Five children and one man arrested for eating during fasting hours

Police have arrested three persons for allegedly eating during fasting hours of Ramadan, and another three people accompanying them.

Police Sergeant Abdul Muhsin said the three arrested for eating in fasting hours were under-aged males, who were released after giving a statement “and receiving advice.”

According to a person familiar with the matter, the three other persons arrested and taken to the police station included an under-age male and female, and a man over the age of 18.

The source claimed said the second three were not discovered eating, but were arrested by police as they were accompanying people who were eating in the public.

“The group were arrested while they were allegedly eating behind a construction site on the land behind Dharubaaruge,’’ said the source. ‘’They were arrested that afternoon and five of them were released later that afternoon.’’

He added that one of the under-aged males was caught with a packet suspected to contain illegal narcotics, and was now in Dhoonidhoo custodial.

A further four men were arrested last week for eating, including two who were caught near the Alimas Carnival stage and a second pair who reportedly confessed to eating in the toilets of Giyasuddeen school.  They have since been released.

Case of former apostate Nazim sent to Prosecutor General

Police have completed investigating the case of Mohamed Nazim and have submitted the matter to the Prosecutor General’s office.

Nazim publicly claimed he was “Maldivian and not a Muslim” during a question-and-answer session with Islamic speaker Zakir NaikNaik in March, angering many in the 11,000-strong crowd and forcing police and Islamic Ministry officials to escort him from the venue for his own protection.

After two days of religious counselling while in police custody, Nazim appeared before television cameras at an Islamic Ministry press conference and gave Shahada – the Muslim testimony of belief – and apologised for causing “agony for the Maldivian people” and requested that the community accept him back into society.

Deputy Prosecutor General Hussein Shameen confirmed the PG’s office had received the case from police, but had not yet taken the decision to submit it to the Criminal Court.

According to the Maldivian constitution all citizens are required to be Muslim, and the country is always described as a ‘100 percent’ Muslim country.

Minister for Islamic Affairs Dr Abdul Majeed Abdul Bari told Minivan News at the time that he was unsure if Maldivian law had a penalty for apostasy. Where the country’s laws do not cover such a case, Maldivian courts default to sharia law.

Apostasy is considered a grave sin under Islam, although scholarly opinion varies as to its punishment: in response to Nazim’s question, Dr Naik clarified that the penalty was only death “if the person becomes a non-Muslim and propagates his faith and speaks against Islam. Just because a person who is a Muslim becomes a non-Muslim, death penalty is not the ruling.”

Comment: Cancer in our heart

With my own ears, I’ve heard more than one Maldivian long for death’s release. And the chills that ran down my spine the first time I heard it reside in me still, slowly corroding my hope for a better national future.

Recently – amidst the political turmoil that has dominated everyone’s consciousness – there was a spectacular suicide that captured us for the briefest of moments. A wayward youth, giving in to his inner turmoil, flung himself from the air traffic control tower – departing this world, not by meeting the ground below, but rather by meeting a hangman’s noose. His body left dangling, silently screaming his frustration and his surrender.

Did the abuse he endured in life end with his death? Was the respect and dignity he so desired afforded him after he passed from this world? No.

Accused of apostasy, people have called him a showoff for his ever-so-public last testament. A lunatic. Someone unworthy of sympathy. They have taunted him and scarred his memory and even gone to such as extent as to suggest that he should not be given his due burial rights. That he was not God’s creature and that his alleged disbelief in God meant he is somehow less than human.

With this poor soul, we have failed. Failed in offering alternatives to troubled youth. Failed in addressing the intolerance in our society. And we have failed in our duties as human beings.

Social Negligence

As a nation we have developed a culture of neglect. While being among the nosiest of peoples, constantly sticking our noses where they don’t belong, we have not taken the next step: actually caring about those around us and the plight of others.

The social ills we face are greater than I have seen in any other non-war-torn nation. Soaring sexual and drug abuse rates have become the widely accepted bane of our society. And those who are left with significant psychological damage are left without avenues for help. Those who have entered into depression, who feel their very soul being eaten away, and who no longer believe in the value of their lives, have no avenue for help. While physical abuses have only just started to be addressed, mental abuses of all denominations have been forgotten.

This culture of neglect must end. We have to encourage more therapists, psychologists and psychiatrists to come to this country. We have to convince government and private institutions that we cannot heal our nation if the souls of our nation remain in tatters. And we cannot continue to pretend that the local Imam is all knowing and qualified to deal with all manner of mental problems.

Ideologies of Intolerance

We especially have to stop pretending that neo-salafi ideologies based in the Hanbali school of Islamic Jurisprudence are competent enough to deal with this world’s problems and issues. I believe Islamic counseling has a place in our society; that it helps bring people fulfillment and that it is an integral (not primary) part of efforts such as drug counseling. However, the recent global trend towards the propagation of neo-salafi ideologies is something I cannot accept.

Not only is neo-salafism fundamentally against Maldivian culture and heritage, it is also the most intolerant of all the classical Islamic schools of jurisprudence. It does not allow the scholars of this ideology to relate to victims of mental abuse. It does not allow for varying thoughts to exist, which is necessary to help in the process of healing. Instead, this ideology calls for the strict imposition of their beliefs, wiping out whatever was there before – removing all traces of the person who once existed.

Would be Saviors

They see all the world as sinners, and themselves as the would be saviors of our nation. The salafis and all their ilk would save our society from all of our ills. They will bring us to heaven’s gate and lead us hand and foot into the Creator’s embrace, with never a moment’s consideration that such action would leave ours meaningless.

“We can talk about there being no compulsion in religion till we lose our voices, but conservatives will not care, and this will not lessen the number women being abused, or the number of atrocities being committed in our religion’s name,” Tariq Ramadan, Islamic scholar at Oxford University and grandson of the Islamic Brotherhood founder Hassan Al-Bana, told me at a conference on Islam and democracy in April.

I do not believe in secularism in the Maldives. But I do not accept neo-salafism as the only answer to it.

The Result of Conservatism

This poor soul, Ismail Mohamed Didi, was pushed to the edge as a result of the conservative ideologies present in our society. Those who knew him well have all attested that he was “a nice guy” who did not impose his atheism in others. The problem was that some who knew of his beliefs were offended by the fact that he had them to begin with, hence the official complaint and investigation. It is pure and simple: blatant intolerance is surpassing our need to have love for our fellow Maldivians.

Maldivians are becoming fanatical in their beliefs and the world has started to notice. We are importing Saudi-based neo-salafi ideologies rooted in the Hanbali School of Islamic jurisprudence. Out of the 1.5 billion Muslims on earth, only 10 percent of the Islamic world agrees with this interpretation. An interpretation, mind you, which refuses to accept the validity of any of the other classical forms of Islamic jurisprudence.

Religion is not something you wear on your sleeve, or with a long beard or Arabian dress. The growing norm in Maldivian culture is a complete eradication of it, because today in Maldives to be a better Muslim, you need to be a better Arab. Forget Indonesia, Malaysia, and even Egypt, because those are apparently not real Muslims. They are not educated enough. And even though many of their scholars have a lifetime of learning behind them, they do not see the truth.

Really?

Our Choice

Social negligence, which has existed for time immemorial, mixed with the newly institutionalised ideologies of intolerance have proven to be in this instance a fatal concoction. And this darkness has spread through our nation.

We all have a choice to make. We either chose to stand in the light, or to recede further into darkness. We each need to take responsibility for our actions and inaction. We each need to take responsibility for our society and the ills we see in it. We need to stand up for what is right; turning away from ignorance, hatred, intolerance and complete societal degradation. It starts with each and every one of us.

Hanged air traffic controller sought asylum for fear of religious persecution

Ismail Mohamed Didi, the 25 year-old air traffic controller who was found hanged from the control tower of Male International Airport at 4:00am on Tuesday morning in an apparent suicide, was seeking asylum in the UK for fear of persecution over his lack of religious belief.

Islamic website Raajjeislam reported yesterday that Ismail “was a person inclined to atheism” and had “declared his atheism to his friends.”

The website alleged that Ismail had refused to follow religious sermons.

“This is an issue that a Muslim government should consider,” the website said. “Because when these types of people die, they are buried in the same [cemetery] where Muslims are buried. Their funeral prayers and body washing are also conducted as for Muslims. It is questionable as to whether this is allowed according to Islam.”

Over two emails sent to an international humanitarian organisation on June 23 and 25, obtained by Minivan News, Ismail admits he is an atheist and desperately requests assistance for his asylum application, after claiming to have received several anonymous threats on June  22.

In the emails, he says he “foolishly admitted my stance on religion” to work colleagues, word of which had “spread like wildfire.”

“A lot of my close friends and girlfriend have been prohibited from seeing me by their parents. I have even received a couple of anonymous phone calls threatening violence if I do not repent and start practising Islam,” he said.

“Maldivians are proud of their religious homogeneity and I am learning the hard way that there is no place for non-Muslim Maldivians in this society.”

Ismail claimed he had been “trying for some time to seek employment abroad, but have not yet succeeded. I would already have left the country if I was sure I could meet the required burden of proof in an asylum claim.”

“I cannot bring myself to pretend to be I am something I am not, as I am a staunch believer in human rights. I am afraid for my life here and know no one inside the country who can help me.”

Dear sir,

I’m a 25 year-old Maldivian living in Male’. I have been working as an Air Traffic Controller at Male’ International Airport for almost 7 years now.

I started becoming disenchanted with Islam around 5 years ago and am now an atheist. During my transformation, and even now, I am quite the idealist, and when i was confronted about two years back by a couple of my colleagues about my aversion from the daily practices of Islam, i somewhat foolishly admitted my stance on religion.

I had asked them to keep it a secret from the rest of our workforce at ATC, although i now realize i should have known better. It did not take long for everybody at work to find out and since then, i have faced constant harassment in my work environment.

An atheist is not a common feature at all among Maldivians and the word has spread like wildfire since then. It has now come to the point where everyone I know, including my family, have become aware of my lack of belief.

In a society that has always been proud of their religious homogeneity, you can imagine what i am being put through. I have been subjected to numerous consultations with religious scholars and even my closest friends are not allowed to see me.

My company has already begun investigating a complaint regarding me, collecting testimony from fellow workers about my apostasy.

Just 3 days ago, i received two anonymous phone calls threatening violence if i do not start openly practicing Islam.

I am at my wit’s end now. I have been trying for sometime to secure employment abroad, but have not yet succeeded.

The only other alternative i can think of is to flee the country to seek asylum elsewhere. I have already written an e-mail to your organization, and am anxiously waiting for a reply. I found your e-mail address on facebook. I am in dire need of assistance and know of no one inside the country who can guide me.

I would have already left the country if i was sure i could meet the required burden of proof in an asylum claim. I would like to know if you would be able to help me in anyway should i travel to the U.K to seek asylum and what my chances are of making a successful claim.

Mohamed Ibrahim, Managing Director of the Maldives Airports Company Limited (MACL), confirmed that Ismail was  the subject of an internal investigation last month regarding his professed apostasy.

“I believe his family were also concerned, and tried to give him counselling through religious leaders,” Ibrahim said.

“Management decided it was outside our mandate and referred the matter to the Ministry of Islamic Affairs – we haven’t got a reply. Professionally we took no action – he was a good worker.”

A colleague of Ismail’s told Minivan News on condition of anonymity that his colleagues had learned he was an atheist “more than a year ago”, and while they did not care whether or not he believed in God, “some became irritated at the way he openly insulted God.”

“A complaint was made to the airport company’s human resources department. Based on their report – I saw a copy of the final version a month ago – they found that although he was an atheist, he was not propagating his belief in the workplace and so no action would be taken.”

The source insisted that Ismail was never mistreated by his colleagues about his religious position, “although they were sometimes irritated by the way he addressed God. He was treated as a normal controller and suffered no discrimination,” the source said, explaining that the air traffic controllers were a close-knit bunch who “lived and played together. Everybody was crying and misses him.”

Ismail was part of a large family from the island of Thinadhoo in Gaafu Dhaalu Atoll, the source explained.

“The family is very humble and religious. His mother tried sending him to religious classes and a couple of months back he said he went to see Sheikh Illyas, but just argued with him about religion and stormed out. That’s what he said – I don’t know what was said in person. But it is possible his friends may have distanced themselves.”

Minivan News was unable to confirm whether Ismail visited Sheikh Illyas prior to his death, as the Sheikh was not responding to calls. However Islamic Minister Dr Abdul Majeed Abdul Bari said he was aware that Ismail’s parents had sought religious counselling for their son “because of some problems he was facing in his religious beliefs.”

“They asked for counselling but I think they met a scholar while they were in our office. I was not at the Ministry – this was during the period of [Cabinet’s] resignation. I heard he was not a ministry scholar – I don’t think it was Sheikh Illyas this time. I think he saw [Sheikh Hassan] Moosa Fikry,” Dr Bari said.

Sheikh Fikry, who is the Vice-President of religious NGO Jamiyyathul Salaf, was not responding to calls at time of press. Salaf’s President, Sheikh Abdulla Bin Mohamed Ibrahim, also could not be contacted.

Last moments

Police Sub-Inspector Ahmed Shiyam said Ismail’s body showed no sign of physical injuries.

“Police have taken samples for forensic investigation, we are seeking more information about him to try and determine how this happened,” Shiyam said.

Ismail’s colleague said the 25-year-old had returned from leave shortly before the day he died.

“It seemed like he came to work fully prepared to die,” he said. “Ismail normally took the 6:00am-8:00am shift, but on this day he requested the supervisor give him the 3:00am-5:00am shift.”

“During this time there are no air traffic movements and the tower can be staffed by one person, before operations begin at 5:30am. It seems he wanted the quiet time alone,” he said.

“His mother said she called him in the morning at 5:30am to tell him to pray, but there was no answer. They found his cigarette lighter on the balcony.”

Comment: The truth bearers

Sister! “Bend over backwards and tolerate,” said Dr Bilal Philips, the Canadian ‘Ilmveriya’ of Jamaican origin last Friday afternoon over ‘Atoll Radio’ – the Islamic FM station. He was responding to a woman who called to get advice on how to deal with her husband’s ‘cold’ first wife.

“You know how you would feel when your husband takes another wife,” he counseled. So “scrape at the bottom of the barrel” to get into good terms with her. Though, he added, it is the responsibility of the husband to get her relatives “to calm her down.”

The past week we heard the two converts – Dr Philips and the UK-born Brother Abdulraheem Green raise awareness and make recommendations to the Maldivians. They were brought by the Islamic NGO, ‘Jamiyyathulsalaf’ under the program ‘The Call 2010’ as part of their jihad to establish in Maldives what they consider an Islamic state.

‘Ilmverin’ is a term heard extremely rarely in the past. But now, it is a term that the religious factions commonly use in the Maldives to refer to the bearers of all knowledge, and maintain expert authority.

A Sheikh, a title acquired when a person achieves a first degree in Islamic Studies from an Islamic University, also becomes an Ilmveriya. They suggest that ‘Ilm’ or intellect cannot be limited to one area of knowledge such as economics, medicine or law. But Ilm comprises all knowledge and that can only be derived from Quruan and Hadhith – the foundation of all truths. The Ilmverin understand the total meaning and context of Quruan and Hadith and are therefore the true intellectuals. Thus, the unlimited knowledge of the Ilmverin enables them to inform and advise the public on any area, be it midwifery or state governance, as requested.

The religious factions claim that Maldivian society is “so much out of order”. And in the midst of the social and political challenges there is an immense move by them to bring the Ilmverin to the public’s attention as the saviors of the nation’s future.

The Ilmverin seemingly has the answers for all the social and political illnesses the Maldives face. Hence, it has become “the moral duty” of the religious factions to get the Ilmverin to put the country back on the right path to bring safety and prosperity for the entire population.

So on the Friday program another woman phoned in. This time she went on tearfully saying she cannot deal with her situation when she found out her husband and the father of her children was about to get married to another woman.

“You love him,” Dr Philips encouraged soothingly. “Do you want [in spite of] your love for your husband [for him] to commit a sin… [When it’s in your hands to legalise his relationship]?”

And yet another asked for Dr Philips’s verdict. This time she wanted to know whether in Heaven she would be granted her wish for her husband to love only her.

Dr Philips instantly drew her attention to human nature. And based on his all-encompassing knowledge he replied: “Men in their nature are to have more than one woman whereas the natural desire of a woman is to have one man to raise a family.”

If a certain group in the world argues that what could be regarded as “nature” of human being are only the biological needs such as to eat, to drink, to sleep, to have sex, etc, Dr Philips certainly did not believe so.

So he told the woman: “You have whatever you desire in Paradise.” And even though her husband can wish for any number of women at any time in Heaven, he said her wish will be granted. He assured her that in any case, since there is no such thing as jealousy in Paradise, she would not encounter any problems anyway.

There have were many more opinions and verdicts sought from Dr Philips and Brother Green during their week-long program of lectures and Q/A sessions. And more must be sought by the Maldivian sisters from Dr Philip’s spouse Sister Sara Philips, at the private gathering she held for them on Saturday.

But within the crux of these programs lie three crucial, consistent and calculated messages. While all three messages have a direct relevance to the local state of affairs and the geopolitics of the world, they are delivered in an environment where the space for alternative voice is simply non-existent – a consequence of carefully laid social control methods.

Rule number one says no one should publicly question what an Ilmveriya says – especially a non Ilmveriya.

Rule number two is that no one should entertain an attempt to make a distinction between what an Ilmveriya says, and the Quran and Hadhith.

Rule number three is that any alternative viewpoint that differs from those of the religious factions in Maldives is an attempt to eradicate Islam from the country – so people who comment on what the Ilmverin says, and people who attempt to raise alternative viewpoints, should be immediately stopped.

Further, such people have to be dragged into the public domain as the ignorant and the Anti-Islamists. Or, perhaps they could be presented as agents of Christian missionaries with links to the West. Or if it is necessary they could even be Atheists or Apostates.

And if all that seems too strong, they could also be presented as chain-smoking, coffee-drinking lesbians!

The logic seems to be that all such people deserve defamation, intolerance and violence.

The religious factions have made it clear to the public that to be dubious about what an Ilmveriya says is equivalent to having doubts about Islam. To criticise what an Ilmveriya says is to ridicule Islam. To point out the inconsistencies and the contradictions in what the Ilmveriya says is to create confusion, destroy Islam and, it is claimed, a conscious effort to break up the Islamic solidarity of the nation.

To try and raise an alternative viewpoint is an attempt to establish secularism. And make no mistake! Such attempts are nothing but the biggest, most heinous, crimes ever – to question Islam and Allah’s order.

Lastly, the public should be assured that the Ilmveriya is never wrong, or telling lies. The Ilmveriya is never corrupt and will never manipulate people’s minds to exploit them. The Ilmveriya will never misuse his power on the others’ understanding that the Ilmveriya is always right. So, everybody is expected to listen to the Ilmveriya and gulp the information as truth without even ‘a single drop of water’.

In such an environment the Islamic Ministry that represents the religious political party, the Adhaalath Party and their affiliated lobby group, Jamiyyathul Salaf, have set in their agenda in motion. The immediate target is to implement Islamic Sharia in Maldives, to “Arabise” Maldivian society and to Islamise the Maldivian educational system.

And so Dr Philips brought the Maldivians’ attention to their own Constitution saying: “Make no mistake about what (the Maldivian Constitution) says… the Constitution of Maldives says the country will be ruled by Quran and Sunnah.”

Dr Philips pointed to the necessity of Islamic Sharia. He said that: “Where heads are cut off, and hands are chopped and people are lashed, such societies enjoy peace and stability.”

He picked Saudi Arabia as an example, saying he never needed to keep his front door locked during his twenty-year long stay there. Little did Dr Philips know that in Maldives people never used to lock the front doors of their houses, either. And even now on islands such as Kendu in Baa Atoll, most people still leave their front doors unlocked night and day!

Dr Philips spoke of the weaknesses of democracy and how they contribute to the destruction of societies. He spoke of the flaws of the foundations of democracy – equality, rational empiricism and discussion and consensus and explained what they meant.

He spoke of the danger of secularism and said it “is the religion for democracies”. He said only Islam can claim to be the religion of Eve and Adam. Dr Philips said what Islam has to offer (the world now) is a moral message which is not there in the rest of the world.

The call for Maldivian women to wear the hijab has lately become extremely loud in sermons and media forums delivered by the local sheiks. And Dr Philips meticulously included this second message in all his lectures.

He said Islam elevated and protected the status of women. He warned Maldivian women that “when you remove the hijab, you suffer”. He pointed out that the head scarf is not enough for a Muslim woman because it covers only her head and leaves “her top” and “her bottom” exposed.

He urged Maldivian women to wear the hijab which he says is a loose covering that covers the woman’s private parts. If there are other Ilmverin in this world who disagree that it is compulsory for all Muslim women all over the world to wear the hijab or headscarf, the Maldivians should never hear of them.

The third message came through Dr Philips in his last, but special lecture organised by the private institution The Clique College. Students, teachers and educators were recommended to attend it. In this lecture he called the Maldivians to “revamp the education system so that it falls in line with Islam as enshrined in the Constitution.”

He said Islamisation of the education system is “something which here in the Maldives is or should be on the forefront of the thinking, the discussion, the decisions which have to be made for the future of education.”

He said the education system has to be governed according to the Quran and Sunnah to “produce the ideal Maldivian citizen.”

He said the Western nations have a secularised education in which “morality is completely taken out” and “everything is geared towards materialism.” So, he said, “parents should encourage other parents and approach the government to change” the Maldivian education system into an Islamised one.

Dr Philips gave a detailed description of the teacher, the student, the environment and the materials used in an Islamised education system. He said the outcome of an Islamic education system is a student who is conscious of his/her need to worship Allah, is conscious of his/her goal in life – the Paradise; and is motivated to implement the divine commandments.

He also added that their social responsibility is to provide the needed skills to the society.

“It’s obligatory for every Muslim to seek knowledge”, he said, and identified useful knowledge and useless knowledge for the audience.

He said useful knowledge has an immediate practical use. He urged the audience not to waste time on useless knowledge, and said that sending rocket ships to Mars and getting robots to roam around and dig its soil to find its geological composition was an example of useless knowledge.

He said the goal of knowledge should not be for the sake of knowledge: “What drives people to do such things is their belief that there is no God… and the universe is an accident,” he said.

Dr Philips said that in Riyadh, it was found that the Quran, Islam and Arabic were subjects that the students most hated while they loved other subjects taught by non-Muslims. To avoid such a response and for effective knowledge transfer, he urged to use the KEIA model which stands for ‘Knowledge, Eman, Ikhlas and Amal Salih’.

He gave examples of how to Islamise subjects such as mathematics. He said teachers of Islamic Studies should be qualified in classroom management, child psychology and educational methodology.

Dr Philips finally ended his lecture circuit by offering a way for his audience to pick up from where he left. He reminded them of his online university that offers diploma and degree studies for free or nominal charges. Before he finished he also mentioned that there is an Islamised English-language reading series he has produced for kindergarten kids.

And it remains for us Maldivians now, while our politicians dance to the loudest tunes, to determine whether, when the cultural dynamics finally take shape and the Maldives becomes listed among developing nations – is it going to be the Saudis or the Somalian pirates that we turn to for money and the required knowledge transfer to maintain our economy.

Comment: I’m a Muslim and a Believer… and you?

I’ve kept my opinions about religion to myself for a long time now. Even when I was verbally tortured in school all those years ago because of the mere reason that I did not wear the head scarf, at the most I’d say to the abusers to let me be a Muslim in my own right and to keep their version of Islam to themselves.

Discussions about Islam would mostly take place between my close friends and my family and that’s just about it, because I knew if I were to protect my right and my practices I’d be unjustifiably compared to a Kafir.

Women like me shouldn’t have to tell people like them how many times a day we pray and how many good deeds we do in a day! We shouldn’t have to tell them that we actually do not resort to narcotics, alcohol, violence and premarital sex!

So I always kept my good deeds and my belief in my Allah who is my sole guardian, who protected me through bad times and gave me much luck, to myself.

But I can see clearly now that I’m amongst the minority. So it’s high time I came out of my shell and spoke out. I’m not even in the Maldives right now and yet I feel like I’m going to be an outcast when I go back.

I’m here in a far off country studying to pursue a career in a field that would allow me to actively involve in helping my fellow Maldivians whom I’ve loved every single day since the beginning. I’ve always heard of Maldivian hospitality and our broadmindedness and how highly appreciated all these attributes are (were?) worldwide.

But then I came to know about these threats again non-buruga-wearers and how hard the Muslims that are higher on the extreme scale are trying to implement their islam into people’s hearts and minds. And then this whole Nazim vs Dr Zakir Naik plus the rest of the extremists thing came up and now everything is in a stir up!

Is it safe for me to go back to my home country at the end of my course? Will I be forced to take refuge somewhere else?

I thought I came from a religion which encourages people to ask questions about their doubts so that the people who know the answers can answer them and then everyone will be at peace! And I also thought my religion was one which had its foundation on peace and harmony with no bloodshed and violence.

Well, and I also supported Dr Zakir Naik and his logic, science and other various beliefs which I thought were more moderate than some other people who were, like I said, higher on the extreme scale. I supported him until he lost his cool [during his Friday lecture in the Maldives].

I expected to see something miraculous when Nazim asked his question; something remarkable where a Muslim ‘scholar’ peacefully instills belief in Allah and Islam into a non believer merely by his words, logic and science.

And then it ended rather abruptly without any satisfaction on my part, on Nazim’s part and I highly think neither on Dr Zakir Naik’s part.

Islam is a religion of peace (oh yes! I sill believe so) and I wanted something beautiful to happen! There could have been, I think, various efforts that Dr Zakir Naik could have made on his part to answer all the questions asked, that could have brought out an incredible result, rather than to ask the non-believer questions to deliberately humiliate him and create an unstable atmosphere.

Or, even when Dr Zakir Naik couldn’t satisfactorily answer the question, the rest of the “knowledgeable” people, also higher on the extreme scale, could have more peacefully taken the non-believers circumstances into their hands and attempted to also instill some belief into him.

All these could have been done more gently rather than build and uproar, threaten to kill and then actually attempt to do this eventually!

Where is the peace in all this that has happened? Isn’t Islam a religion of peace? Where is the beauty in all this? Where is the possibility of something remarkable happening? Oh wait a minute! Did those people who claim to know their religion better actually lose their footing and resort to something non-Muslim? Who are the non-Muslims now? I didn’t certainly go and threatened to behead a non-believer and run after him, so certainly I cannot be a “Kafir” now, can I?

I hope there are more people like me, who are more knowledgeable in this area willing to come out and prove their points in the face of all this injustice! Our beautiful paradise on Earth is in bloodshed and sinking in its own blood.

I say, we need to come out of this shell, prepare for anything that can possibly happen and attempt to bring an end to all this nonsense and violence happening in the name of Islam. What on Earth is President Nasheed doing?

Islamic ministry completes religious unity regulations

The Ministry of Islamic Affairs has unveiled sweeping new regulations governing religion in the Maldives, to be published in the government’s gazette and made law under the Religious Unity Act of 1994.

State Minister for Islamic Affairs Sheikh Shaheem Ali Saeed said the new regulations had been produced with the assistance of the Attorney General Husnu Suood and the Maldives Police Service, and would be instrumental in curbing extremist ideologies in the country.

“The Islamic Ministry and the Government of the Maldives strongly support international concern about terrorism,” Shaheem said. “This why at the Islamic Ministry we are doing our best to work together with groups like the MNDF to make sure our country is peaceful.”

Key to the new regulations is the creation of a board with representatives from the Islamic Ministry, the Education Ministry, the Maldives College of Higher Education, the Fiqh Academy, police, NGOs, Maldivian religious scholars and licensed lawyers.

“Their job is to give advice to the Islamic Ministry and the government about how to make religious policy in the Maldives, and how to control these ideas,” Shaheem explained.

“For example, if we want to cancel a scholar’s license, first we will submit the problem to the board and the board will investigate and determine if it should be cancelled. Previously if a minister or the President of the Supreme Islamic Council could just cancel it, and it’s not good to have all the powers in one hand. We need to share it with NGOs and especially the Maldives police, because they have a lot of intelligence about international problems.”

He said he wished to thank “the international community, the President’s Office, the Maldives Police Service and the Maldives National Defense Force for their assistance and input [with the new regulations].

Shaheem noted that the new rules would require private organisations or civil society associations to seek the ministry’s approval before organising sermons by foreign scholars, and added that it was particularly strict concerning the issuing of fatwas (religious edicts) by individuals.

“Individuals issuing fatwas can be very dangerous and increase the level of extremism and terrorism,” Shaheem said.

The new regulations would also restrict the content of public speeches, in that “when a scholar gives speech he must respect both men and women, and he has no right to encourage aggression.”

Such talks could no longer be broadcast or telecast, he said.

New regulations in depth

The stated purpose of the new rules and guidelines is to “protect and maintain the age-old religious unity among Maldivians, eliminate problems that arise in society because of differences of opinion among scholars on religious matters, ensure that information provided to the public on these issues of conflict does not lead to division and strife, provide the opportunity for religious scholars to raise awareness on religious issues among the public, institute an advisory board to the Ministry of Islamic affairs and designate its functions and responsibilities.”

Clause 4 states that the regulations shall be enforced by the Islamic Ministry and authorises the ministry to delegate enforcement of provisions to other parties, while remaining the country’s highest authority on issuing rulings on religious matters.

Moreover, the ministry shall be empowered to issue “official fatwas” concerning issues on which scholars disagree, based on the Qur’an, the Prophet’s Hadiths, consensus among scholars and after considering “the social traditions of the country.”

Under the regulations, the president shall institute an advisory board in consultation with the Islamic Ministry to offer counsel and assistance in enforcing the regulations, including advising the ministry on revoking or suspending licenses issued to religious scholars.

The board shall also advise the ministry on ordering the relevant government authority to take action against “threats to religious unity”, recommend changes to policy, laws and regulations.

The Islamic Ministry will determine the composition of the board and assume its secretariat post.

To be eligible for the board, members must have at least a bachelors degree in either Islamic studies or Shariah law from an institution or university accepted by the Maldives government, while one of the three Islamic Ministry representatives on the board shall be elected as the chair.

Once the regulations are enforced, the Islamic Ministry will issue licenses for religious scholars to preach and deliver sermons.

The criteria for issuing licenses requires that the scholar be a Sunni Muslim of 25 years of age with a degree in Islamic studies from an accredited University.

Moreover, scholars who have been convicted of either a crime with a punishment prescribed in the Quran or of corruption, bribery, sexual assault or a drug-related offence shall not be eligible.

For scholars without the requisite qualifications, the ministry can issue licenses based on the board’s recommendation and the scholars’ experience and contributions to religious knowledge.

Further, foreign scholars must be mindful of Maldivian culture and tradition in delivering sermons or providing counsel.

Meanwhile, the guidelines for issuing fatwas requires that it conform to the Sunni sect and should not be in conflict with the consensus of Islamic scholars. Fatwas can only be issued in line with the Fiqh academy of the Organisation of Islamic Conference (OIC), the European Council for Fatwa and Research, the Egyptian Darul-Ifthaqil, Azhar University, the Maldives’ Islamic Fiqh academy, and the Rabiyathul Aaalamil Islamic Fiqh Academy.

Prohibitions

Once the regulations are published in the government gazette, it will be illegal to promote personal views on matters where there is a difference of opinion among scholars.

Sermons should not contain language that “encourages violence” or could lead to “conflict, quarreling and antagonism among the people”.

Moreover, it will be illegal to either telecast or broadcast sermons that “encroaches on the rights of a person based on gender” in opposition to Islamic principles.

It will also be illegal to preach other religions, and disseminate information on “culture and traditions” of another religion in a way that could “engender admiration for it” or build places of worship for religions other than Islam.

Clause 30(d) states it will be illegal to preach a religion other than Islam “through any medium” or disseminate information on another religion in a way that could “draw people’s interest and attention”. Publication and distribution of religious literature translated into Dhivehi will be illegal.

The ministry will also be empowered to order the deportation foreigners “suspected with sufficient evidence” of preaching or proselytizing other religions.

However clause 22 of the regulation states that providing information about other religions for academic purposes, official research or lectures for the purpose of comparison with Islam will now not be illegal. Moreover, the protection and preservation of ancient relics would be exempt from the regulations.

It will remain illegal for licensed broadcasters to air programmes, advertisements or music that either “insult or denigrate Islam”, in line with article 27 of the constitution, which allows for free expression except where that expression contradicts the tenets of Islam. Clause 35(b) of the new regulations explicitly states that internet websites and blogs shall not be exempt from this.

“There are two sides to extremism,” Shaheem explained, “including the extreme irreligious side. Some people are saying their own opinions about the Qur’an and and our beloved Prophet’s (PBUH) sunnah; it is not allowed for anyone to say whatever he wants to.”

It will furthermore be illegal for local businesses or companies to make announcements or publish advertisements with content that is “contrary to Islamic codes of conduct or behaviour.”

Religious subjects may only be taught in the country with authorisation from the relevant government authority, which has to approve the curriculum and syllabus.

The regulations will also make independent or breakaway prayer congregations illegal and subject to police action.

Politics an inseparable part of religion, reiterates Adhaalath party

Islam and politics are inseparable and it is unIslamic to suggest otherwise, President of the Adhaalath Party Sheikh Hussein Rasheed has announced.

”I regret that there are some MPs also who are claiming that politics and Islam should be separated, after taking a oath swearing that they would respect the religion of Islam,” Sheikh Hussein said. ”Politics and religion cannot be separated.”

State Minister for Islamic Affairs Mohamed Shaheem Ali Saeed told Minivan News that Islam was a comprehensive religion containing information on economy, family, social, business, communication, politics, military “and many more things.”

Shaheem claimed that separating politics from religion was “a Christian philosophy from the 1940s.”

”The Christians at that time were influenced by the power of their kings and popes, ” Shaheem said, ”so they fought together for their rights and demanded the separation of religion from politics, and that was the time democracy was born.”

Shaheem noted that there were some principles of democracy which were contrary to Islamic principles.

”There are many things that are similar things and there are some things we refuse,” he said. “The resolution in democracy is ‘to keep the religion separated from the state.”’

The Prophet Mohamed (PBUH) was also a good politician, Shaheem explained.

”Those who suggest religion should be separated from politics are not apostates,” he said. “They are only saying such things because of their lack of knowledge.”

He said the Islamic Ministry was a part of the government and the government cooperated the ministry.

The President’s Press Secretary Mohamed Zuhair said the Adhaalath Party was “power hungry” in accusing the government of secularism.

Newspaper Miadhu today reported Adhaalath party member Sheikh Ilyas Hussain as saying  the government had forgotten the Adhaalath’s Party’s role in the country’s democratic transition and that the presence of the party was one of the reasons the new government had been accepted.

If dialogue failed to keep the government on the right path, Sheikh Illyas warned, the party would “not hesitate to fight against this government like we did the last one.”

He further claimed there were groups within the country that had begun challenging the party’s efforts to promote Islam, and that such trends were bringing the party’s patience to an end.

Zuhair claimed some of the party’s scholars were “directly lying to the people.”

”We support the work they are doing politically, because according to the new law any political party with less than 3000 members should be disbanded. If so, how are they supposed to be in the government if they are not a political party?”

He said the government had provided mosques for people, appointed Imams to the mosques and established the Islamic Ministry.

”We do not know why they are saying all this about the government,” he said. ”We can’t worship in our offices.”

In response to concerns about the religious qualifications of visiting Islamic speaker Zakir Naik, who is a medical doctor, Shaheem explained that Naik “is not a a preacher but a lecturer”, and his talks in the Maldives would not contravene the Religious Unity Act.

”The law says that anyone is allowed to give sermons with the permission of the Islamic Ministry,” he explained.

”We have researched his CV, and he is man who has knowledge of Islam and has written many books on Islam as well.”

Human rights NGOs criticise spread of “perverse thinking and ignorant practices”

A coalition of human rights NGOs have issued a statement noting “with concern and regret” that certain preachers “have recently begun to portray Islam as a religion that demeans women and children.”

“Religious sermons that portray and speak of women as people who exist simply to gratify the sexual desires of men, on earth and in paradise, fail to take into consideration the respect and honour granted to women in Islam,” the NGOs claimed.

“We believe that the message perpetuated through sermons that the purpose of achieving paradise is to engage in sexual acts forbidden on earth, and to enjoy pleasures forbidden on earth, is the work of some people to impress upon the public that Islam is a backward religion.”

The NGOs’ statement, signed by the Maldivian Detainee Network, Transparency Maldives, Rights for All, Maldives Aid, Madulu, Democracy House and Strength of Society, claimed that “all Abrahamic religions uphold the dignity and respect of all human beings, and Islam in particular provided protection and safety for women and children who were being abused in Arab societies, [that were] entrenched in the ignorance of dark ages.

“Hence, to render commonplace the perverse thinking and ignorant practices of those days in the name of Islam would be to facilitate similar ignorance and malice.”

The NGOs criticised the Ministry of Islamic Affairs “for not working in their full capacity to regulate or halt the views and acts propagated by those who endorse extreme views,” and requested that government play its “important role” in countering these types of views “propagated in the name of Islam.”

The statement comes after President Mohamed Nasheed was heavily criticised by the religiously conservative Adhaalath Party for “trying to convey irreligious views to the beloved Muslim citizens of the Maldives” during his weekly radio address.

In his address, the President noted that “a large number of young women and young men are requesting that the government obstruct and stop these things from happening.”

“We have freedom of expression; if you are unhappy with views expressed by one group, in my mind the intelligent thing to do is for another group to express the contrary view, a second opinion, or alternative views,” he said. “People can then choose the path they believe.”

However a statement from the Adhaalath party said that the president’s remarks about giving public space to views opposed to the tenets and commandments of Islam were tantamount “to a call for allowing them.”

“In this 100 per cent Islamic country, for the president to call for views opposed to Islam is something that the Adhaalath party is extremely concerned about,” the party said.

“People should only talk about Islam with full religious knowledge. Talking about religious tenets and judgments without proper knowledge is prohibited in Islam.”

The Adhaalath party called on the president to “not be swayed by those who believe irreligious philosophies or the anti-Islamic rhetoric of those opposed to Islam, and not to give opportunity for any religion other than Islam in this country.”

In his opening address to the Maldives Donor Conference 2010, President Nasheed revealed he had “often been criticised by liberal Maldivians because I refuse to censor religious groups.”

“My point is this: the ends do not justify the means,” he told the donors. “People with broader viewpoints must become more active, to create a tolerant society.”

The president revealed that a group of 32 concerned young people had recently visited him, “furious about the rise in extremism.”

“To my mind, these are just the sort of people who need to reclaim civil society, if they want to foster a more open-minded society,” Nasheed said. “Liberally-minded Maldivians must organise and reclaim civil society if they want to win this battle of ideas.”

Sheikh Abdulla Jameel told Minivan News today that when giving a sermon, “we have to tell it as it is.”

”Whether people like it or not, we can’t add or remove anything,” he said. “Nobody can change something stated in the Qur’an, and in the Qur’an it says that no one can [challenge] the orders of God or the Prophet Mohammed (PBUH).”

The Ministry of Islamic Affairs declined to comment in the absence of Minister Dr Abdul Majeed Abdul Bari, who is currently visiting Saudi Arabia, and State Minister Mohamed Shaheem Ali Saeed, who is in the United States.

Local Islamic NGO Jamiyathul Salaf also did not respond to Minivan News’ enquiries at time of press.

Politics and religion

The Maldivian Democratic Party (MDP) issued a statement yesterday in support of the President, condemning the Adhaalath party for “using religion as a [political] weapon”.

“For the Adhaalath party to falsely accuse the president after remaining silent when the Dhivehi Rayyithunge Party (DRP) obstructed and stopped a religious sermon organised by MDP last Thursday night, 25 March 2010, causing a disturbance and spilling the blood of many Maldivian citizens, casts doubt on their intentions,” the party said.

The MDP acknowledged that Article 1 of the Religious Unity Act, stating that Maldivian citizens are followers of Islam, belonging to the same sect and sharing one nationality, was “essential for protecting Maldivian independence and sovereignty and ensuring peace and security”, and that promoting religious unity among Maldivians “is obligatory upon both the government and the people.”

Regarding the President’s comments in his radio address and speech at the donor conference, “the party believes that [the president’s] intention was to share some people’s opinions with the public and give an opportunity for religious scholars to clarify the issue.”

Instead of addressing the opinions expressed by the young people who visited the President, the MDP said, “the Adhaalath party falsely accused the President of expressing views contrary to Islam and made political rivalry their main concern.”

The statement concluded by advising the Adhaalath party “to stop casting aspersions” on the president and “cease using religion as a tool to achieve political ends.”
