places me in a quandary. A believer in free markets, small government and globalisation, I feel a natural kinship with the school of thought that brought us Thatcherism and Reaganomics. But the Maldives lies just 1.5 meters above the rising seas. To deny the dangers of climate change is to ignore my country’s greatest national security threat.

I suspect I am not alone in this predicament. As climate change bites, more and more world leaders are forced to grapple with its consequences: fiercer droughts, wildfires, storms and floods. A denialist, Conservative movement has no solutions to offer these countries and therefore risks irrelevancy.

It also leaves Conservatives on the wrong side of history. Over the past few weeks, as the world commemorates Nelson Mandela, an uncomfortable spotlight has been shone on Conservatives who branded the ANC as terrorists in the 1980s. How will today’s crop of Conservative climate refuseniks explain themselves to future generations, in a world made hotter, nasty and poor by global warming?

Strong action today to curb emissions should prevent catastrophic climate change. But if we ignore the issue for another decade, we face a world of soaring temperatures, ferocious storms and a climate out of control. Future generations will hold Conservatives responsible for wrecking the planet.

My party, the Maldivian Democratic Party (MDP), owes much to the Conservative movement. They have provided us with ideological inspiration and practical know-how. Britain’s Conservative Party taught the MDP how to campaign – invaluable support in a young democracy like the Maldives. We are also grateful to conservative-run governments, such as Canada’s, who pressured the Maldives to hold recent elections when the country looked like it might slip back into dictatorship. The actions of politicians such as David Cameron, William Hague and John Baird, in support of democracy in a far off land, demonstrate the very best in enlightened leadership. When our movement is capable of exemplary governance, why do so many Conservatives let us down on climate change?

It was not always like this. Teddy Roosevelt founded America’s national park system. Richard Nixon introduced the Clean Air Act and established the Environmental Protection Agency. Margaret Thatcher and Ronald Reagan signed the Montreal Protocol to limit CFCs. And George H Bush introduced a cap-and-trade system to curb acid rain. But contemporary politicians fail to uphold one of the founding principles of Conservatism: the duty to conserve. There is nothing Conservative about advocating for the destruction of the climate, and thus all we hold dear. This is not a credible Conservative standpoint: it is reckless and extreme.

Our movement’s pro-fossil fuel advocacy also flies in the face of the free market economics we espouse. The oil, gas and coal industries have benefited from a century of subsidies and tax breaks. So why are we continuing to subsidise highly profitable and polluting fossil fuel firms, while choking off support for clean energy?  We are not supposed to be the fossil fuel industry’s trade union.

Capitalism, free trade and globalisation have lifted hundreds of millions of people out of poverty and helped countries, such as my own, graduate from developing to middle income status. We owe a lot to neoclassical economics. But as any economist will tell you, markets sometime fail. The modern economy allows companies to dump dangerous greenhouse gasses into the atmosphere at no cost. The responsible, Conservative approach to this problem is to price and/or regulate these emissions.

Fortunately, this position is starting to find acceptance, even in the unlikeliest quarters. ExxonMobil, ConocoPhillips, Chevron, BP and Shell are already planning their future growth on the expectation that governments will impose a price on carbon emissions. If oil companies can accept the inevitability of climate action, why can’t Conservative politicians?

Enough of this antediluvian denialism – it is time for climate conscious Conservatives to speak out. We should ask ourselves what Churchill, Thatcher or Reagan would do. Even in the face of vested interests or powerful opponents, they would not shirk their responsibilities. They would lead the fight to conserve our climate.

MDP reveals candidates competing in Male’ area primaries

The Maldivian Democratic Party (MDP) has announced the names of candidates competing in its parliamentary primaries for thirteen Male’ City constituencies.

The party also announced that three candidates won the ticket without a primary because they were the only candidates contesting in primaries for those seats.

The three candidates in question were Medhuhenveiru MP Ali Azim, Galolhu Uthuru MP Eva Abdulla, and Maafannu Uthuru MP Imthiyaz Fahmy, who contested for the constituencies they currently represent.

Among other sitting MP s who are contesting in the primaries are Hulhuhenveri MP ‘Reeko’ Moosa Manik, Medhuhenveriru MP Ali Azim, Henverirudhekunu MP Hamid Abdul Ghafoor, and Machangolhi Uthuru MP Mariya Ahmed Didi competing for the seats they currently hold.

Majlis Chair and Keyodhoo MP Abdulla Shahid will compete for the newly introduced Henveiru Uthuru constiuency ticket and Maafannu Dhekunu MP Ibrahim Rasheed ‘Bonda’ for the newly introduced Maafannu Medhu constituency (formerly Villi Maafannu).

Candidates competing in the primaries for all constituencies other than the thirteen Male’ City areas were announced last month.

The only sitting MDP MP s who are not competing in the primaries are Maafannu Hulhangu MP Abdulla Abdul Raheem, Hoarafushi MP Ahmed Rasheed, Komandoo MP Hussein Waheed and Gaddhoo MP Zahir Adam.

In addition to sitting MPs, former members of the Majlis and the Constitutional Assembly, senior members in the MDP government, prominent party activists, and other famous national personalities will be competing in the MDP primaries scheduled to be held on 24 January.

The parliamentary elections are to be held on March 22 to elect the 85 members of the 18th Peoples Majlis for a five year term.
