Visit to Fares-Maathoda shows challenge of decentralised development

In the final part of a special report from the island of Fares-Maathoda, Minivan News looks at the challenges for communities developing beyond Male’s glance as they attempt to switch to decentralised governance and overcome their natural vulnerabilities.

Sitting in Gaafu Dhaalu Atoll, the conjoined landmasses making up the island of Fares-Maathoda present an environment that has seen little of the economic and infrastructure changes witnessed in the population hubs in North Male’ atoll.

Yet like everywhere else in the Maldives, the formation of island and Atoll councils following nationwide local elections in February 2011 has raised new challenges to bring about change on a more decentralised basis.

However, some opposition politicians believe that the government was “not fully prepared” in its plans to devolve power locally, and that has caused friction between the government and local councils over what exactly their roles and responsibilities are in relation to overseeing potential changes.

For the residents of Fares-Maathoda and the five-member council elected to serve them, these changes include a proposal to use aid funds from Denmark to try and offset continued flooding resulting from drainage and waste management issues as part of wider development aims.

Ibarahim Shareef, spokesperson and deputy leader for the Dhivehi Rayyithunge Party (DRP) told Minivan News that he believed a combination of a lack of experience among elected councillors and obstruction by central government was limiting the roles of individually elected councils to oversee and deal with projects such as development.

“There is disagreement over the role of councils and what duties are being issued to them. Our country is disintegrating around us,” Shareef claimed, accepting that divisions between the present and previous leaderships of his own party had added to the partisan atmosphere of the country’s political backdrop.

“We should get all the parties including the government and opposition groups to stick together and try and resolve the differences like this issue.”

Speaking earlier this month during a visit to Fares-Maathoda, two islands that were linked together in the 1990s by reclaiming area between them – a move that exacerbated flooding problems – UN Resident Coordinator Andrew Cox said he believed that environmental and development facing the country required cooperation from all stakeholders in light of decentralised government.

“What seems to be the case at the moment is that the decentralised structures [island and Atoll councils] are developing and that’s fine. But what that means at the moment is that until things become clearer in some of the areas where we need to work, we need to stay closely connected with everybody. Yet we appreciate the need for strong coordination,” he said.

“In the end, you need the right environment if you are going to attract large-scale funding. In actual fact for the money to come to the Maldives there needs to be a favourable environment for that and even more so there needs to be a good investment environment, because that’s the way that you are going to do large-scale projects.”

Cox was on Fares-Maathoda alongside representatives from the Ministry of Finance and Treasury, the Ministry of Housing and Environment, the National Office and the United Nations Office for Project Services (UNOPS) to meet with local councillors and outline how Danish donor aid for funding climate change adaptation would be allocated on the island.

Pointing to a sea-wall development riddled with flags, displaying the yellow of the MDP on one side and the blue of the DRP on the other, Cox suggested that was a powerful reflection of the country’s partisan political functioning and the challenges it created for decentralising aid distribution.

“You have the blue on one side and the yellow on the right, which typifies the Maldives more than anything else,” he added.

However, Cox claimed that rather than acting as a test for the viability of other collaborations with recently appointed local councillors in delivering aid, Fares-Maathoda represented the need for “development best practice” and how best to try and mitigate detrimental environment and economic factors over partisan thinking.

“In the end, people involved in a project need to be involved in its decision making. That’s the bottom line, so frankly I think if you succeed, you succeed and it’s good for development and everyone who is involved can take credit,” he said. “But if you fail, it’s important to know why you failed. Then you try and reflect that back when you expand an approach outwards than you better find a way of taken advantage of that knowledge and understanding and don’t do it again.”

However, Ibarahim Shareef said he believed that in opting to decentralise power following February’s elections, President Mohamed Nasheed and his fellow MDP members had been “shocked” by the number of island councils seats that fell to opposition parties like the DRP.

Shareef claimed that he believed the government was now aiming to try and centralise power in an apparent reversal of its original intentions.

“Local people have been in a long struggle for democracy, yet some are now questioning the wisdom of supporting democratic reform,” he said. “They have not got empowerment at the level they expected.”

Shareef said that despite these uncertainties regarding the exact role of local councils, everyone involved in the process of decentralisation needed to work together to set out what powers councillors did and did not have in order to function properly.

“It is in everyone’s interests to ensure they are working properly,” he claimed.

In a bid to try and help coordinate the development projects undertaken by local councils such as those bought forward by UN aid, the President’s Office announced the formation of seven national offices back in March that it claimed were not related between some isolated disputes with local councils.

Speaking from Fares-Maathoda during the UN visit, Mohamed Shareef, Deputy Minister of State for the Upper South Province national office, claimed that government coordination remained vital to ensure all councillors are sufficiently trained to oversee development and aid in the future.

Speaking to Minivan News, Mohamed Shareef said he believed that criticism of the national offices stemmed from incorrect presumptions that the government was acting against its own decentralisation plans by giving the president more power over the country.

To try and offset these criticisms the national office has said it is offering training programmes across the country in places like Thinadoo and Addu City that aim to provide information to councillors and outline their responsibilities.

“Councillors have come from many different walks of life, but many haven’t been in administration or management, so they are very new to these procedures and understanding them,” said Shareef. “They keep saying that there are no procedures, but it is just a matter of understanding what the procedures are. So we have to keep on running training programmes. The government has a very extensive programme to try and make the councillors and the public aware of the system.”

With the councils now in place, Shareef said that these training programmes would be vital to try and ensure the success of decentralisation. However, he accepted that there was a notable difference of opinion between whether more details and information should have been given to candidates and the public before electing councillors or whether the system should be fleshed out afterwards.

Despite criticisms that more education for the public and councillors on the exact purpose of decentralisation in the Maldives should have been in place before voting began, the national office claimed that it believed the best way – as has happened – was to start the programme and learn along the way.

“I think if we had earlier tried to make people understand what [the government] were trying to do, it would have been a difficult process. On the other hand, if you have bought the system and make everyone learn by experience it might have been easier for us – it could be debated either way,” Shareef said. “We were in need of immediate change that was for sure. So we wanted a change to be implemented and it was done very quick.”

In terms of main challenges facing national offices like those in the Upper South Province, Shareef said that the cost of running five member councils across the country was definately a concern.

“We have a very poor income and the country is very small in terms of people and resources. We can discover new resources in terms of tourism but the challenge lies in the expense of bring about these changes [local councils]. It is an expensive process.”

Shareef claimed that the national councils would ultimately like to see more responsibility being taken by local councillors in dealing directly with donor agencies such as the UN over development and aid projects, while it held a light coordination role in instead.

“This would allow the direct impact [of these funds] to be felt more closely by the councils. Otherwise we should have a major role. It’s not very easy for the government agencies,” he said. “In terms of being more responsible, I think the councils can very much have a role in making the maximum use of aid coming in.”

Mohamed Shareef added that the belief of the national councils was that training projects would be at the heart of granting more development roles to local councillors in the future.

“The vision of the government is that we are going to have a very big leap in terms of development by having decentralisation. So the councils need to be very responsible and capable if they want to take up these challenges,” he said. “It all depends on how capable the councils are. In one way it’s a big relief for the government that there are councils and governors who are interested in dealing with them. For the government, it doesn’t make it very easy, but it’s the way they want to go forward I guess.”

Ultimately, Shareef said that the main plan in the long-term for each council would be to have them become more technical and development orientated rather than trying to serve a particular party political interest.
“That was the stand with which the councils came into their position, but still we have some way to go to get the councils to realise they are a technical and development body and not a political body.”

MDP VP candidate Alhan Fahmy pulls out of tonight’s debate

Tonight’s debate between candidates for the ruling Maldivian Democratic Party (MDP) vice-presidency has been cancelled after MP Alhan Fahmy decided to boycott the event alleging undue influence.

According to the MDP website, the debate was canceled after Alhan sent a letter to Chairwoman Mariya Didi raising “issues” with the advertised debate.

MDP Secretary General Ahmed Shah said that although there were three candidates including Environment Minister Mohamed Aslam and Hussein Adam [Adambe], the latter has “showed no interest” in either the debate or campaigning for the post.

However the debate between contenders for the party’s top post – Special Envoy Ibrahim Hussein Zaki and former Fisheries Minister Dr Ibrahim Didi – is set to go ahead as planned.

Meanwhile in his letter of protest, Alhan wrote that he did not wish to publicly reveal his objections to the debate as disunity or discord within the party was not his intention, adding that he did not want members to lose confidence in a cabinet minister.

Environment Minister Mohamed Aslam did not respond to Minivan News at time of press while Alhan was in a meeting and unavailable for a comment.

Parliament endorses Naseem as Foreign Minister and Muiz as Attorney General

Parliament has approved the appointment of Minister of Foreign Affairs Ahmed Nasheed and Attorney General Abdulla Muiz.

Muiz was approved by 74 out of the 76 members present while Naseem received 62 votes endorsing him as Foreign Minister, replacing Dr Ahmed Shaheed.

The appointments mark the end of an extensive cabinet reshuffle prompted by the short-lived resignation of Nasheed’s entire cabinet in July 2010, in a statement against what they described as the “scorched earth” politics of the opposition majority parliament.

However under the Maldivian constitution ministerial appointments are subject to parliamentary approval, and the opposition seized the opportunity to vote out seven of Nasheed’s 13-strong cabinet, and the Attorney General, during a vote in November 2010 that was boycotted by the ruling Maldivian Democratic Party (MDP). The vote came after three weeks of disruption in parliament, with some sessions terminated by Speaker Abdulla Shahid – himself an opposition Dhivehi Rayyithunge Party (DRP) MP – mere minutes after opening.

Seven ministers – Finance Minister Ali Hashim, Education Minister Dr Musthafa Luthfy, Foreign Minister Dr Ahmed Shaheed, Fisheries Minister Dr Ibrahim Didi, Home Minister Mohamed Shihab, Defence Minister Ameen Faisal and Attorney General Dr Ahmed Ali Sawad – did not receive a majority of votes from the 42 MPs in attendance during the November vote.

The government had contested that the only way ministers could be removed was through a majority vote of no-confidence, and further argued that parliamentary approval of ministers appointed by Nasheed was a “ceremonial” function.

“No consent does not amount to no-confidence,” the President’s Press Secretary Mohamed Zuhair argued at the time.

The question of whether ministers could perform their duties without parliamentary approval eventually went before the Supreme Court, which ruled in favour of the opposition. A number of Ministers, including Dr Ahmed Shaheed, resigned on the eve of the ruling.

However the opposition’s victory celebration following the December 2010 ruling was short-lived, and came to blows when Umar Naseer, the party’s dismissed Deputy Leader prior to his dismissal by the party’s disciplinary committee, and his supporters gatecrashed the venue. What had been an acrimonious war of words descended into an outright split of the party into factions loyal to either the party’s ‘honorary leader’ former President Maumoon Abdul Gayoom, and elected leader Ahmed Thasmeen Ali and Speaker Ahmed Shahid.

The MDP saw the opportunity to rush the remaining appointments through parliament while the DRP was absorbed in  internal politics; Thasmeen was accused by Naseer’s more uncompromising faction of “secret meetings” with President Nasheed.

In a vote last month, replacement Education Minister Shifa Mohamed (66 in favour) and Tourism Minister Dr Mariyam Zulfa (71 in favour) were approved by parliament. More surprising was that Home Minister Hassan Afeef and Transport Minister Adhil Saleem were both narrowly approved despite being unpopular with the opposition and claims by the party that it would impose a three-line whip to reject the two nominees. Several senior figures in the President’s Office privately acknowledged that they had held little hope for either.

The only casualty was Attorney General Dr Ahmed Ali Sawad, whom Nasheed had appointed to the post a second time after his first dismissal by parliament, and who was ousted by one vote.

That same afternoon President Nasheed appointed State Minister Ahmed Naseem as Foreign Minister and Solicitor General Abdulla Muizz as Attorney General, the subject of today’s approval, suggesting that the MDP may indeed have gained leverage in parliament at the expense of the fractured opposition.

Nihan renews calls for Nasheed no-confidence motion as DRP factional strife intensifies

Dhivehi Rayyithunge Party (DRP) MP Ahmed Nihan renewed calls for a no-confidence motion against President Mohamed Nasheed, during a rally on Friday.

Nihan said the motion, which requires 25 signatures from MPs to be put before parliament and a two-third majority vote to be passed, was in response to an increase in problems such as gang violence and the dollar shortage.

“Galaxy Enterprises can no longer sell air tickets because of the dollar shortage, and I received at least 20 desperate calls last night from people needing medical treatment who are suddenly unable to travel to Colombo. The public is very unhappy,” Nihan said.

“I strongly believe the opposition should seriously consider this motion because the President is ignoring problems. There is inflation, and people are in a mess and getting reckless,” he said, claiming that Nasheed had been “lying to the country over the extent of the problem.”

The government, and the International Monetary Fund (IMF), have contended that a key contributor to the dollar shortage is the high spend on civil servant salaries in rufiya relative to its dollar income.

The government hopes a reform of the tax system, including a business profit tax and a tourism goods and services tax – delayed in parliament and passed only late last year – will eventually increase its income, but contests that political obstacles prevent it from reducing the size of the civil service.

Nihan acknowledged that while the civil service was “quite large”, blaming it for the dollar shortage was “just an excuse”.

“This country has survived for the last decade as a well-governed country. There was no problem getting dollars on this scale, only now due to mismanagement,” Nihan claimed.

He also acknowledged that even with 25 signatures, the no-confidence motion was unlikely to get the two-thirds majority required to oust Nasheed. It was, he claimed, an attempt “to get the President to take notice of the problems people are facing.”

The brief resignation of Nasheed’s cabinet in July 2010 was in part prompted by letters from six ruling party MPs who claimed they had been offered bribes by the opposition to vote against the party line. As the opposition parties already have a majority in parliament, this was widely interpreted as an attempt to secure a two-thirds majority to remove the President.

Nasheed promptly arrested the respective leaders of the minority opposition Jumhoree and People’s Alliance parties, businessman Gasim Ibrahim and the former President’s half brother Abdulla Yameen, and charged them with treason and bribery.

No charges stuck in court, and Nasheed was eventually pressured by the international community to release Yameen from his “protective” extrajudicial detention on the Presidential Retreat of on Aarah.

The possibility of the Dhivehi gaining a two-thirds majority is particularly unlikely given the recent fracturing of the party into factions loyal to either former President Maumoon Abdul Gayoom or the DRP’s leader Ahmed Thasmeen Ali. Gayoom had endorsed Thasmeen as his successor on his retirement from politics early last year, but cemented his disapproval of Thasmeen’s performance with an open letter faulting his leadership and particularly the party’s dismissal of Deputy leader Umar Naseer, ostentiously for conducting protests without party approval.

During a rally on Thursday, Thasmeen told the press that he could not stand aside and watch when the internal dispute has reached the point where “the people are not sure what the DRP is.”

“When a rally is announced, it’s not clear who is calling for it,” he said. “A person dismissed from the party is using the party’s logo and giving press conferences as the party’s deputy leader.”

As the factional strife has reached “the limit where we can’t remain without taking measures,” Thasmeen said he would bring the matter to the party’s council seeking a decision.

Meanwhile Riyaz Rasheed, the sole DQP MP in parliament, participated in the Gayoom faction rally for the first time, despite the recent coalition agreement between the Dhivehi Qaumee Party (DQP) and Thasmeen’s faction. The party’s existing coalition partner, Yameen’s PA, supports Gayoom.

At the Thasmeen faction rally at Immadhudheen School, speakers strongly criticised Umar Naseer for “disregarding the party’s charter.”

Leading the attack, Deputy Leader Ali Waheed argued that the opposing faction consisted of “presidential candidates who couldn’t get 3,000 votes (Umar) and leaders of parties with less than 3,000 people (Yameen),” and accused them of hijacking the DRP’s membership base.

“These people are holding rallies in DRP’s name because it has 40,000 members. Why won’t they hold a rally in their the name of their own party?”

The Gayoom faction was “obsessed with the DRP” because “when the time comes, it’s the DRP that has the ace of spades,” Waheed said.

“But what they don’t know is that we’re not playing cards,” said Waheed. “We’re playing joker. God willing, we will put down the joker and win the presidential election. When you’re playing joker, the ace of spades isn’t that important.”

Waheed argued that rallies held by Gayoom faction were “in truth Yameen Abdul Gayoom’s presidential campaign.”

MDP MPs refusing to accept committee allowance

Maldivian Democratic Party (MDP) MPs are coming forward to declare they would not accept a Rf20,000 committee allowance on top of their salaries, if approved by parliament in the controversial MP Privileges Bill.

The MPs came forward in support of the party’s Chairperson MP Mariya Ahmed Didi, who yesterday withdrew her resolution to cut the allowance after the MDP Parliamentary Group voted in its favour.

“I was not at that meeting but I bowed to the party’s rules and took it out,” Mariya told Minivan News yesterday, adding that she had informed parliament that she did not wish to receive the allowance herself.

MDP’s internal branches were today criticising their parliamentary group following the decision.

Official website of MDP today carried a statement that MDP MPs Eva Abdulla, Hamid Abdul Gafoor, Ilyas Labeeb, Mohamed Gasam, Mohamed Nazim and Ibrahim Rasheed had also announced that they did not support the committee allowance and would not accept it.

Following Mariya’s withdrawal of the resolution opposition Dhivehi Rayyithunge Party (DRP) MP Ahmed Mahlouf resubmitted it.

“I was the first one to raise it before Mariya, but the Speaker [DRP MP] Abdulla Shahid went with Mariya’s changes, perhaps because of the factional fight [the opposition] is having. When Mariya withdrew it I resubmitted it.” Mahlouf said yesterday.

Increasing MP salaries by Rf 20,000 would be a huge blow to parliament’s credibility, Mahlouf said, “as the public do not believe we are working to their expectations.” he said.

MDP MP Ahmed Easa also said he did not support the committee allowance, but he said the MPs who did support the committee allowance “have reasonable points.”

”It’s true what they say, MPs have so much to do with their salary each month. People can’t even imagine how many calls a MP receives each day asking for help,” Easa explained. ”Anyone in trouble from a area will run to their MP first, MPs have to lend money for people in need of medication, even for reasons such as people coming to get money to pay the school fees of their children.”

Easa also explained that most of the MPs were not from Male’, which forces them to live in rented apartments.

”As everyone knows, a standard apartment’s rent in Male’ will be Rf10000-20000 (US$750-US$1500), and what about all the phone calls that MPs have to make, that costs an additional Rf5000 (US$375) each month, and what about their family, wife and kids?” he asked, claiming that MPs “have to spend most of their salary on society.”

”As for me, there has never been a month that I have saved any amount of money in my bank account. I am ready to provide any document necessary to prove it,” he said.

However, Easa said due to the economic condition of the Maldives it was not wise to increase the salaries of MPs or any other institution of the government.

”The government’s recurrent expenditure may rise over 80 percent next year which means there will be only 20 percent of the budget to spend on development,” Easa said.

Criminal Court extends detention of MP Adil to 15 days

The Criminal Court last night extended the detention of Maldivian Democratic Party (MDP) MP for Maradhoo Area Hassan Adhil to 15 days, following his arrest yesterday on charges of child molestation.

The Criminal Court asked police to hold Adhil in detention at a location determined by the Home Ministry, after a closed hearing to which journalists were denied access.

Police Sub-Inspector Ahmed Shiyam confirmed that Adhil’s detention was extended and that the MP was in police custody.

Yesterday morning an arrest warrant was issued by the Criminal Court for the arrest of the former opposition-aligned Dhivehi Qaumee Party (DQP) MP, who jumped to the ruling MDP in September last year.

Following the signing, Adhil claimed he had switched parties “not by anyone, I took this step because of the pulse of the people.”

”I believe that the government is conducting many development projects at a high speed, and I signed with MDP for the development of my area at the request of [my constituents].”

Leader of the DQP Hassan Saeed declined to comment on Adhil’s decision at the time.

Report of the investigation of the MP appeared in newspaper Haveeru last month, which based the story on a source within the Human Rights Commission of the Maldives (HRCM). However HCRM President Maryam Azra denied knowledge of the investigation and the story was removed from Haveeru’s website.

MDP Chairperson Mariya Ahmed Didi told Minivan News yesterday that if Adhil was found guilty “then of course the party should [take action]. The party does not condone such acts. But we should only speculate after the court has come to a verdict.”

Mahlouf resubmits resolution cutting Rf20K committee allowance, after MDP forces Mariya to withdraw it

MDP MP and Party Chairperson Maryia Ahmed Didi today withdrew a resolution to cut the controversial Rf20,000 (US$1550) committee allowance from the MP Privileges Bill.

Mariya told Minivan News today that she withdrew the resolution following a vote by the MDP Parliamentary Group.

“I was not at that meeting,” she said, “but I bowed to the party’s rules and took it out. However I told parliament that I did not want the Rf20,000 committee allowance myself and urged group members not to take the committee allowance. That got a good reaction from quite a few MPs.”

Mariya acknowledged that there was strong public sentiment against MPs receiving the committee allowance, including among the party’s own member base, which on top of their Rf 62,500 (US$4860) salaries would place Maldivian MP income on par with that of Sweden.

“The Rf 20,000 committee allowance was in the small print of a report from the monetary committee on the salary of all institutions,” Mariya noted.

Leader of MDP Parliamentary Group ‘Reeko’ Moosa Manik was not responding to calls at time of press.

Following Mariya’s withdrawal of the resolution opposition Dhivehi Rayyithunge Party (DRP) MP Ahmed Mahlouf resubmitted it.

“I was the first one to raise it before Mariya, but the Speaker [DRP MP] Abdulla Shahid went with Mariya’s changes, perhaps because of the factional fight [the opposition] is having. When Mariya withdrew it today I resubmitted it.”

Mahlouf’s submission means the resolution will go to committee stage which will debate the matter before submitting it to the floor for a vote.

He said he believed Mariya had been pressured by the MDP Parliamentary Group to withdraw the resolution.

“I decided this by myself. Nobody pressures me any more because I don’t follow DRP Leader Ahmed Thasmeen in parliament,” said Mahlouf, who has sided with the party’s dismissed Deputy Leader Umar Naseer and its Honorary Leader, former President Maumoon Abdul Gayoom, against Thasmeen’s faction.

The core issue regarding the salary increase, he explained, was the number of people petitioning MPs for money and assistance. This, he said, was the reason he had initially voted in favour in favour of the increase.

It was, he said, “very normal” for him to give away US$2000 (Rf 25,700) of his salary every month, “not only to constituents, but people from other parts of the country. People who are very poor come forward and ask me to please help them, and get very mad at me if I don’t.”

“At first I voted in favour [of the increase] because so many people were coming to me for help. This was something that was done for a long time back, and people now expect aid from parliamentarians. I was not a rich person before I was elected and I can’t give all my salary away, so that was the main reason I voted [in favour]. But maybe the next time somebody asks I can [justify] myself. When the general public are asking us not to do this, we should stop doing it.”

Police ask banks to track people trading large amounts of dollars

The police have met with the senior officials of local and international banks based in Male’ to track persons who are found to buying dollars continuously, in a crackdown on the trading of dollars in the Maldives.

There are people who take advantage of dollars provided by the banks for persons who require travel abroad for medical purposes, said police.

“Police asked the banks to identify those who take advantage of the dollars that are supposed to be provided to people who need the money for medical purposes, and to share this information with us,” police said.

Police said they also discussed with banks about how to resolve the issue and what measures would be more effective.

“Police discussed the upgrading on banks’ policies to monitor staff suspected of trading dollars illegally,’’ said Superintendent of Police Mohamed Jinah.

Police would identify those buying dollars and collect information the information according to monetary laws, Jinah said.

He also said that Maldives Monetary Authority (MMA) was cooperating with police in its special operation to control the black market for dollars.

The special operation began this week after President Mohamed Nasheed during a Maldivian Democratic Party (MDP) rally said that he would “put a police officer behind evey dollar” in the country if necessary.

Nasheed said that there were adequate amount of dollars in the country and that there should be no reason the country was suffering a dollar shortage.

After the police operation started, police have been checking suspicious people and places where illegal dollar transactions are likely to happen.

The set dollar rate in the Maldives is Rf12.75, however during the dollar shortage it has increased to 13, 14, 15 and sometimes even as high as 16 on the black market. However banks routinely refuse to change rufiya into dollars, and experts have claimed that the crackdown will do little to address the demand for foreign currency or the budget deficit, which has led to the pegged rate not reflecting the value of the rufiya.

In 2009 June, to ease the dollar shortage, the cabinet decided to give letters of credit facility to importers of basic food items and other necessary commodities to the Maldives.

The President’s Office then formed a committee consisting of senior officials of the Ministry of Finance and Treasury and the Ministry of Economic Development, to review applications for receiving letters of credit, and give the letters of credit in a priority order.

”The government believes that this measure will ease the problem of the dollar shortage,” the President’s Office said at the time. ”The increased number of expatriate workers in the Maldives has contributed to the problem of dollar shortage in the Maldives. It is estimated that every month more than US$2 million is sent out from the Maldives by the expatriate workers. The cabinet members noted that reducing the number of expatriate workers was also an important measure to be taken.”

In December 2009, Spokesman of MMA Ibrahim NaseerNaseer told the local media that the deficit in foreign exchange is a result of MMA printing a large amount of Maldivian rufiyaa to make up to government spending which was more than the government income.

In August 2009, MMA Governor Fazeel Najeeb told the press that the cause of the dollar shortage was that rufiya notes had been printed in large amounts, exceeding the amounts of dollars in the country and dollars coming in to the country, and had been injected into circulation.

MDP councillor elected chair of tied Gaaf Alif Atoll Council after ten votes

Ruling Maldivian Democratic Party (MDP) Councillor Haroun Rasheed has been elected as chair of the Gaaf Alif Atoll Council today on the tenth attempt after all previous votes ended in ties.

The six-member atoll council has three MDP councillors and three opposition Dhivehi Rayyithunge Party (DRP) councillors.

According to SunFM, the ruling party won the chair after one DRP councillor, Massood Ahmed, voted against the party line.
