Six surfing legends compete for trophy in inaugural Maldives comp

Australian surf legend Mark ‘Occy’ Occhilupo narrowly defeated seven-times female world champion Layne Beachley yesterday in the single fin division of the Four Seasons Maldives Surfing Champions Trophy.

Beachley knocked out two-time world champion Damien Hardman in the semi-final, while Occy defeated world longboard champion Josh Constable to go on to face Beachley.

The first day of the invitational event saw the six surf legends – Occy, Beachley, Constable, and Hardman, as well as four-time world champion Mark Richards and Nat Young, compete at the Sultans break near Four Season’s Kuda Huraa resort.

“This morning I surfed with Mark Richards and I kept on falling off in front of him and he said ‘I’m hexing you’, but it was the pressure of competing against my idol,” said Occy, following his win.

Speaking to Minivan News between heats, Beachley explained that it was unusual for female surfers to compete against men at such an elite level of the sport.

“The ability and depth of skill has really improved in women’s surfing and has helped bridge the gap in performance [at the professional level], but it’s not really fair to pit a lightweight boxer against a heavyweight,” she said. “One big difference is that our hips get in the way when we turn – it’s an anatomical disadvantage. It’s not a worry for recreational surfers but it matters at a professional level because women can never have the technical finesse of the top guys.”

Despite the camaraderie between the champions there was, Beachley noted, a very strong competitive undercurrent.

“When you’re surrounded by world champions there is a mutual respect because we know what it takes, but when we’re paddling out no one’s there to lose,” she said.

“It’s very competitive. No guy wants to lose to a girl. The boys are amped. Their pumped up, even if they’re pretending to play it down.”

Female professional surfers, Beachley observed, tended to take not just the sport but also their responsibility as role models for other female surfers very seriously, and most were “well-spoken ambassadors.”

Beachley herself was on a board at Manly beach in Sydney Australia by age four, competing in mens heats at 15 and turning professional just a year later. By the age of 20 she was ranked sixth in the world, and in 1998 went on to win the world championship for six consecutive years.

“I always took pride in training harder than anyone else. I would be doing boxing, swimming, dune running, weights and yoga. I had a very strict cross-training regime,” she told Minivan News.

Asked about developing the female surfing scene in the Maldives, Beachley suggested that female surfers should “band together, and make sure the guys understand that girls have as much right to be in the water as them. Then work your way up the food chain. Don’t cry victim, it’s not the best way to get respect. Instead show tenacity and confidence and let the guys know it.”

Beginner surfers, she noted, faced not just the technical challenges of learning the sport but also the unspoken etiquette and rules that could only be passed on by other surfers.

“Beginner surfers really need to utilise a surf school,” Beachley said, “not only to because they teach the fundamentals but also the unspoken etiquette. One of the problems with surfing is that the rules are unspoken.”

In contrast to many famously territorial surf destinations, Beachley said the Maldives had a reputation for hospitality and the breaks for being “playful, fun, user friendly, more relaxing and peaceful than places like Indonesia and Tahiti.”

The country’s reef breaks, she said, were more predictable than beach breaks in that they followed a certain shape, and were easier to read.

“With beaches you have to quickly adapt to changes. The advantage to a beach break is that a sandy bottom is softer to land on,” she laughed.

Local surfer ‘Bongo’ was on hand during the Four Seasons competition to help out with conditions.

“Sultans is a right-hander, a very good wave for beginners and intermediate surfers. It has an easy takeoff and a slow first section, with time for 1-2 turns, and a nice barrel inside. On a big day it’s still a challenge. I like hollow right-handers, because I’m a natural footer,” he said.

The day saw offshore winds and 2-3 foot waves, “clean and glassy”, according to Bongo.

The competition, he predicted, would be “good for tourism” given the international publicity the big names would generate.

“Apart from that, we’re lucky to be out here seeing the legends of surfing ripping,” he said.

The Maldives has “2-3 guys like Ibu and Issay who might be able to bust a few aerial maneuvers and maybe challenge these guys, but Occy is tough competition,” he said.

“There’s also the matter of the handicap in the scoring system – older guys get more time in the heats, so I reckon the younger surfers stand no chance.”

He acknowledged that the Maldives had few female surfers dedicated to the sport, “which is really sad.”

“We’ve had a few girls try out, and some of them did very well. The problem is that it’s not easy for them to be out surfing every day, and you take a lot of bumps in a shallow reef break. All surf breaks in the Maldives are reef breaks, which makes it difficult for beginners.”

Despite the laid-back reputation of the sport, surfing remains largely a male-dominated sport with a reputation for being fiercely territorial and hostile for beginners. This was less of a problem in the Maldives given the seclusion of most breaks and the country’s dependence on tourism, he suggested.

“The locals are much more laid back than other places like Hawaii or South Africa, you don’t see scenes like the Hui or Black Shorts here. It’s mainly because all these breaks are secluded and the country is dependent on tourism – everyone is really friendly,” Bongo said.

Dhonveli’s Pasta Point and Huduranfushi’s breaks were exclusive for tourists, he said, “although if we want to surf them we just need to give the resorts a ring and ask. There’s no problem for local surfers.”

Modern surfing was famously introduced to the Maldives by Australian national Tony Hussain Hind, who was shipwrecked in the country but on his departure saw so many perfect surf breaks that he turned around and made the Maldives his home.

“He introduced modern surfing, but before that locals would body surf using planks of wood,” Bongo said. “Really, the full history of surfing in the Maldives is unknown.”

The Four Seasons Maldives Surfing Champions Trophy continues over the next few days with the double fin and triple fin events.

Quad-bike in Kuredu fatal accident was registered and driver licensed

The quad-bike involved in the crash on Kuredu Island Resort, which claimed the lives of British honeymooners Emma and Jonathan Gray, was legally registered to the resort as a tractor according to registration documents obtained by Minivan News today.

Maldivian Democratic Party (MDP) Chairperson ‘Reeko’ Moosa Manik had previously alleged during an emergency motion in parliament last week that the King Quad 700 vehicle was not legally registered with the Maldives Transport Authority, and that the driver, 23 year-old Swedish national Filip Eugen Petre, was not licensed to operate it.

Opposition MPs accused Manik of indulging a personal vendetta against the resort’s owner, Champa ‘Uchoo’ Mohamed Moosa, in retaliation for coverage by Champa’s private DhiTV station of an incident last year in which 168 bottles of alcohol were found in Manik’s car while he was outside the country.

Manik further alleged in parliament that attempts were made to “to hide the boy [Petre] and put the blame [for the accident] on a Maldivian employee in the resort.”

When Minivan News contacted Manik today, he maintained that he had been informed by a person working on the resort that the vehicle was unregistered. He also claimed that foreigners who wished to drive in the Maldives were required to register with the Ministry of Transport.

“I have been watching that island for a long time and they are doing a lot of illegal things,” he alleged. “I am bringing this up in the national interest, not because of Champa. I don’t want this to happen on another resort otherwise it will affect the industry.”

Following widespread media coverage of Manik’s claims in parliament Jonathan’s mother, Cath Davies, called for a full inquiry into the accident “as somebody, somewhere, is responsible for having allowed that quad to be on the island, and those keys to be available to the young man who was unlicensed and unregistered.”

According to registration papers obtained by Minivan News, the 172 kilogram Suzuki 2007 King Quad 700 4X4 was imported on May 5 2007 and registered on August 2 the same year.

Minivan News also obtained a copy of Petre’s Swedish category B driving license, which would in Sweden, the UK and many other European countries, legally allow the operation of a four-wheeled motorcycle as well as a car.

According to Police Inspector Mohamed Riyaz, who is leading the investigation into the Kuredu accident, under Maldivian law foreign nationals with a valid overseas license are also able to drive in the country for a period of up to 90 days without a local license.

Riyaz said police were in the process of determining whether the quad-bike had been appropriately registered. He confirmed that the vehicle had been registered as a tractor under the ‘C1′ category “used for vehicles transporting goods, not passengers.”

“If it had been properly registered it would be under the A1 category and the driver would require a motorcycle license, as it has a fuel engine and is a very powerful 700cc,” he said.

He also noted that the vehicle was not designed to carry passengers other than the driver, and carried a warning to that effect.

Filip Petre was seriously injured in the accident and remains in hospital in Male’, following the confiscation of his passport on the order of the Criminal Court. Inspector Riyaz said that an application for Petre to be taken abroad for further medical treatment three days ago had been declined, “as police believed that based on the medical report there was no imminent threat to his life.”

Inspector Riyaz said Petre’s family had approached the court to appeal the decision, and added that police were open to his treatment overseas if medical opinion was that urgent diagnosis was necessary.

In a statement to Minivan News, Filip’s father Lars Petre, a shareholder in the resort, described the accident as “by far the most tragic event in my life, and words cannot describe how saddened we are. I and my family are deeply concerned with errors on some of the media reports and we are also deeply saddened by some accusations made at my son.”

“My son Filip Petre (23 years) was taking the two guests home, to the other side of the island, when he experienced some difficulties with the bike, and crashed headlong into a tree on the road. The crash took two lives and badly injured my son.

“He fell unconscious with the crash and woke up some time later to find the two deceased also lying on the road. He immediately called for help and worked alongside with the doctor who arrived to try and save the victims of the crash, while he was bleeding himself.

“The quad bike which my son was driving was registered and my son Filip is licensed to drive such vehicles. My son Filip and his brother Tom (who was the first to arrive at the scene of the accident with the doctor), the management and staff of Kuredhu have been cooperating with the police investigation fully, and I give every assurance that they will continue to do so in the future.

“We understand the grief of the families who lost their loved ones in the accident, and we also respect the duty of the Maldives Police Service to investigate the matter. However the fact remains that what happened on August 6 is an accident, a very tragic fatal event, which my son no anyone else had the power to change.

“I wish to assure to the families of the deceased, the media and the public that there was absolutely no ill intention whatsoever in this accident. While my son and the staff of Kuredhu are shattered with the result of the accident, we remain helpless to change anything that has happened.

“The management of Kuredhu will do whatever is possible to corporate with the investigation and to avoid further distress for all families concerned.”

Mother of Jonathan Gray calls for full inquiry into Kuredu quad-bike accident

The mother of a British honeymooner who died when the quad-bike he was riding on crashed into a tree on Kuredu Island Resort has called for a full investigation into the couple’s death.

Jonathan Gray and his wife Emma Gray, both 25, had been married on July 30 in West Yorkshire. They were killed a week later on August 6 at 4:00am on a Saturday morning.

Jonathan’s mother Cath Davies told the BBC she had been led to understand that the vehicle was unregistered and the driver unlicensed, and called for a full investigation to prevent such a tragedy from reoccurring.

“Somebody, somewhere, is responsible for having allowed that quad to be on the island, and those keys to be available to the young man who was unlicensed and unregistered. I’m sure I’m not mistaken, but he shouldn’t have been there,” she said.

“The lad himself, my heart goes out to him and his family because he has done something reckless and really foolish which has ended in the most tragic way possible, but he never meant for this to happen. I don’t want the responsibility to be solely his.”

The driver of the quad-bike, subsequently identified by police as Swedish national Filip Petre, a guest relations officer and son of one of the resort’s shareholders, remains in hospital in Male’ being treated for injuries he sustained during the accident.

Police Sub-Inspector Ahmed Shiyam confirmed that Petre’s was not under arrest but that his passport had been confiscated pending the outcome of the investigation, as was standard procedure in such serious cases. If Petre’s injuries required him to receive treatment outside the Maldives, “that would be a matter for our legal officers.”

Shiyam said that police had completed examining the scene of the accident and were now working to conclude the investigation as swiftly as possible.

In an emergency motion in parliament last week MDP MP ‘Reeko Moosa Manik alleged that the King Quad 700 was unregistered and Petre unlicensed to operate it.

Opposition MPs claimed that Reeko Moosa’s motion was a “personal attack” against the owner of the resort, Champa ‘Uchoo’ Mohamed Moosa, in retaliation for Champa’s television network DhiTV’s coverage of alcohol bottles found in Reeko’s car last year.

The bodies of the couple were reported to have been flown back to the UK for the funeral. Davies told the BBC that the fact the couple had been married and had enjoyed six happy years together had made the tragedy easier to endure.

“They had that day. It was perfect. Both were fantastically successful in their own lives and have their wonderful little boy. It was so perfect for them. It was almost too perfect,” she said.

The Gray’s six-month old child, Jake, will grow up “much loved by all his family,” Davies told the BBC. “He is a very happy little baby and will grow up into a wonderful man just like his father.”

All resorts subscribed to pension scheme

The Maldives Pension Administration Office has subscribed every resort in the Maldives to the government’s new pension scheme with the recent inclusion of Lily Beach Resort and Island Hideaway at Dhonakulhi, reports Haveeru.

Employers will be obligated to allocate pensions for privately employed local workers from May, and will face fines for non-compliance.

“We are now calling noteworthy companies out of those that haven’t participated in the scheme. There are also some companies that have registered but not enlisted employees in the scheme,” Haveeru reported Pension Office Director Ismail Shujau as saying.

Sri Lanka firm Malwatte Valley Plantations to invest in resort

Sri Lankan firm Malwatte Valley Plantations has announced its intention to invest US$26 million in a resort in the Maldives, consisting of 70 villas.

The company told the Colombo Stock Exchange that the project would begin in September and be completed in two years. The new property would be managed by the Hilton chain, following the signing of a Memorandum of Understanding (MoU).

Uncertainty remains over scale of Maldives piracy threat

With two separate attacks this month by Somalian pirates within a 30 nautical miles of Trivandrum, India, one maritime expert has warned that the Maldives’ growing use as crossroads for shipping routes make its own waters and businesses an increasingly attractive target in the future.

Tim Hart, a security analyst specialising in piracy from around the Horn of Africa for Maritime and Underwater Security Consultants (MUSC), told Minivan News that the two attacks reported this month off India’s southern coast raised wider security issues for the Maldives that have previously affected other nearby archipelago nations like the Seychelles.

While the Maldives National Defense Force (MNDF) this week said that the country’s territorial waters had not come under direct attack from piracy originating from Somalia, a spokesman said it shared the UN’s concerns over possible threats in the Indian Ocean.

Tourism angle

Increasing numbers of refugees from Somalia are flooding into northern destinations such as Kenya and Yemen, and with limited opportunities for those remaining, Hart said piracy was at believed to be the country’s second largest source of revenue.

In this lucrative market place for piracy, the UN has expressed concerns that the Indian Ocean is becoming in key battleground in trying to stem maritime attacks as suspects move increasingly further from Somali shores.

Hart said that as cargo fleets moved closer to the Maldives to try and ensure safer shipping routes, pirates were likely to follow in the search of viable targets.

Aside from the potential impact to the country’s own shipping enterprises, the maritime expert added that tourism had also been affected by piracy in other Indian Ocean nations.

“The Maldives is a large group of islands that can make monitoring difficult like in the Seychelles,” he said. “The [Seychelles] back in 2009 had a pirate issue that seriously affected its tourism. This has also been seen around the coast of Kenya in areas like Mombasa, where cruise ships were coming under attack in some cases.”

According to Hart, although cruise ship attacks are relatively isolated occurrences, the UK parliament has recently raised issues over an incident in Kenya that directly targeted tourists on board a vessel – an event that significantly affected cruise interest in the region.

“With the Maldives’ territories made up largely of ocean, (the country is 99 per cent water) the concern is that pirates might become influenced to make similar attacks there,” he added.

Targeting isolated resorts would be outside the traditional modus operandi of Somali pirates, Hart said, explaining that they only attacked targets other than merchant vessels out of opportunity.

“It really depends on how desperate a particular group of pirates becomes, generally larger merchant vessels offer the largest incentives for ransom,” he said. “To set foot onto an island, highjack and kidnap tourists and then try to get back to Somalia using their vessels would be very difficult.”

Despite the challenges posed by such an attack, Hart said that it had not been unheard of for pirates to mount land-based assaults in areas like the Niger Delta.

“Pirates are known to be very adaptive in terms of their methods and targets,” he said. “Wherever someone has tried to prevent them from operating, they have changed their target areas and tactics.”

However, Maldivian tourism officials and insiders have identified piracy as a potential security concern for the resort industry.

Adapting to piracy challenges

Hart claimed that the Maldives could take some lessons from the Seychelles in terms of further tightening maritime security against potential acts of piracy, he added that adopting a fix-all approach to the problem was impractical.

“With regards to piracy, it is difficult to set out a one-stop shop in terms of reducing risks, though I would suggest looking at how the Seychelles has operated in 2009 and 2010. Because of recent monsoon weather [in the Indian Ocean region], defining attack areas and establishing operational islands is very difficult,” he claimed. “However, anything to support additional maritime surveillance to protect islands and [local] waters would be encouraged.”

In terms of a national strategy for piracy prevention, MNDF Major Abdul Raheem said earlier this week that the Maldives is already collaborating with international naval forces – under wider UN military programmes – to patrol and monitor its territorial waters from pirate threats.

Raheem said that despite the serious concerns raised over potential piracy attacks in the Maldives, the MNDF would continue with existing initiatives to try and protect its waters in collaboration with naval forces from other nations like India, Turkey and the US. These nations have taken part in patrols across the country in the last few years.

“Piracy is seen as a major problem in the Maldives and we are very concerned about possible attacks occurring in our waters,” he said at the time. “However, we have not recognised piracy threats flaring up [around the Maldives]. With help from other nations, particularly India, we are continuing patrols.”

Raheem stressed that some Somali vessels had drifted into the country’s waters – often with engine troubles – though it was not clear if they were potential pirate threats or refugees trying to escape the country. Hart claimed that the dilemma over confirming legitimate pirate suspects was a major difficulty in policing international waters against attacks.

“The difference between a pirate and a refugee is often a crew that have thrown their weapons overboard. You have to catch pirates in the act, otherwise it can be impossible to try and stop them.”

From his experiences of studying emerging pirate threats off the Horn of Africa, Hart said it was increasingly common – even in the Indian Ocean – for Somali vessels to wish up on local coasts with no traces of weapons on them, then claiming that they are fishermen lost at sea.

“In certain cases, as opposed to dumping weapons at the threat of being spotted by naval vessels, some pirates will use reconnaissance and GPS systems and have weapons stored securely nearby in order to prepare for possible attacks on vulnerable targets.”

Hart said the situation was further complicated by the tens of thousands of Somalian refugees trying to escape the country that is wrought with political and social instability.

Just this week, the Agence France-Presse (AFP) news agency reported significant increases in the number of refugees from the country, with 20,000 nationals estimated to have attempted the arduous journey to escape to a Kenyan refugee camp in the last fortnight alone.

According to the report, the Dadaab refugee camp built initially for 90,000 people is now home to 360,000 displaced residents. The AFP report suggested that 1.46 million people are thought to have been displaced in Somalia.

Hart said that the domestic difficulties within Somalia, along with its geographic location, had made piracy a lucrative revenue source amidst the country’s many socio-political uncertainties.

“Piracy is a symptom of the problems being seen on the land. A lot of people have been trying to escape the civil war in the country’s south and have been trying to move north to areas like Yemen and Kenya,” he said. “Pirates have also used the very strategic [maritime] location that the Horn of Africa offers and exploited it.”

Amidst the difficulties of trying to find domestic solutions within Somalia as a means of confronting piracy, the UN Security Council has continued to discuss the formation of international courts and prisons to try and bring convicted pirates to justice.

However, Hart said that the effectiveness of these prisons as a potential deterrent to Somali nationals turning to piracy was uncertain.

“At present in Somalia, piracy is the country’s second largest industry. There are already huge risks, but you go out to sea and potentially have huge gains to make,” he claimed. “One possible deterrent would be being arrested and being held in prison. However, even these prisons are likely to be a better environment than life for many in places like Mogadishu – the Somali capital.”

Tourism Ministry threatens to revoke resort licenses over payments

The Ministry of Tourism, Arts and Culture is threatening to suspend the operating licenses of a number of resort and hospitality properties unless they pay outstanding government charges and related fines before July 20, Haveeru has reported.

The Nasandhura Palace Hotel and 10 resort properties in the country reportedly owe a combined total of US$16million to the Maldives Inland Revenue Authority (MIRA), with failure to pay these individual debts expected to lead to a revocation of operating licenses under the Lease Rent Regulation.

Any enterprises that fail to pay these state charges before the 90 day deadline passes on July 20 will be able to have their licenses reinstated once any outstanding government debts are met, according to tourism officials cited by the paper.

Galaxy Enterprises, which rents the Nasandhura Palace Hotel, is facing legal action by the MIRA, who filed a case at the Civil Court this week over claims it is owed some US$265,000 by the company.

Foreign hotel and resort workers concerned over financial changes

Expatriate resort workers have expressed confusion over new regulations restricting monthly remittances to 100 percent of workers’ salaries, which they fear may may leave them unable to take supplementary income, such as tips and service charges, out of the country.

The government has said the decision, published in mid-May in the government gazette, was intended to reduce the amount of money sent overseas by those working in the country illegally, either without a work permit or by taking jobs ‘on the side’.

Workers exceeding the limit, and organisations providing the transfer facility, would face a fine.

However, in many of the country’s resorts, service charges and ‘unofficial’ tips can amount to up to 70 percent of a worker’s total income.

“If the transfers are limited to salaries then the tips and service charges will be considered illegal money,” one foreign worker, a guest relations officer (GRO), told Minivan News. “For me that is 75 percent of my income.”

The GRO added that due to the isolation of some resort properties, workers would be unable to reach a bank every month to send their income home.

“There is one ferry a week [to an island with a bank], but not my home branch. To go to Male’ the flight costs US$200 – I can’t transfer money every month, and I can’t spend all my money in the Maldives,” she said.

A lack of information outside local media reports in Dhivehi meant that many foreign staff were in the dark over the pending changes.

“Nobody is sure what is going on. This [lack of confidence] may encourage people to take their money out of the system altogether,” she predicted.

Several foreign workers Minivan News spoke to at a hotel near Male’ also expressed confusion and frustration over what they feared could be a financial impracticality to continuing to work in the Maldives. They noted that the hotel was to begin paying all staff in rufiya, following the Maldives Monetary Authority (MMA)’s recent announcement that it would enforce transactions in the country’s legal tender.

Minivan News contacted a range of authorities dealing with monetary policy, but was unable to get a clear indication of what the regulations would mean for foreign workers.

State Minister for Finance Ahmed Assad and Minister for Economic Development Mahmoud Razee both said they were not in a position to clarify the matter and referred Minivan News to the MMA.

Assad suggested that while the Ministry published official notices in Dhivehi, employers had a duty to keep their foreign employees informed of the implications of any changes to policy.

Assistant Manager of the MMA’s Monetary Policy and Research Division, Ibrahim Ameer, told Minivan News that he understood the regulations were currently pending with the Ministry of Human Resources and that income from resort workers would be taken into consideration, however he noted claims in media reports on the regulation that only basic salaries could be remitted.

A spokesperson for the Ministry of Human Resources meanwhile referred Minivan News to Deputy Minister Hussain Ismail, who was not responding at time of press.

Head of the Tourism Employee Association of the Maldives (TEAM) and Maldivian Democratic Party (MDP) MP Ahmed Easa told Minivan News that the organisation had met with the MMA when the regulations were being drafted and that he understood workers would be able to send their full incomes overseas on presentation of their work visa to the bank.

“The idea is to stop illegal workers from remitting money,” he said. “I think it is tied to income rather than salary, as long as the proper documents are provided. It should not be a problem so long as workers have a work permit. That’s what I have been told, and I haven’t received any complaints yet.”

However, earlier reports on the regulation have suggested it would encompass not just illegal workers, but those taking on ‘unofficial’ extra work – a common practice for many of Male’s expatriate workers, some of whom are paid as little as US$70 a month for full-time construction work. In many cases, this is despite reported promises of salaries of up to US$400 by unscrupulous employment brokers, who charge poor and illiterate people in countries such as Bangladesh fees of between US$3000-4000 to come and work in the Maldives.

The dollar crisis in the Maldives has brought to the fore the remitting of salaries by expatriate workers.  In a recent report, Ameer from the MMA noted that “each expatriate worker will on average remit US$100 per month to their countries. That is US$8 million per month and US$96 million a year. This is an amount that can and should be mitigated.”

Easa told Minivan News that the Human Resources Ministry, “to be honest, has nothing to explain. The Maldives can’t afford this, and we have to have rules to stop the existing open environment.”

The Immigration Department meanwhile reported that the number of expatriates in the country would reach 100,000 by June, after increasing by 10,000 in just three months. The report came as the Ministry of Human Resources published regulation permitting the recruitment of domestic servants without a quota.

The payment of salaries to foreign workers in rufiya is also a concern raised by foreign workers, concerned at their inability to convert the local currency to dollars.

“It may be difficult at this time, but the MMA is reinforcing a law from the early 1980s,” Easa noted. “All these years the MMA has not enforced the law. Right now we have a shortage of foreign exchange, and [expatriates] might face difficultly for a couple of months. But the country doesn’t have a choice.”

TEAM’s Vice President Mauroof Zakir acknowledged receiving concerns from resort workers regarding payment in rufiya.

“We received complaints where workers wanted salary in dollars in instances where the business is earning dollars,” he said, adding that this was already the case for many executive staff who had money paid into accounts outside the Maldives.

Furthermore, Zakir noted complaints from staff who’s wages were now being paid at a rate of Rf 10.42 to the dollar – the minimum rate following the government’s float of the rufiya within a 20 percent band of a pegged Rf12.85 – despite bank rates sitting at Rf 15.42.

“They don’t know the rate at which management is getting dollars,” he said. “I think it is a big concern that the government is not doing anything to raise awareness [for expatriate workers], apart from releasing statements to local media in Dhivehi.”

During a recent interview with Finance Minister Ahmed Inaz, Minivan News questioned the enforcement of rufiya at a time when there was doubt as to whether this could be exchanged into dollars, and the impact this would have on confidence in the Maldivian economy.

“We believe the market is currently unstable because of the changes we have brought, and that these changes will take three months for the various variables to work,” Inaz acknowledged.

“There will be a lot of low confidence and instability, and that will not only be felt by the expatriates. All our imports and consumables, medicine, education – is imported. But we are confident we can get through this.”

“If you’re looking to soak up some sun in the Maldives, this isn’t the island you want to be on”

The Maldives’ five-star resorts have turned the Thilafushi reef into a seven-kilometre long dumpsite, Al Jazeera has reported.

“Environmental activists say the bad practices adopted there are causing contaminants to seep into the Indian Ocean nation’s once pristine sea water, and then into the food chain,” journalist Steve Chao reported.

“If you’re looking to soak up some sun in the Maldives, this isn’t the island you want to be on.”

Now a dumpsite for the country’s 1200 islands, Thilafushi hardly resembles the unspoiled coral reef it was 20 years ago, Chao reports, with little of the waste recycled, composted or treated as required by law.

“Nobody is managing this – the tourism industry is not ethically or morally doing their work,” a Maldivian environmental activist tells the news network, adding that every tourist to the country generates 7.2 kilograms of garbage a day.

“The only treatment the mountains of trash gets is Bangladeshi wokers picking through looking for recyclables goods to sell,” Chao reports. “We learn they are also paid by the government to burn the garbage, sending untold toxins into the air. We’ve been here only a few minutes but already the smoke is stinging the eyes and there’s an acrid taste in the mouth.”

Speaking to Al Jazeera, Environment Minister Mohamed Aslam claimed the international community had for years promised to build proper facilities to handle the waste, “but the world does not wiit for these proceedures and processes to be completed. I think this needs to be fast tracked.”

“Although the Maldives is one of the top destination for international tourists, the country remains very poor,” Chao noted.
